Acknowledgement We would first like to thank almighty God for giving us the motivation and courage to complete this major assignment even when it appeared as if we were not accomplishing the objectives. God has been good to us and without his guidance; we would have not been able to think clearly in terms of what is to be done at different stages of the project. We would also like to that our lecturer, Mr. Richard Samuels for creating this project as it will bring our knowledge of the processes involved in management to higher levels and up to local standards.

iii Introduction Management involves forecasting, planning, organizing, commanding, coordinating and controlling (E F L Brech in 1957). Our Construction Management major assignment will be based on these principles. The name of the company that will be managing this project is DeRizzio, Clue and Smalls Construction Services Limited (DC&S Construction Services ltd.). This major assignment will require that knowledge gained from previous courses such as Architectural Drawing Two (2), Industrial Organizations and Functions and Structural Design Two (2) be fully utilized in completing this major project. Knowledge from our current courses like Building Measurements and Cost Estimating will also be useful. As a construction firm, we will showcase past projects that we have carried out successfully as a means of communicating to the general public that we are fully capable of completing quality and safe constructions at very affordable prices. Finally, it must be noted that due to the financial constraints of our client in this project, we are going to have to complete the construction in different phases. Fourteen million dollars ($14,000,000) will definitely be insufficient to complete the entire project. Also, electrical wiring will be done during the construction process to ensure that walls will not have to be destroyed in the final stages.

Assignment Description Major Assignment Groups of Three (3) Maximum Using Construction Project Management methods develop pertinent documentation and illustrations to highlight how you would manage construction activities for the commercial building you designed in your Architectural Drawing 2 course. A grant in excess of 14,000,000.00 is allocated for this project. Project Specifications The following are the specifications for the Major Project: 1. Determine and justify the use of appropriate management theories adopted

by your company to manage the project. Include the management/organizational structure of your company. 2. 3. Showcase past projects undertaken by your company. State the eligibility of your company (fiscal strength, compliance with

government requirements). 4. Present Shop Drawings for the building: (a detailed floor plan, elevations,

and sectional elevations and details) plus other details of significance. 5. Sequence the project activities according to job logic using an appropriate

WBS method. 6. 7. Indicate the estimated cost for each phase of the project. Estimate durations for each activity (durations should bear some

relationship to reality, no calculations necessary) assume normal resource allocation.

Task One Justification of Appropriate Management Theories Our companys name as mentioned before in the introduction is DeRizzio, Clue and Smalls Construction Services Limited (DC&S Construction Services ltd.). The theory that will be used to manage this project is the human relations theory that was developed by Elton Mayo and Chester Barnard and emerged in the 1920s. This theory focuses on group behavior, leadership and individual motivation. The human relations theory also focuses on the roles which managers play while performing the three (3) basic managerial functions which are: The figurehead role The Leader Role The Liason Role

The justification for choosing the human relations theory is that our labour workers will not respond to harsh management methods as outline in the bureaucratic theory. As construction managers, we have recognized that our labour workers respond positively when motivated by recognition. Hence, we always have our employee of the quarter posted in our waiting room, in the conference room and in the CEOs office. We encourage them not to chase after monetary compensation as this might sometimes break their career in the construction industry.

Task Two Showcase past projects undertaken by your company These projects have been placed on one of DC&Ss CD which has been submitted with this document. Task Three Eligibility of Company (fiscal strength, compliance with government requirements) As it relates to the fiscal strength of DC&S, we have a very good fiscal standing. The last two fiscal years have given us a major challenge in terms of budgeting. In the last fiscal year, our budget got a serious blow when Finance Minister Audley Shaw announced a Christmas tax package. We had to respond by making adjustments to our budget as well. As it relates to compliance with government requirements, DC&S has an unblemished record with the Government of Jamaica (GOJ). It is that reason why we have been able to score several major contracts from the Ministry of Works. Just last week, Transport and Work Minister Mike Henry announced that DC&S would be given the contract to extend Jamaica House (Office of the Prime Minister) to also accommodate his official residence which is currently at Vale Royal. 11 DOCUMENT PURPOSE The purpose of this document is to describe the communication plan and processes for the Housing Complex Project being undertaken by DC&S Construction Company limited. The document will serve as a guide for communicating project information to all stakeholders that are involved. COMMUNICATION STRATEGY The goal of the project communication plan is to provide the correct information to the correct people at the correct time. The Housing Complex project will utilize a number of different communication mediums to provide timely, informative information to project stakeholders throughout the life of the project. 23 Task Twelve (Tender Documents) The type of tendering that DC&S Construction Services Limited will use for this project is limited tendering. This is a form of tendering whereby our company will invite only a limited number of best tenders to participate in tendering. SECTION A INTRODUCTION C&S is a construction company that engages in construction work. The Company is aware that contracts offer individuals and companies a marketing advantage, as it provides them with a showcase for their skills in the field of construction. SECTION B GENERAL INSTRUCTIONS TO TENDERERS
1. All the information contained in this document is given on the basis of strict

confidentiality and must not be disclosed to any other party without prior consent and authority, in writing, of the company or individual applying. 2. Contracting Authority: DC&S Construction Services Limited
3. Completed tenders shall be returned in a sealed envelope in time to reach the address

on the invitation, no later than the due date specified. Postage on all documents shall be prepaid. Envelopes shall be clearly marked xxxx Tender/ Ref. xxxxxxxx Proposals shall be delivered on or before January 23, 2011 to arrive no later than 12.00 hours.

Note: Late applications will not be accepted

24 Tender proposals delivered by hand or by courier must be delivered directly to the Procurement Office no later than 12.00 noon, on the due date indicated above and a receipt showing date and time should always be requested.
4. Proposals will be privately reviewed. Late, incomplete, or unsigned proposals not

conforming to the requirements of this request for proposal (RFP) as specified in Format of Sellers proposal (see Section D) may not be considered.
5.

Any supplies offered in this tender may be required to be demonstrated to the BUYER prior to any contract being awarded or order placed. Full technical specifications are outlined in Equipment Requirements (see Section E) of this document. The proposed delivery, installation and commissioning dates for each equipment item, should be carefully noted and requirement dates are specified in Section E, with each technical specification.

6. The BUYER shall NOT be bound to accept the lowest or any tender proposal, and reserves the power to accept any part of any tender proposal, unless the SELLER expressly stipulates to the contrary at the time of tendering. 7. INITIAL EVALUATION Tenderers are required to supply the information/documents listed below. Tenders will be initially evaluated and accepted for inclusion in the award process by reference to the following items:

A copy of a current tax-clearance certificate. Foreign bidders are required to submit a statement from the Inland Revenue Department confirming suitability on tax grounds to be awarded the contract.

Two (2) printed copies of the tender proposal must be submitted, together

with an electronic copy of the full tender proposal in Excel/Word Version 7 on a CD. The signed and returned submission of Section C (Special Conditions of Tender) and Section D Table A (Price Quotation table) enclosed in the tender proposal
