YPFB-CNMCH was established by Republic Law # 3058 in 2006
The National Center of Measurement will have a SCADA or similar method for monitoring, analysis, acquisition and transmission of remote data from measurement systems for its centralized processing

The Project
Control of all the National Hydrocarbon Production

Main Goals of the Project

In 2009 Real-time custody transfer to the pipeline system of 70% of the National OilGas from the Mega Fields 30% of production in a parallel project Overall investment of $500,000 USD to manage 4,0 Billion U$ per year of total National Oil-Gas production

Technical Goals
Operating System that supports 64-bit and is ready for virtualization and web services Database that supports 64-bit, manages SQL Language, and works with Gigabytes of information HMI that supports 32-bit and 64-bit components and supports virtualization HMI with technical support 24/7/365 and 10 years after it is declared obsolete by the manufacturer

Technical Goals (cont.)

HMI provider:
Experience in Oil & Gas

Proven scalability to very large systems Firewall friendly Ability to interface to other SCADAs Based on OPC technology Supports redundancy Communication system that is secure and provides low cost maintenance

Product Selection
Operating System:
Microsoft Server 2008 Standard Edition
64-bits/32-bits support Hyper-V Active Directory Web Server (IIS)

Product Selection (cont.)

Database:
Microsoft SQL Server 2008
64 Bits SQL Language Multi-user Redundancy support

Product Selection (cont.)

HMI:
ICONICS
GENESIS32 GENESIS64 We decided in 2009 to use GENESIS32 because not all the OPC and Applications for Automation in the market were available for 64-bit

Production Reporting
Daily reports from YPFB-CNMCH is made by the ReportWorX and include:
National Production (Volume and Energy) Balance for each Production Plant:
Well Heat Production= Gas Sales + Combustible Gas + Flare

After 2 years of operation..

The lesson learned:
Internet Satellite sometimes fails and lose data YPFB Accounting needs the system for invoicing Each state needs production data to collect revenue

The lesson learned: More security for publication on the Web Disaster recovery for lost communication Business Intelligence for the SCADA System (OEE, Asset Mgmt., etc.) Develop the system according to TIA 942 (Telecommunication Infrastructure Standard for Data Centers) Develop the system according to ISO 10012 (Measurement Management)

Expanding the System for Expanding Needs Better communication channels for facilities with a own Satellite Better technology for disaster recovery, using the Store & Forward technology of ICONICS Hyper Historian

Expanding the System for Expanding Needs Remote access by other YPFB area by a web thin client WebHMI (Currently 50 Users and expanding)

Expanding the System for Expanding Needs Publishing information for Local Government: Accounting, Government Tax, and Regulatory Department Dashboards

Security in Web Publication: Different manufacturer in Firewall (Common Errors do not affect all Firewalls) A firewall for the Front-end Communication A Firewall for the Back-end Communication (Forefront)

Security in Remote Data Adquisition:

VPN IPSEC, Firewall for the collecting area: - Different manufacturer for VPN (common errors do not affect all VPN/Firewalls)

Results and Summary

With the implemented System we monitor and control the Hydrocarbon chain of the country, we reports productions, alarms, events and verify daily production Immediately we expect to invoice the payment of revenue, and tax. Share information with other departments to control Upstream and Downstream Contract
