Jesus commanded them not to tell anyone. But
the more he did so, the more they kept talking about
it. People were overwhelmed with amazement.
Mark 7:36-37
During the primitive ages, when everything
and everyone are still hard up, the only way of
disseminating knowledge and information is by
mouth which is called the oral tradition. It could
either be reliable or unreliable. People listen, then,
speak.
Listening and speaking. In this manner, due to
many additions and reductions and, in the course
of time, there is the sure possibility of having many
versions to a single original story.
With the coming invention of writing instruments,
the paper and, most of all, the printing press, there
was an overall improvement in the sharing of
information and knowledge. With it, it was all downhill
from there. There was the information boom. Our
lives have never been the same again...
As compared to the past, nowadays, there are
more and more convenient opportunities for us
to communicate with each other. However, our
faculties, most speally that of listening, speaking
and movements, are getting overwork with all the
available information that is just within the reach of
our fingertips. What we now have is information
overload. From boom to overload. Could it be that we
are just too much taken up with all the technological
novelties happening rapidly and all at the same time
around us that we are gradually being fence within
our own individual bubbles? We dont care so much
now with the person in our neighborhood or the one
just next seating to us. Our ears are deafed. Our
mouths are muted. And, our hands are full.
Just walk by our streets and the scenery that
one can immediately observe is that of pedestrians
and motorists busy tinkering with something.
Something is always plug on our ears as we either
listen to the news, to our favorite compiled music
or just talking idly with someone over our mobile
phones or in the social websites. Going about this
way is not only violating many of our traffic rules
and thus endangering our lives and that of others
but also deliberately ignoring many things in our
relationships with one another. It could be that we
put on these things as mere props so that people
wont bother us and just leave us alone.
Again, in the next few months or so, what will be
the latest features, applications or speed that we are
awaiting for in the field of information technology to
arrive and be offered in the market?
All throughout our lives, we have to practically
strain our ears to listen, listen and listen more. We
have to listen to our parents and elders at home, to
our teachers in school and to superiors, in case, we
belong or work in an institution or office.
Then, after receiving a lot of instructions, it is high
time to share it through our actions. We have to be
useful to our society. We have to speak, write or do
what had been passed on to us. But, as to what is
happening now around us, what kind of legacy are
we going to happily pass on to the next generation?

Election Fever Starts

ANTI-EPAL: As the mid-term election
nears, we are now bombarded by selfserving announcements by politicians of
their supposed accomplishments. Their
billboards give us the wrong impression
that projects are personally funded by them
or their families. The voting public must
be forewarned of this despicable show of
bad taste by our so-called leaders. As for
me and my family we will NOT VOTE
for candidates who abuse our ignorance
through blatant misrepresentations.
Many politicians make use of all
occasions reunions, anniversaries,
fiestas, graduations, Christmas, New Year,
Holy Week, etc. to display their greetings
for all to see. Usually these billboards and
tarpaulins are preparations for candidates
eventual filing of their candidates. These
practices are not illegal (as yet) since
electioneering is prohibited if candidates
have not yet filed their certificates. The
Election Law must be amended to plug this
loophole in our election regulations.
LIBERALS: The untimely death (airplane
crash ending in drowning) of DILG
Secretary Jesse Robredo was a big loss
to the P-Noy Administration. Influence over
local executives is a big plus for whoever
is in Malacanang. The designations of
Liberal Party leader Mar Roxas as DILG
secretary and Cong. Joseph Abaya (Cavite)
as DOTC secretary are clear preparations
for the May 2013 elections. On the long
range this may be a push for a Roxas
presidential candidacy.

The battle lines are now drawn for the
2016 presidential derby. The UNA bet
is no less than current vice presidential
Jejomar Binay the consistent leader
in all popularity polls, besting even the
president. His adversary will be the one
chosen by the Liberal Party. For now, it
looks like Mar Roxas is being prepared
but 2016 is still too far off. As months (and
years) go by, circumstances and events
may project other potential contenders.
ECO-GROWTH:
The Philippines
recently registered 5.9% growth rate,
second only to neighbor Indonesia.
We beat economically strong ASEAN
countries - Singapore, Malaysia, Thailand
and Brunei. This record is phenomenal,
considering the business and industry
malaise prevailing in the United States
and most of Europe. Our stock market
record (19.1% growth) is second only
to Thailands 20.2%. With our industrial
growth trend Phl is a favorite of global
investors.
The strength of the Phl peso and the
prevailing low-interest regime, indicate

that in the coming years our economy


will continue to grow stronger. As we
send more workers abroad (yes more
people means more earners) our gross
international reserve will be bolstered
thereby assuring foreign investors
that their portfolio can easily be paid
back in the foreign exchange that they
may choose. OFW remittances will flow
to backstop our exports proceeds in
paying off our FX obligations.
FOREIGN INVESTMENT: Big US
firms are firmly looking at potential new
investments or expansion of current
operations in the Philippines. According
to American Chamber of Commerce
and Industry leaders, Malaysia and
Philippines are the favorites of their
members as investment destinations.
Some are opting to go to other ASEAN
countries, even as they are reducing
their exposures in mainland China.
One of the reasons for departures from
China is the rising costs of operations
there.
Whereas cost of Chinese labor used
to be very low the awakening of the
Chinese workers to more convenient
life has generated demands for higher
wages. Labor leaders in China have
surfaced, and they are giving millions
of factory, agri- and business workers
trainings on how to demand higher
wages. In due time, imports from China
will be costlier, giving ASEAN products
competitive opportunities. Filipinos
must now support the Buy Filipino
campaign.

