Case Study Building a Coalition 1. Background. Asha Foundation a nonprofit social organization collaborating with municipal school system in Chattisgarh in order to improve the educational ambiance and school organization as a whole. The improvements need to be mainly concentrated on improving upon teachers absenteeism, students performance and irregular attendance of the children. Towards this municipal school system is contributing by providing classrooms and program staff. Asha Foundations, founded by entrepreneur A.B. Khaitan around 2. Executing agency profile. 1910. 4. Program Vidya. A program Vidya is developed as a formal command group by the Chattisgarh municipal school system in collaboration with Asha Foundations. The program will be headed by Director Asha Foundations along with 02 school principals as administrator and 12 teachers as team members from various schools of the region. The program will draw monetary benefits from both the agencies. Program will be guided by the current education policies and norms of the group as decided. 5. Team Formation. The entire program is an initiative of Asha Foundation which is a NGO trying to improve the education system in state of Chhatisgarh. The orgnisation is a set of people who are volunteering to run this program for a noble cause. The team members thus chosen have to be people from the tutoring background who have inclination towards teaching and learning. Also, this Building a Coalition Page 2

group of people should be self motivated because they all will be required to proceed and stay in the rural areas during the entire schedule of the campaign. The monetary benefits involved in the program are very few and the entire team will be away from the normal techno and developed sphere of life. All these factors would play a major role whilst choosing a team member for the program and this will be the duty of drafting and recruitment committee to inform them about the expected life style during the campaign. 6. Development Team. The Director Asha Foundations (hence forth Program Director) will be overall responsible for the conduct and execution of the program. He would be supplemented by 02 school principals and 02 educators from CFE as part of the development team.. Program Director would be responsible for the administration, management and smooth functioning of the program. The accounting of the finance will be maintained by Asha Foundations. Three groups would be created with four teachers each under 01 principal as their group head. (i) Group One. This group would be responsible for encouraging parents about benefits, importance and essence of education in present scenario and in future. They will primarily be responsible to inspire them to inculcate into the habits of studies themselves and to send their children regularly to school. This group will utilize street shows, motivational lectures, short movie inspirational clips to motivate parents and students towards education. The biggest challenge which this team may face is of creating faith in the minds of people, especially the parents and develop a confidence that education will ensure their offsprings with a suitable job in which could earn them a better life. In absence of such faith the parent would rather take his child to work and earn pretty more for his family. (ii) Group Two. This group will be responsible for motivating and training para-teachers and teachers on quality tutoring. In present scenario deporting people from cities to rural areas is a major challenge, which this team would have to tackle by providing them better facilitities and perks. The group would utilize the motivators like improved teaching aids, performance based intensives, free accommodation, transportation and opportunities for higher studies based on time and performance based criteria. (iii) Group Three. This group will be responsible for sound infrastructure and conducive environment. The major challenge would be to bring in these facilities at the sites. The group would have to be empowered with financial authorities for carrying out immediate result oriented changes. The group will carry out regular maintenance of class rooms, cleaning of toilets and conservancies of the school; in addition they will promote and forcefully implement fair and quality mid day meal programme. 7. The program is primarily looking at inspiring people towards studies and is also trying to inspire tutors for quality touting. This can be effective only when they follow the group norms of Performance and Appearance strictly. The group is going to lead face of a literate and develop personality in front of the rural population, so they would be required to follow some specific dress code and behave differently which is completely new for the target population and could impress and attract their attention. These group norms will help group in attaining group objective. The objective of the campaign has to be very clear to every member in the group and so they should be ready to face the challenges.

8. Program Execution. The members of the program would be required to meet every fortnight to discuss the programme progress and lacunas of the program. They will then also be required to discuss the solution and finalize the outcome. The entire discussion will be documented and discussed in subsequent meeting. The documents pertaining to all such meetings have to be preserved for further reference whilst creating the handbook for the program. This handbook shall be later made available to public reference to facilitate such other programmes in different states / parts of India. 9. Conflict Management. All conflicting issues will be jointly addressed by a three member Jury, one each from the Municipal Corporation, Asha Foundation and CFE. This will ensure transparency and fair treatment of all issues. The same team would also be responsible to scuttle any breaches in the policy and audit of the funds as and when required. 10. Group Message. The group, as we know is working towards improving the educational infrastructure in the rural area of Chhattisgarh. They face lot of challenges in field of general public interest towards education and also the disinterest of tutors towards quality touting. In addition, they also face challenges in terms of infrastructure for education. The message chosen had to be such which could pronounce the involvement of tutors, students and their parents so that they could easily relate it to themselves. Therefore, the tag line chosen is Padhenge padhaayenge, bhavishya banayenge, the tag line clearly involves tutors, students and their parents interest in the bright future of their parents and hence themselves. The team hence will use this tag line to promote their campaign Vidya. 11. Conclusion. The progress of the programme will be evaluated quarterly and will be reflected by parameters like general attendance of students, teachers attrition rate, parents feedback, students academic performance and status of infrastructure improvement.
