    Case 2 for 3G-extrenal neighbor :we use 3g neighbor as 3g external neighbor because of common cells . eg. we add 84 cell to 3g neighbor cells on both side on source and target cells . and again compare with 84 cells using vlookup and we get 3g external neighbor . After that we compare 3g external neighbor (target cells) with (2G CELLS) and we get 14 cell .than these cell added to the external cell .
