SUBMISSION PROCEDURE
Please read carefully the following explanations and instructions (pages 1-5) concerning the submission of your proposal. Applicants are requested to access and download the application form from the internet: http://ec.europa.eu/tempus. Only applications using the correct form will be accepted and processed. Before completing the form, please read the Tempus IV Call for Proposals EAC/04/2008, which can be obtained from the Tempus website at the following address: http://ec.europa.eu/tempus. Applicants have the choice of submitting the application in English, French or German. The application must be word-processed, using a computer. Hand written applications will not be accepted. Applications must be sent by e-mail, and this version will be used for assessment purposes; changes made after the original submission will not be accepted or considered. All signed original supporting and administrative documents must be sent by registered mail in one package (documents sent separately will not be accepted) at a later deadline. Applications sent by post or fax and supporting and administrative documents sent by e-mail (as PDF documents) or fax will not be accepted. The deadline for submission of the application form by e-mail is 28 April 2008, 16:00 Central European Time. Applicants are strongly advised not to leave the submission of their applications until the last possible moment. Applicants should consider that problems arising can only be dealt with during office hours and that technical support will be guaranteed until 16:00 (Central European time) on 28 April 2008. Applicants are therefore strongly advised to submit applications in a timely manner. Sections of the application that are not available electronically, for example CVs of external experts or profit and loss accounts, do not need to be sent by e-mail (please see Section VII: Check List at the end of this application form). Following the submission of the application by e-mail, applicants will receive an electronic acknowledgement of receipt by the 5th of May 2008 at the latest, indicating the reception number assigned to the application. This acknowledgement will be sent to the e-mail address from which the application has been submitted. The registration number must be indicated in the cover letter accompanying the supporting and administrative documents to be sent by post. Applicants should not staple the original supporting and administrative documents and should ensure that the reference numbers indicated on the endorsement letters are in accordance with the ones used in section II, List of Partners.

The deadline for submission of the original supporting and administrative documents, by post, is the 15th of May 2008, as dated per post mark. Only those supporting and administrative documents accompanied by a cover letter referring to a valid registration number will be accepted. Please note, that applicants will not receive an acknowledgement of receipt for the submission of their original supporting documents. However, applicants will be contacted in case these documents should not have reached the European Commission by the 30th of May 2008. The signed original supporting and administrative documents and one copy thereof must be sent in the same envelope, using registered posting to:

THE APPLICATION FORM


This application form contains features that allow the automatic transfer of information into the database used for the selection and narrows down the possibility of applicants possible mistakes. Applicants will find below some explanations on the structure of the form as well as some instructions on how to fill it in. There are free-text fields, where any text can be inputted (ex: <<Example text field>>), and selection fields, where you will have to select from a list of predefined values (ex. Choice 1). As a general rule, in order to type into a field or to select a tick box, click on it with your mouse. You can also easily move from one field to the next using the TAB or arrow keys. In case the requested information is to be provided in the form of a list, you can start a new line after each individual entry by clicking on the enter key, within the same field, as in a normal word document. Please note that some fields are automatically filled-in based on your input in other fields. For instance, you will only have to input the project title once on the cover page, and it will be displayed in all other sections of the application requesting this information. In general, you should always fill in the first field, requesting the information, which will then be copied into subsequent sections. We therefore recommend that you fill in the form starting from the cover page. In order to ease the navigation in the application form, we recommend using the Document Map feature (from MS Word menu, View Document Map) Beside these general hints please note the following: - Section II, List of partners: The form includes a limited number of boxes for participating partners and individual experts. Should you plan to involve more partners and/or individual experts than the number provided in this form, please insert their data in the field called: Contact details for additional partners and Contact details for additional individual experts (providing the same information as is requested in the protected boxes for partners and experts). - Section V, Funding requirements: The Summary table n8 (Summary of project funding requirements) will be automatically filled in with the total costs of each heading in the relevant tables n 1-6. Furthermore, within table n8, the percentage of co-financing of the project will be verified automatically, once the amount to be co-financed is inserted in the proper field in table n7.

The declarations requested in the following pages [Section I; the "Declaration on Exclusion and Selection Criteria", the "Agreement on Publication", the endorsement letters to be provided and the "Declaration for Qualifying as a Public Body" (where applicable)] should be signed by the grant applicant and by the person at the grant applicant's legal entity who is legally authorised to engage the legal entity itself: in case of higher education institutions that means the rector, vice-rector, president or vice-president, in case of other legal entities the minister, secretarygeneral, chairman, executive director or their deputies. SECTION I: DECLARATION ON EXCLUSION AND SELECTION CRITERIA


