T h i s l a t e s t t a k e o v e r b r i n g s t h e t a l l y f o r c o u p - p r o n e B o l i v i a t o 1 8 9 governments i n 155 y e a r s ! I n n e i g h b o r i n g P e r u , t h e p r e s i d e n t who was d e p o s e d by t h e m i l i t a r y 1 2 y e a r s ago--Fernando B e l a u n d e Terry--was r e t u r n e d t o o f f i c e i n a c i v i l i a n g o v e r n m e n t y e s t e r d a y - - o n t h e 1 5 9 t h a n n i v e r s a r y of P e r u ' s i n d e p e n d e n c e f r o m Spain. How l o n g h e ' l l l a s t t h i s t i m e a r o u n d , nobody knows. Radical l e f t i s t s a r e a l r e a d y p r o m i s i n g a t e r r o r c a m p a i g n . E v e r y w h e r e t h e cont i n e n t i s p o l a r i z e d b e t w e e n l e f t a n d r i g h t , w i t h no s u p p o r t f o r t h e m i d d l e , b e c a u s e t h e r e i s no c e n t e r . With t h i s as a background, i t w a s a w o n d e r f u l s u r p r i s e s e e i n g what i s d e v e l o p i n g i n C h i l e , t h e f i r s t major s t o p o n o u r t r i p . (Comments a b o u t Colombia, o u r f i r s t s t o p , w i l l p e r h a p s be r e s e r v e d f o r l a t e r , i n c o n j u n c t i o n w i t h a r e p o r t on n e i g h b o r i n g V e n e z u e l a . ) Chile i s c e r t a i n l y a beautiful country. R i n g e d b y t h e awesome Andes mountains, the c a p i t a l , Santiago, p r e s e n t s a b e a u t i f u l s i g h t . Chile is making g r e a t s t r i d e s t h e s e d a y s . A d e v e l o p i n g c o u n t r y , i t is n e v e r t h e l e s s h a r d l y T h i r d World--more l i k e 2 . 5 . I t s p e o p l e are e d u c a t e d , w i t h a b o u t 90% l i t e r a c y . O c e a n s o f venom h a v e b e e n u n d e s e r v e d l y h e a p e d upon t h i s s u p p o s e d " f a s c i s t " s t a t e ever s i n c e i t s p o p u l a r l y e l e c t e d ( t h o u g h m i n o r i t y ) M a r x i s t P r e s i d e n t S a l v a d o r A l l e n d e w a s o v e r t h r o w n on S e p t e m b e r 11, 1 9 7 3 . However, f e w p e o p l e r e a l i z e j u s t how c l o s e t o a t o t a l i t a r i a n s t a t e C h i l e w a s becoming. Communists, many f r o m t h e o u t s i d e , w e r e p l a n n i n g a c o m p l e t e t a k e o v e r o n l y d a y s hence. C h i l e came w i t h i n i n c h e s of becoming a n o t h e r Cuba.
A t the time,

C h i l e w a s i n d e s p e r a t e e c o n o m i c s t r a i t s . The c o u n t r y , s a i d o n e b a n k e r , ' ' w a s o n t h e b r i n k of t o t a l c o l l a p s e . The economy w a s g r i n d i n g t o a complete h a l t . " I n f l a t i o n w a s running w i l d . However, a g r o u p of e c o n o m i s t s , known p o p u l a r l y a s "The C h i c a g o B o y s " - - b e c a u s e o f t h e i r h a v i n g b e e n e d u c a t e d i n t h e p r i n c i p l e o f f r e e economics u n d e r e c o n o m i s t M i l t o n F r i e d m a n a t t h e U n i v e r s i t y of C h i c a g o - - w e r e a l r e a d y p l a n n i n g f o r t h e p o s t Allende period. However, t h e i r d e s i g n s d i d n ' t t a k e r o o t r i g h t away. For

t w o more y e a r s C h i l e l a n g u i s h e d , p a y i n g t h e p r i c e f o r n o t o n l y t h e c a t a s t r o p h i c Allende y e a r s w i t h Marxist economics, i n c l u d i n g l a n d e x p r o p r i a t i o n , but for t h e previous t h i r t y y e a r s of creeping Socialism.

