Mission
The mission of the Black Educational AIDS Project (BEAP) is to provide culturally relevant health promotion and
disease prevention services to African Americans impacted by HIV/AIDS in the Baltimore Metropolitan Service
Area (MSA).
History
Black Educational AIDS Project, (BEAP) was founded by David Horner in 1989 to address the increase of
HIV/AIDS cases within African-American communities of the Greater Baltimore Area. The organization started as
a group of volunteers with a history of substance abuse. Mr. Horner, a HIV-positive heterosexual had a simple
but profound idea: Many at-risk African-Americans in Baltimore would be reached with an effective prevention
message through what is now called "street outreach" (peer-led opinion leader model) and through their
individual faith institutions.
Description
Black Educational AIDS Project, Inc (BEAP) is the oldest continuously operating African-American AIDS service
organization in the Baltimore metropolitan area. It is a community-based 501c3 organization with its office in the
Historic East Baltimore Community.
Program and Services
Black Educational AIDS Project, Inc (BEAP) Inc has one funded initiative… HESSO (Healing and Educating
the Self to Save Others. Through the HESSO program, BEAP provides Comprehensive Risk Counseling and
Services which include one-on-one counseling, group counseling, street outreach, referral services, support
groups, and HIV/AIDS prevention education. This initiative is funded through a cooperative agreement with the
Centers for Disease of Control and Prevention.
In order to effectively reduce the risk of targeted populations from contracting and/or transmitting the human
immunodeficiency virus (HIV), BEAP offers various unfunded services for their clients and the community. Since
many individuals are infected without knowledge of their HIV status, BEAP provides free, confidential, on-site
Rapid HIV Testing which gives the individual their test results in 20 minutes. Another unfunded service is drug
treatment referrals to detoxification (detox) programs, rehabilitation centers, and/or recovery houses. This service
is to help individuals in their efforts to become more productive, take less health risk, and ultimately reduce their
chances of contracting HIV as a result of the high-risk behaviors associated with drug addiction.
Another unfunded service is the development and maintenance of the on-site Resource Center. The BEAP staff
and volunteers assist clients and community members in accessing the Internet, establishing emails, writing
resumes, searching for jobs, and researching HIV/AIDS topics. The staff collects and distributes clothes (limited
assistance), holiday food baskets, and school supplies for clients, their children, and the community. BEAP
extends and enhances additional services to high-risk HIV/AIDS populations through established collaborations
with other community-based HIV/AIDS organizations.

African-American men and women; HIV-negative and HIV-positive Injecting and Non-Injecting Drug Users; Sex
partners of Injecting and Non-Injecting Drug Users; Commercial Sex Workers
