MEMORANDUM CIRCULAR NO. 2011 - 06
It has come to our attention that there are employees using prom/ software in the DENR Network to circumvent Memo Circular 2011-04 that prohibits use of social networking sites and online/offline games in the Department The Management Information Systems Division (MISD) is hereby instructed to conduct a software audit of all computers connected to the DENR Network and remove the said proxy software. They are instructed to submit a written report to the Office of the Assistant Secretary for Internal Audit and Antiorruption.

Anyone (regardless of employment status) caught using these software to access banned sites shall be subjected to the following sanctions/penalties under Section C, Rule IV of Civil Service Commission Memorandum C i d a r No. 19, s.1999, Resolution No. 991936 or the "Revised Uniform Rules on Administrative Cases in the Civil Service."
Offense 1st 2nd 3rd Sanction Reprimand if explanation is unjustified Suspension from one (1) to tlurty (30) days Dismissal

This Circular takes effect immediately.
