TABACO CITY -- Twenty six official candidates of Miss Earth 2012 expressed fascination over the first hand experience in riding the padyak or tricycle as part of the visit in historical landmarks and key tourists destinations in this city last month. The candidates rode the said eco-friendly vehicle as they toured Saint Baptist Church, a national historical treasure bestowed by the National Historical Institute and the National Commission for Culture and the Arts. The artistry and ingenuity of the vehicles design, its contribution to the economy and support for clean and healthy environment, amazed the Miss Earth candidates that they even tried driv-

ing the padyak themselves. Also fascinated by the world renowned majestic Mount Mayon, the beauties of the Earth admitted their excitement of being within 2,500 feet above sea level of an active volcano in their firsts list. City Mayor Cielo Krisel Lagman-Luistro personally offered the guests her concocted lemon-grass tea and captivated the beauties with the citys natural richness and developments. Miss Earth candidates were also wowed by the craftsmanship of the local cutlery workers in Cobo while observing the process of making the bolos and other metal produce of the city.

Bicol Agri-Water project launched

Buensalida got the highest ranking score and automatically took the mayoralty seat. She is a Third year Accountancy student at the University of Nueva Caceres in Naga City and also the reigning Miss Capital Town of Pili 2012.

REVENGE: Opinions Unlimited featured last week the economic contributions of the banana industry to our country not only in terms of export returns but also for the employment opportunities it brings to our people. As our readers read that column at the same time, Typhoon Pablo hit the banana region of Eastern Mindanao, totally wiping out banana plantations. The plants uprooted, testifying to the strength of the typhoon winds and floods. The sites of the plantations used to be forest lands but the trees (and even shrubs) were cut to pave the way for the planting of bananas. The winds and accompanying rain-floods could have been reduced if the standing trees were still there. In effect, we are paying for our abuse of our environment. Nature fights back by simply doing nothing to restore the natural safety shields that used to protect those communities. MINING: It was also found out that the floods that hit many of the affected barangays and towns came from the mountains (Mt. Diwalwal and Mt. Diwata) where small scale mining is prevalent. As more holes are dug by the miners, the vegetation covers are dissipated and no re-growths come about. When the heavy rains came, the soil eroded, instead of holding the flooding waters. These came rushing downhill in torrents that obliterated

housing neighborhoods. We need forests and trees to balance our ecology. The greed of both the rich and poor who were unmindful of their abuses against nature became their own undoing that led to their misfortunes. It is the same tragedy as that of Ormoc City where the mountains and hills were denuded to give way to sugar cane plantations. When heavy rains came, the forests and trees were no longer there to contain the water which rushed down to the city killing thousands of residents. LESSONS: For Southern Tagalog and Bicolandia, the experiences of Ormoc and Eastern Mindanao are worthwhile examples to worry about. The ecological preservation of the tall mountains in CamSur, Albay and Sorsogon as well as those in Quezon (Mt. Banahaw) and in Laguna and Batangas must be reviewed right now. Climate change has affected all part of the world and the weather shifts must be studied for our preparedness. In times of natural disturbances to the extent of what can be predicted, all of us should be alert and cooperative of government warnings. We must not rely on our own past experiences. The calamity that hit the USAs New England states had several fatalities but the death and injury statistics were far less than what we usually have in the Philippines. Truly, we can save more lives and properties whenever we cooperate and follow directives! DYNASTIES: We hope that for the forthcoming elections, the voters will express their disapproval of members of the same family alternating to vie for the political positions in their jurisdictions. In many places, candidates of the same surnames have applied for as many political posts. To us, this is greed of the first degree as if their family has a monopoly of leadership and service to constituents. Tama na sobra na! Pigilan na. It is foolhardy for us to think that there will be legislations versus political dynasties, as called for in our Constitution. The legislators who must approve the implementing laws are all guilty of promoting and practicing political monopolism through dynasties. The best antidote against this selfish practice is to vote out the aspirants from the same family so they will learn that our voters are intellectually able. WISDOM: Life is short, eternity certain. Let us make eternal marks, not just written in the sand.

