Speed Limits in School Zones Presenter: Glenn Cuthbertson, Director of Traffic Engineering and Lucille McLaughlin, Director of Legislative and Regulatory Services, Manitoba Infrastructure and Transportation Location: Meeting Room 1
A recent amendment to The Highway Traffic Act will allow municipalities to designate school zones and reduced speed limits on roadways under their authority. Representatives from Manitoba Infrastructure and Transportation will present on what municipalities can do to enhance safety in school zones, including reduced speed limits.
Elected Officials: Fire Protection Information Presenter: Robert Pike, Deputy Fire Commissioner, Office of the Fire Commissioner Location: Meeting Room 2
This session will provide an informative look at the challenges and roles elected officials play in providing good fire service. Legal and budgetary information, responsibilities of the fire service, and documentation will be included. Provincial strategies, resources and initiatives will be discussed.
New Legislative Requirements to Strengthen Accountability and Transparency Presenters: Gail Anderson, Linda Baleja and Mitch Duval, Municipal Service Officers, Manitoba Local Government Location: Meeting Room 3
New legislation was passed in June 2012 that requires municipalities to put in place policies and practices to strengthen the accountability of municipal councils and support transparent decision-making. This presentation will highlight the new requirements for municipalities to adopt a code of conduct for council members, a tendering and procurement policy and a private works policy. It will also highlight new practices required for public notice to be provided on a proposed borrowing by-law for capital projects and for responding to recommendations made by the Office of the Auditor General.

In todays economy, leaders are stressed, employees are stretched to their limits, and lay-offs are all too common. In these conditions, mistakes are happening at all levels. The fact that those in leadership positions in business, government and not-for-profit sectors make mistakes is not surprising. At the same time, how leaders respond to these situations is critical. Having the courage to own mistakes and speak genuinely about them is a high-end leadership skill.
