BASIC FRAMEWORK FOR SUBMISSION OF PERFORMANCE-BASED SOLUTIONS


1. Prescriptive requirements are developed for general use but not for specific purposes. Under certain circumstances, engineering methods can be used to justify certain alternative approaches to resolve fire safety problems. This will motivate designers of building such as architect and engineers to be creative and innovative. This basic framework is developed in order to guide and assist the stakeholders of the building if they intend to adopt performancebased approaches. The International Fire Engineering Guidelines (IFEG) shall be used to facilitate the development of performance-based solutions for the building. IFEG have been developed to meet the joint needs in U.S.A, Canada, New Zealand and Australia. This guidebook references internationally available standards, guides and associated documents, and use both imperial and SI units throughout. In particular, the guidelines provide guidance for the design and evaluation of alternative solutions (equivalencies) and general performance design. The International Fire Engineering Guidelines (IFEG) have been developed: a. To be used in fire engineering design and evaluation of buildings. However, the concepts and principles may also be of assistance in a fire engineering evaluation of other structures such as ships and tunnels that are comprised of enclosed spaces. b. To provide guidance for fire engineers to design and evaluate fire safety systems to achieve acceptable levels of safety. c. To assume the fire engineer has a level of competence and experience that would enable licensing by the respective nation. The submission of alternative solution to prescriptive requirement shall be at least in two stages: a. Fire Engineering Brief and b. Fire Engineering Final Report The International Fire Engineering Guidelines (IFEG) provides the details of each submission. e. The submission shall be prepared and submitted by a fire engineer. The fire engineer will need to be a professional/registered fire engineer qualified to use engineering approaches for fire safety solutions. The fire engineer shall submit his qualification and practising certificate for CDD review and approval before any commencement of formal submission.

The Register Architect and Engineer shall incorporate the required elements generated by the Fire Engineer in their respective plans after the Fire Engineering Final Report is approved. All above-mentioned professionals shall be responsible for supervision of the site works to ensure that all design intents are executed. Building owner shall also acknowledge at the completion of the development that they are responsible for all required maintenance works including those arising from the performancebased approaches. In the event the building is sold, it is the owners responsibility to hand over all relevant information and documents to the buyer.

INTUMESCENT PAINTS
Item 1.0 Provisions Intumescent paints are permitted for use on structural steel members of buildings of all purpose groups with the exception of purpose groups VI (Factories) and VIII (Storage) to achieve the required fire resistance. For buildings with a habitable height of not more than 24m, intumescent paints are allowed to be used to protect steel columns and beams. For buildings with a habitable height of more than 24m, intumescent paints are permitted fro use only on structural steel beams, excluding load transfer beams. Intumescent Paints shall be subjected to and pass fire resistance testing as detailed in BS 476: Part 20/21 or its equivalent. Intumescent paints shall also be subjected to weathering tests as detailed in BS8202: Part 2: 1992. Fire test for fire resistance performance shall be conducted on specimens after the weather tests. The fire resistance rating of the tested specimen shall not be les than 75% of the original prototype. Intumescent Paints shall be listed by a QCCD approved testing authority. In addition to the performance requirements such as but not limited to, fire resistance and flame spread indices, the use of intumescent paints shall comply with the provisions stated hereunder. The project QP shall submit a separate set of plans indicating the locations of the structural steel members that are proposed to be coated with intumescent paint. If the buildings habitable height exceeds 24m, a fire safety report shall be submitted together with the building plans. Item 11. Provisions The Fire Safety Manager, if any, shall carry out regular inspection checks to ensure that the intumescent paint coatings re not damage or tampered with. Records of inspection shall be properly kept. In eth situation where the appointment of a FSM is not required, for example building under Purpose Group II ( ), the building management shall undertake the responsibility. Fore addition and alteration works in a building where structural steel members are protected by intumescent paint, the following shall be complied with. 12.1 The owner or tenant, assisted by the FSM, shall engage a QP who shall submit building plans to the SCDF. The building plans shall be accompanied by the QPs declaration as to whether the existing columns and beams coated with intumescent paint are or will be affected. Written certification from the QP stating that he has supervised the application of the coating system(s) shall be provided. The fire safety report shall be updated accordingly.

