Potential Indicators of Radicalization

BEHAVIOR New or increased violent rhetoric Obsession with violent Jihad depictions Shunning of non-violent ideals Increased secrecy about activities and associates TRAVEL Plans to make Jihad Travel to disturbed locations overseas Obsession with joining paramilitary groups Obtaining or attempting to secure false travel documents PRE-OPERATIONAL
Unto themselves, these indicators may have a lawful and protected purpose. The totality of the circumstances may indicate radicalized behavior.

Interest in high profile locations Engaging in surveillance activity Possession of unusual documents, maps, photos and related materials Acquisition or attempts to acquire precursor chemicals, excessive ammunition and weapons

Some of the activities described may have a legitimate and protected basis. These potential indicators may be the basis to initiate further inquiry, but alone are not probable cause to arrest or detain. The free exercise of interests and rights is paramount; therefore it is incumbent upon officers to ensure those rights are protected. Consult with legal advisor/prosecutors when questions exists.