To be in the teaching profession never come to my mind even in my thousand dreams. When I was young I had many plans but teaching is not one of them. The most important day I remember in all my life when I learned that my daily activities lead to what I am now. It was started when I joined the Catechetical Ministry of my Parish long long time ago. It really touches my heart. Added, the robust and vigorous power motivation of my friend who happened my co-(Sangguniang Kabataan (SK) chairman in our respective community in the first class town of Daraga, Province of Albay. After our term we walked in a different ways. He joined the teaching world as public secondary school teacher and I started to work on my education course as influenced by him. Considering my young age then, I was given another chance to be re-elected as SK chairman which gave me more time to serve my community while studying, Committed to public service had given me a chance to be a barangay captain after leaving my current elective post through resignation in 1997 to respond positively to the demand of the people in the community to serve them in a more higher elective position. And continued for almost eighteen long years which ended in year 2010. While in the elective public post it open the door to my teaching profession in the private schools which I started to love my teaching career though politics is still bothering me to divert my attention to the different way. But my teaching experiences won against my experiences in the dirty field of politics. As a reward to myself, commitment to my career and dedication to my friend I grow academically and professionally. I worked hard for my professional maturity by finishing my masteral and doctoral degrees which widen my horizon as an educator. I am almost more than a decade now in the teaching profession, inspiring, changing, and touching the lives of the youth. At this time, I am spending my time in the public secondary school as a teacher while my friend whom I considered the instrument used by God for touching my life for what I am now is already one of the secondary school principals in the division of Albay, Albay Province. This what a true friend that changed the life of a friend for the better not a frenemy or an enemy riding on a shoe of a friend.

When fellow columnist Jokee Botor Reyes wrote about actor Rez Cortes who is running for congressman in Rinconada, the 5th district, I wondered if Rez is really as good as what she wrote although I believe she will not write it if it is not true. Then I saw Rez Cortes as guest of Fred Perdon on GNN TV 48 Naga. He was asked many questions and I saw how fluent he is in English, Bicol and Tagalog. He was spontaneous and quick in answering. He gave me the impression that he is an intelligent guy with a national and local perspective. He has pro-poor programs for children and families. When asked about his stand on political dynasties, he said he favors it but there should be a balance because there are good dynasties and bad dynasties. Maybe there should be a balance on the local and national positions. Rez Cortes appears to me as an actor not only with a heart but with brain which is important because he is aspiring for a high position. I learned he is an Irigueo. My brother-in-law, Elmer Peones, told me they were former classmates at USANT in Iriga City. ***** As of today, December 8, 2012, typhoon Pablo reportedly left 477 dead and 377 missing persons in Mindanao. horrible destruction of typhoon Sendong on TV and again of typhoon Pablo on the typhoon victims and the environment. What should we do now? We know the causes of these destructive winds, floods, landslides, etc. like legal and illegal logging, legal and illegal mining, kaingin, coal-making, the Comprehensive Agrarian Reform Program that cannot stop its beneficiaries from cutting trees to sell, use and clear the plantations so that they can change plants, among others. By knowing these, the government and the people should know the solutions. We have many environmental laws that need to be enforced strictly. But the

citizens should also cooperate and do something to prevent these things from happening or at least minimizing the effect. When I was a concession guard of a logging company in Northern Catanduanes in my early years, I would hike the over 25 kilometers distance from barangay Datag toTucao in Caramoran to visit a girl who is now my wife. I walked that far in the evening alone starting 5pm, following an abandoned highway cut on the side of the mountain. It was a four-hour trek. In those days, the New Peoples Army was a distant thunder which the inhabitants believed would not be a problem. The province was separated from the Bicol mainland by a big body of water, made more remote by the difficulty of transportation. There were no insurgents, no pollution, no jueteng, nothing except the boom boom of the waves on stormy days. People were poor but happy. No one went to bed without food in his belly. Rootcrops were abundant. The coastal seas teemed with fish. Almost a paradise. Theirs was really a prosperous land of farmers and fishermen and teachers.