hand. We love and venerate her because
she gave birth to our Redeemer. She is
our spiritual mother. Viva la Virgen! Viva la

I wish to correct two sentences
erroneously printed in my last weeks
column. The first sentence should be: He

How To Stay Younger (Part 2)
In the previous article, we listed ten
strategies to become younger than your
actual age. These tips include (1) Eat
breakfast daily; (2) Take tomato sauce and
green tea; (3) Eat more vegetables and
fruits; (4) Avoid excessive fat and alcohol
intake; (5) Be in love; (6) Laugh a lot; (7)

risks and take safety precautions; and
(10) Sleep 7 to 8 hours a day.
Here are more ways to slow down
the aging process.
11. Exercise moderately.
Exercise has been proven to prevent
diabetes, maintain body weight and
lessen the pain of arthritis. Exercising
a minimum of three times a week helps
maintain muscle tone. If you plan to enroll
in a gym, get a doctors clearance first.
Try to avoid high impact exercises like
basketball and badminton as you get

older. Swimming, walking and taichi are


excellent exercises.
12. Get a pet dog.
According to Dr. David Demko,
having a pet dog can add two years to
your life. First, dogs can help owners
exercise and lose weight. A study finds
that people who own dogs increased
their amount of physical activity by
walking or playing with the dog.
Second, pets may help their owners
survive a heart attack. A study shows
that pet owners who suffered a heart
attack are four times more likely to
be alive after one year, compared to
non-pet owners. In another research
published at The American Journal of
Cardiology in 2003, Dr. Erika Friedmann
reports that pet owners have healthier
hearts. Friedmann notes that pet
owners have better heart rate variability
findings (a measure of heart attack
risks). This could be because of the love
and companionship given by the dog to
its owner. Other studies show similar
health benefits with pet owners having
fewer doctor visits, less hospitalization,
and fewer heart medications.

Legazpis Tondo, once my home


THE Tondo of Legazpi City in the premartial law days was my home for almost
20 years. San Roque, my adopted barrio
had shed off that image when I arrived.The
dreaded hoodlums disappeared one by
one days after martial law was imposed.
In San Roque , I was a witness to many
scary events very hard to erase from my
mind.Take supertyphoon Sisang. While the
terrifying winds howled outside, violently
rocking our small house, a neighbor and I
held the roof with a pole almost the whole
night to keep it from falling on us.
The first morning light revealed the
unimaginable destruction. Most of our
neighbors houses were gone.The street
fronting our house was in waist-deep water
and littered with debris. Our roof, however,
was still there above our head.
I did not know that my teacher-wife
who was attending a seminar at a seaside
resort in Tabaco, Albay with fellow teachers
from Legazpi had survived. Their building
was battered by giant waves the whole
evening.
She came home the morning after the
typhoon greatly worried she had no family
to come back to.

Here is another scary event. A young


father died while trying to save her
daughter from being sucked to the bottom
of the sea only meters from the shore.His
daughter drowned.
They were not the first victims.Several
picnickers had been swallowed by the
sea infront of San Roque. Because of
the several deaths and the stories of a
monster inhabiting the deep, very few
would venture into the inviting water
The barrio authorities put up a sign to
warn swimmers . For a time the shore was

deserted even on holidays.


The Bikol Forum of the late media
icon, Jose G. Burgos, Jr. put up an
editorial office at my house in San
Roque. The business office and the
printing press remained in Tabaco.
For three days-Friday, Saturday and
Sunday-I would edit and supervise the
printing of the Bikol Forum in Tabaco.
Former United Nations Ambassador
Leandro I. Verceles, Sr., then
Catanduanes governor, showed up at
the Bikol Forum in Tabaco accompanied
by an old friend, Cecenio Yutan, a
Catanduanes newsman one afternoon.
I suggested that we preserved the
event with a photo which I published
in the Bikol Forum that week. It was
the start of my long friendship with
the governor who later on became
immigration commissioner.
For his achievements he built roads
around the province and dozens of
concrete bridges and further lighted its
ll towns-he became the subject of my
stories in the Asian News & features,Inc.

