Formal Letter of Strategic Alliance

This is a Formal Letter in which we, Admiralty Board of 5th Armada, are proposing a Strategic Alliance with The Vulcan Kolinahr Fleet. By accepting this proposal the signers of this letter obligate to the following acts:

Act 1. Hierarchy of the Alliance


Section 1 - the hierarchy of the Alliance is comprised, in the order mentioned, of Council of Alliance, in which there are Ruling assembly and Observation board, next higher ranking officer within fleets in that order Section 2 - the hierarchy of the Alliance consists of members, which are the fleets within it, [sub] members of the fleets within it, Allies to the Alliance Section 3 - Allies to the Alliance are fleets which have agreed to act upon mutual benefit and have contributed in any way to the Alliance as a whole

Act 2. Strategic Alliance Resources


Strategic Alliance Resources is a meaning for all the members within Alliance to speed up the process which requires any kind of resource that is currently not available to the fleet in question. Any member of the Alliance is able to request resources from the vault but also is required in joint effort

on stacking the vault with the resources. These resources are not for general use and are intended only for crises or any other similar situations. Section 1 - the Strategic alliance resources [SAR] presents joint efforts in obtaining and maintaining a secure flow of all essential resources required by the fleets for building new equipment required by the Section 2, Act 2 Section 2 - the SAR purposes are established by a ruling Council of Alliance, but cannot be used for personal use of any member of the Alliance and its sub members and for rebuilding the fleets of one of the member of the Alliance. Section 3 - if the need arises and the SAR are required by one of the Alliance member, and those needs are exceeding the limits stated in Section 2, Act 1, the ruling Council of Alliance can make a decision pass the limitations in Section 2, Act 2

Act 3. Council of Alliance


The Council of Alliance represent a democratic and mutual agreements on behalf of the members of the Alliance. Their intentions represent the will of all the members and sub members as do their actions. The point of having one is so all the different approaches and disagreements can be solved by each representatives point of view and mutual agreement, either by compromise or status quo. All decisions made during Council of Alliance sessions have to be made in a form of consensus or there will be a future references to a point in past sessions that other fleet wants to emphasize for their own subjectivity. Section 1 - Council of Alliance [CA] is a board of Admirals from members of Alliance who act upon the needs and stability of an Alliance. It is comprised by the Ruling assembly [RA], which consists of Admirals of the fleets, and Observer board [OB], which consists of Ambassadors of the fleets. Section 2 - RA is the decision making and implementing body. It must be a separate ruling idea from the fleet within the Alliance as its making decisions on behalf of whole Alliance. OB is an objective spectator with the responsibility to act upon all the issues mentioned in Section 3, Act 3. Section 3 - CA cannot act unless there is a consensus amongst Admirals. If the consensus is not able to form within RA, the OB is allegeable to form a proposal in an objective point of view. This point will not be subject to their fleet benefit; rather it will contain a form of a compromise which would, in the end, benefit all the members. Section 4 - CA are those who are not elected. They are the leaders of each member within Alliance and as such are not subject to elections.

Section 5 - the OB can make a formal request for an Admiral to step from RA if the OB present firm evidence that an Admiral has acted against general satisfaction of the Alliance. In that case Section 4, Act 3 is circumvented and the new Admiral is being elected from within the fleet and approved by CA as a whole.

Act 4. Joint operations


Section 1 - Joint operations [JO] include any and all group activities in which sub members of the Alliance take actions on joint efforts to defeat the enemies or/and infiltrate enemy lines Section 2 - if there is a need to infiltrate other fleets for information gathering the act has to be approved by CA Section 3 - all other activities, which include, but not limited, STF runs, PVE mission progress, PVP runs, fleet wise or a group of at least two sub members of different fleets, are not required to be approved by the CA and as such are subject to each sub member to form
