Dear Chief Clerk Sarah Lifschitz: The listings in the online public access system of the Court under the file name and number, referenced above, increasingly appear confusing, if not false and misleading: [1,2] On October 23, 2012, only the filing of one paper is listed under "Events"; Petitioner filed two papers on that date. On November 05, 2012 the filing on an "Appeal" is listed under "Events"; Petitioner filed no appeal in this case, where it remains unclear where an appeal could have originated in. On November 07, 2012, the filing of a "document" is listed under "Events" with no name of Filer or any further details regarding the nature of the paper; Petitioner filed no paper, neither was he noticed of the filing of any paper by the Court or any other party on that date.

Unrepresented Parties Division Head, Attorney Ben Tovim, personally handled the filing of all Petitioner's papers in instant case. Since before the filing of the commencing paper in the case, the Petitioner and Attorney Ben Tovim have repeatedly discussed the latter's peculiar notation/encoding patterns in the online public access system of the Supreme Court. [3] The litigation of a petition in the High Court of Justice of the State of Israel, where the Petitioner is not permitted to ascertain, which papers were entered, and by whom, into registration in his own petition file, is inconsistent with the Human Rights for fair hearing and for competent national tribunals for protection of rights. Therefore, the Petitioner writes to request that the Chief Clerk provide a certified docket a list of the papers that were entered into registration [ ] in the above referenced case by the office of the Clerk of the Court. The Petitioner hopes that the Chief Clerk's response would include a statement and a table, similar to the following: "The undersigned, Sarah Lifschitz, Chief Clerk, Supreme Court of the State of Israel, herein certifies, pursuant to the Regulations of Procedures of the High Court of Justice (1984), that the following is full and complete list of the papers that were entered into registration to this date under Dr Joseph Zernik v Governor of the Bank of Israel Stanley Fischer (HCJ 7650/12)." # Date Filed [] Date Entered [] Filer [] Title as it appears on the paper's face page [] ,

With it, the Petitioner requests that the Chief Clerk of the Supreme Court provide a copy of her due Appointment Record. Various court papers provide evidence that Ms Sarah Lifschitz has been occupying the office of Chief Clerk of the Supreme Court since 2002. In 2012, the office of Administration of Courts of the State of Israel denied a request, pursuant to the Freedom of Information Act (1988), for the Appointment Record of Sarah Lifschitz, Chief Clerk of the Supreme Court of the State of Israel, claiming exemption for "records of internal deliberations".