To be completed by the Grant Applicant 1. We have stable and sufficient resources of funding to maintain our activities throughout the period during which the project is carried out; 2. We are not bankrupt or being wound up, are not having our affairs administered by the courts, have not entered into an arrangement with creditors, have not suspended business activities, are not subject of proceedings concerning those matters, and are not in any analogous situation arising from a similar procedure provided for under national legislation or regulations; 3. We have the professional competencies and qualifications required to complete the proposed project; 4. We have not been guilty of grave professional misconduct proven by any means which the contracting authority can justify; 5. We have not been convicted of an offence concerning our professional conduct by a judgement which has the force of res judicata; 6. We have not been subject of a judgement which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities financial interests; 7. Following an award procedure financed by the Community budget, we have not been declared to be in serious breach of contract for failure to comply with the contractual obligations; 8. We have fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which we are established or with those of the country of the contracting authority or those of the country where the contract is to be performed. We, the undersigned, certify that the information given above and in the following project proposal is correct to the best of our knowledge, and that the proposal has been endorsed by the relevant authorities representing the partners. SECTION I: ENDORSEMENT LETTERS


All partners (except the applicant legal entity) must submit an endorsement letter to confirm their role and willingness to participate in the project; these must be submitted together with the other supporting and administrative documents by the deadline of the 15th of May 2008.

Applicants should follow the model below.

MODEL ENDORSEMENT LETTER OFFICIAL HEADED PAPER OF THE PARTNER OBJECTIVE: ENDORSEMENT OF THE TEMPUS PROJECT: (FULL TITLE OF THE PROJECT) CONTENT: Give details of the application, confirming the support of the partner for the project. Specify the role of the partner in the project and give details on the contact person. For a partner from one of the partner countries indicate how the project fits into the development strategy of that partner country in the context of the reform of their higher education system. Please insert a confirmation sentence stating that the partner has read the whole application, including the financial details, and is aware of the specific role it will have in the project. SIGNATURE of the person legally authorised to represent the partner: In the case of higher education institution, this means the rector, vice-rector, president or vicepresident. SECTION I: TECHNICAL CAPACITY


In order to permit an assessment of their technical capacity, applicants must submit:

A brief CV (maximum of 2 pages) of the grant applicant, proposed members of the key project staff and of each proposed individual expert. The CV of the individual expert has to make explicit reference to the expertise he/she will provide in the Joint Project proposal. a list of projects already undertaken in the relevant field by the applicant and by the partners.

SECTION I: DECLARATION FOR QUALIFYING AS A PUBLIC BODY


To be completed by the Grant Applicant if applicable For the purpose of this call, the following bodies shall be considered to have the necessary financial, professional and administrative capacity and the necessary financial stability: higher education institutions recognised as such by participating countries, as well as institutions or organisations in the higher education sector which have received over 50 % of their annual revenues from public sources over the last two years, or which are controlled by public bodies or their representatives. SECTION III: PROJECT PARTICULARS


This application form requires a general understanding of the Logical Framework Matrix approach and some familiarity with the vocabulary associated with it. Applicants who have never used the approach are therefore advised to familiarise themselves with it and to consult one of the numerous handbooks available on the subject on the internet. In section III you are required to provide detailed information on your project in the form of narrative parts and accompanying tables; the information provided should not be repetitive but complementary. In the narrative sections you are expected to describe aspects of your project from a strategic and methodological point of view whereas in the tables you are asked to enter into greater detail in relation to aspects such as expected outcomes, activities, inputs and budgetary requirements. Applicants should note that each proposal will be assessed on the basis of the elements included in this application only. You can include web site references in your application, but the assessment of your proposal will not be based on additional information found on a website but not contained within the application.

III.1 BACKGROUND OF THE PROJECT

III.1a

Problem/s analysis

Please describe the actual situation in the Partner Country/ies - if relevant please refer to respective policies, legislation and/or regulations etc. of the staffing levels, teaching and language skills, IT skills, number of students/trainees, condition and level of equipment, facilities and infrastructure etc. at the partner institution/s or organisations that will benefit from the project, as appropriate. Your information should be descriptive and specific to the subject of the proposal. You should present the justification for the project and clearly identify the specific problem/s which the proposed project intends to solve. Explain why this/these problem/s has/have been selected to be addressed, as opposed to others, and how the project proposal fits into the development strategies of the involved partners. Also, please describe briefly how your project proposal was prepared.

Bulgarian and Rumanians experience recounts that the countries from the Balkan region meet significant embarrassments by their integration into the European Union (EU). Problems occur in different branches of social life economics, health services, education, justice etc.Mainly, the solution of problems in all branches depends on the successful participation based on equality of rights of the Balkan countries into the Single European market (SEM). Such participation is prevented by specific group of problems. So, they are due to essential differences in the principals, approaches and methods of functioning of the planning and marketing economy. The Balkan countries already 20 years accomplish transition toward marketing economy, but these differences are not surmounted.The perception and the application of principles, which work the SEM over, create particularly big differences. The following main principles may be synthesized through exploration of the governing bodies documents of the Society, as well as the contemporary conditions of the SEM:

I. Only goods and services (products) which are safety by its purpose have rights to move free in the SEM. II. A product, having an estimated and proved conformity with a definite normative act of the European Technical Legislation (ETL) could be safety by purpose. III. When all products from a certain sort are safety by purpose, their successful participation in the SEM is defined from their competitiveness. IV. One safety product is competitive, when: 1. It is with an estimated and proved conformity with the requirements for quality, defined in a concrete normative document (European standard, technical specifications); 2. The enterprise produce the product with effective expenses, which meet the requirements for: a) safety of the environment; b) safety and healthy conditions of work; c) information security; d) food safety. The analysis of conditions and possibilities for application of these principles shows that Balkan countries face four types of problems: (1) Introduction and application of the ETL in the concrete Balkan country; (2) Creating of conditions and subjects in that country for conformity assessment of the products meeting the requirements of the concrete act from ETL; (3) Introduction of standardized management systems, which influence on the competitiveness of its enterprises; (4) Conformity assessment of the products and the management systems of the enterprises with requirements of the standards. Each type from the shown problems has its characteristics and essence. (1)ETL consists of four types obligatory European normative acts regulations, directives, resolutions and decisions. Each type has own specific way of introduction and application. Mainly, the safety of products by purpose is defined by directives, divided into Branches, Horizontally and New approach.The directives New approach are accepted for an improved type of ETL. Their application is based on the using of European standards harmonized with each directive. Some directives New approach demand using of enormous amount of harmonized standards. For example, the most used directives are: 98/37/U Machine safety is harmonized with over than 600 standards; 2006/95/U Low-voltage equipment with over than 1200 standards; 2004/108/U Electromagnetic compatibility with over than 200 European standards.

Administrative staff of the companies in the Balkan countries poorly know the application of the obligatory sorts of acts of ETL. The directives New approach lead to significant problems because of the complexity of recognition and use of safety norms, defined in harmonized with European standards. It is necessary purposefully training and preparation to the administrative staff and to the personnel of producing enterprises for resolving of these problems. Magistracy and postgraduate work are appropriate forms. (2)The products, which characteristics are regulated with ETL, are liable to obligatory conformity assessment. These kind of problems are in the following directions: a. Necessity of qualified staff for the enterprises, which will provide for: - designing and producing of products according to the requirements of directives. - Correct implementation of their conformity assessment. b. Necessity of erection and acknowledgement of organs to qualify the conformity of regulated products and to proof their safety by meaning. For resolving of the problems it is necessary to know and to acquire the requirements for conformity assessment of the SEM. The following requirements exist: - Methods for conducting of conformity assessment; - Acknowledgement of the competence of persons who do the conformity assessment; A/ the EU governing bodies have developed Global approach, which harmonizes the way of conformity assessment. The application of the Global approach provides the opportunity the evaluated product to be marked with . That means that the marked product corresponds with the requirements of applicable directives and has right of free movement into the SEM. There are specific conditions leading to difficulties for clear view of the application of the defined modules. Some instances are as follows: - When for the module , F/ Fbis, G should be used certification and product control. - How by already certified management system of quality in accordance with EN ISO 9001: 2001 should be applied the modules D/ Dbis, E/ Ebis; - What is the difference between the application of the modules Aa1 and Aa2 or Cbis1 and Cbis2. / The competence of a body when evaluating the product conformity into the SEM is acknowledged after three check circles: a. ccreditation it defines total technical competence of a body to do a concrete type of work: testing, product control, product certification, management system certification, personnel certification; b. Authorization it defines a special competence of the accredited body to evaluate the conformity of concrete product with requirements of the directive for the concrete module of Global approach;

c. Notification from European committee it acknowledges the body competence to evaluate the conformity of the products for free movement in the SEM. The important circumstances and requirements mentioned above lead to significant problems for assimilation from the administration in the state and social sectors as well as in the enterprise staff in the Balkan countries. For their resolving it is necessary purposeful training and preparation through Magistracy and post-graduate work. (3) The third type of problems occur because of unknowing and misunderstanding the essence of the loyal market competition. The main reason is that the Balkan countries have not overcome the long period of plan economy where in fact such kind of competition is missing. This is a fact that influences the small number (compared to the EU member states) of built according to the directions of the series N ISO 9000 and certified quality management systems. In this connection the Balkan specialists know poorly and apply rarely the quality engineering and the different instruments for quality control. The situation with the building and certifying of the integrated management systems is even worse. They are standardized separately with the following series: - Management systems (MS) for the environment - N ISO 14000; - MS for safety conditions of work OHSAS 18000] - MS for food safety - N ISO 22000; - MS for information security - N ISO 17999 and N ISO 22000. The training and preparation of specialists on building and storage of the mentioned management systems have significant meaning for the successful integration of the Balkan countries in EU and their competitive power in the UEM. (4) The forth kind of problems is because of the following main reason. In the internal markets in the Balkan countries there is no a tradition to prove the products conformity or the management system with the requirements of the voluntary standards. Thats why the Balkan specialists poorly know the meaning of the certification and accreditation for international and European acknowledgement of assessments for products quality or management system, for environment safety etc.The Balkan countries often have no own bodies for evaluation the quality of the products and management system. There are companies, which are used as offices of bodies from nonBalkan countries. Thats why the Balkan specialists can not establish what are the differences and the advantages of certification procedures and control of the different bodies.The possibilities of accreditation for acknowledgment of product quality assessment and management system are not known. They are based on the requirements, defined with the series of standards N ISO/IEC 17000 (EN45000). Conclusion. These four types of problems can be solved through creating of specialized centers for education in the Balkan countries. They should unite in a Balkan Academia for European legislation, conformity assessment and management systems. Its main tasks should be: - To create a Basic education course on the mentioned topic; - The Fundamental training course (FTC) should be taught in the united centers of the different Balkan countries.

