Tambayan Eviction. This welcomed organizations based at the Institute of Biological Sciences (IBS) this year. The IBS administration plans to temporarily move the tambayan of the said organizations from the IBS building to the Student Union (SU) building in compliance with Section 9 of the Fire Code of the Philippines which states that exit ways [of buildings] should be free from any obstruction. by Rogene Gonzales A Feb Fair to be remembered. These were the words of Chancellor Luis Rey Velasco during a dialogue with the University Student Council (USC) on the upcoming February Fair. With the theme 100FAIRcent UPrising, this years fair will reflect the struggles to maintain UP (in its centenary) as an alternative university with a more democratic access to its education, according to USC Councilor Rayan Brozula. The fair also aims to look back on its roots as a peaceful protest fair during the Marcos dictatorship. It also intends to evoke academic excellence through various symposia with prominent people as speakers. In line with this, a number of student booths that were reserved earlier in the off-limits zone had to be moved. These booths were prioritized by the USC to avoid any unnecessary issues or disagreements. Arnie Terosa, Vice Chairperson of UP Ranchers Club, agreed to move their booth. Ongoing Preparations As of press time, the USC is still requesting from the Office of the Chancellor permission to set up more lights throughout the field. The lights will help in the publicity activites of the organizations as well as provide for tighter security. The USC also requested more security personnel from the University Police Force to help the members of the Inter-Fraternity Council in serving as marshals to the event. The security personnel will monitor those who will violate the liquor ban and will also help in maintaining peace and order. Velasco is yet to approve the USCs requests in their upcoming dialogues. Meanwhile, the USC is calling on the studentry for volunteers who will assist different committees in organizing the fair especially in maintaining the cleanliness of the field. [P]

The College of Engineering and Agro-Industrial Technology (CEAT) together with the Office of the Vice Chancellor for Planning and Development (OVCPD) hosted this years Palarong UPLB, an annual sport activity in the campus participated by various offices and colleges in the university. Glimpse of the past Palarong UPLB was launched by the Dean of University Athletic Board during the late 1980s when it was called UPLB Intramurals. In the early 1990s it was replaced and renamed Palarong UPLB. Due to lack of funds allotted for sports and recreational activities, it was not practiced in the late 1990s and was only revived last 2006 by the UPLB Sports and Recreation Committee (formerly University Athletic Board), with the help of the Department of Human Kinetics (DHK). The winners of 2006 Palarong UPLB became the basis for the order of the colleges and offices that will

host the said event. In 2006, College of Arts and Sciences (CAS) grabbed the championship title followed by CEAT, College of Agriculture (CA), College of Forestry and Natural Resources (CFNR) and College of Economics and Management (CEM). Since CAS bagged the crown, they were the one who hosted last years Palaro. Track of the present Since the university is celebrating its centennial this year, Palarong UPLB was expected to become more exciting and festive as compared with the Palaro of past years. In relation to this, the UPLB Sports and Recreation Committee revised the events for the Palaro. Aside from the usual tournament like basketball, volleyball, table tennis, lawn tennis, athletics, swimming and cheer dancing, other games like archery (last year only a demonstration event) and womens basketball for faculty members and staff have also been included. Different demonstration games like 9-Ball billiards, dama, scrabble, and Philippine games were also included. This year, five

UPLBs Centennial Kick-off Brozula said the opening of the fair in Feb. 11 will serve as UPLBs local version of the UP Centennial Kick-off. An old rule is somehow freshly implemented in the university lately - fire drill. One was conducted last January 30 at the Physical Sciences Building. The said drill gained various feedbacks from the buildings resident students and faculty members. Three important points were discussed in the said drill: the importance of exit points, fire equipment, and smoke detectors. According to Presidential Decree 1185, also known as the Fire Code of the Philippines, fire drills should be conducted four times a year. However, in some buildings in UPLB, this provision is not strictly followed. Moreover, Prof. Aida Lustria from Institute of Computer Science said she has been teaching at the Physical Sciences Building for several years yet she has seen only two fire drills. In an interview with Perspective, Renato Samson, Los Baos Municipal Fire Marshall, said not all people in UPLB are aware of what they are supposed to do

during fire. Actually, hindi tayo nagkulang sa paalala, Samson added. Prof. Eliezer Albacea, Head of Los Baos Computer Center, said, Dahil hindi naman natin malaman kung kailan darating ang sunog, okay na okay yun [fire drill], except na disruption lang yun sa klase. Albacea added that although the corridors of the Physical Sciences Building are free from obstructions, except for the tambayans in the second and third floor, he believes that there is still a need to have a fire drill on the said area. In addition, Teodorick Barry Manguerra, instructor at the Physics Division, said that despite the importance of conducting a fire drill, some students did not take it seriously. He thinks that it was futile because it was announced so students and faculty members were not rattled by the situation. Kailangan ng fire drill pero sana maayos, magkaroon muna ng lecture, Manguerra added. This is because he thinks that if the firemen will command the students and

