We should expect ‘constituent and legislator calls from this one. Waylon has worked up a fact sheet on the base wage. Kimber Ihave some heart-stopping news that | believe has devastating consequences for all active and refired public employees. The Wisconsin Employment Relations Commission (WERC) General Counsel Peter Davis has confirmed that a new rule recently approved by Governor Walker will prohibit schoo! districts and other governmental bodies from including most so-called "add-ons" in the pay scales of new contracts. While years-of-experience add-ons will largely be preserved, additional education, advanced degrees and most other add-ons will be prohibited. This will affect almost all public sector workers, but it hits teachers the hardest. Let's say "Sarah Teacher" has a Masters degree, 24 hours of college credit and 12 years experience. The most Sarah can be paid under her current contract is $52,927. Under the new rule, the maximum Sarah will be able to eam in future contracts is $38,167, the maximum for a teacher who has the minimum educational requirements but many years of experience. Sarah's salary will be slashed by a third, pethaps more as cash-strapped districts squeeze staff even tighter. Remember, Sarah has already taken a big pay cut by being forced to contribute more to her health care and retirement and can only bargain for salary increases equal to inflation. How does this affect you if you are aready retired? If public employees are paid less, they contribute less to the Wisconsin Retirement System. Less money in the system means less money to invest means less money to eam dividends means less money for your annuity. Most current annuitants will be taking a 7% hit in their annuity payment next week. | am told that next year there could be as much as an additional 20% hit for those not already at their "floor" benefit level. With this latest shocking development, we will all be at floor very soon. Then what? Do you seriously think Wisconsinites are in the mood to be taxed to pay our retirement benefits? While it is true that Act 10 will prohibit the inclusion of all add-ons in future contracts, including years of experience and additional education, almost everyone had presumed that the starting point for salaries in their first post-Act 10 contracts would be the actual salaries they had been earning, After all, Walker has been emphatically downplaying his "reforms" as being "modest" with "reasonable" cuts to public employees’ health insurance, retirement, and other benefits. Few thought the governor would use the power given to him by Act 10 to make such drastic, devastating cuts to their salaries There is an election coming up on May 8. Scott Walker supported the Strachota Bill, and he has been 10 telling contributors all over America that one of his main goals after the recall election is public pension reform. If you are intent on voting Republican despite all that has happened since Scott Walker took office, why not vote for Arthur Biggs in the Republican primary? That would certainly send a huge message.
