THE CONSTITUTION OF THE COUNCIL OF ELDERS This constitution shall regulate the affairs of the Elders

INTRODUCTION
The Council of Elders is established with the aim of working together in harmony in other to achieve the best in life and to soar to the top and make the sky our starting point. This council was established in the year 2002 in other to build up good ambassador. SECRETARIATS: 4, Ogundimu Street, Surulere, Ita Eko, Abeokuta, Ogun State. EMAIL:FACEBOOK:-

MOTTO OF THE COUNCIL The effective motto of the council shall be The Sky is our starting point.

SLOGAN The effective slogan of the council shall be BROTHER TO BROTHER; FRIEND FOR LIFE

LOGO

The love sign represent the LOVE & HARMONY that exist between members. The staff sign represent the LEDERSHIP MANTLE.

AIMS AND OBJECTIVES


To promote academic excellence and intellectual development. To ensure moral, social and academic development To inculcate in members, what is called the team spirit; that is the ability to work as a team and yield good result. To always protest the interest of its members.

To ensure welfare and well being of its members. To promote the spirit of friendship & the spirit of togetherness among ourselves & in the society at large. To promote peak among the members and society. To carry out humanitarian services and to make our little contribution to the academic and moral development of others. To promote the spirit of friendship and the spirit of togetherness among ourselves and in the society at large. To provide visionary and intelligent professionals. Lastly is to take over the mantle of leadership and lead others to the promise land which is filled with success excellence etc.

CODES AND RULE OF CONDUCT


Opening prayer; to promote & protest the good names and image of the council. The minute of the last meeting should be read out for adoption. There should be no form on interaction between members while the meeting is still in progress. All handset should be switched to vibration and must not be used for anything except when it is extremely necessary. Members should delegate their duties to another member incase of their absence as it regards to the meeting. Members should always signify his or her hand before talking in meeting. All members should always keep to time of the meeting. No members should leave the meeting before the end of the meeting without the approval of the house. All members are expected to maintain perfect silence while one member is making a point. Any member who would not be able to attend the meeting should inform at least two members prior to the meeting date.

Any member who has been assigned any duty should carry it out diligently. 3.1

GENERAL CONDUCT
All members must be of good conduct and be a responsible representative and ambassador of the council All invitations to occasion need to be formally and properly introduced to the council. No member should get himself involved in any form of fight or violence when the council is in an outing or occasion. No member should get involved in any form of illegality, malpractices and any other shameful act. No member should exhibit any form of betrayal or act against his fellow member of the council. No member should get involved in any form of immoral act.

SECTION ONE MEMBERSHIP


For anyone to be recognized as a bonafide member of the Council of Elders, he must satisfy the following conditions; He must be of good character and sense of direction. He must be mentally, socially, morally and academically sound. He must be able to communicate well in English and other languages in Nigeria. He must always comply to the provision of the councils constitution. He must be less than the age of eighteen years. He must always protect the interest of the co-members at all times. He must take an oath to always comply, protect and defend the provisions of the constitution. He must be friendly and accommodative.

SECTION TWO MEMBERS AND THE FUNCTIONS


The council shall consist of not more than nine members, namely Elder One Elder Two Elder Three Elder Four Elder Five Elder Six Elder Seven Elder Son Elder Eight The following shall be the duties and functions of the members.

ELDER ONE
He shall be the first member of the council. He shall be the head of the council. He shall exercise control, harmonize and coordinate all aspect of the council. He shall exercise high level of maturity and wisdom in attending to issues or dispute among members. He shall prescribe over the meeting, except for his absence which he must have delegated another member to do such. He is delegated the power to summon an emergency meeting when an urgent issue is arise. He must ensure that the interest of all members shall be protected. He must exhibit a good heart of leadership and a good sense of direction. Lastly, he shall be one of the signatory to the council bank account.

ELDER TWO
He shall coordinate the councils social activities. He shall render advises and assistance to the Elder one in other to come out with an effective and brilliant decisions. He shall act on behalf of Elder One in his absence. He shall assist in the control of the operations of the council. He shall also carry out any duty allocated to him from time to time by the council.

