PLANT COMMUNICATION SYSTEM DESIGN DESCRIPTION

1. DESCRIPTION OF WORKS AND PARTICULAR REQUIREMENT 1.1 GENERAL The Specification covers the standards, performance, materials, engineering, fabrication, factory testing, delivery, site testing and commissioning, handover and inspection for the supply and installation of complete plant communication system for the 1 X 135 MW CFB Power Plant Project Phase 2 Expansion. DMCI shall furnish all labor, superintendence, materials, tools, equipment storage, certificates, drawings, temporary work, inspection, testing necessary to complete the Works in a proper, thorough and skillful manner. The Works shall fully comply with all statutory obligations and regulations together with any amendments made thereto as required by the owner for the safe and satisfactory standards of the works to be carried out, whether detailed on the Specification or on the Drawings or not. DMCI shall arrange for all submissions and allow for all costs relating to statutory inspections and certificates as appropriate and as necessary. 1.2 SCOPE OF WORKS The site of the Works is located at Bgy. Putting Bato, Calaca, Batangas The works to be carried out comprises the furnishing of all labour, materials, equipment and services for the supply and installation of the Plant Communication System as described below including but not limited to: Telecommunication System (Voice) Local Area Network (Data) Structured Cabling All equipment, devices and accessories necessary for the safe, proper, efficient and reliable operation of the above systems, though not specifically mentioned in the specifications shall be supplied. 2. STANDARDS OF MATERIALS AND WORKMANSHIP 2.1 GENERAL All materials and accessories used in the work shall be new, of high quality, free from defects and of proven acceptability for the purpose intended; and unless otherwise specified, equipment, materials and installations shall conform to the latest applicable provisions of the Philippine Electrical Code, Part 1 & 2 and the following internationally accepted standards: 1. ISO 11801 2. European Norm 50173 3. British Standard of the European Norm BS EN 50173 4. TIA/EIA 568A CAT5c 5. ANSI 6. National Electrical Code Article 800. 7. TIA/EIA Standards to their latest revisions: 2

a) National Electrical Code Article 760. b) Twisted Pair Cables (TSB-36). c) Applicable Connectors (TSB-40). d) Measurement of Fiber or Cable Lengths Using and (OTDR) (TIA/EIA-45560). e) Measurement of Fiber or Cable Attenuation Using and (OTDR) (TIA/EIA455-61). Other internationally recognized national standards may be accepted if, in the opinion of SLTEC, such will guarantee a quality not inferior to that guaranteed by the above standards. The list of these alternative standards, which DMCI proposes to adopt, must be submitted to SLTEC for approval. In case of conflicting requirements between authorities cited above or between authorities cited and those specified, SLTEC shall resolve such disagreement and his decision shall be final. 3. TELEPHONE SYSTEM Telephone communications at the power plant expansion shall be facilitated by a complete functional system comprising of central private branch exchange (PABX), intermediate distribution frames, cabling and telephone outlets all as required. The communication system of the Unit 2 will be connected to the existing telephone patch. The telephone system is to be provided at the following areas: SLTEC Unit 2 Main Power Building. At all addition facilities requires internal or external communication The system shall be based on digital technology. The number of telephone handsets to be provided shall be commensurate with maintaining a satisfactory level of communication facilities within a coal-fired station of this capacity. The number of handset will be providing according to Employers requirements. Outdoor telephones shall be standard analogue sets suitably weather proofed and installed in acoustic hoods in noisy areas. Hoods shall be fitted with beacons to visually indicate that a telephone is ringing. 4. LOCAL AREA NETWORK The Contractor shall additionally provide and install as a complete entity the cabling infrastructure and wall/floor RJ45 outlets for an Ethernet based Local Area Network (LAN) and provide the necessary hardware such as network cabinet, server, switch/router/hub, etc.). And it will be interconnected to existing network via hub/switch The cabling and outlet scope shall be as shown on the drawing. The cabling infrastructure shall be installed and routed from each respective outlet. The cabling shall be Category 5 and/or fiber optic as is appropriate. SLTEC Unit 2 shall be provided with a fully integrated voice and data telephone/LAN Internet Protocol (IP) system. 5. STRUCTURED CABLING SYSTEM 5.1 SCOPE OF WORKS The work to be done by DMCI shall consists of furnishing, delivering, installing and complete testing of Category 5 structured cabling. The Contractor shall provide all labor and materials 3