Comment / Directions General The purpose of this document is to establish the minimum required flow for fire fighting purposes as design criteria for fire hydrants provided for new large scale developments. Type of Hydrants Hydrants shall be of the aboveground double pillar type with a minimum 100 mm nominal diameter barrel. Each hydrant shall have at least two (2) outlets. Outlets shall be 65mm nominal diameter. The hose connections to the hydrants shall be Location and Spacing of Hydrants Hydrants shall be positioned to be within 100m from the entry to any biding and spaced not more than100 m apart. 4.1.1 The minimum flow that shall be required for fire fighting purposes shall be 79 Lps (1,250 gpm) for any single incident. A minimum of 2 incidents occurring simultaneously and located adjacent to each other shall be considered within any given area. This flow shall be in addition to sprinkler systems water demand and shall be available at all times. 4.1.1 The minimum pressure at which the minimum flow shall available shall be 350 kPa (50 psi). Item 1.0 Provisions Portable Fire Extinguishers Shall be QCD approved and be LPC certified, UL listed or VdS or FM approved. 2.0 Hose Reels Shall be QCD approved and be LPC certified, UL listed or VdS or FM approved. 3.0 Fire Pumps Entire fire pump assemblies including controllers shall be QCD approved and be LPC certified, UL listed or VdS or FM approved. Selection shall be in accordance with NFPA 20. A minimum of one duty and one standby pump shall be provided. Fire pumps shall be installed in accordance with QCDFSS 6.7 Where the duty pump is electrically driven, the standby pumps shall be either diesel driven or powered from a Level 1, Class 2 (minimum) Type 10 Emergency Power Supply System (EPPS) that has been designed and installed to meet the minimum requirements of the NFPA 110. All cabling from the EPPS shall be fire resistant. Certification of the cable shall be provided for compliance. The load on the entire power supply system and shall be considered and appropriate measures in compliance with the NFPA codes shall be implemented to ensure continued and safe functioning of all emergency systems. 4.0 Sprinkler Valves Shall be QCD approved and be LPC certified, UL listed or VdS or FM approved. 5.0 Valves Shall be QCD approved and be LPC certified, UL listed or VdS or FM approved. 6.0 Sprinklers Shall be QCD approved and be LPC certified, UL listed or VdS or FM

They shall be selected in accordance with the NFPA13. 7.0 8.0 Intentionally left blank Pipes and tubes Pipes shall be sized by hydraulic calculations in accordance with the NFPA13 chapter 22. Information to be submitted with plans for approval shall be that detailed in section 22.1, 22.2 and 22.3. All pipe and fittings shall have a minimum service pressure of 175psig and at 60C. Ferrous piping shall be corrosion resistant. Minimum test pressure shall be 250 psig or 50 psi above the service pressure at 60C. Pressure testing and flushing of piping shall be conducted in accordance with NFPA13 and shall be witnessed by the responsible engineer. All piping shall be flushed to clear any possible blockages. Method Statement of the flushing procedure and original inspection reports witnessed and signed by the responsible engineer shall be submitted as evidence of compliance on completion of the installation. Pipe supports and hangars shall be standard types and listed for purpose. Where non-listed pipe hangars and supports are used, they shall be designed to take five (5) times the weight of the pipe and fitting (tees, elbows, valves etc) including the volume of water it carries plus 114kg. Calculations shall be provided to verify their adequacy and such calculation shall be signed by a professional engineer. Piping shall be painted red on completion to clearly identify its purpose. 9.0 Fittings Fittings shall be from material compatible with the pipe chosen. Jointing methods shall be threaded, grooved, flanged or other suitable method able to withstand the test pressures.

Item 3. 3.1 3.2 Provisions SUBSTATIONS AND SWICTHGEAR ROOMS ATTACHED TO OCCUPIED BUILDINGS The fire extinguishing requirements of NFPA 101 that apply for the building shall also apply to these substations and switch gear rooms. Where the introduction of water would present additional hazards such as electrocution, environment friendly clean agent systems shall be allowed to substitute for sprinkler systems. The omission of automatic fire extinguishing systems may be permitted if the following conditions are met. SINGLE EXIT STAIRCASE FOR RESIDENTIAL APARTMENT OR PENTHOUSE

With the consideration of small residential apartment or penthouse development facing the constraints of limited land area, Civil Defence Department allows the provision of single exit staircase for building with habitable height not more than 28m provided the following conditions are met: a. The single exit staircase shall serve not more than four apartments or penthouses at each storey level, and b. Provision of exits from each residential apartment or penthouse shall comply with the NFPA requirements, and c. Travel distance from the most remote exit door to the exit staircase from each apartment or penthouse shall not exceed 15 m, and d. Exit staircase shall comply with the requirements of NFPA for exit staircases, and e. Approach to the exit staircase shall be through pressurised fire fighting/smoke-stop lobby of minimum 10 air changes per hour, and f. Approach from the exit door of residential apartment or penthouse to the fire fighting lobby /smoke-stop lobby shall be through pressurised corridor, and g. The exit door of the apartment or penthouse shall be of minimum 1 hour fire resistance rating, and h. Sprinkler shall be provided throughout the building.

