Admission in to +2 (Junior) classes through Student Academic Management System (SAMS) for the Academic Session 2012-13 in all Junior Colleges in the State of Odisha.

Important Notes
e-Admission (ON-LINE ADMISSION INTO +2 COLLEGES) is compulsory in all +2 (Junior) Colleges including Self Financing (Junior) Colleges in the State of Odisha for the Academic Session 2012-13. The on-line Common Application Form is available through www.dheorissa.in at any place where Internet facility is available. Please read the Common Prospectus carefully before filling the ONLINE Common Application Form. Mere applying on-line CAF in the Internet will not be sufficient for e-Admission. One has to take print out of College Copy & Applicant Copy of the filled in CAF and both the copies of CAF with relevant documents along with required fees are to be deposited at the nearest SAMS Degree Resource Centre. An applicant can exercise for a maximum of SIX options in a CAF. If an applicant submits more than one CAF at SRC, then any one of the CAFs will be rejected automatically. Only the computer (Net) generated CAF with Barcode shall be accepted. In no case, a DTP or Typed CAF shall be accepted. It is mandatory for a selected applicant to take admission in the 1st selection college because 2nd selection admission process has been removed from the Academic Session 2012-13. ST/SC students who take admission against lower options in the 1st selection and want to continue in that college, have to give an undertaking in a form (Annexure-7), so that their cases shall not be considered for sliding up during the ST/SC Extension Selection. Intimation letter to the selected applicants will be transmitted through five modes (i) SMS (if mobile number is provided in CAF) (ii) e-Mail (if e-mail ID is provided in CAF) (iii) Website (www.dherorissa.in) (iv) College Notice Board (Applied College & Selected College) (v) Toll Free Number (155335). No Intimation will be sent through post in the Academic Session 2012-13. The normal admission will be closed in four stages (i) First Selection Admission (ii) ST/SC Extension Admission (iii) Balance Seat (Spot) Admission (iv) Admission after Supplementary/Instant results publication.

Definitions & Acronyms

This form is the replica of the CAF submitted at the college. It contains the Money Receipt-cum-Index Number and to be retained by the applicant. Use of MRIN is necessary for any future communication relating to admission. A sample of applicant copy is given in annexure-6. The college at which, the applicant submits his/her application form for admission is said to be the applied college. Board of Secondary Education, Odisha Common Application Form Council of Higher Secondary Education, Odisha College Leaving Certificate Copy of CAF which is to be submitted at the applied college (Annexure-5 of CP) It is a facility centre, opened within the college premise where students/parents/guardians can apply on-line and take print outs of college copy and Applicant copy as well. This profile gives information regarding the streams (Arts / Science / Commerce), Subjects, Sanctioned Strength in each Subject, Hostel Facilities, Admission Fees etc of each Junior College. Common Prospectus Where the applicant is selected to take admission (as mentioned in the Intimation letter) Department of Higher Education Helpdesk consists of a group of teaching and non teaching staffs of the college. It educates the applicants about different procedures of e-Admission. Money-Receipt-Cum-Index Number. This number is recorded on both the applicants copy as well as the college copy of CAF, when an applicant submits both the copies, along with relevant documents and fees at the counter of SAMS Resource Center. This number holds the key for any future queries/references made by the applicant. Return of Matriculate Student Academic Management System A Junior College which is implementing admission through SAMS i.e. e-Admission. A Junior college where the filled in CAF will be received at the counter. 1st Selection & SC/ST Selection admission will also be done here. Executive Summary
1 WhatisSAMS?
SAMS stands for Students Academic Management System. In this system, students are admitted on-line into +2 and +3 classes of Arts, Commerce and Science streams. This admission process, which is carried out through internet and computers is called as eAdmission. Besides e-Admission, SAMS also maintains the academic and financial records of each student admitted into different colleges. This initiative was started during the academic session 2009-10 in 60 Junior Colleges, expanded to 169 Junior Colleges (+2) and 53 Degree Colleges (+3) during the session 2010-11 and to all Junior Colleges (including +2 Self Financing Colleges) and 162 Degree Colleges (+3) during the session 2011-12.

