Ontconvenucequisuit:

Article l
1. Le Cambodge s'engage solennellement, par le prsent Accord, maintenir, prserver et
dfendre sa souverainet, son indpendance, son intgrit et son inviolabilit territoriales, sa
neutralit et son unit nationale; la neutralit perptuelle du Cambodge sera proclame et
consacre par la constitution cambodgienne qui sera adopte aprs la tenue d'lections libres et
quitables.
2. A cette fin, le Cambodge s'engage :
d) Mettre fin aux traits et accords qui sont incompatibles avec sa souverainet, son
indpendance, son intgrit et son inviolabilit territoriales, sa neutralit et son unit
nationale;
Article 2

1. Les autres Parties au prsent Accord s'engagent solennellement par cet Accord
reconnatre et respecter tous gards la souverainet, l'indpendance, l'intgrit et
l'inviolabilit territoriales, la neutralit et l'unit nationale du Cambodge.
2. A cette fin, elles s'engagent :
e) S'abstenir d'utiliser leur territoire ou le territoire d'autres Etats pour porter atteinte
la souverainet, l'indpendance, l'intgrit et l'inviolabilit territoriales, la neutralit et
l'unit nationale du Cambodge;
Article 3
1-Toutes les personnes se trouvant au Cambodge jouiront des droits et liberts formuls
par la Dclaration universelle des droits de l'homme et d'autres instruments
internationaux pertinents relatifs aux droits de l'homme.
2cettefin,leCambodges'engage:
Assurerlerespectdesdroitsdel'hommeetdeslibertsfondamentalesauCambodge;
Soutenirledroitdetouslescitoyenscambodgiensd'entreprendredesactivitsvisant
promouvoiretprotgerlesdroitsdel'hommeetdeslibertsfondamentales;
Prendredesmesuresefficacespourgarantirquelespolitiquesetlespratiquesdupassne
doiventjamaistreautorisrevenir;
Adhrerauxinstrumentsinternationauxpertinentsrelatifsauxdroitsdel'homme;

Lesautressignatairesduprsentaccords'engagentpromouvoiretencouragerlerespect
etlerespectdesdroitsdel'hommeetdeslibertsfondamentalesauCambodgeentantque
consacrsdanslesinstrumentsinternationauxpertinentsetlesrsolutionspertinentesde
l'AssemblegnraledesNationsUnies,afin,notamment,empcherlarcurrencedes
violationsdesdroitsdel'homme.
Article 4
Les Parties au prsent Accord demandent tous les autres Etats de reconnatre et de
respecter tous gards la souverainet, l'indpendance, l'intgrit et l'inviolabilit
territoriales, la neutralit et l'unit nationale du Cambodge et de s'abstenir de toute action
incompatible avec ces principes ou avec d'autres dispositions du prsent Accord.
Article 5
1. En cas de violation ou de menace de violation de la souverainet, de l'indpendance, de
l'intgrit et de l'inviolabilit territoriales, de la neutralit ou de l'unit nationale du
Cambodge ou de l'un quelconque des engagements pris en vertu du prsent Accord, les
Parties cet Accord s'engagent procder immdiatement des consultations en vue de
prendre toutes les dispositions appropries pour assurer le respect desdits engagements et
rgler ces cas de violation par des moyens pacifiques.
2. Ces dispositions peuvent comporter, entre autres, la saisine du Conseil de scurit des
Nations Unies ou le recours aux moyens de rglement pacifique des diffrends mentionns
l'Article 33 de la Charte des Nations Unies.

3. Les Parties au prsent Accord peuvent galement demander l'assistance des

Coprsidents de la Confrence de Paris sur le Cambodge.
4. En cas de graves violations des droits de l'homme au Cambodge, elles demanderont aux
organes comptents de l'Organisation des Nations Unies de prendre toute autre mesure
approprie en vue d'empcher et de mettre fin ces violations conformment aux
instruments internationaux pertinents.
Article 6
Le prsent Accord entrera en vigueur la date de sa signature.
Article 7
Le prsent Accord restera ouvert l'adhsion de tous les Etats. Les instruments d'adhsion
seront dposs auprs des Gouvernements de la Rpublique franaise et de la Rpublique
d'Indonsie. Pour chaque Etat adhrant l'Accord, celui-ci entrera en vigueur la date du dpt
de son instrument d'adhsion.
Article 8
L'original du prsent Accord, dont les textes en langues anglaise, chinoise, franaise, khmre et
russe font galement foi, sera dpos auprs des Gouvernements de la Rpublique franaise et
de la Rpublique d'Indonsie, qui en transmettront des copies certifies conformes aux
gouvernements des autres Etats participants la Confrence de Paris sur le Cambodge ainsi
qu'au Secrtaire gnral de l'Organisation des Nations Unies.
EN FOI DE QUOI, les Plnipotentiaires soussigns, dment autoriss, ont sign le prsent
Accord.

ChersCompatriotes,
21 ans aprs, le peuple khmer na pas vu venir cette annulation des traits
bilatraux 1979, 1982,1983, 1985. En revanche, il est trs du de ladoption, sous la
menace du PPC Hun Sen, du trait bilatral additif 2005, pour prolonger les prcdents
traits ingaux et injustes et consolider la colonisation et lannexion territoriale du
Cambodge par le Vietnam. En vertu de tous ces traits et, grce aux lois, dcrets,
mesures administratives bilatrales qui en ont dcoul, le Vietnam a pitin la

Souverainet,lIndpendanceetlIntgritterritorialeduCambodge,commesilAccordde
Paris nexistait pas, et que le Cambodge demeure toujours sous sa domination depuis
linvasion de ses troupes, le 7 Janvier 1979. Les dirigeants des deux pays mprisent le
peuple cambodgien, en manipulant lopinion publique nationale et internationale, en
violant lAccord de Paris du 23 Octobre 1991 dont le Cambodge et le Vietnam sont les
signataires. En clair, 34 ans aprs son invasion et 21 ans aprs lAccord de Paris, le
Cambodgeestdoresetdjleterritoirevietnamiendanstouslessensduterme.Lepeuple
khmerconsidreouvertementlePremierMinistreHunSencommedictateurettratre
la Patrie, et le Vietnam communiste comme tat imprialiste et colonisateur du
Cambodge. Enfin, le peuple considre, de fait, la 2me monarchie khmre et tout
lappareil de ltat royalo communiste PPC, comme tratres leur Nation. Au dbut du
21me sicle, Le peuple cambodgien veut absolument vivre libre, indpendant et non
colonis par le Vietnam , exactement, comme le voulait le peuple vietnamien au 20me
sicle,encombattantcontrelesFranaisetlesAmricains.
Lannulation de ces traits auraient d tre finalise en 1993, aprs que le
Cambodge avait eu son roi, son Gouvernement et autres Institutions telles lAssemble
Nationale,leSnatconformmentsaConstitution.Commelesdirigeantsdecette2me
monarchiesontdestratres(rois,ministres,dputs,snateurs),cestpourquoilanation
navaitpasvuvenircetteannulationetcetteindpendanceduCambodge.Cestratresy
ont instaur en force la 2me monarchie o svissent actuellement et impunment la
trahison,ladictature,linjusticeetlacorruption,pourmieuxservirleVietnam!
PourrecouvrerlIndpendanceetdfendrelintgritterritoriale,lepeuplekhmer
na pas dautres choix que de livrer une guerre de librationpar la Rvolution du Lotus!
Pourcefaire,ildevrachasser,parsoimme,touslestratresdupouvoir,etce,partous
lesmoyens,conformmentlAccorddeParis,laChartedelaDclarationUniverselle
desDroitsdelHomme.Ilnedoitpasacceptercefaitaccomplietnedoitpluscomptersur
ses dirigeants royalo communistes. La Rvolution du Lotus apparat donc comme la
ncessit absolue pour librer le Cambodge du Vietnam et librer le peuple khmer du
dictateurHunSen.
Cet outil international trs prcieux (ou lAccord de Paris) aura t inutile si sa
me
21 CommmorationninspirerapaslesKhmerslutilisercommeoutildelibrationde
leur Patrie. En vertu de la Dclaration Universelle des Droits de lHomme, des Droits des
Peuples,lesRvolutionnairesduLotusontdeuxennemis:desdirigeantskhmerstratreset
desdirigeantsvietnamienscolonialistes.Nousavonsledroitdelescontraindrerespecter
lAccord de Paix de Paris du 23 Octobre 1991. Lchec de La Rvolution du Lotus leur est
interdit: car, cest tout simplement lchec du Cambodge et du peuple khmer contre le
Vietnam et la dictature royalocommuniste du PPCHun Sen. Tous les espoirs du peuple
reposent principalement sur la conscience des jeunes, des enseignants, des ouvriers, des
agriculteursetpaysans,delintelligentsia,desforcesarmesdontlesmilitaires,lapolice,la
gendarmerie,desbonzes,desfidles,desfonctionnaires,descommerants...LaRvolution
duLotusneserapasachevesanslaralisationdesestroisobjectifs,savoirledpartdes
Vietnamiens du Cambodge, la chute de Hun Sen la fin de cette anne 2012 et
linstallation dun rgime libre. Nous appelons le peuple de La Rvolution du Lotus,
appliquerimmdiatementetgrandechelle,leTsunamipopulaire,avecintelligence,en
ladaptantauxsituationssurleterrain.

ChersCompatriotes,
Pourmarquerle21meanniversairedelAccorddeParis,le23Octobre2011,nous
devonsnousmanifesterpartouslesmoyens,bruyammentetmassivement,partoutdansle

payspourrussirLaLibrationduCambodgeetdesonpeuple.Noussouhaitonsbonvent
La Manifestation du peuple khmer, le 23 octobre 2012, fleurs du lotus et baguettes
dencenslamain,pourforcerledpartdescolonisateursvietnamiensetmettrefinla
dictature du royalocommunisme PPCHun Sen. Pour dfendre lintgrit territoriale du
Cambodge,lepeuplekhmernedoitplusrienattendredesesdirigeants,nicroireleurs
promesses aux prochaines lections lgislatives. Dailleurs, le systme actuel des partis
politiques au Cambodge ne sert que les intrts des chefs des partis et non ceux des
lecteursoudupeuple!Ceseraencoredutempsperdu!Ildoitcontraindre,partousles
moyens, le Cambodge (article 1) et le Vietnam (article 2) annuler immdiatement les
traitsde1979198219831985etletraitadditifde2005.Ilenaledroitenvertudecet
Accord. Les 17 autres signataires nont pas le droit de lui en empcher: ils auront le

prvenir de la drive ventuelle de la colre des Cambodgiens excds par la poursuite
dannexionterritorialeetlaprsencemassivedesVietnamiens,civilsetmilitaires(57
millions?)auCambodge.InformerlacommunautinternationaleetlesEtatsmembresde
lONU, des consquences trs graves sur les risques dinstabilit et dinscurit dans la

Lepeuplekhmerdevraagirfort,sansrelche,partouslesmoyensetpartout,lONU,
devant des Ambassades Khmre et vietnamienne, au Cambodge ou ltranger. Ces
manifestationspacifiquesmaistrsdtermines,conformmentlespritdelaConfrence
deParisdu23Octobre1991sarrterontquandleCambodgeetleVietnamaurontannul
tous ces traits, et que le Cambodge aura respect larticle 3 du trait sur les Droits de
lhomme. Un gouvernement provisoire assurera la mise en place des institutions
reprsentatives pour offrir lopportunit au peuple khmer le choix dmocratique dun
rgime libre et le droit dlire ses nouveaux dirigeants. Avant cette victoire collective,
nationale et populaire, toutes les lections ne seront que mascarades, oppressions et
trahison!

RecognizingthatthetragicrecenthistoryofCambodiarequiresspecialmeasurestoensure
theprotectionofhumanrights,andthenonreturntothepoliciesandpracticesofthepast,

Haveagreedthefollowing:
Article l
1.Cambodia solemnly undertakes by this agreement, to maintain, preserve and defend its
sovereignty, its independence, its integrity and territorial inviolability, neutrality and national
unity; the perpetual Cambodia's neutrality will be proclaimed and enshrined in the Cambodian
constitution to be adopted after the holding of free and fair elections.
2. To this end, Cambodia is committed to:
(d) put an end to the treaties and agreements that are incompatible with its sovereignty,
its independence, its integrity and territorial inviolability, its neutrality and national
unity;
Article 2
1. The other Parties to this agreement solemnly undertake by this agreement to recognize
and respect in all respects the sovereignty, independence, integrity and territorial
inviolability, neutrality and national unity of Cambodia.
2. At this end, they undertake to:
(e) to refrain from using their territory or the territory of other States to infringe the
sovereignty, independence, integrity and territorial inviolability, neutrality and national
unity of Cambodia;
Article 3

1.All persons in Cambodia shall enjoy the rights and freedoms provided by the Universal
Declaration of human rights and other relevant international instruments relating to
human rights.
2.Tothisend,Cambodiaundertakesto:
EnsuretheobservanceoftherightsofmanandfundamentalfreedomsinCambodia;
SupporttherightofallCambodiancitizenstoundertakeactivitiestopromoteandprotect
theHumanrightsandfundamentalfreedoms;
Makeeffectivemeasurestoensurethatthepoliciesandpracticesofthepastshallneverbe
allowedtoreturn;
Adheretotherelevantinternationalinstrumentsrelatingtohumanrights;

Theothersignatoriestothisagreementundertaketopromoteandencouragerespectand
therespectoftherightsofmanandfundamentalfreedomsinCambodiaasenshrinedinthe
relevantinternationalinstrumentsandrelevantresolutionsoftheGeneralAssemblyofthe
UnitedNationsto,interalia,topreventtherecurrenceofhumanrightsviolations.
Article 4
The Parties to this agreement ask all other States to recognize and respect in all respects
the sovereignty, independence, integrity and territorial inviolability, neutrality and
national unity of Cambodia and to refrain from any action incompatible with these
principles or with other provisions of this agreement.
Article 5
1.In the case of violation or threat of violation of sovereignty, independence, integrity and
territorial inviolability, neutrality and unity of Cambodia or one any commitments made
under this agreement, the Parties to this agreement undertake to immediately conduct
consultations to take all appropriate steps to ensure compliance with such commitments
and address these cases of violation by peaceful means.
2. These provisions may include, among other things, the referral to the UN Security
Council or the use of the means of peaceful settlement of disputes referred to in Article 33
of the Charter of the United Nations.
3. Parties to this agreement may also request the assistance of the co-Chairmen of the
Paris Conference on Cambodia.
4. In the event of serious violations of the Human rights in Cambodia, they will ask the
competent organs of the Organization of the United Nations to take any other appropriate
measures to prevent and put an end to these violations in accordance with the relevant
international instruments.
Article 6
This agreement shall enter into force on the date of its signature.
Article 7
This agreement shall remain open for accession by all States. The instruments of accession shall
be deposited with the Governments of the French Republic and the Republic of Indonesia. For
each State acceding to the agreement, shall enter into force on the date of the deposit of its
instrument of accession.
Article 8
The original of this agreement, of which the texts in English, Chinese, French, Khmer, Russian
languages are equally authentic, shall be deposited with the Governments of the French
Republic and the Republic of Indonesia, which in will transmit certified copies to the
Governments of the other States participating in the Paris Conference on Cambodia as well as
to the Secretary-General of the United Nations.
IN witness whereof, the Plenipotentiaries undersigned, being duly authorized, have signed this
agreement.