- The Balkan academy should give a united Certificate to all Balkan specialists, completed successfully FTC. - FTC should be multiplied in the difference countries for creating of different sub-courses, appropriate for training in the following forms: Bachelors, Masters and post-graduate work. The idea for creating the Balkan academy in accordance with that subject-matter is submitted from the Balkan coordination committee Standardization and its activities created in 2002. Representatives of the partners on this Tempus Project from Bulgaria, Greece and Serbia take part in it.

III.1b

Presentation of the partners and external experts

In this section you should explain why the selected partners are best suited to participate in the project and describe their particular expertise in relation to the project objectives. Partners should be chosen due to their specific capacities, expertise and experience necessary to achieve the project objective. Please focus on elements which are essential for the project, such as particular capacity and expertise relevant previous experience contacts beneficial to the project etc. In case of involvement of external experts, please describe their specific expertise and contribution to the project.

The main organizer of the Project is the Technical University Sofia, engineering faculty. With TEMPUS PROJECT S-JEP 07566 1994 QUALMANC Quality Training Centre during the period 1994-1997 in this faculty is created a department Quality management. With the second TEMPUS PROJECT IB-JEP 14351-1999 Training on European Directives and Standards Applying Safety and Quality Control of Industrial Products during 1999 2002 the department has been enlarge to the subject-matter European legislation, standardization, certification and quality management. In accordance with this subject-matter is created education course with six themes, recount below. They were immediate and topical for 2000. In the period 2001-2007 in accordance with this course the department has educated more than 700 Bulgarian specialists who have gained the qualification Expert of European legislation and control for safety and quality. 125 from them work for the state administration. In accordance with the partial FTC in the University has a magestry specality European legislation and quality management. The second Balkan partner and participants from EU member country is ENEPROT (an organization from Greece). It is established from lecturers and scientists from Aristotle University Thessalonici. It focuses in the sphere of the standardization management systems of the environment and safety wood. ENEPROT is leading in the Balkan region and it will supplement the development of the FTC. The third Balkan partner from the EU member country is the University Transilvania Brashov, Romania. They are specialized in the preparation of the new standard management systems safety conditions for work and information security. With these themes the third partner will completely develop the content of the FTC. The purpose of this Project is to create specialized departments in such Balkan countries, which are in a process of integration in the EU. Ss. Cyril and Methodius University, Skopje, is actively participating in the regional projects on curriculum development, harmonization of programs, students and staff mobility, multilateral and

bilateral cooperation in selected fields of interest within TEMPUS program and other projects. The Faculty of Mechanical Engineering - Ss. Cyril and Methodius University (UKIM-FME), Skopje, is the largest faculty of this kind in the MK. The Faculty of Mechanical Engineering at the Beldrade University, the biggest university in Serbia, carreis out training in the field of the total quality. The partner staff will achiev the purposes proposed in the Tempus project.

III.2 THE PROJECT


A maximum of four pages , (A4 size). Having already identified the problems and needs in Section III.1a, in this narrative part you should describe the project fully. It must be clearly and directly related to the identified problems. Address as appropriate the following points in your description of the project: academic content pedagogical methodology involvement of academics, students and stakeholders at large quality assurance processes convergence with EU higher education policies

For example, present: a clear definition of what the duration and structure of new or up-dated course/s will be, identify any innovative subjects which will be introduced as a result of project activities and a description how the project activities will progress over time an explanation of which groups will be involved (for example, administrative/academic/students and/or their representatives,) and how they will be involved, as project staff or as target group a clear indication of how many training courses will be prepared and delivered during the project life and forecasts of how many people will be trained and a description of the improved and new skills that will be acquired by the trainees; a description of new (teaching) methodology/ies and new equipment to be introduced and of how theywill contribute to teaching, learning and managing (Joint Projects) or policy development, system change and legislation (Structural Measures) a description of what changes will be introduced at institutional level as a result of the activities; the number and duration of mobilities, etc.

You must clearly indicate the working methodologies and processes to be used. The outcomes that will be achieved in each year should be described and information on the activities, and the resources that will be required to achieve them, should be provided.

Identification of the problem: Balkan region is in a process of incorporation and confirmation in the Single European Market (SEM). Due to the non-proportional development of the separate countries in the region, a number of problems related to the successful participation of Balkan states in SEM appear.