Objective
The objectives of SAMS are to; Ensure single window system for admission through e-Admission process Make the admission process economical To make the entire admission process transparent, thereby reducing the anxiety of applicants/parents regarding selection. Reduce the work load of college by developing several modules of administration using the database of admission process and thereby improve services to the students.

3.1

ComponentsofSAMS
There are two components of SAMS: e-Admission & e-Administration;

eAdmission
e-Admission aims at successful use of Information Technology to make the admission process simple, economical, fast and transparent. This process is accomplished by the use of Computers and Internet. An eligible applicant have to apply ON-LINE through www.dheorissa.in (by filling up required personal and academic information, choices of different colleges and streams in order of preference and others), take print outs of the computer generated application form (College Copy & Applicant Copy) and travel to the nearest SAMS Resource Center (Annexure-1) to submit the application. The college authority would keep the College Copy of the application form along with the relevant documents and return the Applicant copy with a Money Receipt-cum-Index Number to the applicant.

3.2

eAdministration
e-Administration uses the admission database for issue of College Identity Cards & Library Cards, record of fees collected from the students, allocation of subjects and sections, Preparation of Long Roll Register and Return of Matriculates, Maintenance of students attendance, Tabulation of college level examination marks, issue of College Leaving Certificates etc. This would improve efficiency, saves precious time of college authorities and ensures dissemination of correct information and services to all its stake holders.

Basing upon the successful completion of e-Admission process during the session 2009-10, 2010-11 & 2011-12 it has been decided to implement the same in all Junior Colleges and Degree Colleges including Self Financing (Junior & Degree) Colleges during this academic session of 2012-13. The list of Junior Colleges, available streams and subjects are posted in the official website of Higher Education Department (www.dheorissa.in). The list of Self Financing (Junior) Colleges is given at Annexure-10. All those information are also available in the second part of this prospectus.

4.1

FeaturesofSAMS
CommonProspectus(CP)
Common Prospectus is a booklet, which outlines the details of e-Admission process, relevant information of different Junior Colleges and other procedures. It has two components - the 1st part comprises of general guidelines & second part contains individual college profiles. The CP is available in the official website of the Department of Higher Education, Government of Odisha www.dheorissa.in in downloadable format to take printouts. A. The first part of CP will have features of e-Admission like General Guidelines, Selection Principles, Reservation & Weightage matters, etc. The booklet which you are reading now is the first part of CP. B. The second part of CP describes individual college profiles, like Seat Availability, Subject Availability, Elective Combinations, College Admission Cut-off marks of last 2years for various streams, Hostel Seat Availability, Total Fees required for admission, etc. C. No printed copy of the CP would be available from the current academic session 201213. Only its English version would be available in the website www.dheorissa.in. Applicants may download the same from the internet and print the same for their use.

4.2

CommonApplicationForm(CAF)
The CAF has been so designed that, an applicant can apply to any of the 1322 Junior Colleges in the State in one form. An applicant has to fill it up ON-LINE by logging into the website of Higher Education Department, Government of Odisha www.dheorissa.in. An applicant can apply up to six choices of college & stream in order of preferences where one would like to study. The applicant has to furnish all personal and academic information like, Name, Parents names, Correspondence and Permanent Address, 10th class Board Examination marks, Name of the Board, Roll Number, Year of Passing, Reservation and weightage details etc. in the appropriate box of the on line form. The sample copies of on-line CAF & Instructions to fill it up are given in Annexure-2. From the past experience, it is seen that about 40 to 50% of applicants who get selected for admission to their first option college/stream had given only one option in last two years. This shows that cut-off marks of last 3 years are very crucial to take decision in choosing your options of stream and college.

4.3

OnLineApplication
As mentioned earlier, an applicant has to fill the relevant information in the CAF on computer screen and submit it on-line. Mere applying on-line CAF in the Internet will not be sufficient for e-Admission. Then she/he has to take print outs of College Copy and Applicant Copy of the filled in CAF. The applicant and his/her parents or guardian must put their signatures at the appropriate places of the college copy. Then the applicant shall deposit both the copies of CAF and relevant documents and fees at the nearest SAMS Resource Centre (Annexure-1). The receiving official at the SRC shall verify the documents and return the Applicant Copy to the applicant with a Money Receipt-CumIndex Number written on it.