My dear brothers and sisters! Viva la Virgen!
Once again, we celebrate the annual Peafrancia fiesta honoring our beloved
Ina. This year is also the 130th year of our devotion to the Divino Rostro. We look
forward still to the joy of the Year of Faith in the entire Church this year 2012.
So, after celebrating the Tercentenary of our devotion to Ina, after showing
ourselves, as her faithful children now, we thank God for Her, we thank God
for Mary, our Blessed Mother.
Why? Why do we need to thank God for Ina? Because Mary, our Ina, is the
Mother given to us by Jesus himself, when at the foot of the cross. He said,
Woman, behold your son; Son, behold your mother (Jn. 19:26-27). We thank
God because Mary, our Ina, is the Mother of all of us in need, the Mother for
all of us who, like her, remain tireless in giving ourselves for love. We thank God
because Mary, our Ina, is always with us now and at the hour of our death.
As Catholics, we thank God for Ina because she is our Mother now and for
always. No wonder, even a Protestant theologian at Lourdes in France exclaimed,
I envy the Catholics, they have Mary for their Mother.
Beloved devotees and pilgrims: Blessed are you with this woman Mary, our
Mother, our Ina! May you remain as the blessed fruits of her love, the Catholic
Church we love!
Let us joyfully proclaim: THANK GOD FOR INA; I AM A CATHOLIC NOW
AND FOR ALWAYS! Viva la Virgen! Our Lady of Peafrancia, pray for us!

Thank God for Ina, I am a Catholic now and for always!


The theme for Inas annual fiesta this year 2012 in way
anticipates the Year of Faith which the Holy Father Pope
Benedict announced in his apostolic letter, Porta Fidei,
which is to open this coming October 11. 2012, to coincide with two highlights
of our contemporary Church, namely: the 50th anniversary of the opening of the
Second Vatican Council and the 20th year of the publication of the Catechism of
the Catholic Church, which, as we all know, presents in a language discernible to
us, the Catholic faith and practice.
This years fiesta, therefore, invites all devotees of Our Lady of Peafrancia,
to reaffirm the Catholic faith in which we were baptized with the spirit of gratitude
to God for such ineffable, yet undeserved, gift. We give particular focus on Mary,
the mother of God and the mother of us all, whom we fondly address, Ina! We
thank God because our Catholic faith believes in the preeminent place of Mary in
the economy of salvation. For out of her faith and trust in Gods will, she willingly
accepted Gods design to be the Theotokos, the mother of God.
This unique privilege certainly deserves not only our admiration, but our
veneration. This is precisely why, evey year, we flock her Basilica in her pilgrim
city of Naga we want to give due honor and reverence to her, we want her to
pray for us to her Son Jesus, we want to show her and God how grateful children
we are by our fumbling promises to be good, practicing Catholics.
It is this Catholic faith that makes us all call Mary our Ina. It is only in this Catholic
faith that we share one and the same mother as our Lord Jesus Christ. It is only in
this Catholic faith that we have the devotion to Our Lady of Peafrancia!

It is with joy and
thanksgiving that I express
my warmest greetings and
welcome to all the devotees,
pilgrims, visitors and guests to the regional
festivities in honor of Our Lady of Penafrancia and
the Divino Rostro. This years celebration takes on
an added significance as we commemorate the
130th year of the Devotion to the Divino Rostro.
Perhaps in no other religion save ours can one
adequately and readily attempt an answer to the
question, Show us your God, let us see your
God? The request of the apostle Philip to Jesus
to show us the Father, was answered by Jesus,
saying that if you have seen me, you have seen
the Father (Jn 14:8 ff). If God, who is an infinitely
Perfect Spirit, were to have a face, it has to be,
and cannot but be other than the face of Jesus in
his unspeakable agony and suffering.
This Face whom we cannot see and live (Ex.
33:20); this Face who has long hidden itself from
us (Ps 13:1); this Face that our hearts seek to see
(Ps 27:8; this Face that we hide ourselves from
because of our sins (Ps 51:9) - is no other than
the Divino Rostro, that living icon for us of the
invisible God (1 Cor 11:7, the image of the man of
heaven (1 Cor 15:49). In that Divine Countenance
is revealed to us the deepest core truth of the
mystery of who God is.
Truly we can say tha the Divino Rostro is
the Icon of all icons because in it, despite its
brutalized appearance, is to be found the glory of
God (2 Cor 4:6).
As we therefore celebrate the 130th year of
our devotion to the Divino Rostro, we also cling
to one who has known this Face and pondered
this mystery in her heart. She also lived the
mystery of suffering and walked the narrow path
of redemptive love.
May the celebration of the Feast of Our Lady of
Penafrancia bring us closer to her Son, as once
again we are united in praise and thanksgiving for
the gift of our devotions. Viva la Virgen! Viva el
Divino Rostro!