ELDER THREE
He shall convene all general meeting of the council at the request of the president. He shall keep the minute and records of the meeting. He shall give a report of the last minute of the meeting which shall be adopted by the council. He shall make necessary arrangement for any social outing or occasions. He shall ensure that there is proper control and coordination in any social outing. He shall receive money from the Elder Seven for any social or welfare activities. He shall provide a short list of his proposed expenditure which is to be approved by the house before the disbursement of money. He should provide for the welfare of the members, which he has to be assisted with. He shall be one of the signatory to the council bank account.

ELDER FOUR
He shall be responsible for the maintenance of the councils property. He shall inquire about the cause of the absence of any member in the meeting. He shall assist Elder Three in carry out his secretarial and welfare functions.

ELDER FIVE
He shall be in charge of the councils internal and external publicity and information that would aid the development of the council.

He shall assist the Elder Three in carrying out his social functions. He shall carry out other duty as assigned to him by the by council.

ELDER SIX
He shall make a monthly report of the expenditure and receipt of the council. He shall ensure accountability on the expenses and receipt made by the Elder Eight. He shall ensure control of the inflow and outflow of funds. He must ensure that all vouchers and evidence of payment and receipt are properly kept intact.

ELDER SEVEN
He shall deposit all money that he has received in the councils bank account on the next working day of such receipt. He shall receive and give money to the Elder Three when needed in carrying out his duties and for any other matter arising. He shall keep proper records of all money received and paid by him for proper accountability to the Elder Six. Generally, he shall be in charge of the finance of the council. He shall be a signatory to the council bank account.

ELDER SON
He shall be in charge of protocol. He shall control any form of indiscipline act by the members during and outside the meeting. He shall be monitoring members attitude during the meeting. He shall collect any fine levied against the misconduct act of any member during and outside the meeting. He shall ensure that the meeting is held under a peaceful atmosphere.

He shall ensure that control, discipline and loyalty exist among the members of the council. He shall be in custody of the councils bank withdrawal booklet.

SECTION THREE MEMBERSHIP RIGHT


The members of the council have the following rights. Right to express ones self outrightly. Right to vote and to be voted for. Right to call for a vote on issues. Right to talk when called upon. Right to call for or make references to the councils constitution when needed. Right to call for the accountability of members at the point of disengaging their duties. Right to appeal against disciplinary action and must be accepted by 2/3 of the members.

SECTION FOUR OFFENCES & FINES


The implementations and collections of fines shall be done by the Elders Son as part of his extension. The following are the offenses and the fines that is attached to them; Any member who comes late to the meeting is entitled to a fine of N50 Any interruption by members when another member is trying to make a point during the meeting would attract a fine of N20 Any member who is involved in any form of conversation or misconduct with another member during a meeting would be entitled to a fine of N20 Any member whose phone rings out during a meeting would entitled to a fine of N50 Any member who failed to inform or delegate his duties to other member in case of his absence will paid the fine of N100 Any member who is involved in a fight in any social outing and has been caution but still went ahead with the fight would be entitled to a fine of N2000 because the good image of the council is being rubbished on the ground.

SECTION FIVE FINANCE


The following shall be the sources of funds and finance for the council; Registration Fee Fines Monthly dues Donations Any contribution called for by the council. Any investment undertaken by the council.

ORGANIZATIONS ACCOUNT
All accounts shall be opened in the name of the council. The Elder One, Elder Three and Elder Six shall be the signatories to the account. The councils bank withdrawal booklet as to be kept by the Elders Son. The monthly statement of account has to be presented to the council. Fund must be collected and kept in the bank within 48hours at most.

ADMISSION OF NEW MEMBERS


Any member who is to be admitted most possess all the needed qualities. New members as to be admitted with membership forms. Any interview and oral test would be coordinated for new members.

SECTION SEVEN AMENDMENT OF THE CONSTITUTION


A written notice of the proposed amendment must be accepted by the council by at least 7 days before the meeting date for the amendment. The proposed amendment shall be carried out by at least 2/3 of the members of the council. Nature of the amendment should have been given by Elder Three to the members council.

SECTION EIGHT SWEARING IN OF NEW MEMBERS


The whole council shall swear in all its new members appropriately.

SECTION NINE ADOPTION OF THE CONSTITUTION


The provision of this constitution of the Council of Elders was read and adopted at the general meeting held on _____________________ at the secretariat of the council.