DONE at Paris, on 23 October, one thousand nine hundred and ninety-one

Dearcompatriots,
21yearsafter,khmerpeopledidnotseecomingthiscancellationofthe1979,1982,
1983, 19885 bilateral treaties. On the other hand, they are very disappointed with the
adoption, under the threat of the CPP Hun Sen, of the additive bilateral Treaty 2005, to
extend the former treaties unequal and unjust and consolidate the colonization and the
territorialannexationofCambodiabytheVietNam.Underallthesetreatiesand,thanksto
bilateralderivedlaws,decrees,administrativemeasures...,theVietNamhastrampledthe
sovereignty, independence and territorial integrity of Cambodia, as if the Paris agreement
didnotexist,andthatCambodiastillremainsunderitsdominationsincetheinvasionofits
troopson7January1979.TheleadersofthetwocountriesdespisetheCambodianpeople,
by manipulating the national and international public opinion, in violation of the October
23,1991ParisagreementofwichCambodiaandtheVietNamaresignatories.Inclear,34
years after its invasion and 21 years after the Paris agreement, Cambodia is already the
Vietnamese territory in every sense of the word. The khmer people openly consider the
Prime Minister Hun Sen as a dictator and traitor to the fatherland, and the Viet Nam
CommunistasimperialistcolonizingCambodia.Finally,thepeopleconsider,infact,the2nd
Khmer monarchy and all the State apparatus royalo Communist CPP as traitors to their
Nation.Atthebeginningofthe21stcentury,theCambodianpeoplewantabsolutelylivefree,
independentandnoncolonizedbytheVietNam,exactly,aswastheVietnamesepeoplein
the20thcentury,infightingagainsttheFrenchandAmericans.
The cancellation of these treaties should be finalized in 1993, after Cambodia had
had its King, its Government and other Institutions such as the National Assembly, the
Senate...inaccordancewithitsConstitution.Astheleadersofthis2ndmonarchyaretraitors
(Kings, Ministers, deputies, senators,...), this is why the nation had not seen coming the
annulment andthisindependenceofCambodia.Thesetraitorsareintroducedin forcethe
2nd monarchy in which has currently waged with impunity the betrayal, dictatorship,
injustice,andcorruption,tobetterservetheVietNam!
Toregainindependenceanddefendterritorialintegrity,khmerpeoplehavenoother
choice than to deliver a war of liberation by The Lotus Revolution! To do this, they must
chase,bythemselves,allthetraitorsfromthepower,andtheneverything,inaccordance
with the Paris Agreement, the Charter of the Universal Declaration of Human rights. They
must not accept this fait accompli and should no longer rely on their royalo Communist
leaders. The Revolution of Lotus appears as the absolute necessity to liberate Cambodia
fromtheVietNamandreleasekhmerpeoplefromthedictatorHunSen.
Thisveryvaluableinternationaltool(ortheParisAgreement)willhavebeenuseless
ifits21stCommemorationwillinspiretheKhmernottouseitasatoolfortheliberationof
their homeland. Under the Universal Declaration of the human rights, and the rights of

peoples, The Lotus Revolutionaries have two enemies: the Khmer leaders traitors and
colonial Vietnamese leaders. We have the right to force them to respect the Paris Peace
Agreement of 23 October 1991. The failure of The Lotus Revolution is forbidden for us:
becauseit'ssimplythefailureofCambodiaandthekhmerpeopleagainsttheVietNamand
theroyaloCommunistdictatorshipoftheCPPHunSen.Allthehopesofpeoplerelymainly
on the consciousness of young people, teachers, workers, farmers and peasants,
intelligentsia, including the military, the police, the gendarmerie, military monks, the
faithful,civilservants,shopkeepers....TheLotusRevolutionwillnotbecompletedwithout
the achievement of its three objectives, namely the departure of the Vietnamese in
Cambodia, the fall of Hun Sen at the end of this year 2012 and the installation of a free
regime. We call the people of The Lotus Revolution, to apply immediately and on a large
scale,thepopularTsunamiwithintelligence,byadaptingittosituationsontheground.

