SEAM CAT 3.2.2 is considered as an innovative software tool based on the M onte-Carlo simulation method, which was developed within the frame of European Conference of Postal and Telecommunication administrations (CEPT). This tool permits statistical modeling of different radio interference scenarios for performing sharing and compatibility studies between radiocommunications systems in the same or adjacent frequency bands. The radio spectrum, since it is a limited resource, can only be used optimally if radio compatibility is ensured between different radio systems located in the same or adjacent frequency ranges. When several systems, possibly employing different technologies, are operating in the same or neighbouring geographical areas and are using frequency bands close to one another, the compatibility between different systems has to be studied. In many cases spectrum engineers are facing EM C scenarios where traditional analytical methods cannot offer any satisfactory solution. A new statistical simulation model based on the M onte Carlo method was developed within the frame of the CEPT/ERC Working Group Spectrum Engineering (WGSE). The theoretical background of this new model is presented in the ERC Report 68. This Report has been used as a basis for the development of functional specifications for SEAM CAT software. SEAM CAT tool was developed in CEPT as a co-operation project between NRAs, industry and ERO. The first release of SEAM CAT was finalised in January 2000, the latest official version 2.1 of the second release was made available since February 2003 . The installation files are available for free download elsewhere on this site. Since 5 September 2002, the ERO/ECO is responsible for overall management of SEAM CAT project. Additional technical expertise for support of the project is drawn through the so called SEAM CAT Technical Group (STG) within the CEPT WGSE.The upgrade of SEAM CAT software into its 3rd phase (called SEAM CAT-3) that took place in 2003-2005, had the following main aims: Porting of software to open Java platform, with introduction of Live Web update and similar new functionalities; Improvement of interactivity of simulations through the graphic representation of scenarios; Implementation of algorithms for direct simulation of CDM A systems, both as victim and interferer; Implementation of plug-in modularity (Propagation model plug-in as well as generic Post-processing plug-in)