4.4

SelectionProcess
After the applicants submit their college copies, those shall be validated at the SAMS Resource Center by team of validators. Once the validation is complete, the software shall process all applications and finalise the 1st selection list for each of the colleges as per the merit and choice of the applicants. The selection list shall be published on the predetermined date. The selection list and the intimation letters for selected applicants shall be made available in the website. Besides, an applicant can download and print his/her intimation letter directly from the website after receiving a notification on his mobile number (if provided in the CAF) and take admission at the particular college on the date mentioned there in.

 A selected applicant can get the intimation letter directly from the website, as mentioned earlier. After the 1st selection admission is over, selection list of SC/ST Extension Seat Admission shall be generated. This list shall be generated only for those colleges, for which there are substantial number of SC/ST applicants, who failed competing for admission in the 1st Selection. The third phase of admission shall be Balance Seat (Spot) Admission. Merit lists for each Junior College, shall be posted on the website www.dheorissa.in . No of applicants in these lists for each college shall be limited to a maximum of 5 times the number of seats remained vacant after the first selection admission.

4.5

IntimationProcedure
Intimation will be sent to the selected applicants in different modes outlined in the following table during various phases of Admission

4.6

Admission/Slideup
For these four phases of admission (a) First Selection Admission (b) ST/SC Extension Seat Admission (c) Balance Seat (Spot) Admission (d) Admission after Supplementary / Instant Result publication conducted by BSE, Odisha the merit lists in respect of each Junior College shall be provided by the SAMS Steering Committee in the eSpace of respective colleges. The SRC should download these lists immediately, take printouts and notify them in the respective college notice boards. The selected applicants have to take admission directly at the Destination College / SAMS Resource Center on scheduled date and time mentioned in the intimation letter. Junior Colleges, which dont have internet facilities, have been tagged to nearby SAMS Resource Centers. Those colleges can update their admission details at the SRC. Self Financing Junior Colleges shall not be tagged to any SRCs. They will set up their own SAMS Lab and do the admission and update the relevant information in the e-Space. However, these Self Financing Junior Colleges shall not receive or validate the CAFs. If the selected applicant (General candidate) in the 1st Selection does not take admission, he / she may not get chance to take admission during this session because there will be no 2nd Selection from this session. Therefore, it is advised to the applicants selected in the 1st Selection to take admission in order to remain in the system. If an applicant (SC/ST applicant) is selected against her/ his lower option, s/he must take admission in the respective college, so that her/his case may be considered for sliding up during the SC/ST extension seat selection. If such applicants do not take admission, their cases for sliding up (selection against higher options on the basis of merit-cum-seat availability) shall not be considered. On the other hand the SC/ST students who take admission against lower options in the 1st selection and want to continue in that college, have to give an undertaking in a form (Annexure-7), so that their cases shall not be considered for sliding up during the SC/ST extension seat selection. If they do not do so at the time of admission, it may be possible that their names would be slide up to their higher options and removed from the 1st selection college. In that case, it would become compulsory for them to take admission against their higher option Junior College / Stream. They cannot remain in the 1st selection Junior college which was their lower option if they do not give undertaking as per Annexure-7.

4.7

PredeterminedDates
SAMS operates through pre fixed dates for all its activities. It helps in awareness, transparency & timely completion of activities. These dates have been finalized after publication of High School Certificate Examination conducted by BSE (Odisha) on 28-Jun2012. Changesfor201213visvis201112Session
Following changes have been introduced for 2011-12 session after deliberation in the SAMS Steering Committee and Government Approval. There will be no 2nd Selection from the academic session 2012-13. The College Leaving Certificate (CLC) will be issued from the software under eAdministration module. This will be useful for the students and will speed up the eAdmission process as well. The selected applicants will not be intimated through post. So the additional charge of Rs. 20/- for postal intimation has been withdrawn.

4.9

ExpansionofSAMS
e-Admission has been made compulsory in all Junior Colleges including Self Financing (Junior) Colleges in the State from the Academic Session 2011-12. Council of Higher Secondary Education, Odisha will accept the Return of Matriculates (RoM) only through SAMS e-Admission database only from 2011-12 onwards. NB: The colleges coming under ST & SC Development Department, Public Sector Undertaking, Railway Authority will do their Admission though off-line mode. However, they have to follow the so fixed e-Admission dateline and the procedures along with other rules & regulations of e-Admission. After admission they will update their admission data into eSpace as per the date & time line fixed for. After updating the admission data the on-line RoM will be generated for CHSE. The list of these Offline colleges is given at Annexure-11.

Detailed Procedure of e-Admission

ApplicationProcess
The CAF will be available in www.dheorissa.in for applying on-line. There will be one Common Application Form (CAF) for admission to any stream of any Junior Colleges in the State. There shall be one Common Prospectus (CP) for all Junior & Self Financing Colleges. The CP will be available on-line to download in PDF format. An applicant can download the same and take a printout for making an informed choice while filling in CAF on-line.

5.1

Wheretoapplyonline?
As the CAF is available in the Higher Education Department website www.dheorissa.in, it can be accessed in the Cybercaf, Common Service Center, Internet Facility Center operated in SAMS Resource Centers and at any place where Internet facility is available. In Common Services Centers (Jana Seva Kendras of OCAC) or Internet Facility Center situated in all SAMS Resource Centers an applicant has to pay `10/- for Internet Charges & `5/- per page of print out (of B/W A4 Size) for completing the on-line application & for taking print out.

5.2

Howtoapplyonline?
Please read the Instruction in Annexure-2 of CP (First Part) before applying on-line. Then go the Higher Education Department website www.dheorissa.in and click on the online CAF in its home page. You may also go through the video instruction regarding filling up of the CAF before you start the process of filling in. Now fill-up the CAF on-line on the computer screen. You can also upload your recent passport size colour photograph in the space provided for the same. However, uploading of photograph is optional.
Note Use TAB Key of the Keyboard to move from one box to next one of CAF. Wherever, any box has a Select Field, you have to click on Select and you will get a list of data relating to that field. You have to click on the Data field relevant to you and then move to the next field. For Example, for State box, once you click on Select in the box, the list of states will be displayed. You have to move the Mouse / Curser to your state, say ORISSA & click on the same to fill in the box.

5.2.1

How to add more Options? The provision of Options is given in the last part of the on-line application form. An applicant can apply for a maximum of six Options in the CAF. In order to add more than option, applicant has to click on Add More Option button. Then she/he has to select the desired college/stream from the drop down list and click on it. After adding all the options, she/he has to clickk on the Submit button.
Please note that, applicants submitting in two or more Common Application Form (CAF) are liable to be rejected. The sample on-line CAF & instruction to fill it up has been given in Annexure-2 of CP. N.B. If an applicant submits more than one CAF at SRC, then any one of the CAF will be rejected automatically. When the applicant clicks on the Submit button, the filled in CAF would be displayed on the computer screen. If any erroneous entry is detected, then it can be corrected by clicking on the Back to Modify button.

5.2.2

How to modify information in a CAF? After verification of the filled in CAF, the applicant has to click Confirm button and wait for confirmation. The confirmation page will indicate a Reference Number & Password. Using this reference number & password the applicant can further modify his/her CAF before locking period i.e. within 24 hours or before submission of the printed copy to the nearest SAMS Resource Center, whichever is earlier. After the locking period the information furnished in a CAF can not be changed. He/She has to go for a fresh CAF by going through the procedure again.

 5.2.3 Printing of CAF Click on Print CAF button to view the CAF to be printed. Then click to get both College Copy (Two pages as at Annexure-5) & Applicant Copy (One page as at Annexure-6). Then, the applicant has to affix his/her recent colour passport size photograph (self attested) on the CAF College Copy. The applicant and his/her parent/guardian have to sign in the College Copy before submitting the same along with the copies of the documents indicated at the end of the College Copy of the CAF at any of the 410 SAMS Resource Centers (Annexure-1).
NB: Only the Computer (Net) generated CAF shall be accepted. In no case, a DTP or Typed CAF shall be accepted.

