Strengthening the Implementation of national forest planning (nfp) Process in Indonesia

Back Ground
NATIONAL:
New paradigm of forest management : Ecosystem - based forest resources management with broader participation of local communities/ stakeholders; Act. 41 / 1999 on Forestry is not adequately increasing motivation to reach agreement of common vision and mision in forest resources management; INTERNATIONAL:

NFP is the translation of Agenda 21, Forest Principle of UNCED (United Nation Conference on Environment and Development). NFP is the implementation of IPF/IFF (Intergovernmental Panel on Forest / Intergovernmental Forum on Forest) Proposals for Action, UNFF.

Therefore:
Nfp process as a tools to achieve SFM as it is supported by the principles of good forestry governance. NFP process if focussed on harmonizing and synchronizing plan, policy and program of forestry sector development. nfp have been adopted and the process is on going.

Setting up Working Group to identify stakeholders; role of stakeholders; review on consultation mechanism model. Setting up Working Group of Scenario to analyze forestry sector (current status, strengthens, weaknesses, opportunity and threaten).

2000

Setting up Inter-department committee with its function to formulate policy and coordinate problem solving in resource management and conservation in national and regional level Setting up nfp working group at national level

Identification of key issues at regional level and build local statement between stakeholders in 3 regional workshop (Sumatra, Borneo/Kalimantan, and Nusa Tenggara). 14 key issues were identified.

2003

Small workshop in Bogor: to set-up Annual Work Plan (AWP) of nfp, grouping and review of IPF/IFF PfAs and Logical Framework GTZ-SMCP related to nfp Work Plan Small workshop in Purwakarta : resulting overview of IPF/IFF PfAs of UNFF 3rd session and preparation of 4th UNFF meeting and discuss follow-up of nfp work plan.

Activities: Workshop/Public Consultation; Review on forest management; Training, Sectors analyzing, Monitoring
Positive impact: Forestry management more transparent; vision, mission, policy, plan, and program of forestry development for SFM among national and sub national is more harmony and supported by stakeholders; Negative impact: Feed back (input) from the partner is not well run yet for reviewing forest policy, plan, and program due to communication weakness.

Forest Land Use Designations at 27 provinces; Forest Gazzetement for 12 million hectares Establishment process of FMU; Regulation and Deregulation Reform: Act, No. 41/1999, Gov. Regulation No. 6/2007, etc.); Strategic Forestry Plans: Indonesia Forestry Long Term Development Plan 2006-2025; Indonesia Forestry Mid Term Development Plan 2005-2009; Master Plan Forest and Land Rehabilitation; Community Based Forestry Management (CBFM) developed in several regions (e.g. Java, Sumatra, Sulawesi).

Recommendations:

Improvement networking among partners and stakeholders; Continuing synchronize process dealing with setting/ reviewing of policy, plan, and program of forestry development within national, sub national level; Improving communication strategy included nfp website establishment; Strengthening capacity of Human Resources (national and sub national) through training; Base line data establishment for evaluating the achievement of nfp process based on the target of strategic planning; Enhance co-operation with national and international donors in order to support acceleration of nfp process; Continuing public consultation process for socialization, dissemination, and identification of the strategic forestry plans and actual issue on forestry/nfp;