Dearcompatriots,
Tomarkthe21stanniversaryoftheParisagreement,wehave to manifestbyall
means, noisily and massively, on October 23, 2012, all over the country , to achieve the
Liberation of Cambodia and its people. We wish good luck to The Demonstration of the
khmer people on October 23, 2012, with lotus flowers and sticks of encense in hand, to
force the departure of Vietnamese colonists and put an end to the dictatorship of royalo
CPPHunSencommunismattheendofthisyear2012.Todefendtheterritorialintegrityof
Cambodia,theKhmerpeopleshouldnothingmoreexpectedfromtheirleaders,norbelieve
intheirpromisestotheforthcomingparliamentaryelections.Indeed,thecurrentsystemof
politicalpartiesinCambodiaservesonlytheinterestsofthepartyleadersandnotthoseof
votersorthepeople!Thiswillbelosttime!Itmustcompel,byallmeans,Cambodia(article
1)andtheVietNam(article2)tocancelimmediatelythe1979198219831985treatiesand
additivetreaty2005.Theyhavetherightunderthisagreement.17Othersignatoriesdonot
havetherighttopreventthem:theywillhavethedutytohelpthem(section4).
Herearesomeactions:
Burn peacefully, symbolically, but with determination , the Vietnamese flag and the
1979198219831985 treaties and the additive Treaty 2005, as a sign of immediate
cancellation of these unfair treaties (noncompliance with article 1). Indeed, all Khmer
leaders without exception including Sam Rainsy and Kem Sokha have never dared to
explicitlyrequestcancellationofthesetreaties.(TheysupportSihanoukwhowantedatall
costs to the return of his 2nd monarchy). And Sihanouk supports Hun Sen and the CPP. As
Hun Sen and the CPP are puppets of the Viet Nam control all powers, all Khmer leaders
includingtheKingareobligedtosupporttheannexationistpolicyoftheVietNam.Thisisas
wellasCambodiacontinuestoloseitssovereigntyandindependence.(article1).
Notify Vietnamese immigrants (civil and military) installed in Cambodia they are in
serious danger and that they are illegal to Cambodian laws on immigration passed by the
NationalAssembly.
CompeltheVietNam ,imperialist,butsignatorytotheParisagreementtoimmediately
terminate these treaties, , and withdraw its 100,000 troops disguised as civilian agents
infiltratedandhiddeninCambodia.(article2)
InformtheUnitedNations, theinitiatoroftheConferenceofParison23October1991,
and the Security Council on the breach of the Paris agreement by Cambodia and the Viet
Nam and preventthemofpossibledriftofthewrathoftheCambodiansexasperatedbythe
pursuit of territorial annexation and the massive presence of the Vietnamese people,
civilians and military personnel in Cambodia (5 to 7 million?) . Inform the international
community and the States members of the United Nations, consequences very serious on

therisksofinstabilityandinsecurityintheregion,duetoinfringementandnoncompliance
withthisagreementbyCambodiaandtheVietNam(article5).
TheKhmerpeoplewillhavetoactstrongly,relentlessly,byallmeansandeverywhere,to
theUnitedNations,totheKhmerandVietnameseembassiesinCambodiaorabroad.These
peacefulprotestsutverydetermined,inaccordancewiththespiritoftheOctober23,1991
Paris Conference will end when Cambodia and the Viet Nam will have cancelled all these
treaties,andthatCambodiawillhavemetarticle3oftheAgreementonthehumanrights.
A temporary Government will ensure the establishment of national representative
institutionsofferigtothekhmerpeopletheopportunityofafreeanddemocraticchoiceand
the right to freely elect their new leadership. Before this collective, national and popular
victory,allelectionsareasmasquerades,oppressionandtreason!

Dearcompatriots,
It should be noted that, the Viet Nam always insolent, daring today continue its
annexation and its imperialism at the expense of Cambodia, because after the cession of
Cochinchina, onJune4,1949,bytheFrancetotheVietNam,the1stmonarchyofSihanouk
darednotreactbyfearoflosinghisthroneofferedbytheFrance.Currently,theKhmersof
Kampuchea Krom (Cochinchina) victims, assume alone their struggles and claims of
independence from the Viet Nam, without the aid of Cambodia (their homeland), and
withoutthehelpofSihanouk,theresponsibleoftheshamefulabandonment!Thisisexactly
whatishappeningtoday:SihanoukandhisfamilyaskedKingSihamonitosigntheadditive
2005Treaty,threatenedbyHunSen,puppetoftheVietNam,byfearoflosingthismonarchy
which has received from State CPP puppet , approximately 15 million US$ per year to
survive!ThevictoryofTheLotusRvolutionwillbeforCambodiaanditspeople,notfora
person or a party! With the assistance of CPP puppet, Hanoi continues to defy, with
insolence, the international community by extending, as if nothing was, 1979, 1982,1983,
1985 unfair treaties by imposing the additive Treaty 2005, and insidiously swallowing
Cambodia. Hence, the suppression of the October 23 to commemorate The 1991 Paris Peace
Agreement,andthecelebration,bydiversion,oftheJanuary7toglorifytheactionoftheViet
NamratherthancondemnitasplainandsimpleinvasionofCambodia.