The Mayors B-day Bash
It was a surprise party given to Mayor Madelaine AlfelorGazmen last Sunday, September 2, 2012 at the Iriga City Hall. I
really do not have any idea who planned the whole thing. It was
very successful with practically every body who works at at the
city hall present. Include the members of the police force, the
fire department, the BJMC people and just about everyone who
came to wish the dynamic Chief Executive of the City a happy
birthday. Since it was a surprise party for her, the Mayor was
really caught in a surprise. But I know she was deeply touched by
the gesture. Especially when the program rolled on. Everybody
seemed to be in a dancing moodthe police officers. Shirlan
and Dominic who are not actually very graceful dancers but they
managed and caught the Mayors attention. And of course, the
lady city hall employees.
Food was aplenty and that was what made the birthday party
superb. There was more than enough food for the occasion.
I even managed to bring home native ibus because I couldnt
eat them anymore. I was full I meant them to be pasalubong for
my grandchildren.. So did Myrna Larcena who also managed to
bring the same stuff for her grandchildren too.
The Mayor sure was very happy and touched with the
gesture. This would be her last birthday as Iriga Mayor and now
she is preparing her brother Engr. Ronald Felix Gang-gang
Yorobe Alfelor for the position she is leaving. Good choice.
Good decision. Now, the people of Iriga can rest in the thought
that with the Mayors brother taking over, the Mayors projects
(and there are many of them) that truly changed the face of the
city to what it is now, clean, highly commercialized and really
progressive, the constituents of the city can be assured of the
continued progress of the city.
Spotted were media personalities from Manila who came for
the city charter anniversary the following day, September 3. Very
prominent also was Atty. Santiago D. Ortega Jr, the Chairman of
the Board and President of the University of Saint Anthony.
Happy birthday, Mayor Madel. Have many more birthdays to
come and many happy returns of the day.

Tours and Travel In Focus


The law recently signed by His
Execellency, President Benigno Simeon
C. Aquino III allocating a P 1 billion survival
fund in tackling climate change is a welcome
development in mitigating its ill-effects.
This law had been the clamor of various
stakeholders in climate change adaptation
as well as those involved in disaster risks
management. Among others this fund will
be used for damage control to infrastructure
projects and services relative to tourism.
More than at any time in our resolve to
improve our tourists facilities and services
this survival fund would boost necessarily
our tourism industry considering the fact that
the Philippines is usually hit by about 20 or
more typhoons and other natural calamities
every year. As a result our tourism industry
would suffer from the dire consequences
brought about by natural calamities. With
this fund at our governments disposal,
we could naturally make our communities
attractive to visitors are would come to
our shores. This would in itself lure them
to visit our country despite the climate
change which we experience every now
and then. With this fund we now have the
capability in making our tourism sites and
attractions safer vis--vis the intensifying
effects of natural calamities and disasters.
In considering the benefit that goes with
the signing of the law this fund will be
putting in place projects on water resource
management and the improvement of
forecasting including early warning systems
for climate related hazards.
The need to implement this law is
imperative considering the dangers and
problems concomitant with the prevalence
of natural calamities and disaster. It goes
without saying that there is no place that
is safe from its harmful effects. Not only do

we have heavy rains which are expected to


continue this year but our Weather Bureau
have warned of a looming El Nio by
year end. We have our reasons to prepare
for any contingency from the worsening
weather patterns never before experienced
by our people. If this weather trend will
remain with us surely our tourism industry
will not be able to achieve its goal by year
2016. It would therefore be in keeping with
the government resolve to see to it that
the Department of Tourism, should work
hand and hand with the Climate Change
Commission to ensure that the fund be
effectively used at the soonest possible time
because time is of the essence in making
our communities as hubs in supporting
initiatives adaptable to climate change. This
would reduce the risks of disasters and in
itself manifest our readiness and resilience
as a people conscious of our concern in
making our country a happy place to live

climate change adaptation as well as
disaster risks management. This would
pave the way in coming up with a
concrete planning and implementation of
tourism policies, programs and activities
that will assure the realization of our
medium and long term goals of our
tourism industry.
Consistent with the mainstream
development approach our local tourism
councils should work hand and hand
with the Department and Environment
and Natural Resources to ensure that
the Department of Tourism goals are
met vis--vis our problem in climate
change adaptation. It is within the bounds
of our collective aspiration tourism
wise that under the able leadership of
DOT Secretary Ramon Jimenez, we
are hopeful that the year 2013 will be
a banner year for tourism. It is worth
mentioning that as of July this year
2012 roughly 2.5 million foreign tourists
have visited the Philippines. This trend
points to an unmistakable realization
that our DOT Tourists arrivals estimated
to reach 10 million for year 2016 will
surely be reached barring unforeseen
circumstances.

I was always an honored guest at the ANFI office.With its
chairman Macatangay and Ambassador Aquino, we would dine
at Ermitas finest restaurant while serenaded by guitar-playing
balladeers.
But hard times hit our company.The ANFI folded up.
The San Roque house had started my small family into a
bright journey My two boys, one a ship captain now and the
other an architect in the Middle East,turned achievers abroad.
We moved to a subdivision years ago where my wife and I
stay in a 4-room flat with our two pet dogs, Jeremy and Martina.
A year ago , a mongrel, Ann, joined us.My family has increased
to five even with the absence of my two boys.
My grandsons, Renzo 7 and Vincent, ll regularly come for
a visit. My granddaughters, Sophie and Kate who are in the
Middle East with their parents visit us every two years. On such
days, our house reverberates with their laughter and the sounds
of their shuttling small feet.