5.2.4

5.3

FeeStructureofApplication
As per the number of options applied in CAF, the applicant will pay the required fees at the college counter while submitting the application. For first option, applicant has to pay `100/and for other options `50/- for each. In this way, if an applicant has given 6 options then s/he has to pay [`100 + (5X`50) = `350]. The fees amount will be printed at the top of the College Copy as well as on the Applicants copy of the CAF.
NB: There will be no postal intimation charges from the academic session 2012-13.

SubmissionofCAF
The applicant has to submit the College Copy with the requisite documents & fees at the SAMS Resource Center. In addition, s/he has to produce the Applicant Copy at the CAF Receiving Counter to get back the same acknowledged with MRIN on it. This MRIN shall be the KEY to all further queries for an applicant regarding e-Admission. The MRIN will be generated from the CAF Receipt Register (to be maintained manually by the SRC) and given to the student and will be updated in the website www.dheorissa.in by the concerned college authorities. Application by Outside State Applicants (OSA) Outside State Applicants (OSA) can send the CAF by post to any one SAMS Resource Center along with the required option fees in the shape of Bank Draft only in favour the Principal of the concerned SRC (college). The duly filled in CAF should reach the college on or before Last date of submission of online applied CAF at any of 410 SAMS Resource Centers (SRC). CAF without the Bank Draft shall not be entertained. Applicants, who have passed the 10th Board Examination from BSE, Odisha, shall attach the photocopies of Original Mark Sheet-Cum-Provisional Certificate or the downloaded mark sheet from the internet with the college copy of the CAF. Applicants, passed from other equivalent Boards, shall have to attach the photocopy of their original 10th Board mark sheet only.

CAFValidationProcess
Applicant cannot change any data in the CAF after 24 hours of on-line submission or submission of College Copy & Applicant Copy of CAF at the SRC counter whichever is earlier. The information furnished in the hard copy of CAF shall be verified as per the photocopy of the documents, submitted along with the college copy. The e-Admission Validation Team Member at SAMS Resource Center will validate the submitted CAF on-line by comparing the information with the relevant documents like mark sheets, reservation & weightage certificates, etc. If an applicant has claimed any benefit of reservation or weightage without relevant document, his/her case will be validated without claim. For benefit of applicants, a sample of filled in College Copy & Applicant Copy of CAF are given at Annexure-5 & Annexure-6 respectively.

Dos/Donts
Mere applying on-line CAF in the Internet will not be sufficient for e-Admission. After applying on-line, the applicant has to take print outs of College Copy & Applicant Copy and submit them at any of the nearest SAMS Resource Center along with the requisite documents & fees for consideration for admission. Applicant must take a fresh print out of College Copy and submit it to SAMS college, if he/she is editing his/her on-line application after taking one print out. Applicant should fill up options e.g. college & stream in order of preferences very carefully For any doubt, applicants are requested to take help of nearest college Help Desk or Sanjog Helpline Toll Free (155335) Number. Applicant has to write submitted by me and sign in all the supporting documents submitted along with the College Copy of the CAF. Please dont submit your College Copy in more than one college. Give all your options (College + Stream) in one CAF.

6.1.

PrinciplesofSelection
Eligibility: The minimum eligibility for admission to +2 or higher secondary classes shall be a pass in High School Certificate (HSC) Examination of the Board of Secondary Education (BSE), Odisha or its equivalent. The list of Equivalent Boards is given at Annexure-3 of the CP. Admission into various Streams & Colleges shall be done strictly on the basis of merit. Marks secured at the 10th Board Examination out of the Total Marks, Weightage & Reservation (if applicable) will be taken into consideration in preparing the merit list. For Reservation & Weightage please refer items 9 & 10 of the CP. In case of candidates passing the HSC/HS/equivalent examination compartmentally, average of marks secured in the subject/s concerned at both the examinations shall be taken into consideration to determine the aggregate. For applicants who have secured equal marks in the 10th Board examination and have opted for same college & stream, their merit will be decided on the basis of marks in English/Social Studies for Arts and Mathematics/Science for Science & Commerce Streams. (Govt. Order No.: 57823, Dated: 24.10.2000).
For Example:If there are two applicants who have opted for one college and one stream and have same marks in HSC examination, then if it is for Arts stream, then the applicant who has more marks in English will get preference. If English marks of both applicants are also same, then marks in Social Studies will determine the selection. For Science & Commerce Stream, Mathematics & Science marks will be the deciding factor in similar sequence.

