Sir Normans deputy spins his own Black Propaganda


Parkinson found to have repeatedly misled the press
Following the stubborn refusal of his Chief Constable to admit his part in the Hillsborough Black Ops unit, investigative journalist Neil Wilby, has uncovered West Yorkshire Polices own Black Propagandist. DCC John Parkinson, in two stories to the Yorkshire Post and on a BBC radio broadcast, has deliberately concealed the true picture in order to smear individuals or organisations: One was a supplier of specialist forensic services who took the police to the High Court and won their case following misappropriation of their intellectual property by the police.

A third deliberate untruth and smear occurred during the BBC File on 4 programme in which WYP faced allegations of institutional racism by the BBC. A detailed analysis of Parkinsons contribution has shown it to be Neil Wilby author of a fabrication damning report concerning police investigations in which he has been heavily involved for over 3 years. These concern the despicable witch-hunt against former police officer Kashif Ahmed whose case we have covered in previous editions. Parkinson was provided with a copy of that analysis and has refused to respond. uPSD condemn these lies as a disgraceful abuse of his position and the dishonesty issues set out here leave his position untenable based on his own words in that same BBC interview. Hung by his own petard. Parkinson faces further challenges to his integrity where deponents in a high profile Court case accuse him, and a whole serial of WYP Professional Standards officers, of dishonesty and sustained criminality. Two of those deponents are former officers of his with 61 years exemplary service between them.

Parkinson claimed it was the suppliers fault that the matter ended in Court and his Force had been open and transparent throughout. A damning report by Mr Wilby has uncovered evidence of perjury, perverting the course of justice by two senior PSD detectives and persistent flouting of Court protocol by the Forces Legal Services Director. One of the two key police witnesses lied in Court and the trial judge repeatedly criticised the conduct and rationale of WYP. Both in pre-trial hearings and at the main hearing at the Royal Courts of Justice. In a sensational and very recent Justice Arnold development, an ex PSD whistleblower trial judge is now providing reports that there are other companies who have complained to WYP about further misappropriation of intellectual property: One of them, allegedly before the trial. uPSD also understands that Leicestershire police are involved in investigating the latest allegations. They have so far declined to comment. Parkinson and the Force press office have declined to comment on the report. A second Yorkshire Post deception concerned a civil liberties and anti-racist organisation in Bradford. Police Authority Chief accused of Smoke and Mirrors trickery


In an extraordinary twist to the saga of the anonymous email sent by the police to uPSD at the beginning of this month, West Yorkshire Police Authority has now inferred that under-fire DCC John Parkinson was responsible for sending the offending communication. A formal complaint was made to the police following the anonymous threat to arrest uPSD researcher Felicity Stewart-Smith or start civil proceedings against her. The complaint set outs the specific legal advice given to uPSD and cites a number of prima facie breaches of the Police (Conduct) Regulations 2008. These include Honesty and Integrity, Incivility and Duty/ Responsibility failings. The complaint names the two officers suspected of sending the anonymous threat as PSD Head Supt Alan Lees and/or Richard Baldwin DCI Osman Khan, Chairman of Special who both had clear Committee declined to comment motive and opportunity. PSD Reviewing Officer Lesley Townsley indicated almost immediately that the force would use all its power not to investigate the complaint and did not name the officers which was in breach of IPCC Statutory Guidance. That also fitted the MO of the two suspects. As such, the expected route for resolution was via the IPCC and, if necessary, a hearing at the High Court. However in a shock missive sent to uPSDs Felicity Stewart-Smith earlier this week WYPA tell a different story from their own police forces Professional Standards. WYPAs Julie Reid says: your complaint is being dealt with as a complaint against the Deputy Chief Constable. In a detailed response to the Police Authoritys quite incredulous claims, uPSD describe the notion that a Deputy Chief Constable would send an anonymous, inappropriate and unlawful message to a female researcher, from someone elses computer in an open office, as far-fetched and an artifice

engineered by WYPAs Chief, Fraser Sampson. Sampson has provided not one shred of evidence to support treating the complaint in this way. Ms Stewart-Smith said: This is another smoke and mirrors exercise in trying to throw uPSD off the scent. How can a complaint be so unworthy of investigation one week and then put down to the Deputy Chief of the Force next? It beggars belief. A number of questions have now been put to WYPA, PSD and the press office to try and get to the ACC John Robins bottom of this. Carr refuses to release evidence that will clear Danny Major

One police force that has not learned the lessons from the outfall of Hillsborough is West Yorkshire Police. Led by serially dishonest PSD detective DI Damian Carr, the police still refuse to Felicity Stewart-Smith release a uniform belonging to another disgraced police officer, Kevin Liston. The Major family are confident that independent forensic analysis of Listons bloodstained uniform will assist in proving that it was in fact him and not Danny Major who committed an assault on a prisoner. Anyone viewing the CCTV evidence, like the BBCs Sally Chesworth, can be left in no doubt that the plot hatched to blame Danny Major began within minutes of Liston assaulting Sean Rimmington. The sustained cover-up ever since, in this Major miscarriage of justice, like Hillsborough, is now Force wide. Until a proper independent inquiry is set up this whole case will remain another stain on the tarnished reputation of West Yorkshire Police. Like the heroic HFSG, Bernadette and Eric Major will never, ever let this rest Felicity Stewart-Smith until Dannys name is cleared. uPSD are uPSD researcher right with them, however long that takes. and email victim

Detective accused of theft of 250,000 of drugs from his own force with intent to supply
Former Detective Constable Nick McFadden, 37, is accused of stealing almost 1kg of cocaine and 57 kilos of cannabis resin from West Yorkshire Police. McFadden was working in one the forces specialist Crime Unit syndicates based in Wakefield when he allegedly stole the drugs with his brother Simon, 42, between August and November 2010. The McFadden brothers, who are both from Leeds, also face two charges of conspiracy to supply the drugs. Simons wife, Karen McFadden faces money laundering charges connected with the drugs theft. The Force press office have pointedly refused to confirm whether either were at any time employed by West Yorkshire Police. Ex DC Nick McFadden appeared at Leeds Crown Court alongside his brother on 29th August. No plea was entered and he was granted bail. They are both expected to enter a plea when they next appear at a Mention Hearing on November 13th. Five weeks have been set aside for a trial February 2013, if they deny the allegations. Nick McFadden resigned from West Yorkshire Police earlier this year and the Crime Unit headed by DCS Ingrid Lee has done everything in its power to conceal this highly significant police/ public confidence matter from the public they allegedly serve.