13. Brush your teeth and floss daily.
Recent studies show that gum disease is associated with
heart disease. Thus, having poor oral hygiene may reduce
your lifespan by around three years. Some experts believe that
inflammation of the gums somehow leads to inflammation of
the heart arteries, too. Moreover, mouth wounds and Infection
can lead to a dangerous infection of the heart valves (medically
infected endocarditis). Hence, brush your teeth three times a
day, and use a tongue cleaner to scrape bacteria off the tongue.
And remember to floss at least once a day.
14. Get vaccinated.
Do you need a flu, pneumonia or hepatitis shot? Ask your
doctor to find out. You see, vaccines are the thinking mans
strategy to stay healthy. Consider serious diseases like hepatitis
B, polio, rabies, tetanus and pneumonia. All these illnesses
are preventable by a simple vaccination. Its easy to say that
vaccines are costly and doesnt make you feel any better. But
once you get hit by these illnesses, then it could dramatically
shorten your life. Dont risk it.
15. Take only the necessary medicines.
Dont take too many or too few medicines. A senior American
doctor wrote that patients should limit their intake of medicines
to only four drugs. This is especially true for elderly patients.
More than four drugs could mean more side effects and make
the patient prone to falls and fractures. Conversely, taking fewer
medicines means less side effects. Just imagine ten drugs
mixing, interacting or competing inside your body.
On the other hand, not taking your maintenance medications
can also lead to serious consequences. Consult your doctor and
discuss the right amount of medicines you should be taking.
16. Be aware of your inherited risks.
Do you have a history of diabetes, heart disease or cancer
in the family? If so, get a check up early and focus on these
conditions. Afterwards, take the necessary steps to prevent it. A
first-degree relative who had a stroke or heart attack at a young
age, puts you at a higher risk for these diseases. Therefore, your
doctor can be more aggressive in checking you and giving you
the necessary medicines.
17. Drink 8 to 12 glasses of water.

civil engineers and architects to play tag-team
to help solve problems
brought about by urbanization such as flooding.
I am with you in finding the right solution on
the division of work and
the partnership of distinct
sets of expertise between
these two professions in
the construction industry.
We need to organize the
job and functions of architects and civil engineers,
Escudero told members of
the United Architects of
the Philippines (UAP) in
Sorsogon City earlier this
week.
The senator noted that
architects and civil engineers are critical to solving
problems brought by urbanization such as flooding.
As an example, the
government cannot address flooding in Metro
Manila on its own. Raising the road by a foot does
not help. Your technical
expertise on this is much
needed, Escudero said.
Escudero chairs the
Senate Committee on Environment and Natural Resources.
Malacanang had earlier approved P407 billion
worth of infrastructure
projects including an initial outlay of P15 billion
for flood control projects.
The Senate plans to set a
meeting between the UAP
and the Philippine Institute
of Civil Engineers (PICE)
to work out a compromise
between the two organizations on the boundaries of
both practices.
Pending before the Senate Committee on Civil
Service and Government
Reorganization are two
bills amending the Civil
Engineering Law or Republic Act 544. One of the
bills, Senate Bill 2109, was
introduced by Escudero.

The Department of Environment and Natural Resources in the Bicol Region
pursues the distribution of
residential free patents by
distributing a total of 1,899
patents in six provinces covering a total of 31.6458 hectares
since January 2011 to date.
Gilbert Gonzales, regional
executive director of DENR
Bicol believes this achievement paves the way for secured land tenure among
Filipinos and Bicolanos, in
particular, reducing incidences of fake titling. Issuances
of free patent titles are now
authorized under Republic
Act 10023 wherein a Filipino
citizen who actually occupies
a residential area for at least
ten years may apply for such
free patent title.
In a related development,
DENR Planning and Management Division disclosed that
there had been 1,244 free patents for miscellaneous sales
and special patents issued from
January to June 2012. Some
578 free patents for agricultural
lands land under Comprehensive Agrarian Reform Program
(CARP) had been awarded
covering a total of 698.8871 ha.

Official proclamation by
the Department of Health
(DOH) Region 5 has declared
CamSur to be Malaria-free
due to non-incidence of the
fatal disease within its coverage for quite some time now.
The good news was made
during a meeting participated
by Municipal Health Officers
and officials of various LGUs
as well as health personnel of
DOH and PHO dubbed Biyaheng Kulambo to Camarines
Sur, at the Villa Del Rey,
Capitol Complex last September 4, 2012.

admonition for vigilance and

Safety, a leap for the islanders

Department of Labor and
Employment (DOLE) Bicol
regional and provincial offices, and the Bureau of Working Conditions will spearhead
a Live-Out Construction
Safety Training on September 17-21 at Rackdell Inn,
Virac, Catanduanes, officials
said in a statement through
the provincial branch of the
Philippine Information Office..
The event is in response to
a growing clamor for advancement in this life-saving practice
that has been fully observed in
other countries such as Europe,
the US and other developed
Asian countries like the middle
east.
The five-day training, which
is equivalent to 40 hours training, is under the Occupational
Safety and Health Standards
(OSHA) pursuant to Article
162 of the Labor Code of the
Philippines (P.D. 442).
The said activity is expected
to strengthen the construction
industry by preventing injuries
and deaths.
The said training will tackle
occupational safety & health
standards; DOLE Department Order 13, series of 1998
Guidelines in the implementation of OSH in the Construction Industry; DTI-(Philippine
Contractors
Accreditation
Board (PCAB) licensing and
renewal requirements; training requirements for DOLE
accreditation as safety practitioner pursuant to Department
Order No. 16, s. 2002; and administration and enforcement
of occupational safety and
health standards.
The organizers said that a
registration fee of P7,000 will

be required per participant


which will cover food, two
snacks and one meal including
the training kit, honorarium of
speakers, certificates, and other
expenses.
Each construction firm is
required to have a minimum of
two participants.

