INTRODUCTION

Atlantis the Palm Dubais project is known as a Paradise Island inspired by myth. This island is expected for targeting various tourists and visitors travelling locally or internationally. In order to understand this phenomenon tourism development planning project will be prepared to support and present the facts and information.

The tourism development planning project on Atlantis the Palm will be formal report particularly prepared for Head of Planning and Development. The purpose of the project is to implement and utilize researching, gathering and organizing skills for expected outcome to be achieved. By the end of the project conclusion will be reached for Atlantis tourism development planning.

The objectives of the project are listed and mentioned below:

1) Atlantis, the Palm Dubai

Atlantis main point is Palm Jumeirah and it is a manmade island rather than natural island where staying luxuriously serves the main purpose of developing it. It has captured attention of people inside and outside UAE due to creative, magnificent and ingenuity imaginatively creation.

Atlantis will assure that their visitors are totally satisfied with unexpected results and experience. When the visitors will arrive in this location they will be lost enjoying the world of imagination with pleasure and luxury. The offering of Atlantis is relaxation, thrills for families and individuals who have selected this location to stay. The offering facilities include landmark hotel m marine habitats, Water Park, white beaches, high level cuisine, spa and boutiques. This will also include great experience of

2) Tourism Planning

The process of tourism planning will include many activities in a particular area and the topics to be covered are physical, environmental, social and economical planning that will be impacted. It is the planning by determining external forces that will affect tourism and impact on economy of the country.

The partial preparation will be regional land use, transportation utilization, recreation activities, economical development and improvement or comprehensive plan. It is essential that tourism planning shows importance of tourism to the community they are operating in and it is very sensitive while planning tourism activities that benefit all parties involved2.

The tourism planning will involve development of activities within Atlantis which will be an investment on facilities that will be developing experience for obtaining as many as visitors. Kerzner and Istithmar made an agreement which will expand and develop Atlantis, the Palm Dubai. This expansion is a part of tourism planning which will accommodate extra number of visitors to this island for their stay.

There will be development of 2000 rooms which will ban investment of $650 million to $1.1 billion. This will help the tourist coming to Dubai for finding and allocating

them with pleasure and luxury during their stay3. Therefore, this investment tourism planning is to support the growing tourism industry in Dubai.

3) Tourism Development Planning

The practical tourism development planning involves multidimensional activities which is the form of integrating tourism external forces. This development planning will be related to past information, present analysis and future forecast for supporting the overall idea of social, political, psychological, anthropological, and technological factors4.

The steps that are involved in tourism development planning are defining goals and objectives, identifying tourism system such as resources, organizations and markets, generating alternatives of more than 5, evaluating alternatives identified, selecting and implementing after careful analysis, monitoring the implementation process and evaluating results and outcomes5.

Atlantis tourism development planning factors involves:

Social impact and benefit for the community Atlantis is located. Political benefit for the government of Dubai and adding value to its tourism industry.

Psychological experience for visitors and community people. Anthropological blend and support for the society. Technological factors with implementation of latest types of technology within the premises for employees, visitors, etc.

4) Advantages of Planning

The advantages of tourism development planning involve most of the aspects of the economy. The advantages will be information about Atlantis contribution in the tourism industry of Dubai and they are6:

Increasing employment rate. Providing employment options rather than just in hotel management. Improving the quality of entertainment, pleasure and luxury. Improving shopping and restaurants. Improving the beauty of the area. Providing cultural understanding between guest and host.

The advantages will be redefining tourism activities planning in Dubai that can be provided by Atlantis which is a landmark event. This will prove that it will be the first integrated entertainment, pleasure and luxury resort where a visitor will be feeling must to visit when they are in Dubai7. intense tourism development planning for meeting their needs and requirements these advantages will be experienced due to manmade island with natural environment and benefits8.

5) Stakeholders of Atlantis

There are many stakeholders in tourism development planning. These stakeholders are guest and host, tourism industry, government sector, private and public sector, etc. Therefore, each sector will be playing a vital role for developing this destination due to the benefits that they will be earning on long-term basis. During the development process, the stakeholders are expected to contribute and participate proactively9.

On the other hand, tourism development planning is the total sum of relations which is resulted from interaction and interrelation among the Atlantis visitors, suppliers, governments, communities, etc. and they are all aimed for attracting host tourist and visitors travelling from all places locally or internationally to Dubai10.