West Yorkshire allow second police paedophile under the radar


uPSD have uncovered a second police paedophile who served in West Yorkshires ranks until recently. Arrested in September 2010 on suspicion of making and downloading indecent images of children, a Wakefield police inspector was allowed to retire in July 2011 without facing either prosecution or misconduct proceedings. More important than the scandal of the pension he is able to keep, this ex-police officer avoids entry onto the sex offenders register. This leaves him free to continue to participate in the abuse of children. uPSD understand from reliable sources that former Child Protection Unit officer, DI Damian Carr, and the now convicted paedophile DC Michael Vause were the PSD officers handling the inspectors case. uPSD are aware of the identity of the second paedophile officer, who cannot be named for legal reasons. In connection with PSD resident paedophile Vause, the latest stated view of the Police Authority is: West Yorkshire Police see no reason to investigate further the issue of the ownership of Vauses computer (and thus the unresolved issue of the maker of the serious level 4 images) and the Police Authority find no reason to disagree. uPSD most definitely do disagree and readers can draw their own conclusions as to why the police and WYPA want to keep the lid on that can of worms. The whole issue is a disgraceful condemnation of the stinking cloud of corruption that hangs over both the police and police authority HQs. Chief Constable Bettison, who last week brought the entire police service into disrepute, still refuses to condemn paedophilia and, uPSD believe, is complicit in concealing police child abusers from the public for the sake of protecting the reputation of a force now further tainted by his very presence.

Bullying - a special report


DCS Ingrid Lee, Head of the WYP Crime Unit, and upon whose watch the above theft of drugs occurred, features in a forthcoming uPSD special report on bullying in West Yorkshire Police, She has been named by the Occupational Health Unit of WYP, as being the number two bully in the entire Force. In a connected recent development Andy Hyde has been suspended from his post as Chief Constable in Cumbria on allegations that are understood to include bullying. He joins a growing list of current and ex-West Yorkshire ACPO officers who have been, or are currently being, investigated by the IPCC. That, of course, now includes the disgraced Sir Norman Bettison.

WYPA Treasurer faces formal complaint

Wakefield-based Judith Heeley, who is Treasurer at both West Yorkshire Police Authority and its North Yorkshire counterpart, faces investigation following alleged breaches of the Audit Commission Act 1998, and NYPA Policy. A formal objection to the 2011/12 North Yorkshire Police Authority accounts is also now being considered by the Audit Commission. The complaint was lodged with the Standards Committee of NYPA earlier this month alleging refusal of access to inspect the receipts and ledger entries supporting Councillor Kenyons expense claims - and those of a senior serving police officer, believed to be the acting Chief Constable, who is standing in for his disgraced ex West Yorkshire Police predecessor, Graeme Maxwell. The only Chief Constable ever to have been found guilty of gross misconduct and kept his job, followed by a 247,000 payoff. This refusal by Ms Heeley was in spite of the provision of written confirmation from the Audit Commission that the enquirer was fully entitled to access the records. Ms Heeley also unreasonably refused to supply details of the Authoritys accounting policies claiming they had been dealt with as FoI requests when, in fact, they had been ignored. Not exactly state secret material we would aver. It is believed that all this improper and quite childish obstruction was to prevent scrutiny of Wakefield born and educated Jane Kenyons expenses and potential Jane Kenyon NYPA Chairman detection of further Double-Dipping misconduct. Councillor Kenyon is also alleged tohave claimed expenses for telephone calls from the Police Authority, although expenditure on telephone calls is covered by the allowances she receives from both the Police Authority and North Yorkshire County Council (double-dipping). She is the only NYPA councillor member to claim this expenditure or to have a free Police mobile telephone issued to her.

Another disgraced ex WYP ACPO officer, Adam Briggs, also involved himself with unsolved expense claim mysteries running into thousands of pounds whilst with North Yorkshire. Do we see a pattern emerging here? The Kenyon case featured in the national press earlier this week which has heaped more pressure on a beleaguered police service still reeling from the Hillsborough corruption revelations in which Sir Norman Cloud of corruption Bettison was the hangs over WYPA HQ central figure. A former Head of Economic Crime at West Yorkshire Police, ex DI Cedric Christie, told uPSD: Claiming twice for something like telephone calls or broadband is just Experienced former WYP Detective Inspector the same as Cedric Christie claiming mileage from two different authorities for the same journey. If I was investigating those circumstances I would consider a case of fraud by false misrepresentation committed under Section 2 of the Fraud Act 2006. Greig Tindall of North Yorkshire Police declined to comment when asked to Cedric Christie give his views on whether Police Authority members were exempt from criminal prosecution by his own Force. He commented: This is a matter for the Police Authority. Really, Mr Tindall? Having assiduously checked the Members register, uPSD have not found a single police constable amongst them. uPSD is reliably informed that a forensic accountant is to turn his attention onto WYPA in a quest to discover whether there are councillor members who are similarly double-dipping.

I would consider a case of fraud by false misrepresentation.
