Hospitals to Play an Expanded Role in Addressing Local Health Issues

By Therry Feroldi, Senior Health Planner, Health Council The Health Council will be working with District VII (Brevard, Osceola, Orange and Seminole counties) hospitals to develop the Community Health Needs Assessment (CHNA) reports as part of the new Internal Revenue Service (IRS) reporting requirement that is part of the Patient Protection and Affordable Care Act. This requirement applies to all operational hospitals that are or seek to be tax-exempt under IRS Code 501(c)(3). The CHNA provides each hospital with an understanding of their communitys health status, behaviors and needs. The purpose of the CHNA is to identify and prioritize the communitys health needs so that hospitals can develop implementation strategies that address local health priorities. The overall goal of the CHNA is to improve population health. The development of the CHNA encompasses two main functions: the process of identifying the communitys health needs and the process for consulting with persons representing the communitys interests. To ensure data integrity across the community, the Health Council is facilitating the development of a regional web-based dashboard that will include, among other data components, a core set of national, state, and local health status indicators. This investor sponsored resource, known as East Central Florida Healthy Measures, will be placed in the public domain. The four county dashboard will provide consistent health indicators for all hospital CHNA reports and enable real-time tracking for health status improvement. The Brevard Healthy Measures dashboard, a component of the East Central Florida dashboard, is already under construction with plans to formally launch this summer!

To obtain information from persons representing the communitys interest, the Health Council will also be conducting Key Informant Interviews. We will be contacting community leaders in each of the four counties to gather their perceptions about our health care system. Key informants will be asked to participate in a prescheduled interview. Their insights will be included in each hospital's CHNA. The Health Council continues to work with community partners in Orange and Seminole counties to create health provider coalitions similar to those operating in Osceola (Community Vision Health Leadership Council) and Brevard (Brevard Healthcare Forum) counties. These coalitions will now have a feedback loop so the performance of health improvement initiatives like the samples listed in this diagram may be assessed through Healthy Measures:
