When the 113th Congress convenes, one of the issues you will have to deal with is the economy and the 16 trillion dollar national debt foisted on Americans by previously elected and irresponsible politicians. The premise that the Congress currently ensconced in Washington is fit to do anything regarding the economy, sequestration, taxmgaeddon, and the oncoming financial Armageddon is political fraud uttered to undermine the thought process of millions of Americans who know this national debt represents the road to servitude and slavery for generations to come. Article 1, Section 8, Clause 1, and the General Welfare Clauses authorizes the federal government to tax and spend. This authority is limited absent an amendment modifying it. Passage of the 16th Amendment gave Congress the authority to enact the progressive income tax Marx and Engles advocated in the Communist Manifesto of 1848. President Lincoln enacted such a tax during the Civil War but for other reasons. The Supreme Court repealed Lincolns tax in Pollock v. Farmers Loan &Trust Company because it violated the constitutional provision that directs apportioned taxes but the 16th Amendment reinstated it. Article I, Section 9 of the United States Constitution, requires Congress to pass legislation directing all appropriations of money drawn from the U.S. Treasury providing Congress with the power to earmark funds it appropriates to spend on specific named projects. Congress approved 9,499 earmarked projects in fiscal year 2010 totaling $15.9 billion, according to the nonpartisan group Taxpayers for Common Sense. Governments and politicians are terrible investors; Solyndra and the Clinch River Breeder Reactor are two examples.1. There are rare exceptions however. Three decades ago a young, U.S. Army captain joined an expedition in which the Army sent a large convoy of trucks from Washington to San Francisco to learn the difficulties of doing so. This countrys road network at the time was terrible. In the 1950s that young captain, Dwight Eisenhower, later became the President of the United States, pushing Congress to build a national network of limited access roads giving birth to what we now call the Interstate Highway System2 Baseline Budgeting Baseline budgeting is a diabolically deceptive racket that guarantees billions more is spent every year by federal agencies automatically. If Congress does nothing, the budget increases. If Congress, under duress, enacts "draconian cuts," the budget still increases but at a slightly lower rate.

Woodrow Wilson thought the government could produce armor plate for battleships cheaper than steel companies. The plant the government built was millions over budget when completed and could not produce armor plate for less than twice of what the steel companies charged. In the end, it produced one batch later sold for scrap and shut down. 2 The interstate highway system is a passive carrier of commerce. Anyone can use it because it is paid for and maintained by the Highway Trust Fund. The Florida Turnpike is a free market, private enterprise exception that pays for itself.

Before 1974, every President submitted the nations budget, setting the course for national spending. Each new budget worked off spending levels in the previous year's budget using it as a baseline or starting point. At that time, Congress had no mechanism to develop its own overall budget plan, so every year it responded piecemeal to the President's budget. President Nixon considered congressional budget altering fiscally irresponsible. Like presidents before him, Nixon asserted authority to impound or withhold money3 from federal agencies appropriated by Congress. By 1973, Nixon impounded $15 billion or more passed by the Democrat-controlled Congress allocated for highway building and "pollution control" projects etc. Congress was furious and sought a legislative solution. However, in 1974, Watergate weakened Nixon enabling Congress to override his veto and pass the Congressional Budget Act of 1974. This Act prohibited presidential impoundment of funds, established the House and Senate Budget Committees, created the Congressional Budget Office (CBO), and required the Office of Management and Budget [OMB] to prepare projections of federal spending for the upcoming fiscal year "based on a continuation of the existing level of governmental services." It also required the CBO to prepare five-year projections of revenues and outlays, deficits or surpluses4 based on the presumption that every item in the budget would automatically increase between three to 10 percent every year. This sinister formula made spending increases automatic, thus putting a dagger in the heart of the American economy and enslaving future generations of Americans to big and unwieldy government. The result is the Agriculture Department advertises for more food stamp applicants at the end of each year. Their goal is a higher baseline for next year's budget increase. They never say, "We have fewer people needing the program; so we can lower the budget." They go out and give away food stamps to increase their baseline. America is now the Food Stamp Nation, with a record high 45.8 million people using the program and the Agriculture Department still advertises. Zero Based Budgeting The solution to this problem is zero-based budgeting, a term no politician uses, let alone wants Americans to know anything about. Zero based budgeting requires approval of every line item in the budget, not just the changes to last years budget. Zero-based budgeting also requires: Congress to justify the need for each program and the funds it receives. Freezing, and actually reducing government spending. Approval of every item in the budget, not just the changes to last years budget. Congress to justify spending increases taking away its ability to hide behind automatic increases in the budget baseline. Congress to fund what the country needs as opposed to funding every relic on the books from decades ago. Congressional corruption spawned the Tea Parties I support and are not going away. The three presidential debates illustrated the reasons this constitutional republic is being torn asunder, has massive debt, and is on a path paralleling current day Greece. The first and third debate had nothing to do with the people who pay the bills, (taxpayers).
Sequester, withhold. In the 20 years before 1974, the federal deficit averaged 1% of the gross domestic product. The deficit now runs at 9.8% since Congress amended the definition of baseline in the Deficit Control act of 1985. That amendment allowed spending to keep pace with inflation. Spending increases already established accommodate a growing population compounded by a multiplier. These combined increased determine the baseline for the next year exponentially.

They were party showpieces communicating the ruling class agenda and vision for this countrys future. Both candidates ignored the questions people asked during the second debate confirming the dictatorial style replacing the separate but equal representative federalism envisioned by the founders and enshrined in the Constitution. It highlighted todays federalism imposed on Americans since 1913 as espoused and nurtured by FDR, LBJ, and now Obama. Your question to Washington staffers during your recent trip to Washington was insightful. Asking Washington staffers What kind of government do we have and their answering a democracy defines the consequences of planned ignorance5 over time. Adding avarice, and the lust for power that came with the dilution of state power with enactment of the 16th and 17th Amendments and the Federal Reserve brings us to what we see today. You are right when you say, We have a lot of work to do if the people in government do not understand what form of government we have (a Constitutional Republic) how can they lead? The Republican Party claims it wants to fix our problems. However, time and experience makes me question whether the party is serious about eliminating the national debt or anything else. Recognizing there must be change, one representative at a time short of another revolution, this means electing you to the Florida District Three seat. Knowing what I do about you I trust that you know what you are talking about when you say you are entering a viper pit and I look forward to the opportunity and challenge, so my familys and my vote comes with the hope that Washington does not corrupt you like it has done to so many others.