Increased awareness on
safety and health in the province (of Catanduanes) and
eventual reduction of incidence

the target of the activity, said

Anticipating this influx, a
clean up drive was done to ensure that the city, particularly
the Naga River, will be free
from litters and trash.
Dubbed as Tabang sa Kapalibutan Handog Kalikasan Para
ki Ina , the Naga River clean
up drive aims to enjoin all the
barangay officials and constituents inhabiting the riverside to
take an active role in maintaining the cleanliness of the said
waterway.
AKO Bicol partylist Representeative Rodel Batocabe
said that the said endeavor is
in preparation for the upcoming celebration of Inas festivity
and in honor of the late Secretary Jesse M. Robredo.
Our late Secretary Jesse M.
Robredo was a devout Catholic.
More so, he was a devotee of
Ina and it had been his legacy to
prepare the way for all the pilgrims by cleaning up the Naga
River where Inas image will be
transported back to the Basilica
Minore. We are just continuing
the tradition he started. This is
also for Sec. Jesse, Batocabe
added.
A one-minute silent prayer

was offered for the eternal repose of the soul of Robredo before the clean-up drive formally
kicked off.
The said activity was also in

Bicol Habitat faces another 17th Community-Police Relations Month held

cream applied on exposed
parts of their arms and hands
if only to lessen the bite of the
sun on them for being exposed
for hours to the elements.
They are volunteers lending
their hand and hours to Bicol
Habitat, a local organization of a
cross-section of society affiliated to Bicol Habitat for Humanity International whose mission
is seeking to put Gods love
into action by bringing people
together to build homes, communities and hope for those
who have less of these in life.
This time Bicol Habitat is
into building a model bamboo
houses, designed by architects

from Nepal.
Already, Bicol Habitat has
come up with one model bamboo house in barangay Balatas
in the City of Naga, and more
are coming if a bigger lot is
available. This model bamboo house sits on a 6x6 square
meter lot, have bamboo posts,
bamboo walls, bamboo girders and GI sheets roof. Nails
are not used to tie the posts and
girders, but J hooks. Such a
house is preferred by the urban
poor and even by members of
PagIBIG as it is bigger than the
regular Habitat housing unit of
20 square meters.
Rashmi Manandhar, an architect from Nepal, has been
in the city of Naga for more
than two weeks and has been
sharing her design of a bam-

boo house and the technology


needed to treat locally raised
bamboos. Though having at
first a hard time looking for a
supplier of straight and good
varieties of bamboo, Rasmi has
finally learned the varieties and
the age of the bamboos that are
good for the construction. Critical, then, is the delivery of the
bamboo that meet the specifications and standards required by
the architect.
Keeping the culture of
Bikolnons, a chicken is slaughtered and its blood sprinkled on
the foundation of the bamboo
house.
The flooring of the house
is elevated at 0.50m from the
ground. This is made possible
by a walling of concrete hollow
blocks to lay out the perimeter
of the house. Bamboo nails are
fabricated instead of buying
CW nails from the hardware to
meet another standard: economy of materials used.
The bamboo to be used for
paneling, to be covered with a
plaster of cement, and the posts
in the house are treated by submerging them for 3 days in a
pool of borax and boric acid.
The borax and the boric acid
had to be delivered to Naga
from Sauyo, Novaliches, as
these were not available downtown.

Days after his ash remains
were laid at Eternal Gardens
Memorial Park in Naga City,
many people continue to visit
the grave of the late Interior and
Local Government Secretary
Jesse Robredo.
Last September 6, 2012, a
group of students from Tabaco
National High School in Albay
came to the park to visit the
crypt containing the ashes of
one of Bicols beloved sons.
The students went to the
Basilica Minore of Our Lady
of Peafrancia as part of their
field trip and decided to drop by
the memorial park when they

learned that the grave of Secretary Robredo is open to the public, said Eternal Gardens Naga
branch manager Richard Bringas. The branch entertained a
total of 25 buses of high school
students and teachers that day.
They had their pictures taken by
the Italian black granite pedestal
of the crypt of Robredo.
Another group of students,
this time from Naga Parochial
School, also had a field trip at
the park to see Robredos grave.
The management of Eternal
Gardens Naga says they continue to get calls of inquiries from
other schools that would like to

include the memorial park in


their field trip itinerary.
With the legacy that he has
left, not only to his hometown of
Naga City but also to the whole
country, it is not a surprise that
his crypt has instantly become a
tourist destination. Aside from
students, other private individuals as well as celebrities and
politicians troop to Eternal Gardens to pay their respects to the
former mayor of Naga City.
Robredos ash remains were
interred at Eternal Gardens
Naga on August 28 in a ceremony witnessed by his family
and friends.

