1) What is HAFAS and how does it different from the traditional ISO?

Halal Food Assurance System (HAFAS) is a system to ensuring factories, individual or organization produces halal food by setting standards of halal food production for organization. HAFAS established halal benchmark for its system to ensure that the whole chain of its production processes meets of halal criteria and the final product will be halal (Hayati,Tony &nurliyana 2011). Halal according to Kamus Dewan means permitted, allowed and not prohibited by islam. HAFAS become part of quality management, the organization should have an efficient management to oversee the product meet the Islamic Law and ensure zero mistake can be occur during the production. HAFAS consist of halal management and halal system its means that Halal management is managing of all the function and activities necessary to able to achieve the objective of halal products. Halal system is defined as the organisational structure, responsibilities, procedures, activities, capabilities and resources that together aim to ensure that products, processes or service will satisfy stated or implied aims which is production of halal products. Furthermore, standard audit of halal system is conducted to determine the conformity of halal system elements with specified requirements. Haram Analysis Critical Control Point (HrACCP). A system which could point out the important points where haram or najees (najasa) materials may contaminate halal materials, as well as avoiding haram materials to be used for the production of halal foods. In addition, HAFAS consist of Halal guideline. This consists of general regulation of halal foods and standards procedures of production of halal foods. In addition, specific regulation and procedures may be added, for example, in the case of food additive production. Halal database. It consists of list of materials used for food production; information of the source and preparation of each material is mentioned in the list as well as its halal status and other important information.

In Malaysia, government taking serious in Halal Food matters and play important role in implementing HAFAS under Malaysia Department of Islamic Developmet (JAKIM) which responsible to issues the Halal Certificate. HAFAS is different from traditional ISO, HAFAS is a system where all the organization must ensure that all the processes of food must follow the Islamic sight (syarak) its means that the process of produces food start from the basic of food raw material, additives, process, handling and transportation should be follow Islamic sight (syarak), it means that the food permitted by ALLAH S.W.T for human to use and eat for their life. Thus, HAFAS focus is not only a food quality but must be halal. Traditional ISO is only focus on quality of product if the product meet the customer requirement, the process not

incurred so many wastage and cost, the product is durable and use high quality material then the product is said meet the ISO requirement, Traditional ISO never care about halal. For example, factories produce chicken hot dog, HAFAS will make sure that the chicken will be slaughtered based on Islamic ways, then the chicken should be process with also halal seasoning which means the seasoning should not contain any sources from pig, snake, alcohol and so on who prohibited in Islam it is different with traditional ISO which they only focus on what raw material and process of product if the chicken seasoning contains any element from pig they do not care because the most important is the end product meet the customer requirement and customer satisfied with the hot dog. HAFAS and traditional ISO is totally different method in ensuring and measure the quality assurance of product. HAFAS is an important system in measuring quality especially for Islamic country such Malaysia, Arab Saudi who produce Halal Food for muslim. HAFAS should be implement in all country especially country who export their product to Islamic country this is to ensure that they product meet the requirement of muslims customer who really care about halal and haram as their way if life.
