Northwest Fire Investigators Conference Track System The intent is that after a student completes the Basic Fire Investigation course, we offer the Intermediate I level to provide more in depth study on the various subjects offered in the Basic. As the student gains experience and knowledge, the Intermediate II level increases the complexity of study with more in-depth training on various subjects. At the Advanced level you would expect to see fire investigators with years of experience and a background of many fire investigations. There is no set time that a fire investigator would spend studying at each level, this is just a guide to help that person determine which level of study to attend.

PANEL DISCUSSION (Monday, May 6 10:00-Noon) Industry Experts will host a panel discussion on the various certification concerns and issues facing todays fire investigator OPENING SPEAKER (Monday, May 6, 1:00-5:00pm) Technology: Changing the Face of Investigations and Crime David Dunn A look at how rapidly changing technology is changing the way we investigate crimes and the way crimes are committed. Discussion topics will include electronic evidence; cell phones and cellular networks; social media; and other related topics. BASIC FIRE INVESTIGATION (Monday-Friday, May 6-10 8:00-5:00) Limited to 40 Students The basic class is where it starts we have the instructors ready to get you off to a good start in the field of fire investigation. The basic class will provide a wide range of information from securing the scene to documenting a fire scene and determining the origin and cause of a fire. This class is recommended for all fire fighters and officers. This class is a pre-requisite for any advanced fire investigation class. Students must bring personal protective equipment (hat, gloves, safety shoes/boots, eye protection, work clothes/coveralls) and a digital camera (point and shoot okay). IFSTA Fire Investigator, 2nd Edition will be provided to each student in this class. NOTE: This class begins at 0800 on Monday, May 6; Registration and Check In (for BASIC Class Attendees Only) will start at 7:00 am at the Icicle Inn students will then report directly to the Leavenworth Fire Station for class. INTERMEDIATE I (Tuesday-Thursday, May 7-9 8:00-5:00) Digital Photography by Ron Taniwaki, Nikon USA Limited to 25 Students

This class is designed for agencies, departments and evidence photographers, making the transition from traditional film based photography to digital imaging. The class is structured for departments that already own Digital SLR cameras. Students will review and practice the basics of exposure and camera handling techniques as they pertain to forensic photography. Students will learn how to dramatically improve the quality of their images. Chain of custody, basic standard operating procedures (SOP) and digital workflows will be addressed. Students will learn how to use a variety of lighting techniques for documenting a crime scene, close up techniques and tools to document fingerprints, footwear, and tire track impressions, how to select and position scales and leveling cameras to reduce axial distortion. Students should bring the following materials: DSLR camera body; Zoom lens; Close up lens; Electronic flash; TTL flash cord; Tripod

INTERMEDIATE II Limited to 50 Students Public & Private Partnerships in Fire Investigation (Tuesday, May 7 8:00-5:00) This course will cover the role of the insurance company with regard to a fire claim. The instructors will breakdown the claim process and show how it can affect the public sector investigator. The course will go over some of the tools that the insurance companies use during an investigation and how this information can be beneficial to the public sector. Information will be provided on Examination under Oath (EUO), Letter of Immunity, and National Insurance Crime Bureau (NICB). A portion of the class will cover how important information can be obtained from a wide variety of social media sites on the World Wide Web. The instructors will show how information from Google, Face Book, and other sites can be used in the course of your investigation. Fire Investigator Interview Skills (Wednesday-Thursday, May 8-9 8:00-5:00) With a combination of lecture and hands-on practical applications, this class will assist the student to become more at ease and confident in their interviewing and interrogation skills. We will cover the initial evaluation of the individual being interviewed or interrogated (called norming); discuss signs of deception; common mistakes; and how to obtain a legally admissible confession/statement. ADVANCED (Tuesday-Thursday, May 7-9 8:00-5:00) Limited to 30 Students Critical Thinking for the Fire Investigator This presentation will include an advanced level of training in fire science, thermodynamics, fire dynamics, fire investigation methodology, and fire investigation technology as it relates to fire origin and cause investigations. Topics to be discussed include Post-Flashover Fire Behavior, Clean Burn Fire Patterns, High Temperature Accelerant Fires, Elevated Fires, and others. Equipment to bring: Students should bring a Scientific Calculator CLOSING SESSION (Friday, May 10, 8:00-Noon) Elevated Fire Origins Much of the fire research conducted over the years by scientists and engineers has involved fires burning at or near floor level. Meanwhile, investigators commonly encounter fires that originate higher up in a room such as on kitchen countertops, in elevated electrical outlets, or elsewhere. This presentation will discuss various differences in the fire dynamics between these elevated fires and ones burning lower in a room. Investigators will be introduced into several concepts that they can use to analyze the nuances of elevated fire behavior such as differences in fire growth; approach to flashover and combustion gas concentrations; learn to estimate differences in upper layer temperature profiles in elevated vs. low-level fires; explore the relationship between CO production and elevated fires and why it occurs; and discuss why rooms of origin with elevated fires may not flash over but adjacent rooms might.
