CEV General Assembly in Prague 15 – 16 May: Is collaboration between


companies and volunteer organisations a mission impossible?
Our next General Assembly in Prague will be organised in
collaboration with Hestia National Volunteer Centre 1 and the
Metropolitan University of Prague under the auspices of the
Mayor of Prague.

The conference will focus on employee volunteering and collaboration between volunteer
organisations and companies: Is successful collaboration between companies and volunteer
organisations a mission impossible? What is in it for both sides to collaborate? The conference
is held within the period of the Czech Presidency of the EU and it will be a joined meeting with
IAVE 2 Europe. A detailed schedule and programme as well as info on registration will follow

V::I::P - Promotion of Local and International Youth Volunteering for


Peace Building and Conflict Resolution in Europe report is now published
The final seminar report of the CEV European project V::I::P is now available
on the CEV website. The report presents good practices workshops on local
youth volunteering projects for conflict resolution and peace building in the
Balkan region as well as in Finland, Turkey, Northern Ireland and the
Netherlands. Moreover, it discusses the role of donors and governments in
stimulating the potential of volunteering, and showcases the diverse
contributions of volunteering to the peace building and conflict resolution
process.

European Year of Volunteering 2011 – Czech Presidency declares


support, CEV members’ action needed
Markus Held, CEV director, and Olga Sozanská, member of the CEV Board of Directors, have
met in the beginning of January representatives of the Czech Presidency of the EU in Prague.
Following this meeting, the Czech ministers Ondrej Liska (education) and Vaclav Jehlicka
(culture) presented the Czech Presidency priorities for these fields on 19 January to the
European Parliament. We were delighted to see that Minister Liska mentioned volunteering and
active citizenship as priorities for the Czech Presidency term until June 2009 and in particular a
decision on the European Year 2011. He stated that ‘we should work here and now with the
Commission to drive this matter forward’. He also announced that the Czech Presidency will
organise a special event on volunteering on 12 and 13 March 2009 in Prague, focusing
especially on the recognition of skills and competences of volunteers.

While this is a good step forward, the action of CEV members is still needed – as there is
no official decision on the Year 2011.

1) We need more pressure from national governments following the example of the
Czech, Belgian, German, French and Polish ministries. Especially the support of the
incoming EU Presidencies of Sweden, Spain, and Hungary will be very valuable to

move the debate forward. CEV has prepared model letters for you to address your
governments and seek support. Letters of your ministers to Figel and Barroso are
powerful tools to make them move.

2) There are voices in the Commission who do not seem to be very convinced that
volunteering is not replacing jobs. We are, thus, currently collecting information on
research in Europe that proves that unemployed people have (re)gained work
through volunteering and that the voluntary sector in general created jobs rather
than substitutes them. We will send a separate call for this to CEV members, but
please do not hesitate to send us digests of pieces of research that you have on
this area – notably in this time of a looming economic crisis these arguments will
reinforce our case.

Volunteering in Europe: Facts and Figures Report on Slovakia is


published
CEV has published the Facts and Figures report on volunteering in Slovakia. This country
report was written by CEV intern Katarína Nikodemová, and highlights the main characteristics
as well as specificities of the volunteering landscape and the third sector in Slovakia. It provides
basic information regarding the definition, statistics and the profile of volunteers, it describes
the reasons behind these figures from three different perspectives – historical, infrastructural
and socio-political and, finally, draws conclusions and proposes several recommendations for
the future development of volunteering in Slovakia. You may read and download this
publication from CEV facts and figures reports’ page 5 .

CEV stakeholder in European Commission seminar on volunteering of


older persons and the role of public policies, Brussels, 11 March 2009:
Places available

The European Commission DG Employment and Social Affairs organises in cooperation with
AGE 6 – the European Older People’s Platform a first seminar 2009 in order to prepare the
decision of the EC on a possible European Year 2012 on active ageing and intergenerational
solidarity. The 120-150 participants of the seminar are members of the European expert group
on demography, and they will debate the role of EU policies in promoting volunteering as a tool
for active ageing and intergenerational dialogue. CEV is considered a stakeholder in this
debate and will participate. We have been offered a limited number of places for CEV
members’ experts in the field of volunteering of older people to participate at the conference.

will be allocated on a “first come first served” basis.

Work of CEV members successful: ILO adopts Guidelines for Measuring


Volunteering
During the 18th International Conference of Labour Statisticians in Geneva, Switzerland that
took place December 2008, the decision to adopt guidelines for measuring the work of
volunteers using labour force and other household surveys was taken. The International Labour
Organisation (ILO) and the Johns Hopkins Centre for Civil Society Studies will continue the
work towards the drafting and publication of the Manual on the Measurement of Volunteer
Work, which will notably suggest an international definition of volunteer work and offer
guidelines for countries to use in measuring such work.