Most had two or three or four teachers in the family. There were traders, too. I became a trader after I got married. Life was so good. Into this cozy atmosphere came the communist rebels and life was never the same. Their entry did not please policemen who thought they had the power of life and death over civilians. There were abusive cops particularly in Caramoran.

The cops mortal fear of the NPA kangaroo court had straightened out the crooked ones. They learned to behave . Because of the rebels increasing presence and their forced taxation, the military established army camps to deal with the stubborn insurgency. This has led to bloody clashes between government troops and the armed insurgents. The clashes have heightened peoples fear of armed men. Weeks ago, a Legazpi radio station reported the capture of an NPA amazon, her male companion and the death of two others. The towns of Caramoran and Pandan are said to be in the grip of the insurgents. But in my early years in Caramoran, the rebels were nothing but characters in Filipino movies about far away insurgents and peoples frustrations and government neglect.

The Bicol Association of Cebu: United in its Undying Devotion to ina


CEBU City --- For the past 30 years, they would gather and celebrate their roots, humbly proud that they belong to one family. But if there is one common linkage that binds the officers and members of the Bicol Association of Cebu, Inc., it is their unrelenting devotion to Our Lady of Penafrancia , the Patroness of Bicolandia. Fr. Roger Geronimo Tena Cayetano, SVD, fondly called Fr. Jerome is now on his 3rd year as the President of the organization. He, together with the other members of the group would regularly meet to plan activities to help the less fortunate. They would assemble themselves and visit youth offenders and juvenile delinquents housed in the Regional Rehabilitation Center for Youth in Argao, Cebu . We do not only help Bicolanos out there but also other people in need of our service. We celebrate mass, conduct confession, do feeding sessions and bring them goodies. These are all coming from the generous heart of every Bicolano family here in Cebu who finds fulfillment By liZel S. MACATANGAY of never losing that sense of benevolence a character which is innate in each in every one of us as Bicolanos, Fr. Jerome quips. Fr. Jerome hails from Naga City . His parents are Roger Fernandez Cayetano and Nora Blasco Tena. He spent his Nursery and Kindergarten classes at Saint Joseph School and finished High School at the Holy Rosary Minor Seminary in Naga City . He is the current Chairman of the Religious Education Department at the University of San Carlos in Cebu . The Bicol Association of Cebu, Inc. has indeed created their own unique niche in the place they now called their second home yet was able to preserve and enriched the Bicolano identity. Through the years, they were able to safeguard their unity from the harsh threat of disintegration. They were able to keep the ties so tightly knotted and nurtured the values that have molded them while preserving their distinct Bicolano characteristics. Ms. Erlinda SenteniraCamacho whose parents hailed from Goa and Buhi, Camarines Sur has spent her academic years at Colegio de Sta. Isabel, now known as Unibersidad de Sta. Isabel. She was one of the oldest members of the organization. It was in Dec. 1, 1961 when she, together with her husband moved in Cebu when the latter was called by his duty as officer of the Philippine Navy. She stayed there since then, together with her family. Couple Vicente and Fe Domasian belong to the original families from Bicol who first migrated in Cebu . From Sorsogon, Mr. Paul and Zenaida Vidal and his family also now enjoys the familiar landscape and the business friendly community that Cebu has offered them. The said families are just part of the 50 families who now actively comprises the association. Originally known as the Circulo Bicolano de Cebu, the Bicol Association of Cebu was formally organized by Marcial Estrada on Dec. 19, 1971 with the intention of fostering better under-

standing among Bicolanos who chose to reside in Cebu . Estrada endeavors to create a group of Bicolanos who would help their Bicolano brothers morally, spiritually and financially. Aside from establishing a regional identity in Cebu , the organization also wishes to nurture and bring the Bicolanos devotion to Ina wherever they may go. Every September of each year, they would also have their own celebration and would have their own fluvial procession. The group also aims to actualize the development of tourism industry in Cebu and Bicol by promoting the attractions that both places posses. Meeting the officers and members of the Bicol Association of Cebu, Inc. was indeed an unforgettable moment for the members of Camarines Sur media. Aside from the sumptuous lunch that they have prepared for the group, it was the warm welcome and the familiar Bicolano hospitality that made them feel they are never too far from home. CamSur tops 2012 Bicol regional Skills Competition

