Australian Standard
Review of Australian Standards. To keep abreast of progress in industry, Australian Standards are subject
to periodic review and are kept up to date by the issue of amendments or new edit ions as necessary. It is
important therefore that Standards users ensure that they are in possession of the latest editi on, and any
amendments thereto.

PREFACE
This Standard was prepared by the Standards Australia Committee on Recycled Paper at the request
of the Commonwealth and New South Wales Departments of Administrative Services.
The Standard was prepared to provide a uniform vocabulary relating to paper recycling in Australia.
It is expected that the Standard will be used in education programs within both the paper industry and
the community in general. Terms used to describe the sources of fibres and processes used in the
manufacture of paper are included in this Standard. Various paper properties, which can be affected
by the characteristics of the fibre used, have also been included. Environmental aspects of paper
production and recycling processes are not covered.
Where appropriate, terms are defined according to ISO 4046, Paper, board, pulp and related terms—
Vocabulary. While the exact ISO wording has not been retained in all cases, the definitions in the two
documents are compatible. Additional explanatory material has been presented separately in the form
of Notes. The American Paper Institute’s The dictionary of paper* was consulted for terms which
were not defined in ISO 4046 and acknowledgement is made of the assistance this publication

FOREWORD
The classification of fibres into categories such as virgin fibre, fibre from pre-consumer waste paper,
fibre from post-consumer waste paper and fibre from printed waste paper is critical to the application
of this Standard and the use of the term recycled paper. The Committee was aware that there was no
reliable way of distinguishing between recycled fibres and virgin fibres within a pulp or piece of
paper. However, after much consideration, the use of source monitoring was seen as a practicable
means for paper manufacturers to obtain the information necessary to use the definitions for pre-
consumer waste paper, post-consumer waste paper and virgin fibre in this Standard.
The Committee recognized that the procedures for calculation of recycled fibre content set out in this
Standard do not give a precisely accurate result. However, the state of practice in the Australian paper
recycling and papermaking industry was such that a more accurate system of calculation was not
cost-effectively achievable at the time of publication of this Standard. There was no reason to believe
that the inaccuracies in the calculation method would not operate equally across all paper recycling
situations, so the margin of error was not considered significant in distinguishing between the various
categories of the recycled fibre content. In other words, the method of calculation set out provides a

more consistent and more objectively substantiable means of indicating recycled fibre content than
any current alternative.