PVB cites former Pres. Cory Aquino


During its 20th anniversary, Philippine Veterans Bank (PVB) awarded a posthumous Plaque of
Appreciation to former President Corazon Cory Aquino for her crucial role by signing into law
R.A. 7169 which re-opened PVB as a private commercial bank wholly owned by the Veterans of
World War II & their heirs and as a government depository bank. A thanksgiving ceremony was
recently held at the Board of Trustees for the Veterans of World War II (BTVWWII) Museum in
Taguig City to recognize the distinguished personalities who were instrumental in the Banks

through its Housing and Settlements Development Office for


the Uswag Balatas Urban Poor
Association. To settle to whom
to award the bamboo house, a
a raffle draw was conducted by
City Mayor John G. Bongat. Mr.
Ronie and Mrs. Marison Balona
had Lady Luck on their side that
day.
There are still 81 beneficiaries
waiting for their respective lots.
This number can easily become
600 if spelled out into families.
Each bamboo unit costs
roughly P200,000. It has a living
room, a bedroom, a dining room
and kitchen and a toilet bath
room. The toilet and bath and
their septic tank are of hollow
blocks and concrete.
Requirements must be met for
a family to receive such a housing unit. Six (6) months after
the award of the lot, the family
must have completed building
the house. For this purpose, the
family had to undergo a training
on the technology used and the
specifications to be followed in
constructing the bamboo house ,
similar to the one conducted by
Architect Rashmi days before
the actual construction of the
model bamboo house on August
21, 2012.

NYC reminds youth, students:


Plagiarism is wrong!
In light of the recent incidents of alleged plagiarism,
the National Youth Commissioncalls on the youth to
avoid plagiarism and to respect Intellectual Property
Rights (IPR).
Even if a public official
says that it is alright that he
copied from a source and
failed to attribute, still, we
would like to remind young
people, especially students,
that plagiarism is wrong.
Undersecretary Leon Flores
III, Chairman of the National
Youth Commission says.
Plagiarism is derived from
the Latin word plagiaries
or kidnappers, referring to
someone who steals others
work. According to Oxford
Dictionary, plagiarism is the
practice of taking someone
elses work or ideas and passing them off as ones own.
In the Philippines, the government ensures to protect
and promote intellectual property rights through several
policies. These policies were
both in the 1973 Constitution which provides that the
exclusive right to inventions,
writings and artistic creations
shall be secured to inventors,
authors, and artists for a limited period and in the 1987
Constitution which explicitly
mandates that the State shall
protect intellectual property.
With seamless flow of
information now provided

especially by the internet, it is


important that proper attribution be made. We should resist
the temptation to copy-paste
without attribution because
that is still tantamount to
stealing. Call it by any other
name, but stealing someones
idea through plagiarism is still
stealing. Proper attribution is
the difficult right, plagiarism
is the easy wrong. Chairman Flores adds.
Sometimes, even if we
do not have a law against
something that is blatantly
wrong, it still does not make it
right. In this case, we do have
copyright regulations that are
clearly outlined in the Intellectual Property Rights Law.
But nonetheless, the lack
of definition of plagiarism
only means that the efforts
of our legislative institutions
have been found inadequate
in pushing for these mechanisms to prevent stealing of
ideas and information.
The National Youth Commission, created in 1995
pursuant to Republic Act
8044 otherwise known as the
Youth in Nation-Building
Act, is the voice and advocate of the youth. It operates
under the Office of the President of the Philippines as the
policy-making, coordinating
body of all youth-related institutions, programs, projects,
and activities of the government.

Albay scouts represent youths


in Senate hearing on sin tax bill

LEGAZPI CITY -- Scouts
from Albay province caught
the attention of those attending the third plenary session
of the Senate hearing on sin
tax bill last Thursday.
Ricardo de Castro, a high
school student of Ligao National High school who acted as
spokesperson of the 55-strong
delegation from the province
expounded on the merits of the
sin tax bill.
De Castro said the youth
wants a smoke-free community. That among themselves,
they value the benefits of nonsmoking and 0they hope their
elders will stop smoking because its ill-effects affect nonsmokers.
Scout de Castro was among
the 52 boy and girl scouts who
participated in the hearing and
joined the pro group. These
scouts were high school students from the cities of Legazpi, Tabaco, and Ligao and the
towns of Daraga and Guinobatan.
Albay province has an existing no-smoking ordinance
and so with the five local government units.
In that session were Senator
Ralph Recto, chairman ways
and means committee; Senate
president Juan Ponce Enrile,
senators Pia Cayetano, Ferdinand Marcos Jr. and Aquilino
Pimentel III who listened to the
arguments on the pros and cons
on the sin tax bill said Herbert
Borja, who accompanied the

students to the hearing.