Any applicant, if selected, will be given only one confirmed seat according to his/her choice of preferences in CAF in the intimation letter after 1st selection.

 6.7. 6.8. Status of the higher choices of preference in the CAF will also be intimated (Please see Annexure-4 which shows sample copy of Intimation Letter). If an SC/ST applicant gets selected for his/her 1st choice of preference as per the CAF, then his/her name wont be considered for other choices of preference in the SC/ST Extension Seat Selection. If an SC/ST applicant gets selected against any choice other than 1st preference in 1st selection, s/he will be considered for higher preference choices in the SC/ST Extension Seat Selection. SC/ST students who take admission against lower options in the 1st selection may slide up during SC/ST Extension Seat Selection and got their higher choice college/stream. But some students may want to continue in the 1st selection college which is their lower preference. Such students can exercise an option (by giving an undertaking) for not to be part of SC/ST Extension Seat Selection, at the time of 1st selection admission. A sample format of the undertaking is given at Annexure-7 of this CP. In case a SC/ST student admitted against any lower choice of preference but gets higher choice during SC/ST Extension Seat selection, then s/he can take transfer to the college of his/her higher choice without forfeiting the deposited college fees except `100/- towards processing fees. The balance amount after deducting `100/- is to be given directly to the applicant or guardian on the day when he/she is taking CLC in shape of Cash / Bank Draft / Cheque by the college authorities issuing CLC. However, if an applicant already admitted goes for admission under the Balance Seats (Spot), s/he will have to forego the entire admission fees or `3,000/- (Rupees Three Thousand Only) whichever is lower in his/her old college. If the admission fees of the former college is more than `3,000/-, then that college has to pay back the excess amount in shape of cash/cheque/draft at the time of issuing the CLC.

Intimation
A sample intimation letter has been shown at Annexure-4 of this CP. It can be downloaded by individual applicants from the website of Higher Education Department. Elective Subject, 4th Elective Subject or Hostel Selection wont be indicated in the intimation letter of selected applicants. The destination college will allocate the Elective Subject (s), 4th Elective Subject or Hostel as per the merit list, options of applicants in the CAF and the availability of seats. Intimation for e-Admission will be communicated through following five modes:

8.1.1. Selected applicant has to produce the Intimation Letter (or Applicant Copy, in case s/he does not possess the Intimation letter) before the admission committee at the Destination College on the date & time mentioned there in.

 8.1.2. Applicant has to produce all original documents for verification at the Destination College. S/he has to pay the requisite admission fees at the destination college counter on receipt. 8.1.3. S/he has to submit 3 colour passport size photographs at the time of admission. 8.1.4. Undertaking (Annexure-7), if s/he is a SC/ST candidate and wishes to continue in the 1st selection college which is her/his lower option and does not wish to slide up to higher option in SC/ST Extension Seat Selection. 8.1.5. Additional information (as per Annexure-8) of the admitted students will be collected in a separate form, which will be used for e-Administration purposes by college authorities. 8.1.6. Subjects, Hostel & Fourth Elective will be allotted after the Balance Seat (Spot) Admission at the final Destination College as per the preferences given in the CAF and as per merit of applicant & availability of seats.

8.2

SC/STExtensionSeatAdmission

8.2.1. After the 1st selection admission, the SC/ST Extension Seat admission will take place. 8.2.2. The eligible list of candidates will be published in the website as per rule at Clause no. 9.1.5 of the CP on a predetermined date. 8.2.3. Next day, admission will take place at the destination college as per the steps outlined from 8.1.1 to 8.1.6.

BalanceSeat(Spot)Admission
Who are eligible? (a) Students who had applied but did not get selected OR selected but could not able to take admission in any college during normal period of e-Admission due to various reasons. (b) Those who have taken admission against their lower option college/stream but want to go for their higher option college/stream. (c) Those who could not apply online during the normal application period.