faculty members to run to the fire exit, they will still be confused, so before conducting a fire drill, people must be given sufficient information first. The said fire drill was spearheaded by the Occupational Health and Safety Committee, in cooperation with the Los Baos Fire Department and Municipal Fire Marshall. This was done because these departments believe that security and safety should go hand in hand. Last semester, a fire drill was also conducted at the Institute of Biological Sciences (IBS) Building. In connection with this, tambayan eviction in the IBS Building will soon be implemented as part of actions taken by its administrators regarding the result of a drill last August. This is allegedly because the tambayans were considered fire hazards since they are blocking the exit points on the said area. [P]

Identification (ID) system for jeepney drivers entering the UPLB premises is being facilitated by the Office of the Vice Chancellor for Community Affairs (OVCCA), as part of the security programs of the university. OVCCA Head Elpidio Agbisit explained that this program is similar to the ID system for faculty members, students and contract workers inside the university. The purpose of the said ID system is to control the entrance of unwanted people inside UPLB premises, thus, decreasing security hazards inside the campus. The last half of January was used by OVCCA in distributing identification forms to jeepney drivers. The form, according to Agbisit, should be passed with one 2x2 photo and NBI clearance. The drivers were given one year after the target date of implementation, which is on March 01, 2008, to submit all the requirements. Sabi kasi ng mga drivers, medyo

mahal yata ang pagkuha ng (NBI) clearance, Agbisit said. Although the Drivers Association welcomed the idea, Agbisit said there are jeepney drivers who still disapprove of the ID system. Hindi naman na kasi kailangan, may sticker na kami, Ramon, a driver in UPLB, said. Nakakadagdag lang yan sa gastos naming (mga drivers), Boyet, another driver, likewise said. Despite negative feedbacks, OVCCA still wants to push through with the policy. They said that only the ID cards lamination and the NBI clearance are the expenses to be shouldered by the drivers. Agbisit elaborated that jeepney drivers who will not place their IDs on their windshields by March 1 will not be allowed to enter the UPLB campus. There will be no other sanctions aside from this. As of press time, OVCCA has already distributed 200 IDs to drivers. Passing of requirements is still ongoing.[P]

Hindi daw talaga magbibigay ang university ng mga areas outside the building for tambayan. Dr. Rachel Sotto, a professor from IBS, said. She added that there are plans to build mini parks in vacant spaces in the campus. Lahat ng mga tambayan around the campus will likewise be demolished kasi magko-construct ng mga mini parks all over the campus. Yung ina-eye natin, hindi pwede dahil may plan for expansion ang IBS. Sotto added. After the meeting, the deadline for the orgs to leave was extended up to Jan. 30. In the next dialogue dated Jan. 25, the IBS told the organizations that they have already arranged with Prof. Severino Cuevas, Office of the Students Affairs director, regarding their request to relocate the tambayans. IBS director Dr. Cleofas Cervancia said the request was already approved. An ocular visit headed by Dr. Macrina Zafaralla, Dr. Cervancia, Dr. Renato Avenido and Dr. Nina Cadiz, was done at the SU building by the IBS administration together with the orgs advisers, heads and representatives. According to Baez, the IBS sought for students immediate response after the visit. Organizations Stand IBS orgs met with USC Chairperson Leo XL Fuentes and CAS Chairperson Sheila Abucay Jan. 31 to discuss their corresponding response to the issue. Chromewell Mojica, head of UPLB Genetics Society, suggested that the issue be raised to university level. The IBS admin is still pushing for the relocation of the tambayans to the SU building while students are still hoping that they can remain in their current locations. Marielisse Hemedes, head of UPLB Society of Pre-Med Students, said hanggat maaari talaga, ayaw naming umalis. Mojica added that they will fight for their right to stay in the IBS building. The IBS organizations, with the help of the USC and CAS-SC, maintained their stand on this issue as explained in their statement released last month. Naninindigan kami na hindi solusyon ang pagpapaalis ng mga tambayan sa IBS Building. Sa halip, kami ay nananawagan na unang tugunan ang mga pamamaraan upang makaiwas sa sunog tulad ng pagkakaroon ng maayos na evacuation plan at sapat na fire fighting equipment at exit ways. In line with this, a manifesto calling for support to the organizations stand was released last Feb. 5, Tuesday. As of press time, the USC and CAS-SC are yet to set a dialogue with the Bureau of Fire Protection, Los Baos. [P]

The UPLB administration released an administrative decision to reduce the number of students to be admitted to some undergraduate programs, par ticularly Biolog y, Chemistr y, Communication Ar ts and Sociolog y next academic year, according to our source who requested for anonymity. This was done to have more focus on Agricultural, Biotechnology and Environmental (ABE) related courses. However, though the administration likes to prioritize ABE-related courses, the total number of UPLB enrollees will not increase. To solve this, slots from other undergraduate programs will be taken. The undergraduate program that will be tremendously affected by the said decision is BA Sociology, which will be reduced to at least 50 percent of its original number of enrollees. Chairperson of the Department of

Social Sciences Arleen Saniano said, BA Sociology, as it was said to me, is not part of the ABE-related courses so the UPLB administration decided to reduce its admission, but we already wrote a letter to the chancellor asking for the retention of the current quota. Meanwhile, Chancellor Luis Rey Velasco already answered the letter and adjusted the quota from 30 to 45 students provided that the BA Sociology program will only have one block. During the University Council meeting, Velasco raised that another reason for this administrative order is the limited number of instructors in the Department of Social Sciences. Saniano claimed that the BA sociolog y course is a well-subscribed program. It is known for helping national development, and the enrolment, she said, is not declining at all. Moreover, UPLB constituents, as a result, expressed varied reactions

Kaso baka dahil dito, hindi na kami mabigyan ng priority na maaaring maging dahilan ng paglipat ng ibang estudyante sa ibang kurso, she added. On the other hand, Ohdessa Baana, from UPLB Sociology Society said it is unfair on their part if the number of enrollees will be reduced just because they are not the prioritized program of the university. She also said this act is a form of discrimination towards Sociology as a course because this means that they are not important in this university and they are less preferred by the students. She also said that as a part of the organization under this course, the decision will prohibit them to impart the importance of Sociology to others. There is a big possibility that they will not be recognized by the Office

of Student Affairs as a legitimate organization because they will not be able to meet the required minimum number of members. She added that this decision was not properly relayed to the students and needs to be further studied. 4th ST Educ Summit tackles RP educs Rising Cost, Declining Quality


by Anna Mae Lamentillo Discussing the rising cost, declining quality of Philippine education, the 4th Southern Tagalog Regional Education Summit (STREC) gathered college students from across region IV in its two-day annual meeting last January 31 to February 1. The event was organized by the National Union of Students of the Philippines (NUSP) in collaboration with College Editors Guild of the Philippines, Kabataan Party, UPLB University Student Council (USC) and Samahan ng Kabataan Para sa Bayan. NUSP said 250 students attended the summit. USC-UPLB Councilor Rayan Brozula said the STRECs primary concern was to address educational problems of the provinces in the Southern Tagalog Region. The summit investigated and exposed the common trends on the declining state of education. Brozula added that part of the strategy of the summit is to identify the root of the education crises and to create a longterm solution to at least alleviate these crises. This is one of the worst levels of education na inabot ng sistema natin. Even the Education Secretary admitted a few weeks ago that the quality of education has reached its lowest level, said Bayan Muna Representative Teddy Casio, member of the House Committee on Higher and Technical Education. Furthermore, Kabataan Party National President Raymond Palatino said the quality of Philippine education is deteriorating. He added that it is inaccessible to the majority of the youth, commercialized, colonially-oriented and fascist in nature. Though he admits that Gloria Macapagal-Arroyo inherited a flawed educational system, he stresses that the president is still responsible for aggravating the education crisis. Bagong Alyansa Makabayan-Southern Tagalog Chairperson Bayani Cambronero said he would give our education system a score of six out of 10. But he stressed that this was never an issue of the capabilities of the Filipino people. His basis for such rating is the governments lack of prioritization to develop education as a means to achieve economic development. Palatino identified few reasons for the current status of education system, namely, the source of income and the Filipinos response to domestic needs abroad. In addition, Casio recognized the effect of the Philippines decreasing budget in our present state of education. He added that the academic catastrophe the country faces today is founded on the abrupt process of implementing tuition increases encouraged by governments removal of the cap on tuition increases and the revival of the framework on rules and regulation regarding the implementation of matriculation increases. Furthermore, Casio remarked that the benefits given to the teachers are very minimal. Cambronero pointed out that GMAs definition of global competitiveness destroys the essence of Philippine education. Iba yung concept ng global competitiveness ni Gloria [Arroyo] kaysa sa edukasyon natin sa pagiging globally competitive, kasi gustong maging competitive yung mga graduates natin para pangexport, he added. Casio furthered that they have already, filed several bills on the reform of our educational system including resolutions that will ensure the regulation of tuition, promotion of a three-year moratorium and endowment of student discounts, but none of those was considered. Maraming problema ang hindi natutugunan at mukhang hindi matutugunan in spite of legislatives efforts, Casio said. The speakers raised several solutions to the problem. In Palatinos speech, he suggested the eight-point education agenda. This includes an increase in the budget allocation for education, use of Filipino language as the medium of instruction, improvement of teachers welfare, moratorium on tuition and other fee increases, development of a nationalist and relevant curriculum, investment in science, research and technology development, transparency in education programs and maintenance of democratic rights in schools. An ecotourism park, which will be called The Maria Makiling Ecoutourism Village (MMEV), is one of the major projects to be launched in October along with other projects as part of the UP Centennial celebration. The said proposal has been conceptualized by the UPLB Masterplan Committee for two years. The tourism plan Our vision is to choose and evaluate existing project sites like the Museum of Natural History and Makiling Botanical Garden for enhancement and be more tourism friendly, Vice Chancellor for Planning and Development (OVCPD) Fernando Sanchez Jr. said. The committee for planning is composed of experts in ecotourism. They were tasked to produce project feasibility studies, harness information on tourismrelated project like Mt. Makiling. Ecoville and Canopy ride The implementation of the said project requires additional university facilities. A cable car that will be called the UPLB Canopy Ride is set to be set up. It will be the second cable car in the Philippines

