Introduction Far West Laboratory for Educational Research and Development (FWLEDD) issued a request for proposal (RFP) for an evaluation of Determining Instructional Purposes Training Program. This document is a proposal from BMJ and Associates (BMJ) of Boise, Idaho submitted in response to the Far West Laboratory RFP. Description of Program Far West Laboratory has developed a three part training program for school administrators and graduate students designed to train learners in setting goals, analyzing problems, and deriving objectives for the purposes of planning effective school programs. Specifically the program consists of three separate units of instruction and a coordinators handbook. Each unit contains a series of objective specific lessons that are delivered through reading material, individual and small group activities, which reinforces text based concepts, followed by feedback for the practice activities. Small group activities are designed to simulate real world problems and process. The units are designed to be effective taken individually, thereby allowing potential purchasers to access only the unit required, or together as an entire three part sequence of instruction. The units should be delivered by a coordinator who has previously worked through the units on their own or as a member of a training group. The coordinator is not responsible for the dissemination of any additional information outside of the training program, rather their role is strictly to organize, guide, and monitor activities presented in the program. All materials are available in print form only and are available to be purchased as individual units or as a three-unit package. The coordinators handbook is also available for purchase. Evaluation Method Given that the purpose of the evaluation is to determine the effectiveness of the training program, a variety of data sources and evaluation procedures will be used to establish recommendations for continued development and investment of the instructional purposes training program. School Administrators Print samples of the training program will be sent to many active school administrators with written explanation and request for participation in reviewing the program. A follow up phone call will be made shortly after to acquire a commitment from a minimum of 25 individuals to review the program and provide

feedback in the form of a survey and telephone interview which will consist of a list of consistent, objective based questions. The test group participants will be selected from the administrators group for actual participation in the training program. Graduate Students The same selection process and evaluative procedures will be used for graduate students studying administration as the above outline for practicing school administrators. Test Group A test group of administrators will be selected to participate in the three part training program, to be administered by one of the developers of the program form Far West. Participants will be asked to provide feedback in the form of a survey and through one-on-one interviews at the completion of each of the three units. Evaluators will collect achievement data from the participants at the completion of each unit as well as through observation of small group activities. The test group coordinator will also be interviewed at the completion of the program to gain anecdotal information based on his/her observations during the program. Practical Application In order to assess the long-term impact of the training sessions participants will be asked to participate in a follow up survey that will examine the long-term effectiveness and practical application of the knowledge, skills, and attitudes obtained during the program. Task Schedule The task schedule for the proposed project is shown in Appendix A. The schedule assumes a project starting date of October 2, 2011 and shows an initial completion date of February 29, 2012, followed by a long-term impact analysis on July 10, 2012.

Appendix A Task Schedule

Task 1. *Meet with Far West staff to discuss IPTP evaluation proposal and revisions. 2. Provide feedback for implementation into evaluation 3. Development and submission of EPD (evaluators program description) to Far West 4. Submit data collection documents including all surveys and interview protocol for all participating parties to Far West for review and approval. 5. Provide feedback for revision 6.
