    Phoenix,Ariz.Today,20organizationsannouncedtheiroppositiontoProposition120andthecampaigntodefeatit.Thisfall,Arizona voterswillhavetheopportunitytostopanattemptedlandgrabbytheArizonaLegislature.Proposition120referredtotheballotbythe LegislaturewouldamendtheArizonaConstitutiontoassertstatesovereigntyandestablishthatthestatehasexclusiveauthorityand jurisdictionoverair,water,publiclands,minerals,wildlife,andothernaturalresourceswithinthestate.Throughthisproposition,the Legislatureisseekingtoundermineprotectionsprovidedbyfederalenvironmentallaws,suchastheCleanAirAct,EndangeredSpeciesAct, andCleanWaterAct. ThisisyetanotherexampleofthisLegislaturesharshandunrelentingattackagainstconservationstewardshipandnaturalresource protection,saysCarolynCampbell,NoonProp120CampaignChairandExecutiveDirectoroftheCoalitionforSonoranDesertProtection. Theselawsarethebedrockofanenvironmentallegacyforgedoverthelast50yearsandarecriticaltoprotectingoneofthemost ecologicallyrichregionsofthecountry. ThisextremeamendmentwouldsetinmotionademandbythestatethatallfederalpubliclandsinArizonaroughly25millionacres includingwildlandgemssuchasGrandCanyon,TontoNationalForest,andSaguaroNationalParkbeturnedovertothestate. "Proposition120isanunconstitutionalmeasurethatwouldgiveArizonasovereigntyoverfederalpubliclandsinArizona,includingGrand CanyonNationalPark,saysNikolaiLash,WaterandStateTrustLandsProgramDirectorattheGrandCanyonTrust.Givenallthe importantworkneedingtobedoneinArizona,itisunfortunatethatourstatelegislatureisspendingenergyonagonowhereeffortlike thisone. Arizonawhosestateparkssystemisinaperpetualstateofneglectliterallycannotaffordtoabsorbresponsibilityfortheseimportant publiclands.GovernorJanBrewerestimatesthatthestatewouldneedmillionsinadditionaldollarsandanuntoldincreaseinstaffand resourcesnotincludinganyadditionalliabilitycostsinordertomanagetheselands.1 Federalwildliferefugeemployeesaretrainedinlawenforcementaswellasmanagementandbiology,saysNancyMeister,Secretaryof FriendsoftheKofaNationalWildlifeRefuge.Howwouldthestatefundthepersonnelandequipmentneededtoensurethemissionofthe refuges? ThesefederalpubliclandssupportthestateswildlifeheritageandsustainArizonasenviablequalityoflife.NinetypercentofArizonans fromallacrossthepoliticalspectrumagreethattheselandsareanessentialpartofArizonaseconomy.2Asidefromthesesufficiently significantconcerns,thispropositionisirreconcilablewiththeUSConstitutionaswellasotherprovisionintheArizonaConstitution.When Arizonabecameastate100yearsago,thestatemadeacontractualobligationwiththerestofthenationregardingtheselandsand resources.Proposition120isablatantattempttobreakthiscontract. AllArizonansareurgedtoVOTENOonProposition120StoptheArizonaLegislaturesLandGrab.
