Plebiscite was scheduled but the Mun. of Cainta moved to suspend due to a pending case in RTC-Antipolo, Rizal for settlement of boundary dispute. Held: A case involving a boundary dispute between local government units presents a prejudicial question which must first be decided before plebiscites for creation of proposed barangay maybe held.
