This Story is related to the District of Jodhpur in Rajasthan. About 6 months ago this incident happened which gave a strong jolt to the polity of Rajasthan. This story revolves around Mahipal Maderna a leader of Dominant Jat Community and a minister of water and resources in Rajasthan Government and Bhanwari Devi belonged to a downtrodden society. Bhanwari Devi strives with investing all the efforts to make her both ends meet. Their families used to engage in dancing, singing and entertaining by their activities. She was slender and charming, she was a mesmerizing beauty. Her rosy lips and her silky hairs add to her resplendent appearance. Bhanwari Devi who sought power and fame has struck the Rajasthan Government hard, forcing the resignation of a minister, and implicating other politicians. Her beginnings were far more mundane. She has born in the poor family so from the beginning of her age she started to dream to possess wealth. Bhanwari Devi had seven sisters, amongst them Bhanwari Devi was an ambitious woman. Her mother worked as a daily wage earner in a mill in Kishnagarh town near Ajmer. She could not afford three marriages so her girls shared wadding. For the next five years, Bhanwari stayed at home managing to stay in school till class 8. Then she was dispatched to live with her husband a driver named Amar Chand and his family in Borunda village in Jodhpur district about 120 kms away. Her fatherin-law who worked in the health department as a link worker for Malaria Prevention got her a job with health department as an ANM or auxiliary nurse and midwife. Her job was to be one of the nurses at the primary health centre in a village providing basic health care to pregnant woman and children and assisting in the governments immunisation programmes. She was posted to Jaisalmer but that was a remote and desert area. No one wants to get placed over there because there is no market, no such living facilities and no enough transporting facilities. She wanted her transfer nearby her village borunda, so in this process she contacted many political leaders. They become her calling card for a circle of politicians and their associates. That was her introduction to the high life. She came in relationship with a politician and an MLA of Luni Tehsil Malkhan Singh Bishnoi. Finally she got herself transferred closer to home in a very famous village Jaliwada Khurd in Jodhpur district and that was the time when she began meeting people with political backgrounds. Very soon she gave birth to a child. Even she was married she started illegal and intimate relationship with Malkhan Singh Bishnoi. He told her that he will help her to debut in Rajasthani Video songs and movies. Finally she got an entry in making video song. Soon she

became a famous dancer in Rajasthani Video Songs. She gave birth to her second child which is a girl her name is Gungun. Her eagerness to become a politician and a rich person was very high so she meet big politician Mahipal Maderna and she made sexual relationship with him. Mahipal Maderna was Minister of Water Resources, Indira Gandhi canal minister, Public health department minister, groundwater and Irrigated Area Development minister in Rajasthan and he was elected to the 12th State Legislative Assembly from Bhopalgarh. He was elected to the 13th State Legislative Assembly from Osian, Jodhpur. His father Parshram Maderna is powerful and senior most Politician of Rajasthan. He joined and worked with Choudhary Baldev Ram Mirdha through Marwar Kisan Sabha & then Rajasthan Kisan Sabha, which led agrarian movement resulting in abolition of Jagirs in erstwhile estates of Marwar and Mewar by passing the historic 'Tenancy Law' enabling cultivating farmers to be owners of their own land. With the merger of Kisan Sabha into Indian National Congress he started his public career in 1953 by getting elected to very basic of democratic level as Sarpanch of Village Chadi and then moving on to getting elected nine times as Member of Legislative Assembly Rajasthan. In the course of his public and political life he has been a minister in Rajasthan Cabinet of General Administrative, Revenue, Panchayat Raj, Cooperative, Forest, Colonization, Rehabilitation, Flood, Famine, Agriculture, Animal Husbandry, Community Development, Local Bodies and Sheep & Wool, Energy, Irrigation Departments and was speaker of legislative assembly of Rajasthan. Mahipal madernas wife Lila Maderna is chairperson of Rajasthan State Corporative Bank. His daughter Divya Maderna was student of NLU Jodhpur and at present members of zila parishad oshiya, Jodhpur. Mahipal maderna belongs from royal family of Lashman nagar which was ruled by the Jat landlord of that area which are known as zamindar. It is a hereditary ruling system