RULE XXI - FINAL PROVISIONS

SECTION 2101. Separability Clause If any provision of this IRR or the application thereof to any person or circumstance is declared unconstitutional or invalid by a competent court, the other sections and provisions hereof which are not affected thereby shall continue to be in full force and effect. SECTION 2102. Repealing and Amending Clause All Administrative Orders, rules and regulations, memoranda circulars and other issuances inconsistent herewith or contrary to the provisions of these rules and regulations are hereby repealed or modified accordingly. SECTION 2103. Effectivity This IRR shall take effect fifteen (15) days after its publication once a week for three (3) consecutive weeks in a newspaper of general circulation. Note: The DPWH published these IRR on 01, 08 and 15 April 2005 in the Manila Standard Today. These IRR took effect 01 May 2005. APPROVED this 29th of October 2004.
