Rules and Regulations


This show is a regular member of USEF. Every class offered herein which is covered by the rules and specifications of the current federation rule book will be conducted and judged in accordance therewith. Entries: Entries close November 13, 2012. Post entries will be accepted until the close of the show office the day before the class/classes is/are held at regular cost plus a one-time late charge of $40. Riders who show in a class in which they are not entered will be charged a double entry fee. All horses entered must be named on the entry blank, including horses shown only in equitation classes. Entries will only be accepted when signed by the owner, rider or handler, and trainer. Entries must be accompanied by a check for stabling fees. Post entries will be accepted as noted above. Numbers will not be issued without proof on negative EIA (Coggins) test. No stall will be reserved unless stall fees are paid by the closing of entries. Please give complete name, address, telephone number, and tax payer ID number for owner, rider and trainer. Each entry must also include USEF numbers for owner, rider and trainer. It is the responsibility of the person making the entry to execute properly and complete all necessary information pertaining to each entry made in accordance with the rules of the USEF. A $35 office/administration fee will be charged for every horse on the show grounds to cover schooling and entry changes. Tack stalls and shavings can be divided if notification is given in show office no later than Friday noon. All non-showing horses will be charged $100 and MUST submit signed entry blank and negative Coggins test. A processing fee of $40 plus collection fees will be charged for all non-negotiable checks. Mail entry forms to: Lone Star Horse Shows 10921 Highway 16 S Von Ormy TX 78073 Refunds: No stall fees will be refunded after the closing date. Entry fees will not be refunded unless a certificate of illness or injury prepared by an accredited veterinarian is presented to the show office before the start of the show. Once the show has started horses which are not shown in classes which they have entered will forfeit their entry fees, except if a horse is injured or becomes ill prior to the class(s) entered -certificate of illness from official horse show veterinarian required. Proper notification of scratches must be made in the show office before the start of the class or classes being scratched. In either case the entry fee will be refunded less an office processing charge of $35. STALLS: 10 x 10 permanent stalls with doors are available at $175 for entries received by entry closing and $200 for late entries. Permanent stalls are on a first come basis. Stalls will be available Monday before shows. Bedding, feed and hay are available for purchase on the grounds. Manure must be disposed of in designated areas only, no manure in trash bins. No stall doors or panels are to be removed. A $50 per day grounds fee will be charged for all horses not purchasing a stall Campers: Camper spaces with full hook-ups, including sewer, are available through the Tulsa Expo Square. Credentials: All exhibitors in any amateur, junior, or pony section must present Amateur certificate or measurement card to the show office before numbers will be released. To speed processing, please send photo copy of credentials with entry. Any exhibitor not presenting valid membership credentials (USEF/ USHJA) will be charged a $30 non-refundable non-member fee for each association. Horse Registrations: All horses competing in federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper, and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-9) must be properly identified and must obtain a registration number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Proof of registration must be presented to show secretary before numbers can be released. Horse/Pony Measurements: Please advise the show office of any horses and/or ponies requiring measurement. Any horse/pony that cannot present a valid measurement card will be required to present themselves for measurement at the time/times posted in the show office to have their horse/pony measured. Attire: It is compulsory for ALL riders in all Hunter, Jumper and Hunt Seat Equitation classes, where jumping is required and when jumping anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is in the tradition of the competition ring that riders be correctly attired for the class in question. Formal attire is required, unless management permits hunter or hunter seat equitation riders to ride without jackets. Must have headgear on and fastened while mounted anywhere on grounds. Ribbons/Trophies/Championships:All classes will receive a trophy and ribbons through 8th place. Each section will receive a champion and reserve award on points earned. Full championship points will be given in all classes in each hunter over fences class. The top four horses over fences will also receive full points for the under saddle class Jumpers: Ties in Jumper classes will jump off for first place only. Ties for all other places will be determined by fastest time in first round among those with an equal number of faults. Ties for champion and reserve champion will remain tied. Nominating Fee: There is a $150 nominating fee for indicated classes. Jump Order/Ring Conflicts: It is the exhibitors responsibility to follow the posted jump orders and/or check in when necessary. Management will designate priority rings on a daily basis. Paddock masters have the authority to scratch exhibitors not in compliance with this policy. Add/scratch slips must be presented to the paddock master prior class start.