The proposed analysis (see III.1a) of the problems for recently incorporated countries Bulgaria and Romania, as well as for Greece, shows the following directions: European primary and secondary (technical) legislation, incl. standardization, and their applications for functioning the SEM; Management systems in: quality, environment, safety conditions of work, food safety and informational security; a) Conformity assessment in both general directions: Safety of products which ensures their free movement in SEM;

b) Competitiveness of products in SEM, especially recognition of documents from testing, control, certification and accreditation. All theses problems are also stayed before the pre-accession countries in the Balkan region. The purpose of the project is: To contribute for building Centers at the universities of the partner countries for post-graduate training in European legislation, management systems and conformity assessment. The Centers will work within framework of a Balkan Academia. This Academy will support the process of preparation for full membership in EU and SEM using training of highly qualified personnel in the field of management and production, as well as enlargement and improvement the regional cooperation in education. The concrete purpose is to create and to start working five Centers in five Balkan countries from the following two groups: group. 2 Centers at the Universities of the two pre-accession countries: Former Yugoslav Republic of Macedonia (FYRoM) and Serbia; group. 3 Centers at the Universities and organizations of the three member states of European Union (EU): Bulgaria, Greece and Romania. These centers will serve as a base of the Balkan Academia European legislation, management systems and conformity assessment. Specific purposes of the project are: To give-up training programs for post-graduate education in the universities of partner countries;

To develop training materials and methods for training on subjects from European legislation for safety and quality (ELSQ); To train staffs of trainers at the universities from the partner countries;

To create Centers at the universities from partner countries for training of students and postgraduates; To create Balkan Academia for coordination and knowledge exchange among the Centers.

The base of training in ELSQ will be a Fundamental training course. The experience of the existing Centre European Technical legislation and Quality Management, created in the period of 19992002 at the Technical University of Sofia as a result of a Tempus Project IB-JEP 14351-1999 Training on European Directives and Standards Applying Safety and Quality Control of Industrial Products (19992002), will serve as a foundation of the Fundamental course proposed. The considered subject-matter has been actively developed during the period of 19992002. For that reason the proposed project has the task to enlarge and multiply the subjects of the Fundamental training course with participation of others two Balkan member states of EU Greece and Romania. It is suggested the fundamental training course to be set European Legislation, Management Systems and Conformity Assessment. That is in accordance with the above mentioned three essential directions from the subject-matter of the Balkan Academia. It is suggested this subject-matter to be presented by 10 themes (subjects). According to the experience, activities and readiness of the second group of Balkan countries until now, each Centre will train leading lecturers and will be responsible for the following subjects: ) Bulgaria, Centre at the Technical University of Sofia: 1. Functioning of European Union and European single market 2. European technical legislation and standardization 3. Systems for conformity assessment for safety and quality 4. Quality engineering 5. Quality control 6. Quality management systems ) Greece, Centre of ENEPROT Thessalonici: 7. Environment management systems 8. Food safety management systems ) Romania, University Transilvania - Brashov: 9. Management systems for health and safety work 10. Management systems for informational security Centers in the first group of Balkan countries (FYRoM and Serbia) will be created as new ones but their results and achievements will be estimated in adopting and teaching the concrete subjects from the Fundamental course. The Fundamental course will finished with getting Certificate for Expert in European legislation, management systems and conformity assessment. This qualification will be awarded and the Certificate will be published by the Balkan Academia. They will be recognized from all participants in the Tempus Project.

Training plans for different courses and teaching forms following the needs and specifics of separate participant-countries in the project could be developed on the base of the Fundamental course. Plan of the project: The duration is planned to be 3 years (36 months), divided as follows: First stage: Preparation of the Fundamental training course duration 12 months. It includes the following activities: 1) Preparation of the training process and training materials (in English) on the corresponding subjects by the leading lecturers from Centers of the second group countries Bulgaria, Greece and Romania; 2) Academic staff from Centers in Sofia, Thessalonici and Brashov will exchange their experience to synchronize and unify subjects. For that reason a meeting of lecturers on the general subjects will be hold in the second and in the third quarters consecutively in Sofia, Thessalonici and Brashov. 3) Academic staff from Centers of the first group countries will prepare the final version of training materials on the 10 subjects of the Fundamental course. Second stage: Training of lecturers from Centers of the first group countries duration 12 months; Activity: consecutively and parallel training of the staff of 10 lecturers from the first group countries Macedonia (FYRoM) and Serbia according to the following scheme: First half-year period: The Macedonian staff will train in the Centre in Sofia; The Serbian staff will train in the Centre in Thessalonici; The Macedonian staff will train in the Centre in Brashov. Second half-year period: The Serbian staff will train in the Centre in Sofia; The Macedonian staff will train in the Centre in Thessalonici; The Serbian staff will train in the Centre in Brashov. Third stage: Pilot training and finishing the Project duration 12 months; Activities in the following directions: 1) In the first 9 months the contact persons and the staff of lecturers at the Centers in Skopje and Belgrade will: a) perform the preparation for independent training process translation and publishing of training materials in native language; b) organize the carrying out a fundamental course for training of 15 professionals from government and private administration; c) organize the stay and participation of the leading lecturers as consultants on the subjects from the

Centers of the second group Balkan countries; Pilot courses will carry out consecutively: in Skopje during May and June; and in Belgrade during August and September.