after the one at Tagaytay Highlands. The Canopy Ride will start from the Agricultural Park down to the Mudspring and end will at the Ecotourism Village. This arrangement is said to show people how an agricultural system differs from a forest ecosystem, as well as inform them about the changes happening between the two ecosystems. The Masterplan Committee also plans to build a Mountain Convention Center at Pook ni Maria Makiling, a few meters away from the Botanic Garden. This will serve as a venue for different seminars that will attract more people and tourists to visit the area. Also, the committee plans to construct Zoological Centers between Pook ni Maria Makiling and Botanic Garden. This is considered the universitys educational project for Veterinary Medicine students and other students who plan to pursue practicum in the same field. Forest Preservation Mt. Makiling is the nearest Mountain Ecosystem in the National Capital Region and other nearby provinces. Sanchez pointed out that protecting

and preserving the forest area from possible human degradation is important. He added that only limited number of people and tourists will be permitted to walk on built trails and some particular forest areas. It must promote environment, culture and social awareness and at the same time the responsibility not to exploit the regions it touches. For this, she said that there are three fundamental things to consider before implementing the ecotourism plan. These are: to site protection to maintain a level of satisfactory used within a given area, site modification without the interference in the areas ecological appeal and site rehabilitation for sustainability and good service.

NIPAS The National Integrated Protected Areas System (NIPAS) was established by virtue of the Republic Act No. 7586. Some of its major objectives are to enhance biological diversity and to maintain conditions of the area to the greatest extent possible. Institutions that will disobey the law will be reprimanded by imprisonment of one to six years as well as penalties within the range of 5,000 pesos to 500,000 pesos. About the budget The university administration is aware that these project proposals will not be fully funded by the government. With this, Sanchez said they will have to solicit support from the private sector. Any project has to be sustainable, he added. Sanchez is saddened to hear comments that the projects are being used to generate income. He said that what other people cannot see as one of the possible benefits of the said project is the education for the generation. Sanchez also believes that this project will help the university grow and become competitive. [P]

The Arroyo administration has been planning to revive two almost forgotten laws the Anti-Subversion Law and the National Identification System. Several people are critical about this plan, for they believe that reviving two dead laws is just like creating a zombie.
The making of a frankenstein Republic Act (RA) No. 1700 or the Anti-Subversion Law, defined as An Act to Outlaw the Communist Party of the Philippines and Similar Associations, Penalizing Membership therein, and for other purposes was signed into law on June 20, 1957. For an instant your eyes wandered to the fliers and pamphlets strewn on the blacktop, and then you followed one with your gaze as it was caught and swept to the curb by the wayward wind. Careful not to let your guard down, you crane your neck to see past the front liners, watching for any suspicious movement from the police that would betray moves for a violent dispersal. Its the 70s, and the tension was like an electric current crawling under your skin. You are chanting with the crowd when all of a sudden the deafening report of a gun cut through the hullabaloo.

