FUNCINPEC WAS FOUNDED BY SAMDECH PREAH NORODOM SIHANOUK
FUNCINPEC was founded by Samdech Preah NOROOOM SIHANOUK in 1981 in order to
bring back peace and independence to Cambodia. He served as president unlit 1989 at which
time he raised himself above the parties in order to promote national reconciliation.
Nonetheless, FUNCINPEC has continued to follow the path laid down by its illustrious
founder and will always and unreservedly support his clearsighLCd policies.
FUNCINPEC is the sole party which can legitimately attribute its very existence. identity and
source of authority to our Samdech Euv and which sincerely supports him.
FUNCINPEC is the sole party which solemnly undertakes, upon announcement of its electoral
victory. to tum over all powers to Samdech Preah NORODOM SIHANOUK so that he may
uuly preside over the destiny of Cambodia.
PRINCE NORODOM RANARIDDH IS THE NEW PRESIDENT OF FUNCINPEC
Prince Norodom Ranariddh. eminent son of Samdcch Preah NORODOM SIHANOUK. is a
founding member of FUNCINPEC. He has always served his Falher who appointed him His
Personal Representative in Cambodia and in Asia in 1983. With courage and prowess, he led
the Sihanoukist forces in combat against the Vietnamese occupation. He was appointed
Secretary-General of FUNCINPEC in 1989. Our Congress elected him President of
FUNCINPEC on February 27, 1992, It is therefore Prince NORODOM RANARIDDH who
will lead our party to victory in the next elections.
Although he was a military chief during the national liberation struggle. Prince NORODOM
RANARIDDH is. above all. a man of peacc. As member of the Supreme National Council of
Cambodia and on behalf of our party. he signed the Peace Accord of October 23. 1991 in Paris.
He received a Doctorate in Law in France and was later a professor in this discipline in a ,
French university. He is a learned man, familiar with the problems of our times.
He is respectful and faithful towards his Father who can count on his support in any situation.
For Cambodia he represents a new and competent leader, a man of integrity.
PRINCE RANARIDDH IS THE CONTINUATOR OF SAMDECH EUV'S WORK
With capable and loyal leaders like Prince Norodom Ranariddh, the work of our Samdech Eliv
will endure and we will continue to reap the benefits of his achievements.
Prince NORODOM RANAR(DDI-l Is the legitimate continuator of the work of his Father who
has always placed his full confidence in him.
Prince NORODOM RANARIDDH is still a young man wilh a long future before him. With
him, Cambodia is ensured of continuity. peace, national concord and prosperity well into the
future. With him, Si hanollkism will live on within us and will bring Happiness and Pride to all
Cambodians.

SlliANOUKISM
FUNCINPEC has published a detailed political program responding to aJl queries which OUf
compatriots might have concerning the future of Cambodia after the elcctions. This program
includes the important ideas and the valuable precepts of the Sihanoukist doctrine which was
elaborated and implemented in our country from 1953 to 1970 by Samdcch Prcah NORODOM
SIHANOUK.
FUNCINPEC supports and will always support Samdech Preah NORODOM SIHANOUK. It
is therefore natural that our party adopts Sihanoukism as its ideology.
Sihanoukism is not simply a reminiscence of a bright past, but, above all, a blueprint for the
future of Cambodia. Taking into consideration the peace and prosperity which Cambodia
enjoyed under the leadership of Samdech Preah NORODOM SIHANOUK. and the tragedy and
misfortune which ensued following his overthrow in 1970. everyone acknowledges at prescnt
that OUf country needs a leader like Samdech Preah NORODOM SlHANOUK and a political
doctrine like Sihanoukism.
Sihanoukisrn is a nationalist doctrine which stresses the importance of Cambodia's
independence, sovereignty, national unity and territorial integrity along with its neutrality,
non-alignment and friendly overture vis-a-vis every country in the World. Relations with
foreign countries are based on the principles of equality, mutual respect and non-interference.
In the domestic context Sihanoukism represents a vast movement of national solidarity which
could not exist without popular support. It is thus a doctrine synonymous with democracy
which wil1 consequently permit a model of liberal democracy to be instituted and to function
in Cambodia. During this delicate period which the country is presently going through
Sihanoukism upholds the sanctity of human rights and promotes national reconciliation.
Sihanoukist leaders must be sensitive to the needs of the people and share their suffering.
Sihanoukisrn evokes the monarchist traditions and the moral and religious values which
contributed to the grandeur of Cambodia. Sihanoukism is thus also synonymous. with the
well-being of me people, with social measures in favor of the underprivileged, with national
solidarity and social justice.
While protecting the nalional identity, Sihanoukism is. last of all, synonymous with modernity.
It channels efforts and energy into the tasks of developing the country. It advocates an open
door relationship between Cambodia and the rest of the world and encourages cultural,
technical and economic exchanges in order to accelerate the development of our counlry in all
domains.
Sihanoukism is thus a guarantee of peace and progress within the context of both foreign
relations and domestic policy. It preserves the dignity of our nation and ensures the joie de
vivrc of our people.

After having endured untold tragedies and misfortune, a historic and exceptional
opportunity is being offered to Cambodia. Thanks to the elections being organized within the
framework of the United Nations peace plan we will at last be able to resolve the fale of our
country.