2) Establishment of Balkan Academia and development of info- web-site. 3) analysis of the results from the pilot training and preparation of the final report on the Tempus Project. Parameters of the project and quality insurance Common parameters. It is assumed that each of the 10 subjects of the Fundamental training course will be in duration of about 20 school hours, e.g. the total duration will be approx. 200 school hours. One school hour will be provided with 5 printing pages training materials and hence for one subject it will be prepared about 100 pages training materials. The total volume of training materials for the Fundamental course is about 1000 printed pages. A school day will consist of 6 school hours, but a school week of 5 school days with 30 school hours. The Fundamental course duration of about 200 school hours will be about 33 school days or about 7 school weeks. Presentations (approx. 2 slides per page) with total sum of 2000 slides will be developed for presenting the training materials. These presentations will be developed by the leading lecturers on the 10 subjects and after that will be translated and adapted by the lecturers in Centers from the first group. A multilanguage web-site presenting the Balkan Academia will be developed. Parameters of participant countries. As it was mentioned each Centre from the second group countries will be responsible for the training on definite subjects: (1) The Centre in Sofia will be responsible for 6 subjects in 20 hours, total 120 school hours. The training duration in Sofia for the staff of lecturers from each Centre in the first group of countries (Macedonia and Serbia) will be about 4 school weeks. The six leading lecturers of the 6 subjects will have to prepare approx. 600 pages training materials (lectures) in English and Bulgarian languages and about 1200 slides. (2) Each Centre in Thessalonici and Brashov will be responsible for two subjects, total 40 school hours. The training duration for the staff of lecturers from each Centre in the first group of countries in Thessalonici and Brashov will be respectively 7 school days. The two leading lecturers of the two subjects from Centers in Thessalonici and Brashov will have to prepare about 200 pages training materials in English and Greek, respectively Rumanian languages and not more than 400 slides. (3) In addition each Centre in Bulgaria, Greece and Romania will train lecturers on the subjects of the other two countries, as follows: Bulgaria will train 4 lecturers on the subjects of Greece and Romania; Greece 8 lecturers on the subjects of Bulgaria and Romania; Romania 8 lecturers on the subjects of Greece and Bulgaria;

Parameters of partner countries. The Centers in the partner-countries from the first group will carry out the following: (1) Translation and adopting the training materials and presentations in corresponding national language 2 countries x 1000 pages, or total sum of 2000 pages training materials and less than 4000 slides. (2) (3) Training of 10 lecturers from each partner country on the subjects of Fundamental course. Training of 15 students in pilot courses in each partner-country.

Quality control The quality control will be implemented in the following directions: 1. Administrative and financial control It will be carried out by the Project Leader and by the Council of the contact persons during the annual coordinating meetings. Terms of implementation of the planned activities and spending resources will be controlled. 2. Academic control will be realized by the Scientific Council of the project with the general scientific consultant Prof. ScD B. Sandalski at the head and with participation of lecturers staff from the countries participants in the project. The Scientific Council will discus and approve the training programs, materials, examination procedures and tests.

III.3 PROJECT OBJECTIVES, OUTCOMES AND ACTIVITIES (LOGICAL FRAMEWORK MATRIX LFM)
In order to plan and structure the projects objectives, outcomes and activities as thoroughly as possible, you are expected to complete an LFM (maximum of 2 pages), which represents a synthesis of the project. The LFM is a tool which provides an overview of the project and can assist in the design, planning, implementation and monitoring of a project. Please use the table provided further below. Details provided in the table should complement the information previously explained in the project narrative (section III.2). In addition to the project overview, which summarises the objectives and activities in the first column, you are requested to provide details on other aspects, such as indicators of progress, risks and assumptions. Wider objective: Give an indication of the medium / long-term aim to which the project is designed to contribute. Example: To ensure that the targeted Partner Country university is in a position to offer education which is targeted towards the changing needs of the economic environment. Project-specific objectives: State the specific objectives of the project. The specific objectives should indicate what is expected to have been achieved by the end of the project. The objective of your project should be SMART: Specific, Measurable, Accurate, Realistic and Time-bound.