The province of Camarines Sur won five golds out of the seven trade areas competed in the recently conducted 2012 Bicol Regional Skills Competition (BRSC) in Daet, Camarines Norte. Cam Sur won in Cookery, Cake Icing and Decorating, Web Design, Graphics Design and Information Network Cabling. The province of Sorsogon also won 3 golds for Information Network Cabling, Software Applications and Web Design while the province of Albay garnered the gold for Restaurant Services. The TESDA Regional Office spearheaded the 2012 BRSC in

partnership with Daet Municipal Mayor Tito S. Sarion and Gov. Edgar Tallado. The event aims to promote TVET programs in the region specifically focusing on ICT and tourism related qualifications which are the major key employment generators in the region. Mayor Sarion during the opening ceremonies emphasized that TVET programs are relevant to his administrations thrust for employment generation. RD Bares likewise announced that the skills competition will be conducted annually as a venue for showcasing the various skills of TVET trainees.

Of course, there had been stories of people who succeeded in life even without having gone to school but it is an isolated case. We are very familiar with many a college graduate who are not employed and it is some kind of a disgrace to think that they are through with college and even equipped with a baccalaureate degree optimistic that after graduation that they would land a job, become financially independent and have the assurance of a successful family life. Tame Your Appetite this Christmas
No matter how much you wish to control your appetite this Christmas, it is quite difficult to do so because the season is very conducive to eating, eating and more eating. Wherever you go, it seems there is always an occasion for eating. The holiday season begins with shopping. So, off you go but before your shopping is completed and you are just halfway, you hear your tummy starts to rumble. You know, it is time to eat. And thats just the beginning of your eating adventure. There are many more time to eat. The parties are coming. It looks like there is always a party going on. The party in the office. The party in school. Just about everywhere. The noche buena on Christmas eve. Then the media noche on New Years eve. Food served is aplenty. So, you start worryingthe waistline is getting bigger and your weights increasing. There is the possibility of your blood pressure to get higher. And you discover your appetite is improved tremendously. You realize that you get the urge to eat more. Oh, no! now, you are in for a big trouble. So, tame your appetite. First, for health. Second, for beauty, Try the following: I am going to do this myself. Promise. When you think you are satisfied, stop eating. This entails discipline. It is a common habit to continue eating even when we know you have eaten enough so, we complain because the stomach tends to make one comfortable when it is overloaded. Eat only when you are hungry. When you feel you have to satisfy the craving of your stomach, reach for a glass of water or even two glasses. Do not get into the habit of opening your fridge. The temptation can be so great. Post a note by your fridges door. Likestop eating and be healthy or stop eating and be beautiful. Softsell or hard sell. Its your option. If watching TV commercials of food makes you want to eat, do something. Step outside or get something to read. When you are down or experiencing a bad time, drain a lot of water. Or beverage, Fruit juice will do. Or Cold tea, Or coffee without sugar. Or take a warm soup. Remember, always take a nice, good breakfast. Eat it like a king. Then take your lunch like a prince and your supper like a pauper. Finally, exercise. Attend parties, yes, Christmas is not without them. But remember. For health or for beauty, eat moderately. Vocational, Technical Courses for Sure employability

A four-college course entails a big amount of money. Needless to say, it also means a lot of time. Eight semesters of schooling and hopefully passing all the courses and studying all phases of studying with the aim of finishing a college course that must have made the student a responsible citizen of his country, fit to work because he has the required educational qualifications. But what happens if there are no rooms for employment. Poor parents! And even poorer students! It is not unusual to hear of college graduates answer the question... saan ka nagtratrabaho? And the answer you get is .wala nga, e. Or, anong trahabo mo? And the ready answer is wala, e. This is not unusual. I once got floored when I heard somebody asked a college graduate where he is working and his answer was sa PNB. Wow, Congratulations. Ah, PNB, pirming nasa bahay. Another one answered the same question with sa PAL. Ah, Philippine Airline. No. pal-amunin. These are corny jokes. Taking unemployed with humor. So, why dont our young high school graduates pursue vocational or technical courses? The young ladies can pursue cosmetology or dressmaking and presto! In two years time, she has finished a course and ready for work. She can apprentice in a beauty parlor, save and put up her own. Maybe, she can do home service. The young men, on the other hand, can

