Despite SOMO declaration, Army still on full alert status


TACLOBAN CITYThe declaration of the suspension of military operations (Somo) by their higher up would not mean that they would put their guards down. In a press statement, Major General Gerardo Layug, commanding general of the 8th Infantry Division based in Catbalogan City, he had ordered all his men across the region not to take easy despite the Somo. He said that the rebel group, the New Peoples Army, might take advantage of the declaration and stage their attacks, particularly those considered as vital installations. We shall not put our guards down during the Somo.We will stay in full (red) alert status and respond to any eventualities which might be perpetrated by the NPA in our area of operations, Layug said. Earlier, officials of the Armed Forces of the Philippines announced of the suspension of military operations effective December 16, 2012 and is to end on January 3, 2013. The declaration of the Somo demonstrates of the 8th IDs committment, sincerity and resolve for peace inspite of conflicts with the insurgent group, Layug added. The suspension would mean that the military would not undertake any deliberate offensive operation against the NPA. We will adhere to no to indiscriminate firing of firearms of our personnel during the holiday season, Layug said. However, the 8ID shall continue to undertake security operations and security patrols which aim to protect the civilian communities, government establishments, investment facilities and vital structures; military camps and detachments against any threat of force by armed groups, Layug said. Route security will also be implemented to protect the military and civilian movements and with close coordination with the Philippine National Police, checkpoint operations will also be conducted to deter terrorism and preempt the proliferation of loose firearms and explosives, the commanding general of the 8th ID said. Layug added that the so-called bayanihan team activities will be continued during the Somo in order to facilitate addressing the pre-

vailing issues of the communities. Likewise, military units shall collaborate with the stakeholders through the spirit of bayanihan in deploying its personnel in times of disaster, humanitarian assistance, anti-illegal logging and environmental programs of the government, he added. Layug said that he hopes that the NPA members in the region would also adhere to the Somo imposed by the government for them to celebrate the yuletide season with their families and friends. We hope that the meaningful time will enlighten their hearts on the futility of fighting and the beauty of togetherness and peace,Layug said.

Govt anti-insurgency efforts gain ground in Eastern Samar


HINABANGAN,Samar A military commander based here claims substantial gains of the governments efforts in the fight against insurgency in the province of Eastern Samar. Col. Romeo Labador, commanding officer of 801st Infantry Brigade of the 8th Infantry Division, Philippine Army, based in Barangay Fatima, this town, said that the peace and order situation in the province has greatly improved and it is now more or less stable Labador pointed out that Eastern Samar,once considered as the hotbed of insurgency, is now considerably peaceful and the frequent rebel-military encounters are now a thing of the past. He told reporters that out of the 22 municipalities and one city in the province, seven towns and the capital city of Borongan have been declared by the military and the local government units concerned as development-ready. He also told reporters that another three towns in the southern part of the province Salcedo, Mercedes and Guiuan - have been declared as insurgency-free already. Labador, however clarified that it does not mean to say that there are no more rebels in the declared development-ready towns. He admitted that there are still rebels in these areas. However, the situation is manageable already because the insurgents are not anymore encamped in these areas and also due to the decline of the rebel forces opto page 11