I n A p r i l 1 9 7 4 , i n f l a t i o n s o a r e d t o o v e r 1 0 0 0 % . The y e a r 1 9 7 5 , h o w e v e r , w a s w o r s t of a l l , when o i l p r i c e s soared a n d t h e p r i c e o f c o p p e r plummeted. Then t h e C h i c a g o Boys w e r e g i v e n f i r m c o n t r o l by t h e m i l i t a r y , who h a d c o n f i d e n c e i n them. They t o o k g o v e r n m e n t s p e n d i n g i n t o h a n d , s t r i p p e d away p r i c e c o n t r o l s , s l a s h e d t a r i f f s , o p e n e d up t h e h i g h l y - p r o t e c t e d , o v e r - s t a f f e d , f e a t h e r - b e d d e d economy, a n d e n c o u r a g e d o u t s i d e i n v e s t m e n t .
For a w h i l e i t w a s t o u g h t o a d j u s t f r o m a p r o t e c t e d economy t o a n o p e n o n e . T h e r e s t i l l a r e some p r o b l e m s , t h e m o s t n o t a b l e o n e b e i n g unemployment, which i s r u n n i n g from a b o u t 12-158. Nevertheless, C h i l e has enjoyed a b o u t t h r e e y e a r s o f s o l i d , 8 % g r o w t h beyond i n f l a t i o n , w h i c h i s now down t o about 30%.

The g o v e r n m e n t d i v e s t e d i t s e l f of a l l u n p r o f i t a b l e s t a t e - r u n e n t e r p r i s e s , r e t u r n i n g i n d u s t r y t o p r i v a t e hands. I t actually has increased t h e share of money g o i n g i n t o t h e s o c i a l s e r v i c e s . T h e r e f o r e t h e i r r e f o r m s h a v e n o t b e e n p i l e d o n t h e b a c k s o f t h e p o o r , t h o u g h i t i s o f t e n p i c t u r e d t h a t way by o u t s i d e r s . Foreign c a p i t a l i s t r e a t e d e x a c t l y t h e s a m e as domestic capital. T h e f o r e i g n e r c a n r e p a t r i a t e h i s p r o f i t s a t any t i m e . The power of t h e l a b o r u n i o n s h e r e i s f i r m l y c o n t r o l l e d . Crippling nation-wide, industry-wide s t r i k e s are n o t p e r m i t t e d .

s e r v a t i v e m i l i t a r y government ( p o l i t i c a l p a r t i e s a r e t e m p o r a r i l y s u s p e n d e d ) a n d a f r e e economy, p e r h a p s t h e f r e e s t i n t h e world t o d a y . The g o v e r n m e n t and t h e e c o n o m i s t s h o p e t o so r e s t r u c t u r e t h e economy s o a s t o p r o d u c e s o l i d g r o w t h , s p r e a d e c o n o m i c b e n e f i t s t o a l l classes of t h e p e o p l e , a n d i n c u l c a t e a new way o f t h i n k i n g - - s o much so t h a t n o v o t e b u y i n g p o l i t i c i a n w i l l , when c i v i l i a n r u l e i s r e t u r n e d , be able t o r e v e r t t o t h e c o u r s e of t h e p a s t . The p r o b l e m i n C h i l e h a s a l w a y s r e v o l v e d a r o u n d t h e p o l i t i c i a n s . The m i l i t a r y i n C h i l e h a s a l o n g h i s t o r y of b e i n g s u b o r d i n a t e d t o c i v i l i a n leadership. The g e n e r a l s a n d a d m i r a l s i n C h i l e i n n o way h a v e r e s e m b l e d t h e m i l i t a r y i n , say, Bolivia. However, i n 1 9 7 6 , a f t e r t h e C h i l e a n Supreme C o u r t h a d r u l e d A l l e n d e w a s r u l i n g i l l e g a l l y ( h e e v e n had d e v e l o p e d h i s own p e r s o n a l army) a n d r u m o r s o f a b l o o d - l e t t i n g by l e f t i s t s w a s r i f e , t h e m i l i t a r y f e l t it s i m p l y had l i t t l e o p t i o n l e f t b u t t o s t e p in. The good news f o r t h e Work of G o d i n C h i l e i s t h a t , u n l i k e Cuba, w e c a n s t i l l do a Work h e r e , h o p e f u l l y much more i n t h e m o n t h s a h e a d . Although t h e Church i n C h i l e i s s m a l l , I ' m p o s i t i v e t h a t i t w i l l grow.