8.3.1. Eligible candidates list (5 times of the vacancy) will be published in the website on the predetermined date. 8.3.2. The interested applicants out of the list published have to register their names on the predetermined date, up to 2:00 PM at the Destination Colleges. Sample registration format is given at Annexure-9. 8.3.3. Depending upon the number of vacant seats, a merit list of the registered applicants shall be displayed on the College Notice Boards by 05:00 PM on the same date. 8.3.4. Next day, admission will take place at the destination college as per the procedures outlined above (8.1.1 to 8.1.6).

AdmissionafterPublicationofSupplementary/InstantResultsbyBSE(Odisha)
Who are eligible? Students who have passed in the supplementary / instant examination conducted by CHSE, Odisha Students who had applied but did not get selected OR selected but could not able to take admission in any college during normal period of e-Admission due to various reasons.

8.4.1. The vacant seats after all above Admissions will be filled up by the respective colleges, by inviting fresh applications at college level within 7 days from Supplementary Admission date. 8.4.2. Respective colleges will notify the vacant seats in their notice boards and in the website of Higher Education Department www.dheorissa.in. 8.4.3. Interested applicants can buy the CAF by paying `10/- at the college counter or download the same from the website www.dheorissa.in. Then s/he has to fill up the CAF manually and

 submit it along with the relevant documents and requisite fees at the college, where she/he wants to take admission under receipt. The receipt would contain Money-Receipt-CumIndex Number. 8.4.4. These CAFs will be assigned the next Money Receipt-cum-Index Number available after the normal CAF receipt period for that particular year. 8.4.5. The information given in these CAFs shall be entered in the e-space (Pre-Admission Tab) by the DEO of the college to generate Bar Coded CAFs. These Bar Coded CAFs shall be tagged and validated as usual. No fees shall be collected from the applicant for the data entry of his/her CAF into e-Space. 8.4.6. The colleges will do the selection as per the procedures defined in this CP and publish the merit list on the college notice board. The intimation letters shall be sent to the selected applicants in the self addressed envelopes furnished by them during the submission of CAFs. The entire admission process shall be completed within 20 days from the date of publication of Supplementary / Instant Results conducted by BSE, Odisha (including Holidays).

Proceduretodealwithtransfercases
If a candidate who has taken admission on basis of 1st selection gets selected for his/her higher choices in SC/ST Extension Seat Selection, two situations may arise: a) Applicants Destination College in SC/ST Extension Seat Selection is different from the 1st selection colleges b) The stream is changed at the same destination college. For situation (a) The applicant shall take admission at the SC/ST Extension Seat Selection Destination College on payment of the entire admission fees of this college and surrendering the CLC from the 1st selection destination college. For situation (b) For change of Stream in the 2nd selection (due to up-gradation), there would be no need for the applicant to approach the college for any endorsement. This would be done at the college level subsequently.

SC - 8% of the sanctioned strength shall be reserved for SC applicants ST - 12% of the sanctioned strength shall be reserved for ST applicants The reserved seats are not interchangeable between SC & ST. SC/ST applicants selected for admission on their merit shall not be counted against reserved seats.

9.1.5

Additional seats for SC/ST students to the extent of 8% for SC & 10% for ST will be provided under the following conditions. a) Seat normally reserved for that category of students, i.e. SC or ST has been fully utilized. b) Even after the reserved seats have been fully utilized, student of either or both the categories who have secured 40% or more (for Arts & Commerce) or 50% or more (for Science) in the qualifying examination have failed to secure admission to Arts/Commerce or Science stream respectively [G.O. No. 36979 Dt. 23/09/04 of Department of Higher Education] However any modification made by the Government in the reservation policy will be followed during admission. Reserved seats lying vacant after 1st Selection and SC/ST Extension Seat Selection admission shall ordinarily be de-reserved.

2% of sanctioned seats shall be reserved for the children of martyrs.

