Strengths of the Application: Demonstrates expertise among staff and the organization has the infrastructure and capacity necessary to achieve the project objectives. Well written and comprehensive proposal. Provides good evidence that organization is engaging with key priority populations. Weaknesses of the Application: The focus on human rights in the activities identified in this proposal does not always demonstrate a clear link to the public health objectives of the Fund. There were also concerns that the outputs/outcomes are not sufficiently linked to objectives, and therefore do not directly contribute to the goal of this Fund. Outputs: short survey to identify top-priority questions of PLHIV about HIV-related privacy rights and disclosure obligations in contexts related to employment, education, childcare, health care and access to treatment; and 8 know your rights tools for PLHIV Activity 3.1 Capacity-building workshops for front-line organizations and other service providers AND Activity 3.2 Annual Symposia on HIV, Law and Human Rights Activity: Develop and deliver capacity building workshops, information sessions and the Annual Symposium on HIV/AIDS, Law and Human Rights for people living with HIV/AIDS, frontline HIV/AIDS and public health service providers, lawyers and other stakeholders in order to increase their knowledge, understanding and capacity to assist people living with HIV/AIDS and other key priority populations affected by HIV/AIDS and HCV in dealing with discrimination, disclosure issues and access barriers to a range of social and health services Outputs: Approximately 27 domestic workshops for front-line organizations and service providers on the topics of discrimination towards people living with HIV/AIDS; disclosure rights and responsibilities; and how to address access barriers to a range of social support and health services. Note: Workshops will be held at national, regional and provincial meetings of frontline organizations and at CHLNs annual Symposia. Activity 3.3 Technical support to ASOs/CBOs and others Activity: Provide technical support (information and expert analysis) to people living with HIV/AIDS, frontline AIDS service providers, community-based organizations, health professionals, legal professionals and researchers on HIV/AIDS and coinfection-related prevention, care, treatment (including access to anti-retroviral treatment) and support. Outputs: Individualized written and/or verbal responses to an estimated 400-500 requests for information and analysis, primarily provided to front-line service providers. Note: Includes technical support (information and expert analysis) regarding access to anti-retroviral treatment (treatment as prevention from Activity 1.4).

The following activities have not been recommended: Activity 1.1 Aboriginal people and HIV/HCV in Saskatchewan: Public health and human rights challenges - This activity was deemed to be duplicative of activities already undertaken in the province. While the potential for CHLN to bring value to the government and communitys efforts to address new cases and their underlying conditions, reviewers felt that the activity as described in the proposal would not be aligned with the approach undertaken under the new provincial strategy and the provincial leadership teams structure. Activity 1.2 Women, HIV and housing insecurity - It was unclear from the details provided in the proposal whether the resource would be used for advocacy purposes, which is ineligible for funding.
