Press Release by Hon. Karu Jayasuriya, Member of Parliament of the United National Party, Gampaha District - 20th Juy 2012 An act of intimidation by a Minister of the Government against the Magistrate of Mannar to change a verdict and an unsuccessful attempt by the same Minister to transfer the Magistrate clearly indicates the evil effects of the present administration and that the country is heading towards anarchy. It is a representative of the Executive who had taken the law unto himself to force the Magistrate to change the verdict and created an unruly mob opposite the Court premises, used his henchmen to attack the Courts Complex. Hence, it is a member of the Executive who had taken the powers of the Executive unto himself and aimed a blow to the independence and the esteem of the judiciary. In the face of the anarchy which is being created under these circumstances there is a wave of criminal activities in the country and those who are responsible to maintain law and order have been rendered helpless due to political influence. The police failed to bring Julampitiye Amare before the Court of Law. He was identified as the key suspect who committed two murders by shooting at a political meeting of the Janatha Vimukthi Peramuna at Katuwana, causing damage to property. He has more than ten warrants issued against him. The honourable judge too has expressed his displeasure on this same issue. The media published pictures of Julampitiye Amare moving around freely carrying automatic fire arms. The series of incidents which occurred at Katuwana and the attack aimed at the Magistrates Court Mannar, indicate the tragedy of wielding power of the Executive by the politicians, from Pradeshiya Sabha Chairmen to Ministers of the government.

We are deeply shocked to think of the future of the country, when we come across the reports on incidents of rape, child abuse and tamashas on completion of 100 cases of rape. This situation was aggravated by introducing the 18th amendment, under the cover of the two third majority, rescinding the 17th amendment which was introduced to curtail the unlimited powers of the Executive and establish good governance. The harmful effects of the Executive Presidential system during the past 35 years, is evident from the disgraceful incidents occurring in the past and are being repeated in the present. We do not endorse what has happened in the past and what is happening now. Majority of the population have been rendered helpless in this situation. We have to save the country from anarchy. In this context, abolition of the Executive Presidential System and revalidating of the 17th Amendment is an essential condition.
