PRESENTACIN DEL REA DE IDIOMA EXTRANJERO

Repblica del Ecuador Ministerio de Educacin Direccin Nacional de Currculo Divisin Nacional de Idiomas Extranjeros Filosofa, fundamentacin, lineamientos y especificaciones para el octavo, noveno y dcimo ao de Educacin Bsica y primero, segundo y tercero de bachillerato (Programa Revisado) 1. FILOSOFIA Y FUNDAMENTACION El conocimiento de ms de un idioma es ventajoso para todos, por lo que, la atencin a las necesidades de los ciudadanos y entre ellos a la necesidad de comunicacin que es una de las ms importantes en un mundo globalizado, debe ser caracterstica de la educacin moderna. Si se considera que el desafo de la educacin contempornea es contribuir a desarrollar las competencias de los estudiantes para convivir en su comunidad local y en una cada vez ms cercana comunidad mundial, se puede decir que el conocimiento de varios idiomas y en especial del idioma Ingls, reconocido mayoritariamente como el lenguaje universal por excelencia, es indispensable. El Ministerio de Educacin y Cultura del Ecuador, coherente con estas premisas considera al idioma Ingls como una herramienta de trabajo para los futuros profesionales que hoy se preparan en las aulas en calidad de estudiantes y, por lo tanto, uno de los elementos importantes en su formacin integral. 2. ENFOQUE FUNCIONAL-COMUNICATIVO POR COMPETENCIAS LINGUSTICAS. La programacin de la asignatura de Ingls para los aos octavo, noveno y dcimo de Educacin Bsica y los tres del Bachillerato, tiene un enfoque funcional-comunicativo, mediante el cual se pretende que el alumno desarrolle las competencias lingsticas receptivas de escuchar y leer y las competencias productivas de hablar y escribir. El programa se centra en ensear a los alumnos a recibir y compartir informacin por medio de estas competencias como enfoque primario y en estrecha relacin con aspectos de socializacin, de desarrollo de valores y de desarrollo de sub-destrezas, las que son de utilidad en el proceso de estudio y en el futuro ejercicio profesional. 2.1. Indicadores de desempeo (Estndares)

La educacin de los estudiantes a nivel medio del Ecuador debe orientarse hacia el objetivo de contribuir a crear una sociedad que respeta sus valores culturales intrnsecos y su identidad, pero que a la vez es diversa, y, que adems debe estimular en los educandos la capacidad de interrelacionarse con gentes de otras naciones y culturas. Por consiguiente, los estudiantes necesitan de mecanismos de comunicacin apropiados y eficaces.

La organizacin de los contenidos del idioma Ingls por competencias lingsticas permiten delimitar con claridad el desempeo que se espera por parte de los estudiantes al finalizar sus estudios de la materia y este desempeo se lo delimita por medio de los indicadores de desempeo o estndares. As los estndares descritos en el documento de contenidos por aos, especifican las competencias en el idioma Ingls que los estudiantes de los aos octavo, noveno, dcimo de la Educacin Bsica necesitan para el: manejo oral y escrito del Ingls que corresponda a un nivel Intermedio* acceso a informacin en Ingls en otras materias acadmicas direccionamiento de sus vidas productivas

*En el nivel intermedio, los estudiantes entienden oraciones ms complejas, pero todava requieren repeticin. Ellos adquieren un vocabulario de palabras y frases que cubren muchas actividades diarias. Utilizan el Ingls espontneamente, pero pueden tener dificultad expresando todas sus ideas debido a un vocabulario restringido y a un limitado manejo de las estructuras del idioma. Los estudiantes hablan utilizando oraciones simples que son comprensibles y apropiadas, pero que frecuentemente son marcadas con algunos errores. Ellos pueden tener problemas comprendiendo y produciendo estructuras complejas y lenguaje acadmico. La competencia lingstica lectora puede variar considerablemente dependiendo de la familiaridad de los estudiantes con el tpico, conceptos, personajes, gnero, etc. <Ellos se desempearn de mejor manera si tienen un conocimiento previo sobre el cual elaborar el nuevo conocimiento. Estos estudiantes, con mejores bases de conocimiento, sern capaces de generar al momento de escribir textos ms complejos y mejor estructurados que los de aquellos estudiantes que parten con poco a ningn conocimiento sobre el tema en mencin. Para la formulacin de los indicadores de desempeo y por lo tanto de las competencias lingsticas terminales en s mismo, se han considerado los contenidos de las competencias que son: conceptos, procedimientos y actitudes. Estas ltimas se refieren a los valores que deben ser promovidos y cultivados en los alumnos y que una Educacin renovadora, acorde con los desafos del nuevo milenio, jams puede ignorar. En el presente diseo de programacin por competencias lingsticas se sigue manteniendo las caractersticas cross-curriculares y de transversalidad presentes desde el inicio de la Reforma Curricular. La evaluacin de las capacidades lingsticas es considerada dentro de los mismos parmetros metodolgicos del proceso de enseanza, que consideran el aprendizaje de un nuevo idioma como una experiencia esencialmente comunicativa y que otorga al alumno el rol principal dentro de la enseanza-aprendizaje de un nuevo idioma.