Low rise residential apartment or penthouse development is allowed to be exempted from approved automatic sprinkler system provided the following conditions are met: 1.0 Fire Suppression System Provision of fire extinguisher in accordance with NFPA 10 throughout the building inclusive of dwelling unit; 100mm diameter dry rising main with breeching inlet located not more than 18M from fire engine hardstanding/fire engine access road Exit Minimum two numbers Comply with NFPA 101 Life Safety Code Staircase Permanently fixed ventilation openings of area not less than 20% of the staircase floor area at each floor; Ventilation opening shall open to external or air-well having horizontal plan area of not less than 10m2. The minimum with of such air-well shall not be less than 3000mm. Ventilation opening shall not be less than 3000mm from any opening. Fire Detection System Fire alarm system shall be provided throughout the building as required by QCDD Fire Alarm System Requirements 6.1; Manual call point shall be provided not more than 1.5M away from any entry to the exit. Car Park At grade or above grade car park shall comply with NFPA 5000 Section 30.8.1.3 on open parking structure. Only one basement car park is allowed and no other type of occupancy is allowed in the basement; Basement car park shall have adequately distributed smoke vents. The number and their sizes shall be such that the aggregate effective vent openings shall not be less than 2.5% of the basement floor area served. REFUGE FLOOR

High-rise building (more than 30 storeys) shall be provided with at least one refuge floor at an interval of not more than 20 storeys. The refuge floor shall comply with the following requirements: a. It shall be of masonry construction having fire resistance rating not less than 2 hours. b. At least 50% of the gross floor area of the refuge floor shall be designated as holding area. c. There shall be no commercial activities in the holding area. d. The size of the holding area shall be adequate to accommodate at least half the total occupant load of all storeys above and below the refuge floor, basing on 0.3m per person. e. The holding area shall be separated from other areas of the refuge floor by compartment wall having fire resistance rating not less than 2 hours. Link of the holding area with other occupied rooms/areas shall be via an external corridor, or a smoke-stop lobby. f. The holding area shall be naturally ventilated with permanent openings on at least 2 sides of external walls. Height of opening shall not be less than 1200mm high and the total area of ventilation openings shall not be less than 25% of the floor area of the holding area. All parts of the holding area shall be within 9m of any ventilation opening. Ventilation opening shall be located at least 1.5m horizontally and 3m vertically above adjoining unprotected opening. g. The holding area can also be mechanically ventilated or air-conditioned in the event of emergency. h. The ventilation equipment shall be connected to secondary power supply via 2 hour fire resistance cable. The ventilation system shall be indicated and shall not share with other areas. i. Sprinkler system shall be provided for the refuge floor. j. Escape routes leading to the holding area shall be through smoke-stop/ fire fighting lobby or external corridor. k. A sign depicting REFUGE FLOOR shall be displayed inside the staircase and on wall immediately outside the staircase at the refuge floor. The sign of lettering size not less 50mm shall be displayed at a height of 1500mm above the landing/finished floor level. l. Emergency lighting shall be provided to cover all areas of the holding area. Such lighting shall be connected to secondary power supply, i.e.generator, battery, etc.

These drawings shall clearly indicate size and allowances for fittings, freeboard, inlet pipe arrangement, overflow pipe, suction pipe and fittings, any allowances and the clear volume of water available for use by the fire protection systems. The effective capacity shall also be clearly indicated on the tank in lettering of a minimum height of 100mm.

