EU Youth Report 2012 The EU Youth Report, adopted on 10th September 2012, calls for youth employment, social inclusion, health and the well-being of young people to be top priorities in Europe's youth policy. The report, which is produced every three years by the European Commission, underlines that the EU and Member States must do more to support young people, who have borne up against the economic crisis. The report will be submitted to the EU Council and is scheduled to be adopted as a Joint CouncilCommission Report in November 2012. http://ec.europa.eu/youth/news/20120910_en.htm Key Data on Teaching Languages at School in Europe 2012 According to the Eurydice/Eurostat publication, produced in close cooperation with the European Commission, children in Europe start learning foreign languages at an increasingly early age in Europe, with most pupils beginning when they are 6-9 years old. The report confirms that English is by far the most taught foreign language in nearly all European countries, with French, Spanish, German and Russian following far behind. It also highlights that an increasing number of pupils now learn two languages for at least one year during compulsory education. The report also confirms a rather surprising finding: few countries require their trainee language teachers to spend an immersion period abroad. http://eacea.ec.europa.eu/education/eurydice/documents/key_data_series/143EN. pdf EU Employment and Social Situation Quarterly Review September 2012 According to the latest EU Employment and Social Situation Quarterly Review, the employment and social situation in the EU remained very serious in the second quarter of 2012 with unemployment rising overall but also displaying significant differences between Member States, households' financial situation deteriorating and child poverty increasing. The EU has been in recession or on the verge of it since late 2011 and the overall economic sentiment is at its lowest level in three years. In this context, job-finding prospects remain poor compared to pre-crisis years. Video - EU Cyprus Youth Conference The third phase of the Structured Dialogue cycle on "Youth Participation and Social Inclusion, with an emphasis on the young people with migrant background" was concluded at the EU Youth Conference hosted by the Cyprus Presidency in Nicosia on 11th-13th September 2012. It provides an online community where teachers can collaborate with, encourage and inspire each other. Danceweb Scholarship Programme 2013 The Scholarship Programme is a 5 week residency taking place from 10th July to 14th August 2013 in Vienna within the frame of ImPulsTanz festival. The Programme offers around 65 young professional dancers and choreographers from mainly European but also from non European countries the possibility to take part in an intense multinational further training programme. The scholarship is addressed to dancers and choreographers with professional ambitions from European, Eastern European and non European countries preferably between 22 and 30 years of age and a good knowledge of English. The quality of the applicants dance background is the main criteria for participation in the Programme. Deadline to apply is 15th December 2012. Next year the theme is on children with disabilities and UNICEF is therefore inviting young people worldwide, up to 25 years old, to join this contest and make a video reflecting on the theme of children with disabilities, whether their own personal experience or in the world at large. Videos must be one minute in length and can be anything from drama to comedy, fiction or documentary, animation or liveaction. A jury of professionals and youth from around the world will select the winning video that will be featured in the State of the Worlds Children campaign. Deadline: 15th December 2012. Entrants can participate individually or in a group. For each topic there will be three winners that will be awarded with cash prizes. Deadline: 21st February 2013. Eurodesk Awards 2012 "Champions of European Youth Information" On 27th September 2012, the Eurodesk Awards 2012 for "Champions of European Youth Information" were presented at a ceremony during the annual European Seminar for Eurodesk Multipliers in Brussels. Eurodesk established these awards in 2011 to celebrate the dayto-day work of the local multipliers, who are helping young people discover and seize the numerous opportunities Europe has to offer. A jury of experts awarded three local partners, or "multipliers", for their outstanding information and dissemination activities over the past year, while a fourth partner received a special recognition award. The Information & Dissemination Champion award went to aha - Tipps & Infos fr junge Leute, Dornbirn (Austria) who delivers comprehensive services directly informing and counselling young people on mobility issues. During its "Globehopper" project, aha informed more than 2,700 young people in the region of Vorarlberg: during an information fair, with online advice and direct mobility counselling. The jury appreciated in particular that young people have been empowered to further inform their peers about European opportunities. The Multimedia & Online Activity Champion award went to The Oficina Municipal de Informacin Juvenil Ayuntamiento de Jaca (Spain). Their Rural Youth Facilitators offer a concrete nonformal education opportunity for young people in the rural areas of Aragon to gain skills and competences of online radio journalists. Their "Vozcasters" web radio project also enables young people to be the disseminators of local and European news they are concerned with, supported by information professionals and youth workers. The Volunteer Involvement Champion award went to Izmit Municipality Youth Information and Counselling Centre Gen-iz(Turkey), awarded for displaying a clear method of involving young volunteers in information dissemination. Their project trained already 100 young people to be information multipliers, thus clearly linking information and participation through volunteering. In the course of the project, those young multipliers go local and voluntarily reach out at universities and high schools, reaching more and more youngsters with information on European opportunities. The Special Recognition Award went to The Centre Europa Jove, Consell Comarcal del Barcelons (Spain) for their specific focus on providing information and counselling for young people in the area of employment and opportunities to gain further skills and competences. The overall information and counselling services are complete and professional and, thus, an example of good practice, also in their way of using online information services (e.g. online job centre and online video advice on European opportunities in the field of training, learning and employment), complementary to 'classical' offline information activities. No conclusions from the 9th Council of Europe Conference of Ministers responsible for Youth The 9th Council of Europe Conference of Ministers responsible for Youth, which took place in St. Petersburg, Russia from 23rd to 25th September 2012, failed to agree on a final declaration while youth delegates produced important inputs to the discussion on better access of young people to their rights in the youth event conclusions. The European Youth Forum and the Advisory Council on Youth expressed their willingness to continue their work on advocating for a better access of young people to their rights at all levels and ensure that the lack of consensus on the final declaration does not put into question the work done in this field by the Council of Europe. Both the Youth Forum and the Advisory Council fully agreed to build their future advocacy on the very good proposals that emerged from the youth event. A youth event was held prior to the Ministerial Conference in St. Petersburg jointly organised by the National Youth Council of Russia, the Advisory Council on Youth and the European Youth Forum. It gathered around 100 young people from all parts of Europe, including representatives of national delegations, international youth NGOs and several Russian youth NGO, aiming at giving direct input to the conference. The inputs of the youth event include references to the establishment of a youth guarantee, the promotion of co-management mechanisms involving youth at any level of decision-making, the development of an action plan combating hate motivated violence, the improvement of youth mobility by reducing visa restrictions, the call for lowering the voting age at 16 and the need of having a comprehensive legal