Low turn out of helmet validation noted


PALO, Leyte Low turn out of helmet validation in Eastern Visayas was noted by the Department of Trade and Industry notwithstanding governments declaration that the Motorcycle Helmet Act of 2009 will be fully enforced next month. DTI Regional Director Cynthia Nierras said that from July to November 30, 2012, they have issued only 12,490 Import Commodity Clearance (ICC) sticker markings. I believe that there are many motorcycle owners have helmets that dont conform to standards required by the law. We have been asking them to visit DTI provincial offices. We will conduct checking up to the last working day of this month, Nierras said. The Land Transportation Office (LTO) reported that the region has about 50,000 registered vehicles and motorcycle accounts 70% of that. Of all the motorcycles in the region, the LTO estimated that 25% are not registered and only 20% of motorcycle drivers and riders are using the standard protective helmets. Of 12,490 ICC, 4,132 were issued by DTI Leyte provincial office; 2,406 by Southern Leyte office; 1,131 by Biliran office; 568 by Samar office; 437 by Eastern Samar office; 116 by Northern Samar office; and 3,700 by the regional office here. The DTI offices in the region have started validation activities July 19, 2012, after motorists ask the LTO to defer August 1, 2012 full enforcement of the Helmet Law due to shortage of standard gear stocks. The DTI official assured the public that standard helmets are now available in the regions shops starting August 2012, responding to the clamor for sufficient supply of prescribed helmets. The LTO regional office said in a statement that personnel will be deployed in national roads to check if motorists are using the prescribed helmet. Violators will be penalized imposed in the Helmet Law. The Helmet Act of 2009 strictly requires motorcycle riders and passengers to wear full-faced helmets that meet quality standards set by the DTI and other transport agencies. Violators will be fined P1,500 for the first offense; P3,000, second offense; P5,000, third offense; and P10,000) plus confiscation of the drivers license for the fourth and succeeding offenses. Lemuel Montes, chief of the DTI regional consumer welfare division said they are closely monitoring motorcycle dealers to ensure that standard gear is being provided to buyers of new units. Selling a new motorcycle unit without making standard protective helmet available to the buyers is punishable of not less than P10,000, Montes said. The full-faced helmet is intended to minimize fatal injuries of road accidents involving motorcycles. GOVT CENTER, Palo, Leyte -- For the second time now, the provincial government of Leyte has elevated again its image as a champion of exemplary local governance with its successful win of the Regional 2012 Gawad Pamana ng Lahi ng Award, the brainchild awards system initiated by the Department of the Interior and Local Government through the late Sec. Jesse Robredo. The award was handed over by DILG Regional Director Pedro Noval Jr, to Governor Mimmiette Bagulaya during the annual celebration of Christmas Party of the provincial government of Leyte held at the newly constructed provincial convention center located in Brgy. Pawing Palo, Leyte. Said award recognizes exemplary performance of local government units in administrative, social, economic and environmental governance that upholds the value of accountability, transparency, and inclusivity in local administration and development. A plaque, trophy and a P3 million prize was also awarded to the provincial government as its incentive being recognized as the regional awardee and also a nominee for the national award which last year was also bagged by the province, under helm of former Governor and now Department of Energy Secretary Carlos Jericho Petilla. In her short message, the award that was recently bagged by the province was attributed by Gov. Bagulaya to DOE Sec. Petilla who had made bold move to ensure better administration and transparency to include better fiscal management for the province during his entire stint as provincial governor of Leyte for about nine years. He had put the system into place before he left the province and what we did for the past one month was to continue implementing it, Bagulaya said. Furthermore, Petilla in his speech, during the celebration attributed the award to the provincial government employees who had embrace the system which he implemented in the province of Leyte that made them one of the top performing provinces not only in the region but in the country as well. CLGOO to have new head


TACLOBAN CITY The City Local Government Operations Office (CLGOO), which is a branch of the Department of Interior and Local Government (DILG), will have a new department head effective January 1, this year. This after the CLGOO Officer, Adoracion Peregrino, is to retire from the government service effective December 31, 2012. Councilor Jerry YaokaPGS was not given much priority. Hence, the current leadership would like to continue the journey and achieve the final but highly competitive stage which is the Institutionalization. The recently concluded focus group discussion was a pre -strategy refresh session intended to evaluate the current status of the PGS implementation in the LGU. During the focus group discussion, the participants were interviewed as to what will be their sectoral contribution to the development sin, in an interview with Leyte Samar Daily Express, said that the council members are happy that Peregrino appears before them last Wednesday to give thanks for all the support given while serving her post as CLGOO officer. Yaokasin revealed that Peregrino heads the city DILG for more than eight years. With this span of time serving the city DILG, it is thrust of the city government. The representatives were asked what their standards are for a dream city, after which they rated LGU Calbayog based on the standards that they enumerated. As a result, the sectoral representatives were asked to give their recommendations to help LGU Calbayog prosper. Lavish parties
cannot anymore be avoided, then so be it, but not to the point of lavishing them with expensive foods and gifts and venues, not to mention the required outts. For sure, there is nothing wrong with a sumptuous party, if the budgets warrant it. But if the roof in the house is leaking, the shoes need to be xed, the faded uniforms have to be replaced, and the bills have piled up, then it would be best to address these things rst before showing off in elegant parties. Our one-day-millionaire syndrome must now be put off for it brings us nothing but bankruptcy. The pompous attitude within us that goes for glamour and elegance in events like Christmas parties is making us poorer and we should rise from it. It is then improper to ask too much contribution from poor students when this time of the year comes. The decision of education authorities discouraging glamorous parties is commendable and should be heeded for the sake of poverty-stricken families that could hardly send their children to school.