SMOKE STOP LOBBIES AND FIRE FIGHTING LOBBIES FOR EXIT STAIRCASES
Item 1.0 Provisions Entry at every storey to an exit staircase without opening to natural light and ventilation (i.e. natural ventilation) of any building or part of a building of more than four storeys above ground level shall be through a lobby that is separated from the adjoining areas of building by a wall having a fire resistance of at least 1 hour. This shall also apply to staircase serving more than 4 basements. Smoke Stop lobbies, including Fire Fighting Lobbies act as buffer spaces for entry into the protected staircases to ensure smoke and toxic gasses do not enter the staircase shaft and spread vertically, and are used by fire fighters during emergencies, shall be maintained as common property. The floor area of Smoke Stop Lobbies shall be not less than 3m2, and if the lobby also serves as a Fire Fighting Lobby, its floor area shall not smaller than 6m2 having no dimension smaller than 2m. All Fire Lifts shall be provided with a Fire Fighting Lobby. The floor shall be graded away from the lift door towards the lobby entrance door with a minimum slope of 1 in 200. 4.0 Smoke-Stop Lobbies may be ventilated by one of the following methods: Natural Ventilation (i) Permanent fixed ventilation openings in the external wall of the lobby. Such ventilation openings shall have an area of not less than 15% of the floor area of the lobby and in the case of large lobbies, the openings shall be located not more than 9m from any point in the lobby. Alternatively, where Cross-Ventilated Corridors leading to the Smoke-Stop Lobbies are provided and where the corridors' fixed ventilation openings in at least 2 external walls are not less than 50% of the area of the corridor walls, and no part of the floor area of the corridor is more than 13m from the ventilation openings, ventilation of the Smoke-Stop Lobbies may be omitted. Use of Air/Light Wells: Permanent fixed ventilation opening to an air well that is open to the sky above is permitted provided it has an area of not less than 10m2 or 0.33m2 for each 1m of height of the of the air/light well, whichever is the greater. Except for ventilation openings serving the smoke-stop lobbies, exit staircases and toilets, no other openings are permitted. Openings to toilets from different fire compartments shall not be directly opposing another. Where their proximity is within 3m or relative location is less than 180, guidance shall be sought from the QCD. Mechanical Ventilation A fan or system of fans shall provide a minimum of 10 air changes per hour. The pressure in the lobby shall however be less than the pressure in the exit staircase. Mechanical Ventilation Systems fans shall be provided with 100% standby. 5.0 Smoke-Stop Lobbies may be omitted from buildings exceeding 4 storeys but with a habitable height of less than 28m above the level of exit discharge provided the following requirements are met. Exit staircases that are located internally are provided with pressure differential of up to 50 Pa above the ambient pressures in the access corridors and in no case shall the pressure differential be less than 25 Pa in buildings not fitted with automatic sprinklers or fitted with partial sprinkler protection; and not less than 12.5 Pa in buildings fitted with sprinklers (fully), or Exit staircases located along the perimeter walls of the building are provided with uninterrupted external ventilation openings of not less than 50% of wall area of the staircase at each storey level, or Exit staircases having wall openings as described above, may be located abutting an air/light wells (open to the sky) having the minimum dimensions from the table below.

Item 1.0 Provisions In consideration of small residential apartment or penthouse development facing the constraints of limited land area, Civil Defence Department allows the provision of single exit staircase for buildings with habitable height not more than 28m provided the following conditions are met: a. The single exit staircase shall serve not more than four apartments or penthouses at each storey level, and b. Provision of exits from each residential apartment or penthouse shall comply with the NFPA requirements, and c. Travel distance from the most remote exit door to the exit staircase from each apartment or penthouse shall not exceed 15 m, and d. Exit staircase shall comply with the requirements of NFPA for exit staircases, and e. Approach to the exit staircase shall be through pressurised fire fighting/smoke-stop lobby of minimum 10 air changes per hour, and f. Approach from the exit door of residential apartment or penthouse to the fire fighting lobby /smoke-stop lobby shall be through pressurised corridor, and g. The exit door of the apartment or penthouse shall be of minimum 1-hour fire resistance rating, and h. Apartment Buildings with a highest habitable height below 28m not constructed from non-combustible materials having a minimum fire resistance rating of 1 hour, and with 4 or more storeys, a fully automatic electrically supervised sprinkler system shall be provided for kitchens, common areas, corridors and shared facilities, basement car parks, storage areas etc.

Portable cabins are commonly used to construct modular buildings with the consideration of its mobility and readiness. They are often seen, alone or in groups, as temporary site offices on construction site (where they are often stacked two high with metal stairs to reach the upper level). Particular Requirements The following requirements shall be noted when portable cabin is proposed: 1. The codes that govern the construction of portable cabin are the exact same codes that govern the construction of any permanent building. In Qatar, all portable cabins shall be constructed in accordance with NFPA 5000. Non-combustible materials shall be used for all external cladding and wall internal linings to minimise potential fire load. External walls External wall shall have minimum Class A surfaces in accordance with NFPA 285 if that wall is: a. situated 3m or more from the relevant boundary; and b. not exceeding 8m in height; and c. non-load bearing wall. Plastisol coated galvanized steel cladding is allowed for external wall. Roof Minimum roof covering classification shall be in accordance with Table 38.2.2 of NFPA 5000. Underfloor thermal insulation slabs It shall have a Class B surface spread of flame rating. Item 1.0 Provisions Intumescent paints are permitted for use on structural steel members of buildings of all purpose groups with the exception of purpose groups VI (Factories) and VIII (Storage) to achieve the required fire resistance. For buildings with a habitable height of not more than 28m, intumescent paints are allowed to be used to protect steel columns and beams. For buildings with a habitable height of more than 28m, intumescent paints are permitted for use only on structural steel beams, excluding load transfer beams. Intumescent Paints shall be subjected to and pass fire resistance testing as detailed in BS 476: Part 20/21 or its equivalent. Intumescent paints shall also be subjected to weathering tests as detailed in BS8202: Part 2: 1992. Fire test for fire resistance performance shall be conducted on specimens after the weather tests. The fire resistance rating of the tested specimen shall not be les than 75% of the original prototype. Intumescent Paints shall be listed by a QCCD approved testing authority. In addition to the performance requirements such as but not limited to, fire resistance and flame spread indices, the use of intumescent paints shall comply with the provisions stated hereunder. The project Qualified Person shall submit a separate set of plans indicating the locations of the structural steel members that are proposed to be coated with intumescent paint. If the buildings habitable height exceeds 28m, a fire safety report shall be submitted together with the building plans. Item 11. Provisions The Fire Safety Manager, if any, shall carry out regular inspection checks to ensure that the intumescent paint coatings re not damage or tampered with. Records of inspection shall be properly kept. In the situation where the appointment of a Fire Safety Manager is not required, for example Apartment Buildings, the building management shall undertake the responsibility. For addition and alteration works in a building where structural steel members are protected by intumescent paint, the following shall be complied with. 12.1 The owner or tenant, assisted by the Fire Safety Manager, shall engage a Qualified Person who shall submit building plans to the QCD. The building plans shall be accompanied by the Qualified Persons declaration as to whether the existing columns and beams coated with intumescent paint are or will be affected. Written certification from the Qualified Person stating that he has supervised the application of the coating system(s) shall be provided. The fire safety report shall be updated accordingly.