take up vocational courses like auto mechanics or even carpentry. Computer courses come in various programs and one can easily find work with these short courses as a credential to getting a job after only a limited period in school, the most is two years. It is already a given fact that we have a big number of students who cannot carry on the hectic schedule of going to school for four long years and carrying a full load of 24 or more units and studying seriously so that his school record would not have failing grades otherwise he would not be able to present proudly his transcript of records and be accepted for a job. A vocational or technical course can equip a young man or woman with the technical and vocational knowledge that could open up opportunities for his employment. High school graduates, go vocational or technical and get a job sure and fast!

NYC launches the Mindanao Week of Peace


The kick-off activities of the Mindanao Week of Peace celebration were launched last December 1 by the Youth Solidarity for Peace in partnership with the National Youth Commission at the Claret School of Zamboanga. With the theme Together for Sustainable Peace in Mindanao, around a thousand youth peace advocates representing school organizations, non-government entities and faith-based groups participated in the event. Guest of Honor and Commissioner Representing Mindanao Earl Saavedra highlighted that the celebration of the Mindanao Week of Peace is synonymous to the significance of the recently signed Peace Accord between the Philippine Government and the Moro Islamic Liberation Front (MILF). There is indeed a great reason to celebrate peace especially with the Bangsamoro Framework which is expected to heal the divisions of religious discrimination, cultural differences and miscommunication among the tribes in Mindanao. The culture of peace and its attainment is emphasized in the involvement of young people who will soon be the caretakers of our communities. Commissioner Saavedra further said. The program was simultaneously held in strategic areas in Mindanao such as Davao, Cagayan de Oro, Basilan, Sulu and in the CARAGA Region where candle lighting ceremonies were held including peace rallies with youth participants in the forefront of the efforts. The National Youth Commission, as the voice and advocate of the youth, aims to lead and empower the young generation in their vital role in nation-building. With the celebration of the Mindanao Week of Peace, we educate them that violence, arms and terrorist acts will never instill social order. We make them realize the responsibility they have in their hands would dictate the future of Mindanao and how it could be transformed into a war-free and tension-free island. Books for Tots Program: An effective reading intervention

This program engages pupils to develop a unique interest in reading through picture story books and activities that make reading fun and enjoyable. Books for Tots program is along thte quest to promote an environment where all individiuals love to read; improve the pupils reading comprehension, Mathematics and Science skills; provide good quality educational materials needed in innovating creative teaching-learning techniques among teachers and pupils: encouraged active participation of Iriga Citys Stakeholders in molding school children such as Local Government Unit of Iriga, Parents-Teachers Association is another DepEd Iriga Citys parners with the United Irigueos, Inc. (UII) in partnership with the National Bookstore Foundation, Inc. (NBSFI) and Rotary Club of Iriga launched the Books for Tots Program with the primary aim of distributing story books and other reading materials to public school pupils. These school materials are now being used by the pupils as their reading journals during Project DEAR (Drop Everything are Read) and other intervention activities in reading. The reading materials are being kept at the principals office/LRC. Classroom Activities for Developing Mylti-intelligences in the intermediate Grades