which was till there till India got independence. For centuries and time more than that this area was ruled by a royal Jat zamindar family Maderna family. He and his ancestors ruled the area for more than a half thousand years. So the relationship between Mahipal maderna & bhanwari endured for a considerable period of time, but abruptly it came to an end because she tried to blackmail Maderna that if he doesnt provide her pecuniary amount as state by her which was 6 crore and inasmuch demanded for a seat in legislative assembly. The source which was in her possession to blackmail maderna was that she had clandestinely made a CD when they both went physical with each other. So when Madenra got acquainted with such scenario he found himself caught in imbroglio. On the other side, bhanwari demanded umpteenth number of things and facilities by which madenra got enraged and tried to seek vengeance for such petty act. As Bhanwari had provided a proviso that if Maderna gives her 6 crore then she can hand over that CD to maderna or any agent of him. As this CD contained such offensive matter which could easily affect madernas political stint in a horrendous manner, so maderna considered it better to get back that CD. So he contracted with an agent named Sahabuddin. Maderna while contracting had already negotiated with sahabuddin that once he gets the CD, Bhanwari should be dead. Bhanwari selected boondocks as meeting place. So sahabuddin came there along with money and procured the CD and suddenly when bhnwari was departing from the scene, he abruptly stabbed her in back and this became an imminent cause of death of bhanwari and through her

dead body in the fire chimney of a mineral factory. But thanks to bhanvaris adroit and avid nature because she was having apprehension in her mind that she might get killed in lieu of the money exchanged, and so as a corollary, she reserved a copy of that compact disc and got it stored in Ajmer Local Banks locker. Mahipal Maderna has strong political background so this matter was disposed in the paper work by police and no action was taken by police. But after some time the woman NGOs and other Organizations opposed this. So the government under pressure of public call C.B.I to investigate this matter. Later in the investigation of C.B.I. this was opened that Bhanwaris husband Amarchand had taken 10 lakh Rs. to help maderna in Kidnapping and Murdering of Bhanwari because Bhanwaris husband know that she have illegal sexual relationship with Malkhan Singh, Mahipal Madrena and many other peoples. By the DNA test of Bhanwaris daughter Gungun and Malkhan, it was opened that Gungun is the daughter of Malkhan Singh. After the murder of Bhanwari, C.B.I got the sex CD of Mahipal Madrena and Bhanwari Devi from her lockup in Ajmer Bank. In the investigation many Crores Rupees and Jewellery found from Bhanwaris Bank account and Locker of Bank. She has crores Rupees worth Bungalow in many cities and about 10 Luxury Cars. The charge sheet filed in the Rajasthan High Court accuses Maderna, 59, and absconding suspect Shabuddin of abducting the nurse with an intent to kill (Section 364 IPC), criminal conspiracy (120 B) and various sections of the SC and ST Act. C.B.I have sufficient evidence against Mahipal Maderna and everybody knew that Mahipal Madrena and Malkhan killed Bhanwari but till yet after huge investigation and a huge time of six months Mahipal Madrena was not put behind the bars by police. He seems like a recidivist who had no fear of Law & Order. And when this case went through culmination part, it was closed by Police and C.B.I and the soul of Bhanwari and her eight years old small innocent daughter Gungun dont got Justice. Earlier in 1970, Maderna along with Vijay Poonia Jat, now a BJP leader was also accused of murder of a student Dilip Singh Rajput in Jaipur. While contesting for election of Rajasthan Universitys president, on 3rd February 1970, Dilip Singh was allegedly beaten at room no.72 in Vivekananda hostel and FIR was lodged at Gandhinagar Police Station with offences Under Sections 307 and 452 read with Section 149, and Section 148, IPC. Dilip Singh succumbed to injuries on 14th February, 1970. Later, the investigation was handed over to CBI and the case was altered to one for offences Under Sections 148, 302, 307, 453 read with Section 149 and Section 120B, IPC. However both the principal accused were acquitted subsequently. As we all are the student of Law we see that law is not fully implemented in Society and Law cant be give Justice to many people. It only gives Tarikh Pe Tarikh. Then why not the books of law and constitution should be torn and fired. Why not we pull the Katgharas of courts. Who dont give the guarantee of safety and security to their peoples.
