Challenge
On 18 December 2008, European Parliament has adopted the revision of the Toy Safety Directive 88/378/EEC, the directive is revised with unprecedented requirements in chemical safety. Later, American Society of Testing Materials issues the new Toy Safety Standard ASTM F963-08 on 17 February 2009. The revision of these two toy safety standards increases to a certain extent the threshold for toys and children's products entering into the Europe and the U.S. markets. At the same time, toy buyers and consumers around the world are taking compliance with the safety standards as the first consideration in purchasing toy products. The toy industry is facing increasing challenges.

2. Safety Standards for Electric Toys


EN62115 covers all electric toys, and also applicable to electric construction sets, electric functional toys, experimental sets and video toys. The main contents of EN62115: * Testing conditions * Principles for test exemptions * Marks and instructions * Input power * Over heat and malfunction * Electric intensity under working temperature * Humidity intolerance * Electric intension under room temperature

* Mechanical intensity * Structure * Soft wires and protection * Components * Bolt and connection * Electric clearance and creepage distance * Heat intolerance and burning intolerance * Radiation, toxicity and similar harms

3. Electromagnetic Compatibility 2004/108/EC Directive


From July 20, 2007, the new EMC Directive 2004/108/EC has replaced the Directive 89/336/EEC, and certificates and reports issued after July 20 must and need only to comply with the new directive 2004/108/EC. According to the EU, equipment in conformity with the Directive 89/336/EEC can be sold until July 20, 2009. The new Directive simplifies the process of compliance assessment, but still requires the manufacturer or its authorized representative in the EU to submit a technical document as proof of compliance with basic requirements, as well as EC compliance declaration. The biggest difference between the new Directive and the old one is that the new Directive requires addition of the g of equipment according to Article (1)hich helps the EU in product management, and reduce various management costs.

The newly added requirements of equipment contains:


a) Model, batch, series number or other information, which are used for marking every equipment; b) Every equipment should bear the name and address of the manufacturer or its authorized representative in the EU or the person who places the equipment in the EU market; c) Manufacturer is reliable to supply specific information on assembly, instalment, repair or use; d) Those equipments which are not guaranteed to meet protection requirements in residential areas shall bear explicit instruction or guidelines on restricted use; and the requirements also applicable to the package of the equipment when necessary; e) The user manual accompanying the equipment shall give instructions on how to use the product for its intended purposes. 4. Safety Control of Lead Content in Toys


In recent years,many recall cases initiated by the U.S.Consumer Product Safety Commission (CPSC) concerned exceeding lead contents in products,and many of them were used in various consumer products which are closely related to people's daily life,including toys,children's jewelry,packing materials,food containers,ceramicware, furniture,stationary and metal components,etc. Exceeding content of lead in products may cause great harm to human body and environment.For example, accumulation of exceeding lead in children's blood can affect children's intelligence.To protect human health,and reduce pollution caused by lead accumulation in the environment,various countries have published standards to keep the lead contents in products under control,and the requirements are becoming increasingly intensive.

ppm = part per million * According to US Consumer Product Safety Improvement Act of 2008, Lead limits in paint should be reduced to 90ppm after 14 Aug, 2009. # According to US Consumer Product Safety Improvement Act of 2008, from 10 Feb, 2009 to 14 Aug, 2009, the Lead limits in toy is 600ppm; from 14 Aug, 2009 to 14 Aug, 2011, the Lead limits in toy should be 300ppm; and after 14 Aug 2011, the lead limits in toy should be reduced to 100ppm.

5. Heavy Metal Testing


Toys and gifts usually contain certain heavy metals in the raw materials they use, which can accumulate in human bodies and cause harm when exceeding certain level. To protect human health, and reduce the pollution caused by the cumulation of heavy metals in the environment, international communities have published related standards to control the level of heavy metals in products. 6. Phthalate Testing
Phthalate is a group of chemical compounds, mainly used in PVC materials to act as plasticizers and convert hard plastics to elastic ones. However, improper use of phthalate can: * affect normal activities of hormone * do harm to liver, kidney, lung and budding testicle The new EU phthalate Directive 2005/84 EC had become effective on Jan 16, 2007, which is applicable to all toys and children care products made of plastics. According to US Consumer Product Safety Improvement Act of 2008, from 10 Feb, 2009, sale of certain products containing specific Phthalates should be prohibited.

7. Organic Compound in Toys: EN71-9, 10 & 11


EN71 Part 9 is a new requirement added to the existing EN71 series of European Standards. It addresses hazards posed by certain organic chemical compounds found in toys. These organic chemical compounds may present the risk of being carcinogenic, mutagenic or toxic to reproduction, etc. To ensure that these risks are adequately contained, the European Community developed this new standard to reduce and control hazardous organic chemical compounds in toys and toy materials. EN71 Part 9 specifies requirements for the migration or content of certain hazardous organic chemical compounds from/in certain toys and toy materials by the following exposure routes: * Mouthing * Ingestion * Skin contact * Eye contact * Inhalation When used as intended or in a foreseeable way, bearing in mind the normal behaviour of children and the function and design of the toy. EN71-9: Organic Chemical Compounds - Requirements Only certain materials in the following types of toys and toy components are covered by these requirements, for example: * Toys intended to be mouthed by children under 3 years of age, e.g. Teethers; * Toys and accessible components of toys intended for children under 3 years of age; * Mouthpiece components of mouth-actuated toys; * Solid toy materials intended to leave a trace