Definitions Certification External Cladding material must be tested by an approved 3rd party test laboratory. The manufacturer shall have certified an ISO 9001 compliant QMS. QCD Approved External Cladding materials that are combustible must be submitted to the QCD for review and approval. Submissions shall include copies of relevant test reports and details on the proposed fixings used to secure the material to the building. On approval a QCD certificate for the External Cladding material will be issued to the submitting party.

External Cladding Material (ECM) fixed to buildings shall be Application non-combustible and shall be composed of environmentally friendly materials and substances. An example of non-combustible cladding material compliant with this standard is corrugated aluminum core panels. ECM not complying with 1.0 above shall comply NFPA 5000 Code Chapter 37. Compliance Alternative test methods and Standards such as AS, BSI and ISO may be used to verify compliance in test reports provided the method of testing is demonstrated to be equivalent and verifies an equal or better fire performance result to those nominated in the NFPA 5000 Chapter 37. Details of the ECM's approval and listings, its method of fixing and the extent of usage shall be included in the building approval submissions for compliance verification. Item 1.0 Provisions General Requirements of Exterior Walls shall be as follows: a. Any exterior wall of a building or a separated part of a building shall (i) be constructed wholly of non-combustible materials apart from any external finishes which complies with Chapter 37 of NFPA 5000 or any internal lining/finishes which complies with Chapter 10 of NFPA 500, and (ii) be so constructed as to attain the fire resistance based Table 7.2.1.1 and Table 7.3.2.1 of NFPA 5000, whichever is greater b. Any beam or column forming part of an exterior wall and any structure carrying an exterior wall which is required to be constructed of non-combustible material, shall comply with the provisions of above-mentioned sub-clause (a). 2.0 2.1 Exceptions The above-mentioned requirements for non-combustibility of exterior walls shall not apply to the external wall of a building or separated part of a building containing one- and twofamily dwelling if that wall is: a. situated 3m or more from the relevant boundary; and b. not exceeding 8m in height; and c. non-load bearing wall. 2.2 2.3 The proposed exterior wall shall be tested in accordance with NFPA 285. The flame spread and smoke development of these exterior walls shall also have a Class A rating in accordance with NFPA 255 based on the maximum intended use.

6m-width fire fighting appliance access/access road to the building shall be provided. The angle of approach and departure for any means of access road shall not exceed 1m drop in 20m. The access road shall able to sustain the stationary load of a 24-ton fire appliance. In addition to access road, fire engine hardstanding of 6m x 15m (minimum), with longer side parallel to the faade of the building shall be provided. The hardstanding shall withstand the stationary load of a 45-ton fire appliance. Access opening shall be provided along the external wall of building fronting the fire engine hardstanding to provide access to the building for fire fighting and rescue operations. Hardstanding is not required for residential building such as bungalow. Semi-detach and terrace houses regardless of building height. For landed residential development with shared communal facilities, there is need of fire fighting appliance access road. The maximum travel distance from the fire engine pump appliance to every point on the project plan area of any building shall be 60m.