OriyaLivinginNeighbouringStates[OLNS]
Admission on merit from Oriya students living in neighbouring states shall be reserved upto 5% (1% for any particular state) of the sanctioned strength. For the purpose of admission, an applicant will be considered as OLNS, if s/he has passed the HSC examination or equivalent examination from any school situated in the neighbouring state of Odisha. (Andhra Pradesh, Chhattisgarh, Jharkhand, Bihar & West Bengal).

Weightage
Number of seats in each stream, filled up by the applicants with weightage, shall not exceed 10% of the sanctioned strength. This 10% of seats shall be proportionately distributed among all categories of applicants. An applicant, who is selected with weightage and taken admission, shall continue to remain in this 10% bracket, even if cut-off mark is reduced in subsequent selections.

10.1 NCC
10.1.1 Applicants holding A Certificate shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC or Equivalents examination. 10.1.2 Applicants who have represented the State or the Central School/Sainik School at the All India level NCC Camps / Courses / Activities shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC or Equivalents examination.

10.2 Scouts&Guides
10.2.1 Scout and Guides possessing and producing the original certificate signed by the President of India shall be given weightage of additional 10% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.

 10.2.2 Scout and Guides possessing and producing the original certificate signed by the Governor of the State shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.

10.3 Sports&Games
10.3.1 Applicants who have represented the country at international level shall be given direct admission. 10.3.2 Applicants who have represented the state at national level shall be given weightage of additional 10% of marks over and above the aggregate marks secured at the HSC/Equivalent examination. 10.3.3 Applicants who have represented the school at the inter-State School Sports Meet level shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.

10.4 AdmissionofcandidatesfromOutsideStateApplicants(OSA)
10.4.1. The number of students admitted from outside Odisha to any class shall not exceed five percent (5%) of the total number of sanctioned seat of the class, subject to a maximum of one percent (1%) of the total seat for the candidates of a given State / Union Territory of India. 10.4.2. For the purpose of admission, an applicant will be deemed to be from outside the State of Odisha if he/she has passed the H.S.C/ Equivalent examination from any school situated outside State of Odisha.
NB: Only merit, but no reservation will be considered for Other State Applicants.

Certificates&Documents
An applicant has to submit the self attested photo copies of the following documents / certificates with the College Copy of the Common Application Form (CAF). Respective Original ones have to be presented before the Admission Committee at the time of Admission for verification. The authority may retain some of the Certificates in Original during admission as described earlier.

12.1 Reservation
12.1.1. In case there are no applicants in any of the reserved category, the seats will be dereserved and filled up by the general category applicants. 12.1.2. No seats shall remain reserved for any category beyond the normal date of admission. 12.1.3. SC/ST applicants selected for admission on merit basis shall not be counted against reserved seats. They shall be treated as general category applicants for admission.

12.2 Weightage
12.2.1. No weightage shall be given in any category if the achievement has not been made within two years before the last date of CAF submission at the Applied College. 12.2.2. Not more than 10% of seats in each stream shall be filled up on the basis of weightage. 12.2.3. An applicant can claim weightage to a maximum of 10% over the total mark secured. 12.2.4. Weightage is only for the purpose of admission. It will not be considered for any other preferential treatment such as allotment of subject/hostel. 12.2.5. An applicant, who is selected under weightage category and has taken admission, shall continue to remain under weightage category even if cut-off mark is reduced in subsequent selections. 12.2.6. The applicants admitted on basis of weightage, shall be proportionately distributed among all categories of students.

12.3 General
12.3.1. Self certified true copies of documentary evidence must be attached with the College Copy of the CAF for the applicants claiming reservation and/or weightage. 12.3.2. An applicant, whose parents are permanent resident of Odisha, has passed HSC or equivalent examination without Oriya as a subject from outside Odisha may be considered to be from within Odisha. For this purpose s/he has to produce a permanent resident/nativity certificate from the District Magistrate/Tahasildar to the effect that her/his parents are resident of that district of Odisha. 12.3.3. Vacancies arising out of transfer will be filled up by the same category of students. 12.3.4. Incomplete CAF will be summarily rejected. 12.3.5. Applicants applying through two or more CAF are also liable to be rejected. 12.3.6. Only the Computer (Net) generated CAF shall be accepted. In no case, a DTP or Typed CAF shall be accepted.