Footing/Arena Dimensions: Ring 1 (climate controlled) is 260 x 180 & associated warm-up is 60 x 190 Ring 2 is 210 x 110 & associated warm-up is 60 x 100 Ring 3 is 210 x 110 & associated warm-up is 60 x 150 Footing in all arenas is dirt-sand mix Schooling: Hunter rings will be open for schooling on the day prior to the show. Rings may also be open before and after the show, each day, for hacking (time permitting). Times will be posted or announced. Jumping will be permitted only when medical personnel are on the grounds. Courses: will be posted a minimum of one hour prior to each class. Poling: Manual poling and use of bamboo offsets are prohibited at all times on the show grounds. In the event of a violation of this regulation, the involved horse, owner, rider, and trainer of record may be suspended from Further competition at the show where the violation occurred. Pets: Pursuant to USEF rules dogs are not permitted to be loose on competition grounds and must be on leash or otherwise contained. Dog owners failing to comply this rule may be subject to monetary fines as well as issuance of warning cards. Payment Of Premiums: Can be deducted from show bill when proper tax information has been provided, or will mail within 30 days of competition Golf Carts/Motorized Vehicles: Minors who do not have a valid drivers license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid drivers license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with USEF rules. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Hunter: Courses to simulate fences found in the hunting field such as brush, wall, oxer, gates etc. In some cases the courtesy circle may be restricted by a dotted line on the course diagram & physically in the ring. Classes judged on performance & soundness unless otherwise noted. Sections with less than 8 may be combined and any section with less than 6 may be canceled. Drugs And Medications: Current USEF rules relating to drugs and medications will be enforced. Each showing horse must pay a $2 USHJA zone support fee and a $8 Drug/Medication fee plus an $8 USEF fee. Total USEF/USHJA fees per showing horse Is $18. Non-showing horses must still pay the $8 D/M fee.

Changes: Management reserves the right to make changes to its list of officials and/or to cancel, combine, add, delay, and reschedule classes in the best interest of the event and its operations. Responsibility: Submission of entry to this show constitutes an agreement to the following: Exhibitor agrees to indemnify and hold harmless Tulsa Expo Center and the horse show officials against any claims, demands, costs and expenses, including reasonable attorney fees for the defense thereof, arising from the conduct or management of Exhibitors business or its use of the premises or from any breach on the part of exhibitor of any conditions of this agreement, or contractors, agents, employees, guests, or invitees in or about the premises. In case of any action or proceeding brought against Tulsa Expo Center and show management by reason of any such claim exhibitor, upon notice, covenants to defend such action or proceeding by council acceptable to owner. Exhibitor is responsible for his/her own property and Tulsa Expo Center and show management are not responsible for accidents, fire, or theft. Warning: under Oklahoma law, an equine professional is not liable for an injury to or the death of a participant in equine activities resulting from the inherent rises of equine activities. Prizes: Prize money is indicated for each class. Prize money will be withheld if Social Security number is not on file. Prize money will be payable to the owner unless written authorization stating otherwise is on file with the show secretary. USEF Membership Statement

Life, senior active, and junior active members shall be eligible to participate in all classes at regular competitions, eventing competitions at the preliminary level or above and combined driving competitions at the advanced level, dressage, reining, and vaulting competitions and endurance rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at regular competitions, eventing competitions, dressage competitions, reining competitions, and combined driving competitions upon payment of a $30 non-member registration fee. Participants in the following classes are exempted from the requirements of this rule; 1) lead line; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA endorsed reining competitions; 8) opportunity classes 9) Citizens of other nations who have proof, in English, of current membership in good standing of their own national federation; 10) USEA beginner novice division; and 11) assistant handlers in dressage sport horse breeding classes. Federation Entry Agreement by entering a federation-licensed competition and signing this entry blank as the owner, lessee, trainer, manager, agent, coach, driver, rider, handler, vaulter or longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the bylaws and rules of the USEF (the federation*1) and the local rules of the competition. I agree to be bound by the bylaws and rules of the federation and of the competition. I will accept as final the decision of the hearing committee on any question arising under the rules, and agree to release and hold harmless the competition, the federation, their officials, directors and employees for any action taken under the rules. I represent that i am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the federation and/or the competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion coverage or benefit of the competition, sport, or the federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation Rules are governed by the laws of the State of New York, and any action instituted against the Fed must be filed in New York State. See GR 908.4

