In accordance with the objectives and mandates of the Philippine Association of State Universities and Colleges (PASUC) of fostering excellence in higher education, this Office hereby endorses the subject undertaking organized by the Offices of the Student Regents (OSR) of the Philippine Normal University (PNU), the Polytechnic of the University of the Philippines (PUP), the University of the Philippines (UP) and the Bicol University (BU) together with the National Union of Students of the Philippines (NUSP) for support and participation of Student Regents and Trustees from the state universities and colleges in the country. The Congress aims to have the following: 1. 2. 3. 4. Establish a national federation of Student Regents and trustees; Plan for higher SUC budget campaign; Discuss significant socio-political issues; and Train in basic and technical skills for effective student leadership.

A registration fee of PhP3,000.00 shall be charged from each participant to cover food, accommodation, tour, conference kit, and souvenirs subject to the usual government regulations.
