1National HIV/AIDS Voluntary Sector Response Fund Name of organisation: Canadian HIV/AIDS Legal Network (CHLN) Project Title:

HIV, health and human rights in Canada: deepening and sharing knowledge, strengthening prevention and care, enhancing awareness and capacity Project Number: 6962-15-2011/1860160 Recommended amount: $467,926 (Year 1: $227,062 Year 2: $240,864) Synopsis of the Review Process Recommendation: The project has been recommended for funding with changes and conditional on the review and approval of the clarifications as identified below. Strengths of the Application: Demonstrates expertise among staff and the organization has the infrastructure and capacity necessary to achieve the project objectives. Well written and comprehensive proposal. Provides good evidence that organization is engaging with key priority populations. Weaknesses of the Application: The focus on human rights in the activities identified in this proposal does not always demonstrate a clear link to the public health objectives of the Fund. There were also concerns that the outputs/outcomes are not sufficiently linked to objectives, and therefore do not directly contribute to the goal of this Fund. Several of the activities may be considered as advocacy which is not eligible under this Fund Links between staff responsibilities in relation to specific activities could be more explicit The evidence of need for some activities is not always clearly demonstrated, i.e. little evidence provided to substantiate need for deliverable or how it will be used by intended audience. Does not provide clear evidence or quantifiable data to substantiate organizations ability to reach target audiences A number of activities and products integrate evidence, but do not move beyond HIV/HCV to include other relevant communicable diseases
