SECTOR ) Animal Husbandry is the root base of rural economy. The government is making all out efforts for its development. It can be gauged from the fact that in the year 2004-05 the budget allocation for this sector in the plan scheme was Rs. 292.25 lacs which has been increased to Rs. 1795.96 lacs in the year 2007-08. Likewise in the non-plan head, the amount of Rs. 6354.86 lacs in the year 2004-05 has also been increased to Rs. 7672.10 lacs in the year 2007-08. There has been a satisfactory improvement in the production of milk, meat and eggs. The milk production and egg production in the state was 2974 thousand MT and 7894 lacs respectively in the year 2004-05, the figure has increased in the year 2006-07 to 5450 thousand MT and 9455 lacs respectively. Animal breeding programme Other states had been getting benefits from national project on cattle and buffalo breeding (NPCBB), a hundred percent central sponsored scheme, since, 9th five year plan, whereas our state was having no benefits of it (NPCBB). In this connection out of the state governments proposed plan worth Rs.6145.89 lacs produced before the central government under NPCBB, the state has been able to get only Rs. 499.80 lacs from central government. Again under the same scheme (NPCBB) in phase II, the plan of Rs. 11152.00 lacs has been submitted to the central government for its approval. All the sanctioned AI centres (1401) of the state had been lying dead for the last several years. Out of these 1401 centres, 500 centres have been rejuvenated and rest 901 has been proposed to be restarted in Phase-II of NPCBB. In the year 2004-05, where only 0.74 lacs animals were inseminated artificially, the figure has just reached to 2.38 lacs in the year 2006-07. In the year 2007-08 upto Jan2008, 1.32 lacs animals were inseminated artificially. With respect to the animal treatment the figure has increased from 22.95 lacs to 24.96 lacs. Vaccination For the safe guard of the animals against different infectious diseases in the year 2004-05, 14.98 lacs animals were vaccinated against different diseases. In the year 2007-08 this work (vaccination) was organised on campaign drive at panchayat level of the state. In the year 2007-08 vaccination drive was organized in May2007 and Jan2008 each of 15 days duration. During these two campaigns altogether 61.95 lacs animals were vaccinated against different diseases. Castration To check the unwanted reproduction, unwanted and unproductive bulls are castrated. In comparison to the year 2004-05 where only 2.03 lacs male calves were castrated, 2.21 lacs male calves were castrated in the year 2006-07. In the year 2007-08 upto Jan2008 1.44 lacs male calves have been castrated. Poultry Development New initiatives have been taken by the department to enhance the poultry rearing. Programmes have been started to rear the low input variety poultry which eats left over materials and gives more production in backyard. Such types of poultry farms have been started in government poultry farms one each at Patna, Muzaffarpur, Purnea and Kishanganj.

For augmenting the poultry rearing, the training programmes for the poultry rearers inside and outside the state have been started for the first time in the state. 2000 poultry rearers have been trained during the year 2007-08. Free Medicine Distribution Earlier the costs of medicines supplied to the animal owners through veterinary dispensaries / hospitals were charged from animal owners that have now been made free. In this connection 17 types of drugs of common use have been provided in the dispensaries. Establishment of pathological laboratory For the first time in the state, pathological laboratories are being established at 100 sub-division level hospitals. Fodder Bank 8 Fodder banks under RKVY and 2 under state plan are being established for the first time in order to provide balanced feed to the animals and to cope up the situation at the time of its dearth. Under this scheme provision has been made to make fodder brick of dry fodder by chemical treatment and increasing the nutritional value of the feed. Such fodder brick can be stored safely for longer periods. FUTURE PROGRAMMES Strengthening of dispensaries / hospitals by increasing infrastructural facilities. It is a matter of prime importance to provide veterinary service, artificial insemination and vaccination at the doorsteps of the animal owners. With the collaboration of the NGO and PPP defunct animal farms will be rejuvenated. , There are programmes to augment the goatery and make it lucrative.