Restructuring of the curriculum is always a part of the effort in improving the quality of learning. The basics of improving literacy and numeracy, and inculcating values within and across learning areas are its central focus. Basic Education Curriculum envisions an empowered learner as competent in learning how to learn and acquire life skills such as self-awareness, empathy, effective communication, creative thinking, critical thinking, problem-solving, decisionmaking, understanding ones emotions, coping with stress and productive entrepreneurial skills. Its features, which differ from the curriculum previously implemented are (1) restructuring of the learning areas to five: Filipino, English, Science, Mathematics and Makabayan, (2) stronger integration of competence and values within and across the learning areas; (3) greater emphasis on the learning process and integrative modes of teaching; and (4) increased time for tasks to gain mastery of competencies of the basic tool subjects. Teaching is an art. Effective teachers facilitate pupils learning by providing highly engaging learning experiences which are both motivating and challenging to them. They intuitively know that pupils attitude and academic achievement are improved when learning experiences revolve around the interests, talents, and needs of pupils. By providing them with fun-filled meaningful activities, teachers are able to teach basic skills and learning strategies while nurturing their higher order thinking skills and multiple intelligences. These are the felt need which have surfaced in the 2002 Basic Curriculum. So that, in the restructured curriculum, training in life skills, the identification and analysis of values and the recognition of multiple intellegences permeates all the learning areas. As such, they are expected to master their subject matter, to share knowledge and resources with them and to build a community of effective educational practice. To be effective managers of instruction, they have to employ the interactive and integrative modes of teaching for a holistic education. Thus, the need for developing higher order thinking skills and multiple intelligences. Cooperative leaning has also been encouraged. It offers pupils a way to think through curriculum issues in their own way and to understand one anothers thought processes and insights rather than just the teachers. The emphasis on active learning aids pupils who thrive on activity and suffer in passive classrooms. To successfully achieve cooperative learning, two general issues of concern are important consideration. They are teachers preparation and instructional practices. Teachers preparation includes among others their own unique talents and intelligences. They should develop in themselves artistic, musical, kinesthetic, linguistic, spatial, mathematical, interpersonal, intrapersonal and environmental to encourage the cultivation of these in their own pupils. Instructional practices are approaches that consider interdisciplinary education which seeks to explore broad concepts or ideas across many disciplines, to understand both concepts and their applications and meanings across various disciplines. In the case of 2002 restructured curriculum, the fusion of several subjects into makabayan. To effectively implement it requires collaborative teaching.

Liquefied Petroleum Products (LPP) and Liquefied Petroleum Gas (LPG) laws, rules and regulations. Engr. Donnie V. Manduriao from the DOE-Retail Market Monitoring and Special Concerns Division (RMMSCD) gave some notes on the LPG Regulatory Framework. Manduriao emphasized that first and foremost that the regulatory system should promote safety in production, storage, handling, transportation and use. Engr. Alex Rayos, also from the DOE-RMMSCD took the chance to discuss various rules on Auto LPG. Rayos discussed the recently issued guideline by the DOE governing the business of supplying, hauling, storage, handling, marketing and distribution of LPG for automotive use. This is to ensure that the consuming public is protected. Guidelines and standards to institute safety codes in the energy industry was also discussed. LPP Retail rules were also discussed by Ms. Loralai Capistrano, also from the DOE-RMMSCD. Capistrano reiterated that the forums concern is to curtail the proliferation of unsafe practices concerning the LPP retailing business. She also put emphasis on being vigilant to aboveground tank, which is prohibited. Capistrano added that all the products should be perfectly calibrated. Mr. Jose Marco Latosa of the Department of Science and Technology Industrial Technology Development Institute (DOST - ITDI) introduced the basic principles on metrology while Mr. Art Valerio from the CSI Global Services Corporation discussed the basic principles in calibration and sealing of mechanical / digital dispensing machine. After the talk, the participants were also given a chance to witness an actual calibration of both the mechanical and digital dispensing machine in one of the gasoline stations in the city. Valerio conducted a hands-on demonstration in calibration and sealing of a dispensing pump. Naga City Mayor John Bongat also lauded the DOE for coming up with the briefing, which he says would enhance the knowledge of the consumers and its stakeholders on the condition of the energy industry. Through this forum, our consumers can now discern why we are instituting measures and its impact on their safety. The same thing applies with our law enforcers who are now equipped with better tools to implement the law and understand these energy provisions in a much bigger perspective. This is very important for the local government units to effectively enforce what the law mandates, Bongat said in an interview. The briefing is also pursuant to Republic Act 8479 otherwise known as the Downstream Oil Industry Deregulation Act of 1998 which aims to ensure a truly competitive market.

Bicol agri-water project launched...