For residential building exceed the habitable height of 10m, fire engine hardstanding shall be within 18m of the breeching inlet. The breeching inlets shall be located on the external wall above ground level nearest to the vertical run of the riser stack. For resident building not exceed the habitable height of 10m, no fire engine hardstanding is required. However, access road shall be provided within a travel distance of 60m of every point on the projected plan area of the building. For building for institution, office, shop and places of public resort with habitable height not exceeding 10m, fire engine access road shall be provide within a travel distance of 45m from every point on projected plan area of any building. Length of fire engine hardstanding shall be provided based on the gross floor area (including toilets, stores, circulation areas, etc) of the largest floor in the building for institution, office, shop and places of public resort with habitable height exceeding 10m. Please refer to attachment for required length which is in term of the building perimeter length. Different building types have different requirements. Factory (industrial) and storage (warehouse) shall be provided with hardstanding regardless of habitable height. Fire engine hardstanding shall be laid on the level platform or if on an incline, the gradient shall not exceed 1:15. Fire engine hardstanding and access roads shall have an unobstructed vertical clearance of not less than 4.5 m. Public road can serve as fire engine hardstanding provided the location of such public roads is in compliance wit the requirements of distance from access opening. Fire engine hardstanding and access road shall be kept clear of obstructions and other parts of the building, plants, trees or other fixtures shall not obstruct the path between the fire engine hardstanding and access opening. The inner radius of turning facility for the fire engine hardstanding and access road shall be minimum 7m. Dead-end fire department access roads in excess of 46 m in length shall be provided with approved provisions for the fire apparatus to turn around. All corners of fire engine hardstanding shall be marked. Marking of corners shall be in contrasting colour to the ground surfaces or finishes. Fire engine hardstanding provided on turfed area must be marked with contrasting object (preferably reflective) that is visible at night. Access shall include unobstructed external wall openings, windows, balcony doors, glazed wall panels or access panels. Item 1.0 2.0 Provisions Fire Hydrants shall be provided external to buildings and spaced such that no part of any building is more than 50m from the nearest hydrant. The latest edition of the NFPA 24 Installation of Private Fire Service Mains and Their Appurtenances shall be applied for the approval of Fire Safety Plans and subject to the following. Hydrants shall be wet or dry barrel type with a minimum 4 nominal diameter barrel and two 2 instantaneous fire hose connections. Each hydrant shall be provided with its own isolating gate valve. Such gate valve shall be located in a pit at the base of the hydrant and shall be listed for such service. The lowest point of the valve pit shall be no more than 1m below the surrounding grade. Water Supplies shall be sufficient to provide 50 psi at the hydraulically most remote fire hydrant flowing a minimum of 500 gpm. The minimum flow rate shall be increased by 250 gpm for every additional hydrant up to a maximum of 1,250 gpm. Hydraulic calculations shall be performed as prescribed in NFPA 14, paragraph 5-9.1.2 Hydraulic Calculation Procedure. Where the pressure at the hose connection exceeds 175 psi, an approved pressure regulating device shall be fitted to the outlet of the hose connection. The inlet pressure shall not exceed the devices working pressure. The water supply shall be capable of providing the above minimum requirements for a minimum duration of 30 minutes. The adequacy of the water supply to meet the above minimum requirements shall be documented and submitted for review at plan approval stage and shall demonstrated at final inspection. For low hazard developments the hydrants may be supplied from the potable water supply network provided that all the criteria above are met and the distribution piping is configured such that isolation of any section of the piping to enable repairs to a break, will not isolate more than one building.

Item 1.0 Provisions Fire alarm systems shall be provided for all buildings and structure that provide public access. The type of system (manual/ automatic-manual) shall be as prescribed in Table 6.3A Fire alarm systems shall be of the conventional type or of the analogue addressable type or a combination of both. They shall be certified for use in Qatar by the QCDD. Fire Alarm Systems shall be designed and installed in accordance with the NFPA 72 except as clearly modified by these requirements. Where ambiguities in either these requirements or the NFPA 72 exist, it shall be the responsibility of the engineer endorsing the fire safety plans to obtain clarification from the QCDD. All fire alarm systems shall have a Main Control Panel and a Main Indicating Mimic Panel. The Main Indicating Mimic Panel shall use red coloured LEDs to indicate graphically the building, the floor, location of and the initiating device that is in alarm. Each building shall either have its own standalone Panel or a Repeater Control Panel from which all features of the fire alarm system located in or associated with the building can be controlled Each floor of every building shall as a minimum have a Zone Chart that clearly depicts using colours and symbols, the location of all fire zones, the type and location of all initiating devices on that floor and a YOU ARE HERE indication. Zone Charts shall be detailed and included with the fire safety plans submission for approval by the QCDD.