Juan Ponce Enrile, heralded the emergence of one of the darkest years in the countrys history. On September 21, 1972, Marcos put the entire country under Martial law. Together with other progressive individuals, student activists who felt their security threatened either went underground, lie lowed in the movement, or took up arms to continue the struggle in the mountains. Martial law was characterized by unabated violation of human rights summary executions, enforced disappearances, extrajudicial killings, etc. Dissenting voices were stifled; the crises that have bridled the country worsened. Democracys dirge was about to be sung. Enter EdSa 1 The assassination of Benigno Aquino Sr. on August 21, 1983 ushered in the fall of the Marcos regime. The people, having found in Corazon Aquino the promises of deliverance from tyranny, overcome their fears and hesitations to give way to boldness and resolution. Aquinos assassination lit a fire of protest which the country had not seen before. In the months ahead, its flames raged in the city and countryside... Here, the upper and middle class marched with the poor, the professionals with the workers and the unemployed, former senator Francisco Tatad recalled. On February 22-25, 1986, the Filipino mustered their collective strength to finally rid themselves of a dictator. And the rest, as they say, is history. arranged a dialogue with Marcos on Jan. 30 to persuade him not to run for a third term. The dialogue proved futile, and Marcos even called Jopson, whose father owned a supermarket, a mere son of a grocer (Pimentel, 1989). While the dialogue was going on, a number of activists crashed trough Gate 4 of the Malacaang Palace and threw pillboxes and Molotov and set fire to a truck and a government car. Four youth were shot dead and many others were wounded after they clashed with military forces that quelled the riot. A series of protests followed this, and activists and many of their sympathizers resorted to the parliament of the streets to air their discontent and grievances. In his book titled Todays Revolution: Democracy, Marcos has this to say about the protests that beleaguered his administration: I regret to say that the media played up the violence that was due to two factors: the inexperience in riot and mob control of the police and the military authorities, and the designs of certain communists and nihilist radicals in the demonstration. There was hardly any attempt to understand the issues and sentiments behind the militancy of the students and the ideologies in their midst. It was sufficient to dismiss this as a disenchantment with my administration rather than as the inevitable outcome of the modernizing process (Marcos, 1971). People can say that democracy then was having its death throes, but they havent seen it all yet. The Nationalista and Liberal Parties, two major contending political parties of the period, were gearing up for the Constitutional Convention, which heightened the peoples scorn toward the President and his cronies. The violent dispersal of the students demonstrations in the previous decade resulted in an increased anti-military and anti-Marcos sentiment. Sa panahong iyon, ang UPLB ang nagsilbing sentro ng mga talakayang sosyo-politikal sa buong Timog Katagalugan. Isa sa mga pinagbawal noon ay ang pagiging aktibo ng ibat ibang organisasyon sa UPLB. Nakaka-excite ang Feb Fair, lalo na kapag nakakakita ako ng mga posters ng events dito. Narinig ko sa iba na sa Freedom Park daw gaganapin tapos maraming food stalls, tiangge, at kung anu-ano pang mga pwedeng pagkakitaan. Meron ding mga magpe-perform na mga banda pagsapit ng gabi. Magdamagan. Tapos may Palarong UPLB at sabi pa ng schoolmate ko, may project fair daw sila sa Physics subject nila. At madami pang activities na magaganap sa loob ng isang linggo. Sana nga lang eh maramdaman ko yung cancellation ng mga klase para makapagpahinga ako. Grabe kasi ang hectic ng schedule tapos haggard pa ko sa pressure every class. But surely, magtatanggal ng stress ang Feb Fair sa mga nagdusa sa kanilang hell week. (Aliyah, BS DevCom 07) Bilang isang freshman, parang perya ang tingin ko sa Feb Fair. Common sense na hindi yung may mga rides at color games. Yung tipong masaya na atmosphere ng perya, mataas ang energy ng mga tao, madaming mabibili. Saka time na rin ito ng mga orgs sa [UP]LB para magpasikat, maliban sa mga annual quiz contest at iba pa nilang activities. Kasi naman, December pa lang marami nang plano at paghahanda ng mga orgs sa nasabing selebrasyon. At dahil first time kong makakaranas ng Feb Fair, aasahan kong magiging masaya iyon. Pero sa totoo lang, sana may rides nga at parlor games. (Leandro, BS ComSci 07) Marami akong naririnig tungkol sa Feb Fair. Masaya naman siguro yon. May mga booths, banda, fireworks, at iba pa. Yung tipong mga hindi natin nakikita araw-araw. Pero mas masaya nga lang yata kapag may org ka na. Iba pa rin yung may sariling booth na maipagmamalaki at masasabi mong malaki ang naging partisipasyon mo sa Feb Fair. Dahil Feb Fair, malamang February so halos kasabayan pa ng Valentines Day di ba? Kaya lang karamihan sa mga estudyante may mga exams pa that week. Ang unang akala ko kasi wala nang klase lahat tapos magpa-participate nalang lahat sa mga activities na nakahanda. Sabi nga daw maingay sa Freedom Park ng magdamagan hanggang umaga, tapos may mga open houses kung saan pwedeng makitulog sa ibang dorm kasama ang barkada - saya nun! One thing that sets this film apart from other independent films is its ability to incorporate music into its theme. These Tondo gangs seem to unite in one pastime: freestyle-rapping. Their street raps are like pheromones they use it to communicate. Throughout the film, the gangsters are seen rapping during their alcohol and drug-induced sessions, initiations and what have you. Through the violence that they produce, they create a unique art that everyone hopes will help them overcome what they are being subjected to. Overall, Tribu is an emotional rollercoaster. It intends to perturb and it leaves its viewers, however young, with a call to action akin to what the characters came into contact with in the film. Violence rules the gangs of Tondo. But, as the 10-year-old says, even a child can play god. [p]