framework at European level in order to ensure the full protection of young peoples rights. http://www.youthforum.org/images/s tories/Documents/067512_COEMinConf_YouthEvent_Conclusi ons.pdf Paphos (Cyprus) and Aarhus (Denmark) to be the European Capitals of Culture in 2017 The Cypriot city of Paphos was recommended for the title of European Capital of Culture in 2017 by an independent selection panel on 14th September. The other Cypriot city in contention was Nicosia. The other proposed city is Aarhus (Denmark). The formal nomination of both winning cities by the EU's Council of Ministers will take place in May 2013. http://tinyurl.com/95u8ata Yes Europe would keep a separate youth in action programme On 19th September, the European Parliaments Education and Culture Committee (CULT) met to discuss MEP Doris Packs draft report of the Erasmus for All proposal. The proposal was launched at the end of November 2011 by the European Commission and will be implemented by January 2014. Before it is however, the European Parliament has the chance to amend the proposal. Doris Pack, as chair of the CULT committee, took the lead by welcoming the simplification of the new programmes structure, but also voiced her concerns. Doris Packs recommendations included the renaming of the programme to YES Europe, an abbreviation for youth, education and sports. This would prevent much confusion the current name has provided. Importantly, Packs proposal also focuses on the need for different sub-programmes within, to keep them as separate brands. Pack refers here to Grundtvig, Leonardo but also to Youth in Action. On the latter, the CULT Committee called for an increase in the support for young people in the voluntary

sector and the non-formal education activities they undertake. Packs proposal was received positively in the committee. A final vote in the European Parliament is expected by the beginning of December. http://www.europarl.europa.eu/sides/ getDoc.do?pubRef=%2f%2fEP%2f%2fNONSGML%2bCOM PARL%2bPE494.473%2b01%2bDOC%2bPDF%2b V0%2f%2fEN EU Aid Volunteers: Commission proposes new global humanitarian initiative On 19th September 2012 the European Commission set out its plans to develop a global initiative that will create opportunities for some 10,000 people from 2014 to 2020 to volunteer worldwide in humanitarian operations. The EU Aid Volunteers initiative will provide a path for Europeans eager to help practically where help is most urgently needed. The number of natural and man-made disasters in the world has significantly increased over the last years and this trend is unfortunately likely to continue.

Humanitarian organisations need more well-prepared people to support them helping communities struck by disasters. The Commission proposes to develop European standards for managing volunteers in humanitarian projects, and a training programme to prepare volunteers for deployment. Only well-prepared volunteers will have the possibility to be deployed as 'EU Aid Volunteers' in humanitarian projects. The EU Aid Volunteers initiative will be implemented in close cooperation with humanitarian organisations that adhere to the standards and would need to be certified to become 'sending organisations'. These standards will notably include provisions for safety and security of the volunteers which is of paramount importance in humanitarian operations. 22nd-23rd November 2012: 6th Equality Summit Promoting Equality for Growth Nicosia, Cyprus The summit will promote equal rights and equal opportunities for all in the EU. It will be an occasion for sharing knowledge and experiences with the goal of developing more effective ways of counteracting all forms of discrimination. It will target particularly discrimination on the grounds of racial or ethnic origin, religion and belief, age, disability, sexual orientation and gender. Participation is by invitation only.
