14 KILLED IN PATNA BRIDGE COLLAPSE

Patna: Fourteen persons, most of them women and children, were killed on Monday and many others injured when a makeshift bridge caved in triggering a stampede during chhat puja celebrations at the Adalatganj ghat on the bank of River Ganga, police said. Fear-stricken people trampled on each other after the bridge collapsed at around 7 pm, they said, adding that the toll may rise as the condition of some of the injured is said to be critical. Trinamul supremo Mamata Banerjees decision to move a no-confidence motion against the Manmohan Singh government in the Winter Session of Parliament seems to have found few takers in the Opposition at this juncture. While the Trinamul chief has appealed to all Opposition parties, including the Left and the BJP, to support her no-trust motion, there has not been any positive response yet. The BJP fears that such a motion would compel the Samajwadi Party and the BSP to support the government. The Left indicated it would prefer a debate and vote, rather than support the no-trust move. But the fate of the Trinamuls proposed motion depends on what stand the BJP, which will meet here on Tuesday, takes. Much also depends on the line taken by the SP and BSP, though both parties appear disinclined to rock the boat. Page 6: Left wont back no-trust vote

DONT LEND TO BUY GOLD: RBI TO BANKS

Mumbai: The Reserve Bank of India on Monday directed banks not to give loans for the purchase of gold in any form, including primary gold, bullion and jewellery, to dissuade people from indulging in speculative activity. It is advised that no advances be granted by banks for purchase of gold in any form, including primary gold, gold bullion, gold jewellery, units of Gold Exchange Traded Funds and units of gold mutual funds, RBI said in a notification. The Supreme Court on Monday reprimanded the Centre for its very casual attitude in handling a case concerning the re-allotment of the 122 licenses to operate 2G spectrum cancelled earlier by the apex court. The court directed the Centre to file a fresh affidavit within two days explaining why the entire 2G spectrum, licenses for which were cancelled in February, was not put on auction on November 12. At no point of time was this court informed that the auction will be held only for 800 MHz and 1800 MHz and not for 900 MHz. Its unfair on the part of any (government) officer to not inform the court about any facts, the court said. A bench of Justices G.S. Singhvi and K.S. Radhakrishanan also termed as unfortunate the act of DoT to file an affidavit before the court through its under-secretary and not the secretary, DoT. The government is very casual in dealing with the matter. Kindly see our order. We had earlier rejected the affidavit filed by the under secretary and

The government on Monday transferred ACB director B. Shivadhar Reddy and posted him as Visakhapatnam commissioner of police, in a massive exercise that covered 45 police officers. The transfers covered DCPs in the city, and SPs in the districts. Mr Shivadhar Reddys place will be taken by Mr Kumar Vishwajeet. ACB additional DG D. Boobathi Babu, who unearthed the liquor scam, was posted as Additional DG, Railway, a loopline posting. The government also moved out CID additional DG S.V. Ramana Murthy as DG, fire services, and brought in Mr T. Krishna Prasad, additional DG (provisions and logistics), in his place. Mr Prasad was noticed for commendable work he put in during the recent Cop)-11 in the city. IPS officials who were in the loopline and did anti-naxal intelligence work like Mr Sivadhar Reddy were given plum postings. Another report on Page 2

COURT ORDER ON LIQUOR SCAM TODAY

HYDERABAD, NOV. 19

A letter seeking the removal of Chief Minister N. Kiran Kumar Reddy for allegedly being ineffective and PCC chief Botsa Satyanarayana for reportedly running a liquor and mining mafia has created a furore. The letter, allegedly written by Union tribal welfare minister Kishore Chandra Deo to Congress president Sonia Gandhi, was published in a Delhibased newspaper on Monday. Terming the issue as a conspiracy to malign him, Mr Satyanarayana has threatened to sue the daily. Mr Deo said that he had not written any such letter in the last four months but indicated that he would write to the Congress president regarding the state of affairs of the party. AICC spokesperson Sandeep Dikshit said on Monday evening that the party was not thinking about a change of leadership in the state. The Hindustan Times report, which appeared on Monday, stated that Mr Deo had written to the Congress leadership seeking the removal of both the Chief

