Voter ID Laws: Florida, Ohio, and Wisconsin Voters Views
August 15- August 21, 2012

Some states have recently enacted new requirements for voting. Most likely voters in Florida, Ohio and Wisconsin say those new rules wont affect their ability to vote, but in Florida and Ohio, Democrats and African American voters are more apt to say it will be harder for them to cast a ballot this year. About one in 10 voters in each state expect that changes to voting and registration rules will make it harder for them to vote; majorities in each state say those new rules wont affect them. Roughly one in five Democrats in Ohio and Florida expect it will be harder for them to vote. 25% of African American voters in Ohio, and 20% in Florida, say the same. Voter Roll Purge In Florida there has been an effort by the state to remove people from the states voter rolls who may not be US citizens and therefore are not eligible to vote. Two in three likely voters in Florida think this is being done to prevent ineligible people from voting; 28% think it is being done to suppress voting by certain demographic groups who are eligible to vote. However, if a voter does not have a photo ID with them, they can vote by provisional ballot. If the signature on their ballot matches the signature on their voter registration records, then the vote should be counted. In Ohio, voters are required to show identification to vote, but do not need to show a photo ID. There is photo ID legislation pending in Ohios state legislature. There have also been efforts in Ohio to shorten the period in which voters can vote early. In Wisconsin, a photo ID requirement passed the state legislature but was overruled by a state judge. In 2011, a law went into effect requiring voters to be residents of the state 28 days before an election; it was previously 10 days. ________________________________________________________________________

The number of likely voters interviewed in each state is 1,241 in Florida, 1,253 in Ohio and 1,190 in Wisconsin. In all three states, phone numbers were dialed from samples of both standard land-line and cell phones. The error due to sampling for results based on the sample in each state could be plus or minus three percentage points in Florida, Ohio, and in Wisconsin. The error for subgroups may be higher.