Example: To bring undergraduate curricula, teaching methods and library facilities at the Faculty of Economics of the University of xxx into line with the Bologna requirements by December xxx. Outcomes - Outputs: The outcomes and outputs to be produced during the project implementation should be listed in concrete terms. They should be logically linked to each other and, once again, they should be specific, realistic in relation to the duration of the project and measurable in so far as this is possible. Producing all planned outcomes and outputs will mean that the project objectives have been attained as planned. Assign reference numbers for each outcome and each output. These will be needed for the work plan (section III.4) Outputs are tangible and outcomes are rather intangible. An output (tangible) could be, for instance, newly developed teaching materials for the MSc degree in Management & Business. An outcome (intangible) could be, for example, all the experience gained in a project such as skills of management of trans-national partnerships, methods with which the final products were developed or methodologies used. Activities: The achievement of an outcome/output implies the completion of a set of related activities. Indicate which activities are planned to achieve each outcome/output. Assign subordinate reference numbers for each activity (see above). These will be needed for the work plan. Inputs: Inputs should be expressed in terms of the human resources, equipment, materials and travel considered necessary to perform the activities intended to produce the desired outcomes/outputs. Example: Two librarians from D to UKR for 3 weeks (costs of stay and travel costs); 1 part-time secretary in the co-ordinating consortium member for 6 months (staff costs); 5 computers, 2 printers at beneficiary university (equipment). Inputs should be appropriate and sufficient to undertake the planned activities. Indicators of progress: These are the sign-posts that will be used to measure the performance of the project throughout its life-cycle. These preliminary indicators are likely to be reviewed or supplemented by more specific indicators once a project is operational. Indicators should be specific in terms of quantity, quality, time and target group. Indicators provide a basis for the monitoring of the projects progress and should therefore be considered as an ongoing evaluation mechanism within the project. Assumptions and risks: Please mention in this section any factors (that is, situations, events, conditions or decisions) which are necessary for the success of the project activities, outcomes or objectives, but which are not directly under the control of the partnership. You should see these as situations or events that you think might occur. The more these situations/events are beyond the control of the partnership the higher the risk which is posed to the project if they occur. Example: That accreditation of the new curriculum might not be granted by the national authorities.

OUTCOME & ACTIVITY TABLES

The outcome tables enable you to give precise details on each expected outcome and the related activities. You should also provide details on the resources needed for each outcome. Please create additional tables if further space is needed. The following types of information will be required: Please fill in the same title and reference number for each outcome as provided in the Logical Framework Matrix. Please include assumptions and risks for each outcome where relevant. Please provide a representative title for each activity together with a sub-reference number, starting and ending date. An adequate description of each activity; what will be done, when, where and how. The partner/s or experts who will carry out an activity should be stated, specifying which staff from which of the partners will be responsible for and carry out each single activity (e.g.: Senior administrative staff from university A; the rectorate of university B; finance officers from institution C; quality control staff from institution D, etc.). It is not sufficient to merely list some (or all) partners. For each activity a target group must be clearly identified. A target group is composed of the direct beneficiaries of the activity and could typically include one or more of the following: Academic staff of a given department, university administrative staff, students, trainees participating in a training course, etc. Please quantify your target group and state precisely who they are and where they are located (e.g.: 5 librarians of university A; 20 secondary school teachers, 25 students from the institutions B, C and D; 10 administrators at the Ministry of Education; etc.). This is particularly important for projects in which several Partner Country institutions are involved. III.5.1

DISSEMINATION

A maximum of one page A4 Please describe the dissemination strategy the partnership will follow in order to ensure that positive results will be made available both within and outside the Partner Country institutions during the life of the project. Describe what type of dissemination actions your partnership envisages in order to make the outcomes available to groups not directly involved in the project. This could include information sessions, training exercises or the involvement of policy-makers not belonging to the partnership. Pilot trainings of 15 specialists on the subject of the project from administrative and private circles from each partner country, or total number of 45 persons, are provided for dissemination of knowledge and information. Training plans and programs for Masters courses and Courses for post-graduate qualification will be developed on the base of the Fundamental course. The last ones will be in modulus principle and will cover different levels of qualification on different subjects, such as: quality management, healthy and safety conditions for work, information security and conformity assessment of the products. Different regular students, as well as specialists from the practice in case of need for additional training on the problems of safety and quality from all sections of economics and social circles will be covered in this manner. The developed training materials and presentations in different languages will serve as a base for teaching notebooks which will be used in the training process of the universities, so they will decrease the language barrier. The creation of a Balkan Academia with information multilanguage web-site will give possibilities for: popularity of training on safety and quality; publishing of topical information, scientific developments etc.; opening of discussions in the forums.

Identify the activities and results that are to be maintained To anticipate the sustainability of your project, please describe, in table A below, under "long-term perspectives", the projects activities or results that are supposed to last and/or be disseminated after the end of the EU funding. III.5.3

QUALITY CONTROL AND MONITORING

A maximum of half page, A4 size Quality control and monitoring should be an integral part of all project activities and results. Please use this section to describe your overall internal and external quality control and monitoring strategies/methods by providing information on the following issues: How will the timely achievement of the planned outcomes be demonstrated/measured in an objective and quantifiable way? Which are the adjustment mechanisms foreseen in case the quality differs from the one expected or if the outcomes will not be achieved on time? Please describe the concrete evaluation measures and the identified responsible actors.

Mechanisms for quality control and monitoring could include, for example, peer reviews evaluation surveys internal institutional evaluation boards external accreditation boards.