The Project entitled: Water Security under Climate Risks: A Philippine Climate Change Adaptation Strategy for the Agriculture sector or simply Bicol Agri-Water Project will be implemented for 5 years in the three flood and drought- prone municipalities of Nabua, Buhi in Camarines Sur and Polangui in Albay . According to Dr. Agnes C. Rola, project director and concurrently dean of the UPLB College of Public Affairs the objectives of this project are : 1) to introduce climate risk management techniques to improve water security and enhance climate resilience in agriculture at farm level; 2) improve water resource management under climate change at the water sheds( or sub basins) scale through development and validation of decision support tools, 3) build capacity of LGUs for effective water governance, 4) and promote, design and implement climate risk resilient water resource management policy by working with and supporting national l level agricultural policy makers agricultural policy makers. According to Dr. Elena B. de Los Santos , DA regional technical director for operations and extension and Co-Project Director for this new project this will be an undertaking of various agencies and institution with the Department of Agriculture as the lead national government agency. The UPLB Foundation, Inc. represented by Dr. Rola, the Project Director, is the NGO grantee of the USAID which shall supervise the project implementation. To lend support to the project are the following: Columbia University, Central Bicol State University, Bicol University, College of Agriculture and Forestry (BUCAF), PAGASA, Department of Environment and Natural Resources (DENR) NAPOCOR; the provincial government of Albay and Camarines Sur and the LGUs of Nabua, Buhi and Polangui. DA regional director Jose V. Dayao in his message said that this new project is within the framework of and complements the two other foreign assisted projects on climate risk management and disaster preparedness and enhancing capacities for Disaster Risk Reduction currently being implemented in the region. The three municipalities which are adjacent to one another were chosen because these areas are most prone to flooding . FIDA assistant regional manager Mary Ann Molina said Bicol region has restored abaca production after massive plantation and treatment of abaca farms devastated by pests in 2008. Molina said Catanduanes was the leading province in Bicol region in both producing and exporting abaca fiber. However, due to the global financial crisis, the exportation of abaca raw materials and finished products dramatically dropped. FIDA is conducting continues training to abaca farmers and is assisting local producers in marketing the finished products and raw materials abroad. She said that although abaca product is having difficulty in the export market,the domestic market remains stable.

The Bicol Essay Writing Competition with theme The Living Legacy of Secretary Jesse M. Robredo was successfully held last December 8, 2012 in SM Naga, Naga City.
Young writers from the six provinces of Bicol region had competed for the regional championships on the said essay writing competition for both secondary and tertiary levels. The young writers are the 12 provincial essay writing first placers, such as: Tertiary Level: Valerie Salon (Libon Community College, Libon, Albay); Reggiemar N. Doctolero (Mabini Colleges, Daet, Cam. Norte); Herbert John N. Nachor (La Consolacion College, Iriga City, Cam. Sur); John Ely B. Templonuevo (Catanduanes State University, Catanduanes); Mylene C. Gludo (Osmena College, Masbate City); John Lester T. Lisano (Computer Communication Devt. Inc., Sorsogon) Secondary Level: Christian I. Dy (MORMS, Guinobatan, Albay); Ray Douvani N. Regondola (Cam. The Federation of the Philippine Eagle Clubs, Inc. is a civic organization which carries out its mission and vision by means of Service Through Servant-Leadership. As it had been founded since 1981, there have been members of the eagle JAiMe POON organization who are ...the man behind the FPeCi making a huge impact to the team in the field of business and philanthropy, government service and academe in Naga City. One of the prominent members is KUYA JAIME POON who owns Atlantic Bakery, and owner proprietor of J. Poon and Sons which is a flour and sugar trading business. He is a philanthropist who supports the project in the community for many decades in public and private sectors making him to be known by many as kind and fair. He is also one of the pioneers of Sarong Bangui Eagles Club (SBEC) in Bicol Region, year 1981. Presently, he is the Chairman of the Board of Federation of the Philippine Eagle Clubs, Inc. (FPECI); Vice- Chairman of Filipino-Chinese Chamber of Commerce and Industry. In addition, he is the founder and former President of Liatsan Family Association in the Bicol Region. He is also the incumbent President of the Filipino Cantonese Association of Camarines Sur.