Sweet bitterness
ext to Love, Bitterness seems to be the most overrated word and concept nowadays. Many people, especially here in the campus, have been using the word to show their despise and disappointment over something they do not like. Literally, it is another flavor of this mysteriously well-concocted world. The idea of bitterness, basically and obviously, is a sign of helplessness. The Bitter People sense themselves in a helpless situation so they mask themselves in sarcasms to forget how pathetic they are. It is a defense mechanism people of grave frustrations would surely need. An example, no offense, is some of the 2007 freshmen. Whatever denial their tongues could conjure, they would still have this pang of bitterness over the higher classes benefitting from campus improvements that they have been paying for. And there goes the magic of sour-graping (Buti na lang hindi namin na-experience yung kapangitan ng Elbi last year.) and sweet-lemoning (At least sa amin nag-start ang progress ng Elbi.). Pathetic, but it makes them feel better. Let them be. It is not their

Another good thing about this bitterness thing is that it is a comic relief from the serious hell people are going through. Take the undying issue of jeepney rerouting as an example. Many students and faculty members are running lateliterallyin their classes because of this. Calories are burned unwillingly. Bitterness is not bitterness unless it is voiced out or showed. Another positive feature of the human emotion called bitterness is that it helps people get over something and accept the reality. The best example that can be thought of is heartbreak. Marahas pala magturo ng mga aral ang buhay, parang yung titser na laging may hawak na stick at papaluin ka hanggang sa matuto ka, hanggang sa sumiksik sa lahat ng sulok ng utak mo at maukit ito sa iyong alaala. Sa lahat ng ito, hindi ko masasabing naging mas mabuting anak ako o kung isa ba talaga akong mabuting anak. Matigas ang ulo ko noon. Matigas pa rin ang ulo ko hanggang ngayon. Pero maraming nagbago. Sobrang dami at tuloy-tuloy pa rin ang mga pagbabago hanggang sa ngayon. Siya ang nagbalik ng pag-asa. Siya ang kinapitan ko. Siya ang kinapitan namin. Siya ang nagbigay ng lunas. Enero 2008: Muli nang nakikipag-agawan sa panonood ng TV si Mama. Mga Koreanovela sa DVD ang kinalolokohan niya ngayon. Nakalalakad na uli siya at alam ko na hindi magtatagal, babalik na ang Mama kong nawala sa loob ng isang taon. [P]

Dumadating pala ang oras sa buhay ng tao na ibang papel naman ang kanyang dapat gampanan at ibang mga linya naman ang kanyang sasabihin. Hindi pala pwedeng ako lang lagi ang inaaruga. Hindi pala pwedeng maging mahina sa lahat ng oras.

Also stated in Part II Article 2 of the CARHRIHL are the following objectives: to guarantee the protection of human rights to all Filipinos under all circumstances, especially the workers, peasants and other poor people and to pave the way for comprehensive agreements on economic, social and political reforms that will ensure the attainment of a just and lasting peace. Part III Article 2.13 of CARHRIHL emphasizes that the right to privacy of communication and correspondence, especially against intercepting, pilfering and opening of mail matters and conducting illegal surveillance and information gathering through electronic and other means must not be violated. Upon the effectivity of the said agreement, the GRP is ordered to repeal repressive laws, decrees and orders that would contravene its provisions. Days of the Living Dead Previous administrations had done several measures to end terrorism and insurgencies in our country. One of the Arroyo administrations versions is through reviving these dead laws, not to mention increasing the budget allocated to military spending. The present administration thinks this would help in their anticrime and anti-terror campaigns. But apparently, these laws have been sacked long before due to several legal reasons. Ang dalawang naglalakihang korporasyon sa larangan ng pagpapalabas sa telebisyon ay nagpapalitan ng mga akusasyon dahil sa ratings sapagkat ang mataas na ratings ay nangangahulugan ng pagpasok ng maraming patalastas mula sa ibat iba pang korporasyon. Maliwanag na manipestasyon ng ganitong kalakaran sa telebisyon ang pagbuhos ng mga patalastas sa mga programang patok sa mga manunuod katulad ng Marimar, Lobo, at iba pang sikat na teleserye. Kaya naman, ang dapat na tungkulin ng mga istasyong ito sa mamamayan ang magbigay ng impormasyon at maging daluyan ng mga makabuluhang usapin ay naisasantabi at madalas, nakalilimutan. Sa hulit huli, ang usapin dito ay negosyo. Walang bigat ang pagtangan sa tungkuling maging boses, mata, at tenga ng taumbayan dahil natatakpan ang mga bahaging ito ng pagnanasa sa malaking ganansya para sa mga korporasyong tulad ng ABSCBN at GMA-7. Moreover, the fashion-show seems to be a discreet attempt to help the audience understand the plot of the story. However, the use of archaic Filipino language in the script can be seen as hindrance to the audiences complete understanding of the dialogues, primarily because the language included terms that are incomprehensible for a typical student. Nevertheless, the actors and actresses are commendable for having executed their parts well, as they gave proper emotions to their dialogues. Lastly, the content of the play and the technical aspects that goes with good execution definitely worked well in sending the message of the play to its audience.[p]