2.2.

Informacin y macro-funciones

En el presente currculo el trmino informacin se refiere a tres de las macrofunciones fundamentales del idioma: descripcin, narracin e instruccin. Estas macrofunciones estn representadas en los bloques temticos del programa y estn correlacionadas con las competencias lingsticas, y los componentes gramaticales y de vocabulario que forman parte del rea cognoscitiva/conceptual. 3 PLAN DE ESTUDIOS Y MATERIALES DIDCTICOS PARA LA IMPLEMENTACIN DEL NUEVO CURRCULO Antecedentes Mediante los acuerdos ministeriales N 2511 del 12 de mayo de 1993, N 6720 de diciembre de 1993 y Resolucin N 2271 de agosto de 1993, se establece e incrementa a nivel nacional la carga horaria de la materia de Ingls a cinco horas de clase semanales. Este cambio se introdujo en forma progresiva empezando con el octavo ao de Educacin Bsica en octubre de 1993, en el Rgimen Sierra y Oriente y en mayo de 1994, en el Rgimen Costa, y, completando el cambio en el primer ao de Bachillerato en octubre de 1999 en el Rgimen Sierra y Oriente y en mayo de 2000 en el Rgimen Costa. Igualmente mediante el Acuerdo Ministerial N 2511 y Resolucin N 2543, la nueva serie de textos para los estudiantes Our World Through English, con sus respectivas guas didcticas para el profesor, producida por el Proyecto CRADLE en la Divisin Nacional de Idiomas Extranjeros del Ministerio de Educacin y Cultura, se constituye en el nico material didctico autorizado para la implementacin del nuevo currculo. La implementacin a nivel nacional se inici en octubre de 1993 en el Rgimen Sierra y Oriente, y en mayo de 1994 en el Rgimen Costa y se desarroll progresivamente, segn el cronograma expuesto en el prrafo anterior. El uso del material es obligatorio para los estudiantes y profesores de Ingls de los colegios fiscales del pas. Finalmente, el Acuerdo Ministerial N 746 del 9 de marzo de 2000 ratifica y actualiza lo preceptuado en las disposiciones anteriores. 4 OBJETIVO GENERAL DEL CURRCULO DE INGLS Fortalecer e innovar el proceso de enseanza-aprendizaje del idioma Ingls con el fin de desarrollar en los alumnos una competencia comunicativa a travs de la competencia lingstica que incluye las destrezas de escuchar, leer, hablar y escribir, sujeto a un sistema de indicadores de desempeo (estndares) y promoviendo el uso de valores. 4.1 Objetivos especficos:

Disear una propuesta curricular de Ingls que incorpore una metodologa de enseanza comunicativa, basado en la consecucin de competencias lingsticas y sujeto a indicadores de desempeo promoviendo la interaccin, el aprendizaje de estrategias cognitivas y metacognitivas, y la prctica del idioma permanente y contextualizada. Desarrollar las competencias lingsticas del estudiante en el manejo del idioma Ingls de una manera comunicativa y prestando atencin a los sistemas que integran el lenguaje (sintctico, semntico, fonolgico y morfolgico).