The AP High Court said that it would pronounce its decision on petitions urging the court to monitor the on-going probe into the liquor syndicates and to order a CBI probe into the liquor scam on Tuesday. A division bench comprising acting Chief Justice Pinaki Chandra Ghose and Justice Vilas V. Afzulpurkar was dealing with pleas by city resident O.M. Debara, seek-

ing functional autonomy for the ACB and Mr P.V. Krishnaiah, a practising advocate, seeking a CBI probe into the scam. The petitioner complained that several public servants including politicians, ministers and MLAs were receiving bribes from the liquor mafia and the state government had been suppressing the facts and trying to protect the ministers and MLAs. Page 2: Have arrested all accused in scam: ACB Mr Deo had alleged Mr Satyanarayanas involvement in corruption and said it will be difficult to find a worse person for this post than the present incumbent. Referring to Mr Kiran Kumar Reddy, the report quoted the letter as saying: He does not command any respect from his colleagues and is not able to motivate bureaucracy and the government machinery to work and he also suffers from an inferiority complex. GHMC gets 6 weeks to clean up

DC CORRESPONDENT
HYDERABAD, NOV. 19

The AP High Court on Monday gave six weeks to the GHMC to control the mosquito menace and maintain hygiene in the city. A division bench comprising acting Chief Justice Pinaki Chandra Ghose and Justice Vilas V. Afzulpurkar was dealing with a plea by advocate Wasim Ahmad Khan, who had complained that no action had been taken to clear filth that helped in breeding mosquitoes.

Filth that breeds mosquitoes has not been cleared

GHMC counsel explained the steps that were being taken to control mosquitoes. Appearing for the petitioner, Mr Mohd Moinuddin submitted that the GHMC itself had admitted that about 45 portable fogging machines and 247 knapsack sprayers were not functioning. He submitted

a copy of a report obtained from the GHMC through the RTI with regard to steps taken by the corporation and the position of the equipment available with it to control mosquitoes in the city. He also submitted photographs showing overflowing sewerage drains and open nalas. Reacting to the submissions, the Bench directed the GHMC to ensure steps to control the mosquito problem within six weeks and report compliance to the court.

Arrest cops involved, Katju tells Chavan

Press Council chief Markandey Katju demanded the arrest of the police officers involved in arresting the girls, saying wrongful arrest was itself a criminal offence. In an email to Maharashtra CM Prithviraj Chavan, he warned of legal consequences if the CM didnt act. I will deem it that you are unable to run the state in a democratic manner... legal consequences will follow, he said. Full report on Page 7
after they furnished personal bonds, and were released on Monday. The duo was held following a complaint lodged by a local Sena leader. The police also replaced IPC Section 295-A (insulting religious beliefs), applied earlier, with Section 505[2] (promoting enmity and hatred).

Two girls were arrested on Sunday in Thane, near Mumbai, for a Facebook post questioning Mumbais total shutdown after the death of Shiv Sena supremo Bal Thackeray, leading to a nationwide outrage over gross misuse of the Information Technology Act to throttle dissent. The two girls, mass media students from Palghar, were sent to 14-day judicial custody by a court but were granted bail within hours

Shaheen Dhada, 21, posted a Facebook comment on the Mumbai shutdown. We should remember Bhagat Singh and Sukhdev. Reenu Srinivas, 20, her college junior, had liked the post. Shaheen put her views on Facebook. When I received a call around 6 pm by someone saying it had hurt their sentiments, I called up my brother... Shaheen not only apologised, but also deleted the comments, said her uncle, orthopaedic surgeon Abdul Dhada. Page 7: Sainiks vandalise Dhadas uncles clinic