CEV members have been very active in advocating vis-à-vis the national Labour statisticians
for the adoption of the guidelines that will allow the measurement of volunteering.

Volunteering plays its part in European economic and social development


- CEV contribution to the European Citizens’ Consultations: Please
debate & vote
As announced in the previous edition of the CEV news, the European Citizens’ Consultations 9
is a joint initiative of the European Commission and a consortium of more than 40 European
organisations, and it consists of online debates focusing on the economic and social future of
the Europe. EU citizens are invited to give an input to policy makers on this topic. Bearing this
in mind, CEV has made a proposal to the forum calling upon the EU institutions to recognise
the role that volunteering plays in European economic and social development, by concretely
demanding the announcement of the European Year of Volunteering 2011.

New EVS volunteer at CEV office


Georgios Antonopoulos is Greek and has recently graduated in Computing
Systems Engineering. He has been volunteering for the benefit of disabled
people, social excluded communities and minorities, as well as in environmental
conservation actions. While at CEV, he is going to enhance volunteering
engagement via the development of web-tools. You can reach him at

CEV Members

New CEV member in the Netherlands: Association of Dutch Voluntary


Effort Organisations (NOV)
The Association of Dutch Voluntary Effort Organisations (the
NOV 11 Association) became a CEV full member organisation
during the last quarter of 2008. NOV represents 350
organisations in the Netherlands, which work with or for
volunteers. The NOV Association is unique in that it is the only organisation in the Netherlands
geared to strengthening the voluntary effort as such. Its member organisations can be divided
into two categories: organisations that perform voluntary efforts and organisations that thereby
perform a supporting or coordinating role.

NOV has three core tasks: (1) to serve the interests of the voluntary effort sector: the NOV
Association is the spokesperson and lobbyist of the Dutch voluntary effort, and as such a
discussion partner of politicians, government officials and other policy-influencing parties. The
NOV Association provides both solicited and unsolicited advice; (2) to act as an intermediary for

its members: the NOV Association stimulates networks and offers member organisations the
possibility to meet as a group, and to exchange knowledge and experiences and to develop
collaborative projects; (3) to provide a major stimulus to the voluntary effort: the NOV
Association works towards more public recognition of the voluntary effort, but it also lends its
name to a variety of innovative initiatives in this area. You may contact NOV directly at

CEV members met to discuss about the EYV2011 & Volunteering


Research in Italy
On 28th November 2008, the Volunteer Support Centre of
Genoa (CELIVO), with the collaboration of the Italian
Federation of Volunteer Support Centres (CSVnet) and CEV
organised a round table “Volunteers, European Citizens - Looking towards 2011 European
Year of Volunteering”. The event took place in Genoa, Italy.

This event served to explore the issue of volunteerism as a tool for a more
inclusive society and for an active European citizenship; and to bring together
local authorities, local and national voluntary associations as well as
representatives of many CEV members around the completion of the
publication of “Volunteering across Europe” research. This research is a
follow-up of the research on volunteering started by SPES in 2005, which has
been analysing different aspects of the voluntary sectors in all the 27 EU Member Sates. The
research on volunteering across Europe has seen more than 18 CEV members involved in the
whole research work. The process is still on going and the last part of the research on
volunteering in 17 EU member states will be published during 2009.

MOVISIE developed a new Validation of Prior Learning method


MOVISIE has developed – together with the volunteering sector in the Netherlands
– a method, which helps to identify specific experiences of a volunteer and
validates competences based on this experience. The VPL method (Validation of
Prior Learning) uses the concept of competences. A competence is the ability to
act, to do something. A competence combines knowledge, aspects of attitude, and skills.

The method makes use of four instruments: 1) A portfolio for the volunteer; 2) A manual for the
facilitator in guiding volunteers through the VPL procedure; 3) A manual for assessor how to
determine evidence for competences that volunteers have identified; and 4) A manual for the
organisation in how to implement VPL.

Implementing VPL for volunteers has a lot of positive outcomes. Volunteers gain more self
esteem and are more motivated to do their voluntary work. Organisations get more motivated
volunteers and can better keep them. Besides, they have concrete instruments to develop
(further) their voluntary policies and provide career perspectives for volunteers. More
information on VPL, the four instruments and VPL training possibilities are to be found on the
MOVISIE website 12 .