Indicating Mimic Where the floor area of the building is 1,000 m2 or greater or has 3 fire Panel zones or more, an Indicating Mimic Panel shall be provided incorporating the Zone Chart. The Indicating Mimic Panels shall use red coloured LEDs to indicate in the case of Analogue Addressable Systems, all initiating devices in alarm and in the case of conventional systems, all fire zones in which the fire alarm(s) originated. Item 10.1 Provisions Primary Power Supply shall be an ac supply from an authorized electricity provider and shall be exclusive to the alarm system. The primary power supply should be from eth building emergency mains supply if such supply is available. The primary power supply shall be direct from the electrical distribution board and the circuit shall not be used for any other purpose. The protective isolating device controlling this circuit shall be clearly labeled to indicate that it controls the fire alarm system. It shall terminate inside the fire alarm panel or its integral power supply unit. No external intermediary switch shall be provided between the protective isolation device at the electrical distribution board and the fire alarm panel/integral power supply unit. 10.2

Primary Power Supply

Secondary Power Supply shall be in the form of storage batteries, with an Secondary Power Supply automatic charger. It shall be capable of operating the alarm system in the event of failure of the primary power supply and vice versa. A fault warning shall be given in the event of failure of either primary or secondary power supply. A battery charger of appropriate type and rating shall be provided to keep the storage batteries under constant voltage charge. The charger shall incorporate automatic control features with output designed to charge and maintain the batteries within the limits specified by the battery manufacturer, taking into account any quiescent load imposed by the associated system. The charger shall be designed and rated to so that a battery discharged to its final voltage can be recharged to at least 80% of its rated capacity within 24 hours and its rated capacity within another 48 hours. Battery Capacity The storage battery used to power the alarm system shall be such that in the event of primary power supply failure, the battery is capable of maintaining the system in normal working condition for at least for at least 24 hours. Thereafter it shall be capable of supplying the additional load resulting from an alarm originating in two separate zones for a period of half an hour and if utilized, to supply emergency evacuation alarms, it shall also be capable of supplying the full emergency evacuation alarm load for a period of at least 10 minutes. The design, installation and testing of Clean Agent Systems shall be in accordance with these regulations and the NFPA 2001. Only clean agents specifically approved by the Qatar Civil Defence shall be used. The use of CO2 is prohibited without specific approval from the QCD. Such approval will only be granted on the basis of a formal engineering analysis that concludes to the satisfaction of the QCD, that alternative clean agents are not able to satisfactorily extinguish the fire. Clean Agent storage containers shall not be stored within the protected enclosure. They shall be easily accessible from the main entrance of the protected enclosure. A manual mechanical means of discharging the required agent shall be provided on the storage container. Clean Agent systems shall be operated automatically by a QCD approved automatic detection system. The Control Panel shall be located external to the protected enclosure and located near the main entrance to the protected enclosure. The Control Panel shall be connected to the Buildings Main Fire Alarm Panel and shall provide Alarm, Gas Discharged and Fault indications on the Main Panel. Gas discharge shall only occur after a predetermined time delay to be approved by the QCD. The time delay shall be interrupted by the operation of the Abort Switch and shall re-commence on release of the Abort Switch. The minimum delay shall be 20 seconds. At least one Manual Release Push Button shall be provided external to the protected enclosure and mounted within 1.5m of the main entrance. Subject to the size and configuration of the protected enclosure, more than one Manual Release push button may be required. Operation of the Manual Push Button shall cause instant release of the clean agent. An Abort Switch that interrupts the countdown delay timer shall be provided within the protected enclosure and mounted within 1.5m of the main entrance. 1. In any building, in which the habitable height exceeds 23m, or the depth of the basement is more than 9m below the average ground level, there shall be at least one fire lift. Fire lift shall be contained within a separate protected shaft or a common protected shaft containing other lifts subject to such other lifts being served at each storey by the fire fighting lobby. The fire fighting lobby shall be of minimum 1 hour fire resistance rating and pressurised to minimum 10 air changes per hour. 2. A fire lift shall have access to every habitable floor above or below the designated floor and shall be adjacent and accessible to an exit staircase and be approached by a fire fighting lobby at each storey. 3. Fire lift shall be provided with an operational feature that would enable firemen to cancel first or earlier call which has been inadvertently made to the fire lift during an emergency. For instance, in a fire emergency when any one of the fire detection devices or fire alarm systems is activated, all the passenger lifts shall be brought to the designated floor (usually ground storey) and park there with the lift landing doors remaining opened. 4. Fire lift shall also be provided with an operational feature at the ground storey to recall the lift back to the ground floor after fire fighter uses it. 5. A lift mainly intended for the transport of goods shall not be designated as a fire lift. 6. The power supply to the lift shall be connected to a sub-main circuit exclusive to the lift and independent of any other main or sub-main circuit. The power cables serving the lift installation shall be routed through an area of negligible fire risk. 7. The following buildings require the provision of standby generating plant for special emergency operations of fire lift: (i) Assembly, business, day-care educational, health care, hotel industrial, mercantile and industrial buildings; (ii) Residential buildings; (iii) Mixed developments where the passenger lifts serve both the residential and non-residential floors.