Opportunity Classes

This group of opportunity classes has been developed to create an educational ladder for the beginning competitor. Exhibitors in the opportunity division may not cross enter into any USEF rated classes. Opportunity classes are open to riders of all ages. Riders who have participated in USEF rated divisions/classes and/or zone point classes are ineligible for opportunity classes. Riders may cross enter into any of the opportunity classes. To be judged on horsemanship, attributes of the rider. These attributes include, but are not limited to: control of mount, appropriate pace, steering, and effective position. No USEF membership required. Participants are also exempt from the USEF drug and medication fee, however, horses are subject to the rules contained in the drug and medications chapter. 601. $5000 HJEO Derby Entry Fee: $200 HJEO Derby Information:
1. Derbies will not have combinations or any lines shorter than a 4 stride to allow for ponies and horses that need to do the added step. 2. First round of the derby to be a hunter round; second round to be a handy hunter 3. The top 12 will come back for the second round. 4. Open to everyone. However, any horse/rider combination who rides in a derby or classic worth $5000 or more during the show season is not eligible for the year-end award or to compete in the year-end final derby 5. Points accrue by the horse for the year end derby; meaning another rider can ride that horse in the year end derby. 6. Points earned are cumulative and translate into dollars to be subtracted from the entry fee for the year end derby. (50 points during derby series = $50 off final derby entry) 7. Points thru 8th place broken down as follows: 15, 12, 10 ,6, 4, 3,2, 1. All non placing participants get 1 point. Where there are entries who are ineligible for the year end derby (and thus dont need the points from their placings) all eligible entries will be moved up accordingly. For example if the top 3 horses are ineligible for the year end derby, the fourth placed horse would receive the first place points, the next eligible horse would receive 2nd place points, etc. 8. The eligible 1-8th place entries also receive 1 point for each entry in the class 9. Final derby will be a $5000 class at the HJEO year-end show with an entry fee of $200. 10. There will be an award given at the HJEO banquet for the high point derby series champion.

The Midwest Equitation Finals Entry Fee $50


Open to all junior, amateur, children's and adult riders competing in classes at this show. No membership requirements. There are four phases, all to be judged on horsemanship skills. Each phase will receive a numerical score which will be totaled for the final overall score. Ribbons awarded from 1st to 6th place in each phase and 1st to 10th for the combined total scores. Individual phases may be entered. 701. Midwest Written Phase A 30-question multiple choice exam testing knowledge of basic horsemanship skills as it pertains to everyday horse care as well as hunter-jumper-specific knowledge. 702. Practicum Phase Horse and rider shall be presented to the judge tacked to enter the show ring or any other way as specified by the judge. (Exhibitors will be notified before start of class.) A test of skills involving horsemanship and general equine knowledge will be demonstrated to the judge. 703. Flat Phase Group work on the rail which may include tests 1-18. 704. Over Fence Phase Equitation type course. Fences set at 3' and 3'6". Rider must declare the height at which they will jump at the start of the show.

To be shown over a 26" figure 8 course. This class is designed for beginner and intermediate riders and is open to all non-professional members of HJEO on horses owned by HJEO members. First place winners will be eliminated for the rest of the year and will be qualified for the annual ride-off. The HJEO hunter class is a horse qualification class only. The horse/ rider combination winner of the year-end ride-off is no longer eligible for this class. Three must be entered and shown for this class to count.