The youths of Albay joined
the pro sin tax bill group which
consisted of, among others, Dr.
Tony Dans, Dr. Maricar Limpin,
and Philippine Cancer Society.
Dans is a practitioner of internal medicine at the Philippine General Hospital where
he supervises the management
of an outpatient charity service
that cares for indigent patients.
Limpin is the executive
director of Framework Convention on Tobacco Control
Alliance-Philippines.
The
worldwide alliance is composed
of 300 organizations from 100

countries.
Representatives from the tobacco and liquor industries also
attended said hearing.
Borja said that the passage of
the bill when approved means a
big win for health.
It will be a big reduction on
the number of persons contracting illnesses due to smoking,
lung cancer among others.
Borja whose father had emphysema and chronic obstructive pulmonary disease (COPD)
due to smoking also explained
that the illness was a drain to
the familys coffers including
mental and psychological an-

guish of the relatives.


People who think that smoking helps them think well, Borja
said is a myth.
Meanwhile, Governor Salceda in a meeting last Friday
commented that he is on his
206th day of not smoking.
Borja emphasized that the
approval of the bill is a win for
the economy. He said that nontobacco producing provinces
will benefit from the revenues
accrued from the taxes.
In Albay alone, 23 percent
of the IRA is appropriated for
health services. The local gov-

hydrated, soft and radiant. Just a dehydrated person will have a
deep-set eyes and wrinkled skin, so will a fully hydrated person
exhibit a normal and beautiful skin tone. Drinking water can also
prevent kidney infections, kidney stones, migraine headache
and constipation.
One healthy habit is to drink a glass of water when you wake
up. This is because you are naturally thirsty and dehydrated in
the morning. Thus, drinking water in the morning helps flush out
the toxins that have accumulated at night. So remember to drink
uup for beauty, health and long life.
18. Be weather-conscious.
Our skin can be damaged by very hot or very cold weather.
Strong wind, dust and pollution cause wrinkles to form on your
face. If youre using public transportation, go for those airconditioned buses. By all means, avoid riding a motorcycle
because the wind, heat and dust will damage your skin. Thus,
we should avoid the suns rays from 10AM to 4PM. If youre
outdoors, use a sunscreen daily that has at least an SPF (sun
protection factor) of 30. If youre riding a car, have the windows
tinted or place see-through window shades to minimize the suns
rays. It may seem that young people are immune to the deadly
rays of the sun. However, be aware that the wrinkles and age
spots will only come out 15 to 20 years after sun exposure. Wear
a hat, bring an umbrella, and just do anything to avoid the sun

Doctors estimate that smoking reduces ones lifespan
by approximately six years, while passive smoking (inhaling

20. Live within your means. Avoid debt.
Financial stress can make one age quickly by 2 to 20
years. Keep your finances in order and save some moneyh for
emergency needs. Studies show that rich people usually (but
not always) live longer while people with lover incomes have
more diseases like tuberculosis, malnutrition and heart disease.
Therefore, make a concrete plan for your future health needs and
worry less today. Getting a health card or enrolling in PhilHealth
is an excellent move.

21. Never retire.


Medical wisdom says to use it or lose it. Thus, it pays to keep
on studying, reading and interacting with other people. Doctors
found out that intelligent people have more interconnections
between the nerve cells of their brain. To stimulate the growth
of these nerve cells, we should continually expose our minds
to new inputs, new challenges and new projects. Enroll in an
adult-learning class. Solve crossword puzzles and play chess.
Continue being busy doing what you love to do.
Aside from these 21 tips, there are other more challenging
ways to stay younger. These strategies include (1) keeping your
blood pressure low at BP 120 over 80; (2) maintaining your ideal
body weight; (3) reducing stress; (4) keeping your cholesterol
level and blood sugar level within normal range; (5) avoiding
air pollution and environmental toxins, and (6) treating chronic
diseases with your doctors supervision. Follow these tips and
stay young longer. Good luck!

for feast

NAGA CITY The Naga City government


has laid down plans and measures to ensure
safety of devotees and visitors, expected to join
the annual celebration of the feast of the Our
Lady of Penafrancia.
Mayor John Bongat has
issued Executive Order 2012012 or the Inter-Agency Task
Group and the Unified Command Joint Operations Center
to oversee significant tasks of
giving out commands, control, coordination, collaboration and the management of
an effective communication
system that would speedily
respond to any emergency
calls or incidents during the
duration of the celebration.
Closely coordinating with
this endeavor are officers
and personnel of the Philippine National Police (PNP),
which will deploy more than
500 police in strategic sites in
the city, particularly at terminals, hotels and in downtown
Naga.
The augmentation force
will also man three command
posts, which will specifically
oversee the peace and order
situation during the busy
days of the celebration.
The Archdiocese of Caceres will be spearheading the
religious activities starting
off with the Traslacion procession on Friday, where the
image of Our Lady of Penafrancia will be brought from
the Penafrancia Shrine to the
Naga City Metropolitan Cathedral.

visiting parishes and corporate offices in Manila was
brought back in Naga City
via the Philippine National
Railways (PNR) special pilgrim train Wednesday (Sept.
5).
To ensure the easy flow of
traffic, the citys Public Safety Office led by executive director Lito Del Rosario, will
work closely with the PNP
for the implementation of the
re-routing scheme.
On Friday, portion of the
Padre Garcia street in Barangay Balatas will be close to
the public at 5 a.m. in preparation for the dawn procession.