necessary for the complete installation of the system as specified herein and as shown in the drawings. The Contractor shall also provide other equipment and accessories not mentioned in these Specifications but are necessary for the normal operation of the system at no extra cost. 5.2 PATCH PANELS AND ETHERNET HUBS DMCI shall provide Ethernet LAN hubs with sufficient number of ports to handle all telecommunication outlets (one port in the Ethernet LAN hub per 2-port or 4-port telecommunication outlet) plus 25% spares. For the voice communication requirement, it shall be considered that one subscriber line is required for every 1-port or 2-port telecom outlet and two (2) subscriber lines for every 4-port telecommunication outlet. Patch panels with at least 25% extra spares (i.e.- total slot is at most 75%filled up) to accommodate additional telephone/date terminals shall be provided by DMCI. IDC modules sufficient to cover the required quantity of subscriber line plus 25% extra spares shall also be provided by DMCI. There shall be mounted on 19 rack and shall be of such design that will enable higher packing density to be achieved thereby allowing for the maximum use of the space available. DMCI shall supply sufficient quantity of Category 5 patch cords (for cross-connect interconnections) to handle all available jacks in the patch panels going to the LAN hubs or IDC modules for the subscriber lines. These shall be RJ 45 to RJ 45 or RJ 45 to IDC type connector. Patch cord lengths shall be sufficient to cover the distance between any jack combinations that need to be cross connected. The location of the patch panels and LAN hubs are shown in the diagrams (Structured Cabling) 5.3 CABLES For the horizontal wiring sections, 100 ohm four UTP cable shall be used. This shall adhere to the Category 5 performance criteria across the frequency range of 64 KHz to 100MHz. The connecting hardware to be used for connecting the four pair UTP cable systems shall be RJ 45. The connectors shall be chosen so as to have a working bandwidth of 100MHz and shall maintain its reliability throughout normal usage. Cables shall be secured so as to relieve any mechanical stress on the terminations. Cables shall not be stressed by over-tight cable ties as these deform the geometry of the cable and effect its return loss and attenuation. Cable ties shall be used sparingly to hold the cables onto vertical cables trays or ducts, but not where trunking or trays allow the loose lay of cables. Cable ties shall only be used in such circumstances to loosely bundle the cable runs for ease of segregation and identification to various work areas. Bend radii on all cable runs shall not be less that 25mm and should be under zero stress conditions. A means shall be provided to relieve stress of plug/jack interface connection. The patch cord bend radii shall not be less that 25mm. Cables shall be formed in one of the following manners: 1. Both sides of the rack or cabinet shall be used equally, half the cables being formed from the right of the cabinet and half from the left, or 2. All of the cables shall be formed from just one side of the rack or cabinet, either the left or the right. This method should be avoided if the cables can be installed as above. Cables shall be run inside conduits as much as possible. 5.4 TELECOMMUNICATION OUTLETS Telecommunication outlets suitable for RJ-45 plugs shall be used.

All telecommunication outlets shall be flush mounted on the walls. The lines supplying these outlets shall be buried in the concrete or wood panels depending on the type of wall in that location. The location of the telecommunication outlets are shown in the diagrams for Structured Cabling. The number inside the symbol indicates the number of ports required at that location. As much as possible, all ports shall be contained in a single faceplate. 6. INSPECTION The Site Engineer shall inspect the works from time to time to confirm accuracy and quality and that the cabling system installation conforms to specifications and construction drawings. 6.1 BALANCED CABLING AND CONNECTING HARDWARE The acceptance testing and certification report section for balanced cabling shall include the test results for each outlet. The report shall include as a minimum the following details and tests results for each outlet: Cable and outlet/port identification Test equipment and test configuration details Wire map testing Cable length Cabling performance parameters as specified in AS/NZS 3080:2003 Date and time of testing Name and signature of testing engineer

The Contractor shall fully test the cabling system for wire map (including pin assignment and colour coding), cable length and performance of all cable pairs. Any cable run not meeting the required performance standards shall be replaced at the expense of the Contractor. The equipment manufacturer shall provide certification in writing indicating full compliance of the balanced cabling connecting hardware (telecommunication outlets and patch panels) with the relevant performance Category 6 of the cabling system. Certification shall include test results as recorded by the appropriate test laboratory. The Contractor shall certify the performance of each channel (horizontal and backbone) to Class E (all frequencies up to and including 250 MHz) for all pairs as detailed in the Standards Australia HB27. The overall responsibility for achieving and demonstrating this performance objective shall remain with the cabling system certified installer. 6.2 OPTIC FIBRE BACKBONE CABLING AND RELATED HARDWARE The acceptance testing and certification report for optical fibre cables shall include as a minimum: Cable identification Test equipment and test configuration details including equipment settings Length of fibre segment in metres Loss over fibre segment in dB Date and time of testing Name and signature of testing engineer 6.3 FIBRE OPTIC TESTING Insertion loss shall be tested at 850 nm and 1300 nm for 50/125m and 62.5/125m multimode cabling in at least one direction using the Method B (1-jumper) test procedure as specified in ANSI/TIA/EIA-526-14A. (If applicable) 5

HORIZONTAL FIBRE TESTING 1. Fibre horizontal cables shall be 100% tested for insertion loss and length. 2. Length shall be tested using an OTDR, optical length test measurement device or sequential cable measurement markings.