Editorial

Respeto: ayon sa Websters New Collegiate Dictionary (1980), ito ay tumutukoy sa pagbibigay ng mataas o espesyal na pagtingin sa isang tao. Ngunit sa mas malawak pang depinisyon nito, maaari na ring isama ang mataas na pagtingin sa isang grupo ng tao, bagay o sa isang paniniwala. Sa serye ng mga pagpupulong ng Central Electoral Board (CEB) ngayong taon para sa taunang pagsasagawa ng eleksyon ng mga konseho ng mga mag-aaral, makailang ulit na sinubok ang paninindigan at pagsusuri ng mga lider-estudyante ng UPLB. At sa makailang ulit din na pagkakataon, kinuwestyon ng mga college secretaries at ng mga kawani ng Office of Student Affairs (OSA) ang pagbibigay ng respeto sa kanila ng mga lider estudyanteng miyembro ng CEB. Ilang beses na ipinaalala sa mga estudyanteng ito na sila ay mga estudyante lamang at ang mga kaharap nila sa pulong ay mga may katungkulan sa administrasyon ng UPLB. Ang mga pagpupulong na isinasagawa ng CEB ay sumusunod sa isang parlyamentaryong pamamaraan. Ginagawa ito upang maging maayos ang mga pag-uusap at hindi humantong sa mga atakeng personal o magbigay puwang sa mga argumentong labas sa mga paksa ng pulong. Sa daloy ng pulong ng CEB, uminit ang mga debate partikular sa pagtatakda ng mga kwalipikasyon ng mga kakandidato. Lumitaw ang ibat ibang argumento at sa hindi kalaunay napinal ang desisyon ng CEB hinggil dito sa isang demokratikong pamamaraan. Lumabas ang mga pamantayan kung sino ang mga maaaring kumandidato sa eleksyon. At sa oras na nauna nang inilaan para sa pag-aapruba ng mga kandidato, ibinalik ang diskusyon sa mga kwalipikasyong natapos at napagbotohan na. Dumaan muli ang isang mainit na palitan ng mga ideya, at sa huliy napagdesisyunang panatilihin ang mga naitakda nang mga pamantayan. Ngunit sa paglipat sa susunod na paksa ng pagpupulong, biglang umalis ang karamihan sa mga college secretaries samantalang tatlo lamang sa kanila ang nagpaabot ng makatuwirang dahilan upang hindi na tapusin ang pulong. Tinapos ni OSA Director Severino Cuevas, na tumatayong ex-officio chairperson ng CEB, ang pulong dahil sa kawalan ng quorum samantalang hindi pa itinatakda ang petsa ng susunod na pagpupulong. Hanggang sa mga oras na isinusulat ang artikulong ito ay wala pa ring itinatakdang petsa para sa susunod na pulong ng CEB. Sa daloy ng mga natapos nang pag-uusap ng CEB, kitang-kita kung saan nawawalan ng saysay ang salita at konsepto ng respeto. Sa isang parlyamentaryong pamamaraan, binibigyan ng sapat na oras ang mga miyembro ng kapulungang katulad ng CEB na makapagsalita. Walang karapatan ang sinuman na patigilin ang isang nagpapahayag dahil lang sa nakaririndi ang boses nito. May tamang paraan upang putulin ang pagsasalita ng isang kasapi ng CEB at hindi ito ginagawa sa pamamagitan ng pagsasabi ng tama na o hindi kayay shut up. Sa isang parlyamentarong pamamaraan, ang tamang pagtawag sa isang miyembro ng kapulungan ay binibini o ginoo karugtong ng institusyong kinabibilangan niya at hindi sa pamamagitan ng pagbanggit ng pangalan o katungkulan ng tinutukoy na indibidwal. Higit sa lahat, habang inilalagay sa pedestal ng parlyamentaryong pamamaraan ang pagbibigay ng respeto sa lahat ng kasapian, nilulusaw naman nito ang lahat ng porma ng pyudal na relasyon sa pagitan ng mga miyembro ng isang kapulungan. Katulad na lamang ng relasyong guro at estudyante sa loob ng klasrum. Sa isang pulong na sumusunod sa parlyamentaryong pamamaraan, pantay-pantay ang katungkulan ng lahat. Sa huli, mas nangingibabaw ang bigat ng argumento at talas ng panuri sa anumang katungkulang pinanghahawakan ng sinuman. Mas masahol pa sa kawalan ng respeto sa isang tao ang kawalan ng respeto sa mga bagay na napagkasunduan sa pamamagitan ng isang matalino at demokratikong diskusyon. At sa lunduyan ng tunggalian ng ideya, walang sinasanto ang matalas na pagsusuri at mahigpit na pagtangan sa paninindigan. [P]