MOVISIE has taken the lead in a Contact Making Seminar on the


Grundtvig Initiative on Volunteering in Europe for Seniors
In early December 2008 representatives of volunteer and elderly organisations, educational
institutes and governments from Belgium, Germany, United Kingdom and the Netherlands
gathered at a contact seminar organised by MOVISIE in Maastricht (NL) to discuss the
Grundtvig Initiative on Volunteering in Europe for Seniors (GIVE) on the exchange of senior
volunteers.

After consulting SPES, MOVISIE has suggested that for a successful GIVE initiative,
motivational factors and characteristics of senior volunteer should not conflict with and be
accounted for in the objectives and operation of the project. Moreover issues like liability,
insurance, language should be dealt with in a professional manner and the volunteer
organisations must take care of more matters than when implementing regular volunteering
activities (e.g. social aspects and housing). MOVISIE considers the programme a very good
initiative of the EU. The exchanges can be very rewarding for organisations and give the

European Union News

The Czech Presidency of the EU started on 1st January 2009


The Czech Republic launched a six-month rotating presidency of
the EU on 1st January 2009 under the motto 'A Europe without
barriers'. Their priorities are summed up in the ‘3E’s’: Economy, Energy and External relations.
Czech Republic hold the Presidency of the EU in a symbolic framework since in March it will be
5th anniversary of the 2004 EU enlargement and 2009 celebrates the 20th anniversary of the fall
of the iron curtain. For more information about the Czech Presidency, click here 14 .

One of the events organised by each member state holding the Presidency of the EU is the
Youth Event in which young participants can discuss European issues and send messages to
policy-makers. The Czech Youth event will take place on 2nd–5th June 2009. To read more, click

Official launch of the European Year of Creativity and Innovation


2009 is the European Year of Creativity and Innovation (EYCI). The EYCI was
officially launched in Prague on 7th January in an event attended, among other
top representatives of the EU and Czech government, by the European
Commissioner for Education, Training, Culture and Youth, Ján Figel.

The ceremony was followed by a conference at which the ambassadors of the year presented a
report of creativity and innovation in the EU. Their main message was that investment in
education and skills should be a priority for the EU. To read more about this event, click here 16 .

European Commission – Work Programme 2009


Each year the European Commission defines its priorities and adopts an annual work
programme. The programme for 2009 takes into consideration the current financial crisis and
calls for solidarity among member states. The priorities for 2009 include growth and jobs, fight
against climate change and sustainable Europe, a Europe close to citizens, and Europe as a

Statistical Report on the Situation of Young Europeans to be published in
2009
It is essential for the European Union to empower young people, develop their skills and allow
them to act an active role in societies. Eurostat intends to publish a statistical book “Youth in
the European Union” in early 2009. An insight on a number of aspects that the publication will
deal with can be found in an already published leaflet. It provides information about what is the
share of young people in the European population, how many of them are at risk of poverty or
unemployed, how many of them participate in social activities etc. To read the leaflet, click

European Capitals of Culture 2009: Vilnius and Linz


The European Capital of Culture is a European Union initiative, launched in 1985 (Athens was
the first European capital of culture) that gives the opportunity to showcase the European
culture and heritage, as well as its diversity.

Vilnius (Lithuania) and Linz (Austria) have been declared European Capitals of Culture 2009.
The concept behind the programme of the Vilnius European capital of culture 20 is “Culture
Live”, meaning that everyone is invited to be an artist in the city. In the case of Linz European
capital of culture 21 , the organisers want to take advantage of the events that will take place
during the year “to come to terms with the past” of National Socialism.

Calls for proposals

Call for an EVS volunteer in the CEV office


Deadline for application to the National Agency of the Youth Programme: 1st April 2009

As already mentioned in CEV activities section, CEV currently hosts a EVS (European
Voluntary Service) volunteer in our office. Georgios is staying with us until the beginning of July
2009. As from September 2009, CEV secretariat would like to engage another EVS volunteer in
our work. We believe this is an excellent opportunity to further engage with young volunteers
coming from CEV member organisations active at local level. This opportunity would give the
volunteer a chance to gain insight into European affairs related to volunteering and youth and
for CEV and its members, it is a great chance to reinforce exchange of experience and
knowledge.