3. The horizontal link performance guarantee is to support 10GB Ethernet. BACKBONE FIBRE TESTING 1. Fibre horizontal cables shall be 100% tested for insertion loss and length. 2. Length shall be tested using an OTDR, optical length test measurement device or sequential cable measurement markings. 3. The backbone link performance guarantee is to support 10GB Ethernet.

7. LABELLING 7.1 GENERAL All enclosures, patch panels, horizontal UTP wiring, backbone cabling, equipment and telecommunication outlets shall be systematically and permanently labelled. The Contractor shall provide a systematic Labelling System for the following: 1. 2. 3. 4. 5. The Labelling System shall be approved by the Engineer-In-Charge with proper submitted proposal documentations. For wire tagging/labelling a machine generated tags should be used printed in permanent labeller (vinyl sticker or alike). And it must be a tamper proof coating. 7.2 ENCLOSURES Each enclosure shall be labelled according to: 1. Building location 2. Level within the building 3. The sequential numbering signifies the particular enclosure/panel/frame It shall have an engraved label 100mm x 50mm. The labels shall be self-adhesive multilayered laminate engraved with 15mm upper case black lettering on a white background. The labels shall be located on the front centre of each rack, near the top. 7.3 PATCH PANELS Patch panel ports within the enclosure shall be designated as follows: Horizontal ports shall be sequentially numbered, starting at 1 for each enclosure. Each port should be labelled according to port type and with sequential numbering 7.4 HORIZONTAL UTP WIRING The horizontal wiring shall be labelled with the enclosure and patch panel port identifiers as specified above. Labels shall be attached to the cable at both the rear of the telecommunications outlet and the rear of the patch panel by using the computer generated cable label. The size and length of the marking system carriers shall be sized to suit the cable size and the text required for proper identification. 6

BACKBONE CABLING Each cable shall be labelled at the rear of each patch panel. In the case of optical fibre cables each fibre core shall be labelled with a fibre number behind the patch panel adjacent to the connector. The fibre number is a numeric sequence number of the fibre within the cable sheath determined by the colour coding system used by the manufacturer. When it is necessary to signify a particular fibre core the number can be appended to the cable designation.

LABELLING OF TELECOMMUNICATIONS OUTLETS Each telecommunications outlet is to be labelled with a Unique Point Identification. Telecommunications outlets will be labelled with a computer generated, or similar system and placed behind a clear, tamper resistant cover. The outlet labelling shall be equivalent to the designation of the horizontal cabling designation by which it is connected to the floor distributor.

8. ADMINISTRATIONS AND DOCUMENTATION 8.1 GENERAL Records shall be provided in electronic and hard-copy formats. 8.2 CONSTRUCTION DOCUMENTATION Installation shall be in accordance with approved construction drawings and data. Construction documentation shall include: Where viable, scale site and building/floor location plans showing the location and size of pathways and the cables to be installed therein, cable routes, pit locations and enclosure/distributor locations. Scale drawings shall be to a reasonable accuracy in the event that CAD drawings of the site are not available. 8.3 Schematic diagrams detailing the quantity and types of cables linking distributors. Equipment room layouts. Physical enclosure layouts. Schematic diagram detailing patch panel layout and port numbering. Physical layout drawings detailing outlet positions and identification numbers Equipment lists detailing (type/make/model) the equipment to be installed including enclosures, patch panels, outlets and the like Test methods for balanced copper cable Test methods for optical fibre cable

HANDOVER DOCUMENTATION One bound copies of the following documentation shall be supplied at the completion of the project: As-constructed scale site and building/floor location plans showing the location and size of pathways and the cables installed therein, cable routes, pit locations and enclosure/distributor locations. Scale drawings shall be to a reasonable accuracy in the event that CAD drawings of the site are not available.

9. TESTING AND COMMISSIONING Optical fibre launch loss method Optical fibre OTDR method Shall perform and carry all necessary testing procedures not mentioned in this documentation to accomplish the project implementation. The Contractor shall provide all instruments necessary for testing, simulation and commissioning.