Desarrollar la capacidad del estudiante de informar al mundo acerca del Ecuador, su pueblo y sus preocupaciones y, de obtener informacin semejante de otros pases, con el fin de aumentar la posibilidad de entendimiento, amistad y colaboracin con gente que puede comunicarse a travs del Ingls. Desarrollar destrezas en el aprendizaje crtico e independiente para utilizar el Ingls como una herramienta efectiva para el desarrollo personal y profesional en beneficio del pas. Promover la integracin del uso de los valores a la capacidad lingstica de los alumnos con el fin de formar ciudadanos con responsabilidad tica y cvica. Implementar un plan de superacin acadmica para los profesores del rea de Ingls que permita llevar a cabo de una manera adecuada, l9os objetivos acadmicos y operativos del diseo curricular por competencias e indicadores de desempeo

2.- INTRODUCCIN Una de las metas propuestas por la Revolucin Educativa es mejorar la calidad del sistema educativo y adecuarlo a las exigencias actuales y futuras de nuestro pas, con el propsito de lograr mejores condiciones de desarrollo social y econmico. De esta manera a travs del de la consecucin de los estndares bsicos de competencias en lenguas extranjeras se persuadir al estudiante que la comunicacin en otra lengua es indispensable en el mundo globalizado. Estos estndares constituyen criterios claros y pblicos que permiten establecer cules son los niveles bsicos de calidad para cada estudiante, comunicndose de esta forma de manera efectiva en cualquier entorno.

3.- JUSTIFICACIN
Nuestra finalidad es formar estudiantes capaces de comunicarse en el idioma Ingls en base a los estndares establecidos por el Ministerio de Educacin, y el apoyo del Programa Nacional CRADLE, ofreciendo como docentes no solo nuestro conocimiento cientfico, sino tambin el convencimiento de lograr muestra meta. Aplicando entre otros un enfoque comunicativo, se tendr en cuenta la realidad social de la Institucin, por tal motivo conviene ofrecer al estudiante herramientas que le permitan apreciar crticamente aspectos generales de otras culturas, lo cual conlleva a valorar, respetar y rescatar nuestra identidad cultural.

La enseanza de la asignatura de Ingls abarca contenidos fundamentales que permiten establecer las relaciones necesarias entre las habilidades desarrolladas en el estudio de la materia y otras ramas de la actividad social, sin descuidar la formacin tica y moral de los estudiantes.

4.- OBJETIVOS DEL REA


Tomar conciencia del estudio de la lengua inglesa como medio de comunicacin internacional en las distintas esferas de la vida social, as tambin como herramienta para la adquisicin de ciencia, tecnologa y cultura, con el objeto de que desarrollen inters por aprender el idioma. Facilitar la apreciacin y comparacin crtica de algunos aspectos de las culturas Ecuatoriana y Americana, con el fin de rescatar nuestra identidad cultural. Promover una actitud positiva sobre la propia capacidad para adquirir un nuevo idioma. Identificar nudos crticos en el desarrollo acadmico del rea de Idioma Extranjero con el propsito de buscar alternativas de solucin a la diversidad problemtica que conlleven al mejoramiento de la calidad de educacin en la Institucin. Desarrollar la autoestima, la libertad de expresin el respeto por el otro y las buenas relaciones interpersonales dentro y fuera del aula.

7. METHODOLOGY
Our teaching method will be based on inductive, deductive, analytic, and synthetic methods which will be carried out through different skills in the learning language process. We will apply the socio constructive theory by means of which the student learns in society and also is the constructor of his own knowledge with the teachers support, so he will be able to develop the language skills which are productive and receptive ones, as we describe in the following paragraph. LISTENING.- The student has to listen to the instruction to get the main or general idea about the topic. Then he has to identify, analyze, process, complete, give opinions, etc. Listening is an input or receptive skill which helps to produce a response. READING.- It is a receptive skill. The students will read the instructions of some readings. They will read silently obtaining the main idea or general ideas. Then, he will complete some information by choosing the correct answer. Finally the students will check their answers by comparing in pairs, exchanging books, writing on the board or in an oral way. SPEAKING.- It is a productive skill. The students have to try to tell an idea, a comment, a thought related to the studied topic. The teacher will guide his students to get this aim by organizing them into pairs or groups, while he is monitoring the activity. WRITING.- It is a productive ability. It is used to give information about the studied topic. The teacher uses some techniques such as: Brainstorming, eliciting ides, mind maps, etc in order to start the writing exercise. He can also provide a pattern to follow. Finally, the teacher will check the information, grammar use, vocabulary use, syntax, etc.