The stakeholders specified are not limited and depending upon activities within Atlantis before and after development there will be other newly identified. The reason is that tourism industry is booming and Atlantis the Palm Dubai will benefit out of it and support it while growing when the industry is heading.

The major stakeholders are government of Dubai (tourism industry) for economical growth and visitors (local or international) participating in the economical growth. These stakeholders will support positively Atlantis due to their benefit from quality project that assures and confirms unique experience.

6) Rationale of Planning

The rationales of tourism development planning are due to various reasons. The major reasons for Atlantis engaging in planning are because tourism is very important for any country (especially Dubai) due to its generation of revenues, income, employment, businesses, economy, government, private and public sector and tourism is known as the vital component for developing and improving the economy by attracting visitors which also involves business investments.

If Atlantis is not involved in tourism development planning this will not support their existence in the economy of Dubai. With the presence of economical growth and increase in the number of visitors will ensure the long run of Atlantis. Supposedly, Atlantis is developed and created without these planning without information of past, present and future then manmade island will vanish within no years.

There are 4 major goals for Atlantis rationale planning and they are11:

1) Enhancing visitor satisfaction because tourism is when travelers want to visit and revisit when they are satisfied which is the purpose of their travel and stay. 2) Improving economy and business success by attracting businessperson for investing in Dubai. 3) Protecting resources assets such as environment by maintaining, improving or developing which is meant for the visitors to come and experience it. 4) Integrating community and area which are separate and combining them into one.

The objectives of tourism development careful planning are:

1) To determine the right amount of visitors for revenue generation. 2) To determine the needs and requirements during their stay and providing them directly or indirectly. 3) To determine what was in the past that was successful. 4) To determine the current situation to offer better. 5) To determine future needs and requirements for expansion and development opportunities. 6) To make sure that the economy is growing in tourism industry.

7) Public And Private And Government Sectors

The private, public and government sectors in tourism development planning are partners establishing different types of tourism related businesses and maintaining or improving them. Each of the sectors will be contributing to tourism development planning for benefitting due to tourism industry growth in Dubai. If there is no contribution there are possibilities. This is the linkage of different sectors and it is common in economy where tourism is blooming and boosting12.

We can understand this better by analyzing the roles and responsibilities of private, government and public sector which are mentioned below:

The private sector roles and responsibilities are managing efficient project, making certain of corporate and social responsibility and maintaining ecological sustainability. The government sector roles and responsibilities are enabling policy and laws formulation, providing legislative and institutional reforms and building capacity of administrative for identifying thrust projects, risks, clearance of project and ensuring there is welfare and transparency13.

The public sector roles and responsibilities are planning efficiency of core functions, decision making in terms of law and executive and initiating deregulation agency14.

The synergies between private, public and government are the key towards the success of tourism development planning from the point of travel to tourism15. When these sectors cooperate for the purpose of developing tourism industry they will also contribute towards the economy of country creating businesses and tourist attraction facilities and services.

8) Advantages of Public / Private Sector

It is certain that major advantage will be for tourism industry and impacting on the economy of Dubai. The advantages of public/private sector tourism planning partnerships are1718:

Developing new destinations. Providing facilities and services which the visitors and tourist will need and require. Attracting visitors collectively. Providing quality assured experience and destination. Providing and augmenting necessary amenities. Preserving cultural and heritage sites. Maintaining natural environment. Promoting and marketing destinations cooperatively. Improving tourism industry and leading it to the top. Updating visitors and tourists for recent projects and developments. Creating value for money and investments. Measuring performance of economy and tourism. Delivering projects quickly.

Improving incentives to market forces. 9) Disadvantages of Public / Private Sector

Besides advantages, there are also disadvantages of public/private sector tourism planning partnerships which might have less impact in Dubai. The disadvantages are listed below19:

Increasing transactions prices and costs. Increasing higher capital costs. Maintaining cultural gap between these two sectors. Holding problems and issues for a long period of time. Concentrating in less development of destinations. Concentrating more in revenue rather than quality of experience and satisfactions of visitors. Creating overlapping rules and regulations. Implementing laws and regulations which are not tourism industry friendly.