ng mga tambayan na marahil ang pinakakilalang marka ng mga organisasyon dito sa UPLB. Kaya kahit wala itong mga pangalan, malalaman mo kung sino ang nagmamay-ari sa kanila batay sa lugar na inookupa nila sa kampus. Dito nagkikita ang mga kasapi ng org upang makapagbonding, magmiting o maglungsad ng kanilang mga aktibidad. Ito ang ginagawang pahingahan ng mga estudyante kapag may bakanteng oras. Dito rin sila tumitigil dahil kadalasan malapit lang ito sa mga klasrum lalo na kung institution based ang org na binabanggit. Sa tambayan nagsisimula at umiikot ang mga tulong na naibibigay ng mga organisasyon sa UPLB. Ngunit hindi ibig sabihin nito na ligtas ang mga orgs na ito sa ibat ibang porma ng suliranin. Kasalukuyang kinakaharap ng mga orgs sa Institute of Biological Sciences (IBS) ang isa sa mga pinakamalalaking dagok sa kanilang pag-iral: ang pagpapaalis sa kanila sa kasalukuyan nilang kinalalagyan o pagrelocate sa kanila patungong Student Union (SU) building. Ito ay dahil sa sila umano ay obstruction sa daanan ng mga tao sakaling (huwag naman sana) masunog ang IBS. Marami na ring mga alternatibong solusyon ang iminungkahi ng mga orgs pero binalewala lang ito ng pamunuan ng IBS dahil kaya na raw nilang gawin ang mga rekomendasyon na ipinadala sa kanila ng Bureau of Fire katulad ng paglalagay ng mga evacuation plan, fire exit at ng mga angkop na pamatay sunog. Kaya naman iginigiit ng mga namumuno sa nasabing institusyon na alisin na ang mga tambayan sa Biosci. Sa katunayan, nakipag-ayos na ang IBS sa SU ukol sa paglipat. Ayon na rin sa isang guro ng IBS, ang pagpapaalis ng mga tambayan ay para maisakatuparan ang isang Grand Plan ng admin dito sa UPLB. Sinabi rin nila na bahagi ang mga estudyante ng engrandeng plano na ito at kooperasyon lang ang kanilang hinihingi upang maging maayos ang lahat.

Ngunit sa simula pa lang, walang malinaw na depinisyon sa grand plan na ito. O ito na marahil ang planong pagtatayo ng mga maliliit na parke sa ibat ibang lote ng UPLB kabilang na ang mga kinalalagyan ng mga tambayan. Dahil sa desisyon ng admin na ilipat ang mga tambayan patungong SU, maaari itong maging dahilan ng agawan sa espasyo sa pagitan ng mga non-academic orgs na isinasagawa ang kanilang mga aktibidad sa SU. Idagdag pa ang pagpapaupa sa malaking bahagi ng SU sa mga pribadong establisimyento. At dahil nag-ugat sa fire drill ang usaping ito, maaaring tularan ng iba pang mga departamento o institusyon ang ganitong polisiya. Tulad na lamang ng nangyaring fire drill sa Physci noong Enero 30, maaaring mabingit rin sa kawalan ang mga orgs na nakapuwesto sa nasabing gusali. Malayo na rin ang inabot ng mga estudyante sa laban para sa karapatan nila sa kanilang tambayan at sa karapatan ng lahat na makapag-organisa. Sa usaping ito, malinaw ang paninindigan ng mga orgs : hindi sila aalis hanggat walang malinaw at maayos na plano para sa kanila.

Kaya sa lahat ng markang ginawa, ginagawa at gagawin pa ng mga organisasyong ito sa UPLB, maliit na pasasalamat at ang pagbibigay ng maayos at naaayon na lugar...
Kahit pa piece of wood lang ang tambayan para sa ibang tao, hindi maitatanggi ang katotohanang para sa maraming Iskolar ng Bayan, isa ang tambayan sa mga lugar kung saan maaaring mahubog at magkamuwang ang mga estudyante sa mga nangyayari rito sa ating unibersidad at sa mas malawak nating lipunan. Marami nang mga pinuno, siyentista, manunulat at iba pang artista ang iniluwal ng ibat ibang organisasyon sa UP. Kaya kahit sinasabi ng ilang tao na maliit na bilang lang naman ng mga estudyante sa UPLB ang kasapi ng mga organisasyon, hindi maikakailang malaki ang bahagi nila sa paghubog ng isandaang taong pag-iral ng UP. Kaya sa lahat ng markang ginawa, ginagawa at gagawin pa ng mga organisasyong ito sa UPLB, maliit na pasasalamat at pagkilala lang marahil ang pagbibigay ng maayos at naaayon na lugar o tambayan sa mga organisasyong ito. Bukod sa anupaman, ito ang pangunahing dapat lamanin ng mga engrandeng planong sinasabi ng mga kinauukulan. [P]