Thus, we would like to propose to already accredited CEV members: (1) to put forward the
application of a young and motivated person who would like to develop his/her skills during a 6
months experience at CEV secretariat; (2) to be the sending organisation for the EVS project.
Based on volunteer’s profile and upcoming CEV projects, CEV secretariat will write in
cooperation with the sending organisation the application. If you collaborate with a volunteer
keen on exchanging knowledge from the local to the European level, to learn more about EU
policy development, and willing to work in a European NGO, please send us the applications
not later than 1st of March to communication@cev.be. Do not hesitate to contact us in case of

Europe for Citizens Programme Guide has been updated for 2009
As expected the Education, Audiovisual, and Culture Executive Agency (EACEA) has
published the updates for 2009 to the Europe for Citizens Programme. If you are interested in

Lifelong Learning Programme: Call for Proposals 2009


The Education, Audiovisual and Culture Executive Agency
(EACEA) has now published all the documentation needed
to submit an application in the framework of the Lifelong
Learning Programme (LLP) at centralised level. To read all the information related to this call,

Bear in mind that the deadlines for the submission of proposals for the sub-programmes

Youth in Action Programme: New Guide 2009 published


The Education, Audiovisual, and Culture Executive Agency (EACEA) has published the new
programme guide of the Youth in Action programme that is valid as from January 2009. To

European Charlemagne Youth Prize 2009


Deadline for application: 16th February 2009

The European Parliament 28 and the Foundation of the International


Charlemagne Prize of Aachen 29 invite young people (between 16 and 30
years old) from EU Member States to participate in a competition on EU
development, integration and European identity issues. The Prize aims to encourage young
people’s participation in European integration and supports projects that foster understanding,
development of shared sense of identity and community tolerance. The project can focus on
organisation of youth events, youth exchanges or Internet projects. The application deadline is

EU Civil Society Contact Group launches the European Parliament


election toolkit
The European Parliament’ s seventh directly elected elections will take
place from 4 – 7 June 2009. For the first time, all 27 Member States,
including Romania and Bulgaria, which joined the EU in 2008, will vote
during these days to elect a new European Parliament.

In order to support NGOs and citizens groups, the Civil Society Contact Group 31 has updated
its 2004 European election toolkit. The up-to-date 2009 election toolkit consists of four actions
and fact sheets: Why vote?, How to engage?, What we expect from future European
parliamentarians?, What is the European Parliament? To read more about the toolkit and to

United Nation Volunteers (UNV) conducts research on employee


volunteering schemes within the voluntary or public sector – please react
The Employee Volunteering Committee of UNV is doing a research in order to draft its own
Employee Volunteering Scheme. To ensure effectiveness of such scheme UNV conducts a
research to pick up the best practices in this field. The areas where UNV needs your
assistance in terms of information are:

• What are the exact modalities of the schemes that are being implemented by your
organisation?
• How many people have effectively used the schemes?
• What are the limits imposed to ensure that staff actually use the time for the intended
purpose?
• What are (if there are any) lessons learned?

If your organisation implements an employee volunteering policy, or if you are aware of any
such schemes, please inform Mr.Tadiwa Muradzikwa from UNV on

Eugénio de Almeida Foundation in Portugal received a Prize for its


Volunteering Officebox
During the “Powering a new future - Social Innovation International Conference” that took place
in Lisbon in December 2009 and marked the end of the EQUAL European Community initiative
at national and European level, the Eugénio de Almeida Foundation received a prize from the
hands of European Commissioner Spidla for its Volunteering Officebox, which was developed
under EQUAL.

The volunteering officebox is a methodological instrument to be used by non for-profit
organisations in the management and coordination of proximity-volunteering structures. The
Foundation supplies the officebox in the form of a cd-rom to all the Portuguese organisations

Engage: the new Social Platform publication


The Social Platform, the alliance of European social NGOs, has released in December 2008 a
new quarterly publication titled Engage 35 with information
on the work of the Social Platform and developments at EU
level in the social field in a short and concise manner.

Social Platform assessed French EU presidency and released Czech


presidency tests
The Social Platform has released a set of tests to benchmark the performance of the six-month
Czech presidency of the EU that started on January 1. Moreover, the Social Platform also
announced its assessment of the French EU presidency. The Social Platform considers that the
French presidency performed fairly well on social issues - progress was made in several key
areas, e.g. fight against discrimination and the integration of people excluded from the labour
market, however its action was insufficient to refocus Europe on social rights. To read the social

Obama celebrates the birthday of Martin Luther King by volunteering

On 19th of January, Barack Obama paid tribute to the memory of


the civil rights leader, Martin Luther King by taking part in a
community renovation project in the Washington area. Barack
Obama has declared the national holiday celebrating the
birthday of King, as a national “day of service”, urging US
Americans to honour Martin Luther King’s legacy by volunteering
in community projects. Moreover, the Presidential Inaugural
Committee has launched a website, USAService.org 37 , to help
people find volunteer opportunities in their own communities. To read the full press release,