In the case of Curricular Refrom projects, quality can be encouraged through student evaluations, mandatory accreditation of all new/modified study programmes and increased recognition on an international level. Inter-Tempus project coaching is highly recommended; partnerships may contact the members of running and/or completed Tempus projects in a similar field in order to use their accumulated expertise and to undertake a peer review. Applicants may also contact the National Contact Points (European Union Member States) and/or the National Tempus Offices (Tempus Partner Countries). Costs for Inter-Tempus project monitoring may be covered by the category Other Costs up to a maximum of 2500 per project and cover fees, travel and subsistence. Resulting monitoring and quality reports undertaken must be included in the relevant Technical Implementation Report. Quality control will be implemented in the following directions: 1. Administrative and financial control the control will be implemented by the Project leader and the Council of contact persons during the Annual Coordinating Meetings. Terms of realization of planned actions according the Project and expenditure resources will be controlled. 2. Academic control will be implemented by the Project Scientific Council with the Chief scientific consultant (adviser) Prof. ScD. Sandalski at the head and with the collaboration of representatives of lecturers staffs from partner countries of the Project. The Scientific Council will discuss and approve the training programs, materials, examination procedures and tests. 3. Inquiries with the trainees in pilot courses will be applied for an assessment of training quality. The results from these inquiries will be implemented for actualization and improvement of training programs and materials. Indexes proposed in the logical matrix will be used for Project assessment. An auditor will be invited for independent audit of the financial part.

III.5.4

MANAGEMENT OF THE PROJECT

A maximum of one page, A4 size Please provide a clear indication of the role and responsibility within the project of each member of the partnership and, where appropriate, of each individual expert. Applicants should give a forecast of the tasks that will have to be performed in each project year in order to guarantee effective and efficient project management. This section should also indicate the working hours needed for project management. In addition, you should explain how the overall project management will be implemented making specific reference to the management structure of the partnership, how decisions will be taken (reference should be made to decision-making mechanisms/bodies and their roles in case of divergent opinions) and how the partnership proposes to ensure permanent and effective communication and reporting. Summary of the Main Features of the Project:

Purpose of the project: creation of Centers for post-graduate training in the universities from the partner countries on European legislation, management systems and conformity assessment, which will function in accordance within framework of a Balkan Academia for support the process of preparation for full membership in EU and SEM using training of highly qualified personnel in the field of management and production, as well as enlargement and improvement the regional cooperation in education. The concrete purpose is to create and to start working five Centers in five Balkan countries from the following two groups: 1st group. 2 Centers at the Universities of the two pre-accession countries: Former Yugoslav Republic of Macedonia (FYRoM) and Serbia; 2nd group. 3 Centers at the Universities and organizations of the three member states of European Union (EU): Bulgaria, Greece and Romania. The base of training on European legislation for safety and quality will be a Fundamental training course European legislation, management systems and conformity assessment developed by the 2nd group countries for the following subjects: 1. Functioning of European Union and European single market 2. European technical legislation and standardization 3. Systems for conformity assessment for safety and quality 4. Quality engineering 5. Quality control 6. Quality management systems 7. Environment management systems 8. Food safety management systems 9. Management systems for healthy and safety work 10. Management systems for informational security Centers in the first group of Balkan countries (FYRoM and Serbia) will be created as new ones but their results and achievements will be estimated in adopting and teaching the concrete subjects from the Fundamental course. SECTION V: FUNDING REQUIREMENTS


In Tables 1 to 6 which follow, you are asked to provide estimates of the costs of your project (total project costs). Please complete the tables below, assigning costs to the headings "Staff Costs", "Travel Costs and Costs of Stay for Staff and Students", "Equipment Costs", "Printing and Publishing Costs", "Other Costs" and "Indirect Costs" (Overheads). Applicants should note that the total project costs consist of the operational or direct costs (tables 1-5) and of the overheads or indirect costs (table 6). Indirect costs can be granted up to a flat rate of 7% of the total eligible direct costs. In Table 7 you are asked to provide a detailed estimation on the amount to be co-financed by the partners, which must equal to at least 5% of the total eligible direct project costs. Table 8 presents the sum of the figures in the previous tables which are aggregated automatically from the data you provided therein. Below the summary table, messages will appear telling you whether or not you have complied with the financial ceilings set out in the first Call for Proposals EAC/042008 under Tempus IV. Table 9 shows the breakdown of the income with which the project will be financed; that is from the partnership's own resources and from the Tempus grant and the flat-rate grant for indirect costs. The total project costs will be referred to as "total eligible costs" hereafter. Tempus co-finances 95% of the total eligible direct costs of a project and grants a flat-rate for indirect costs of 7% of the total eligible direct costs: The minimum grant size for Joint Projects is 500,000. The maximum grant size is 1,500,000. In the case of Albania, Montenegro and the five Central Asian countries, the minimum grant size for national Joint Projects is set at 300,000 Joint Projects can have a duration of up to three years (36 Months)

The budget plan should be consistent with project duration and with the details of the project description. All amounts must be expressed in Euro (). The following ceilings should be applied: Equipment: maximum 30% of the total eligible direct costs; Overheads / Indirect costs: maximum 7% of the total eligible direct costs. Applicants should be aware that the non-compliance with the budget ceilings indicated in the call for proposals 2008, may lead to a lower assessment grade or even the failure of the proposal to be selected for funding.