The certification must be based on a scheme which includes continual surveillance of the manufacturing plant where the fire pumps are manufactured and assembled. Where fire pumps are assembled at a different plant to where they are manufactured then the assembly plant must also be included within the certification and surveillance scheme. Fire pump equipment relied upon for satisfaction of fire safety requirements and regulations must be submitted to the QCD for review and approval. On approval a QCD certificate for the fire pump will be issued to the submitting party.

Item 1.0 Provisions Occupancy Type A Fire Command Centre shall be provided in any high rise building or building requires any of the following installation: a. emergency voice communication system; and b. smoke control system. Fire Command Centre is not required for all apartment buildings. The centre can be used for other purposes during normal days. 2.0 Location Fire Command Centre shall be located: a. Adjacent to the fire lift lobby at the designated storey of the building (ie the lobby of the building on the ground floor or immediately adjacent thereto), and b. With safe access from outside, or c. Alternatively at the logical main entrance where the fire response team will report if there is no fire lift in the building. 3.0 Equipment Fire command centre shall contain control and supervisory equipment/panel in accordance with NFPA 101 and the following: a. Main fire alarm panel b. Emergency voice communication control panel c. Fire fighters smoke-control station (NFPA 92A) 4.0 Size Fire Command Centre shall be of adequate size to house all abovementioned equipment and a free working space of at least 6 sq m. 5.0 Compartment Fire Command Centre shall have not less than 2 hours fire resistance separation from other parts of the building.

Item 6.0 Provisions Emergency Lighting and Power Fire Command Centre shall be provided with emergency lighting in accordance with NFPA 101 and 70. All lighting and equipment essential for emergency operation in the centre shall also be connected to secondary power supply by fire resistant cables complying with NFPA 70. 7.0 Ventilation Systems Air conditioning or Mechanical ventilation (ACMV) where required for the Fire Command Centre shall be provided with secondary power supply and shall have ductworks independent of any other ductwork serving other parts of the building. Any part of the supply duct running outside the Fire Command Centre which it serves shall either be enclosed or constructed to give a fire resistance rating of at least 2 hours. The minimum outdoor air supply in non air-conditioned Fire Command Centre shall be 6 air-changes per hour. 8.0 Services Services and equipment not serving the Fire Command Centre shall not pass through the centre.

FIRE PROTECTION AND DETECTION CONTRACTOR LICENSING


Item 1.0 2.0 3.0 Provisions Installers of Fire Protection Products and Systems for compliance with Qatar Fire Safety Requirements shall be Licensed by the QCDD. To obtain a license, the installer shall demonstrate his understanding of the types of fire detection and protection systems he installs. In the case of a company, the management shall maintain in the companys employ at least one engineer who shall demonstrate competence as in 2.0 above for the validity of the license. Failing which the license shall be null and void. The installer or engineer shall submit himself to an interview by a panel comprised of QCD technical staff that will assess his competence. During the panel interview, the interviewee may submit certifications and accreditation in support of his application for a license. On completion of the interview, the QCD technical will report by to the licensing officer on their assessment using form CL1-01. On receipt of form CL1-01 and in accordance with the policies of the QCD, the Licensing Officer may issue the license or may reject the application. If the installer or company believes that he has been wrongly assessed due to special circumstances, he may appeal the assessment by application to the licensing officer who may require him to submit himself to another Assessment Interview.

PRODUCT APPROVAL
Item 1.0 Provisions Fire Protection Products intended for sale and use in Qatar in performance of QCDD Life Safety a requirement shall be approved for such use by the QCDD. Approval is obtained as follows. A Product Review Application Form is completed for each product or system Data sheets or product catalogues which fully describe the product shall be attached to the application form. At least one test certificate from a QCDD approved 3rd party testing laboratories shall be listed on the application form complete with reference number and a copy shall be attached. In the case of sprinklers, at least two certificates from different laboratories are required.

QCDD FSEs shall review the application for completeness, correctness and currency. In the event that any of the review criteria is not fulfilled, the application will be returned. On verification of fulfillment of the criteria in 3.0, the QCDD will issue approval of the product.

A Product Review Application Form is completed for each product or system Data sheets or product catalogues which fully describe the product shall be attached to the application form. In the case of sprinklers, at least two certificates from different laboratories are required Valid and current Product Certification to validate the QMS; issued by an approved accredited organization to the manufacturer's factory

QCD FSEs shall review the application for completeness, correctness and currency. In the event that any of the review criteria is not fulfilled, the application will be returned. On verification of fulfillment of the criteria in 3.0, the reviewing FSE shall prepare a Product Review Report which shall indicate the QCDs acceptance or rejection of the product. The FSE shall sign on the Product Review Report. Product Review Report shall be approved by a Senior Fire Safety Engineer and shall sign on the report. On approval of the Product Review Report a QCD Approval Certificate shall be issued by the Officer In Charge.
