Elleen, are you saying that the sleeping bags for which the Red Cross has been al over the media and
receiving credit were actually AANDC resources thal they merely took up, the day after we had regional
officials go into the commurity??
>>> Elleen McCarthy 12/1/2011 10:49 AM >>>
would like to provide you with a quick update on the stock pile of emergency supplies AANDC has in
storage at the Spruce Hills Lodge in South Porcupine, ON. AANDC purchase supplies in support of the
Kasheshawan evacuations of 2006, from what | understand there are approximately 500 sleeping bags,
1000 woo! biankets, pillows and cots. This stock pile has not been used in a number of years and | was
starting the process to surplus them through PWGSC. We have been paying Spruce Hill Lodge $6000.00
for storage each year.
On Saturday Nov. 26th I received a call from the Timmins Red Cross asking if they could utilize some of
these items, I confirmed that they are available for use and on Tuesday Nov. 29th they confirmed that
they will be taking 150 sleeping bags up to Altawapiskat. The Red Cross also mentioned that they would
be happy to send in the student volunteers to inventory the items for us.
Thanks,
Eileen

Another note -! met with Chief Spence in June and she did not raise this issue, nor did GC Louttt in a
meeting regarding Ring of Fire in the fall (Leea, can you please have Faye double-check the date of that
meeting?). Unless I'm mistaken, they also did not give us @ heads-up about the delaration before making
it public
Speaking of NAN, have you heard from GC Beardy at all, Leigh? | haven't seen anything from him or from
RC Toulouse which I would have expected by now.

\We can run an outstanding reports report which would highlight what is missing however when GC Loutitt
states that we should havbe known about the housing crisis, he is mistaken,
\When this was first raised with the RDG she acted quickly to the declaration and reallocated funding
When I asked the Chief about why we were just hearing about the additional 17 families living in sheds
her reply was that the RDG didn't ask plus that she didn't know herself. She told our staff a few times that
she was made aware of it in September/October and went straight to GC loutitt. We asked her and
‘A0073737_8.002648‘advised her that she can come to us at any time to discuss these kinds of issues and we would work with
the community to address it. So unti this was brought forward we were not made aware of any housing
‘sis other than overcrowding
We are all aware that GC Stan Beardy (NAN) states that there is a housing shortage in his area which is
‘around 5.000 homes just to meet the immediate need never mind the waiting lists in many communities,
He has been very vocal about this over the years as has other PTOs,
‘We will review what is in the ACRS reports etc that Jeff alludes to and have a reply to Colleen’s queries
early next week.
Does this help?

|Lam worried about that too. In fact Chief Solomon gave Yves a listing of families living in tralers, sheds
‘ete, and rumour has it that there are similar situations in Pik. Everyone is watching this situation closely
100.
Perhaps when the housing committee meets within the next few weeks they can look into this. | believe
CMHC and OFNTSC are at the table too.
However | will see what Yves can do although it make take more time for him up there this trip.
(Once we get some kind of handle on this situation he will follow up with Kash for sure.

Attawapiskat Declaration of State of Emergency
Good afternoon EMO
‘On my way to work this morning, CBC radio reported that Chief Spence of Attawapiskat was declaring a
state of emergency due to the lack of housing on their community. Chief Spence and one of the women
staying in a tent frame building also spoke to the lack of housing,
Has your office received a Declaration of State of Emergency from Attawapiskat? If you have, can you
please forward a copy to our office. I have checked my emails and fax machines but no Deciaration of
State of Emergency received from Attawapiskat as of noon,
It is my understanding that Mushkegowuk Tribal Council had declared a state of emergency last week
related to the lack of housing.
But it sounded like Attawapiskat was going to call their own.
Thanks

today on response to a program issue of housing, Joe and Tom Kontra have spoken as have Allison at
EMO and Joanne Wilkinson.
Please also access the QP card, media lines and briefing notes on this from Joseph and Yves. All are
approved or in approvals.

Once we receive Attawapiskat's Declaration of Emergency, we will work with all our partners
including the Red Cross to ensure the health and safety of the residents of Attawapiskat

This calls stil outstanding, however, given we now have the declaration and that we have MO approved
holding lines on the situation, Id like your okay to respond with the following line
‘While we can’t speak on behalf of the Red Cross, the department has been actively wor
Attawapiskat First Nation and has been in ongoing discussions with the Chief and Council.
‘The Government of Canada has provided significant funding to Attawapiskat First Nation for
housing on reserve, including repairs, renovations and new houses. This includes a significant
boost from Canada's Economic Action Plan and funding dedicated to a new subdivision, of which
44 houses have been completed.
We recently invested approximately $500,000 to Attawapiskat First Nation so that work to
renovate five vacant units could be completed as soon as possible.
‘We will continue to work directly with the Chief and Council to move forward.
‘Thanks,
‘Susan