hile Christmas parties are being held in many schools this week, the admonition for classroom teachers and ofcials concerned to observe the so-called contingency measures, and to do away with so much glamour that could burden parents and students nancially is, once again, in effect. Lavish spending is unnecessary to come out with glamorous parties. Working parents are not getting that much, which in turn they could share with their children. If the parents who have jobs are yet hardup, how much poorer will the jobless parents be in this Yuletide season? If, in case, the parents and guardians will receive for their bonuses more than enough, is it not proper rather to save for the mean months, when savings usually run dry? Despite the governments claim of a growing economy, ordinary people are still living in want, and we should be practical therefore in living up to our name, and not pretend that we are moneyed when we are not, like contributing much to celebrations. BEFORE we dismiss the idea as being outlandish, outrageous or whatever, we just have to remind ourselves that we are meant to live our life with God. And this is not only in heaven, our definitive state in eternity, but right here and now. No matter from what angle we look at the issue, even if we take the atheist view, we cannot escape from the reality that our life, in its utter objectivity, not minding first our subjectivity, is a life with God. And thats simply because God is the one giving us our very existence. And precisely because it is existence that he gives us, he cannot but be the one also to keep and maintain it, otherwise, if he withdraws from us, then we would cease to exist. For sure, our existence does not depend solely on the food we eat, the water we drink, the good health and other things that we may enjoy. They contribute, of course, but it is God who is first of all responsible for our existence. With this clarification, we overcome what may be referred to as the deistic bias which considers God only as Creator, giving us both chambers of Congress fail, a bicameral conference committee shall convene to hammer out the final version of what will later be the reproductive health law of the Philippines . Schools become the scenes of stunning violence, the questions are familiar: Why does it happen? Who is to be blamed? What can be done to stop it? Painful memories of school children being killed is universal. Last Friday, as Newtown, Connecticut joined the list of places, like our very own Barangay Guinsahugon, Southern Leyte Elementary School when the entire school and its school children were buried alive in a landslide. Also, recently another public school was ransacked and the burglar took away the allowances of teachers. How do we explain to a child about a mother, her

passion for guns and being the first victim? How about narrating to pupils that their teachers vault has been raided? These should be red flags for our planners - to revisit processes and make it an urgent national business. We examine our national mental health, our school infrastructure system, our disaster preparedness experts, and all those who in one way or another may reduce the vulnerability of schools in manmade disasters and natural calamities. If the Connecticut experience reflects the countrys mental health system, our local version of violence likewise reflects our dete-

riorating sense of integrity and accountability to public funds and properties. These warning signs renew debates on access to guns, security and safeguarding of school properties, including valuable human resources. Can we mobilize once more home-school partnerships so that children with problems may be attended to by the appropriate public social services sector? That teachers and administrators who by the very nature of their vocation should also participate in education workshops and on government rules and regulations on government expenditures? That our RDC (Regional Disaster Council) should include school violence issues in their plans in proper coordination with the police, fire department, hospitals, health departments, social welfare, and all other stakeholders. While writing this, I offer prayers to my timeless and universal concern for children, and may this be a work of art where the innocents may rest in peace.

THE BIRTH OF JESUS


This is how the birth of Jesus Christ came about. When his mother Mary was bethrothed to Joseph, but before they lived together, she was found with child through the holy Spirit. Joseph her husband, since he was a righteous man, yet unwilling to expose her to shame, decided to divorce her quietly. Such was his intention when, behold, the angel of the Lord appeared to him in a dream and said, Joseph, son of David, do not be afraid to take Mary your wife into your home. For it is through the holy Spirit that this child has been conceived in her. She will bear a son and you are to name him Jesus, because he will save his people from their sins. All this took place to fulfill what the Lord had said through the prophet: Behold, the virgin shall be child and bear a son, and they shall name him Emmanuel, which means, God is with us. When Joseph awoke, he did as the angel of the Lord had commanded him and took his wife into his home. He had no relations with her until she bore a son, and he named him Jesus.

FAIRNESS TO ALL
In our world today, we are only too conscious of the appalling injustice inflicted on people, by people. The injustice done to an individual is sometimes even thought to be of service to the public. Some, of course, are just, but their love of justice is often no more than the fear of suffering injustice. In a world such as this, it is consoling to hear God promising that he will restore all things in a Messiah who shall reign as king and deal wisely and shall execute justice (Jer 23:5). A just rule recognizes everyones fundamental right to life, a right to those conditions which make life truly human. Justice cannot be sacrifices on the altar of democracy. Democracy can never be a self-fulfilling justification for policies that are intrinsically immoral. Democracy to be healthy requires more than universal suffrage: it recognizes the presence of a just system of rule. Individuals dealing with one another must also be moved by a sense of justice. Joseph was an upright man (Mt 1:19) and therefore, when he came to know his espoused wifes pregnancy, he wanted to divorce him privately, in order to save her from public shame. His justifiable attitude towards Marys situation is far removed from legal prescriptions of the time which called for stoning. Cardinals ask House: Stop RH bill passage


CEBU CITY -- Catholic Church leaders began the nine-day series of dawn masses by appealing to lawmakers to reject the Reproductive Health (RH) bill, which is up for third reading today, Monday. Lawmakers who vote against the bill, which President Benigno Aquino III has certified as urgent, will do future generations a favor, said Manila Archbishop Luis Antonio Cardinal Tagle, in his first Misa de Gallo homily for the year. Just three dawns before the start of the Misa de Gallo, Congress approved the RH bill on second reading in a close vote, 113-104. As the issue of the RH bill heats up again, I appeal to our legislators in the House of Representatives and the Senate to welcome Jesus with joy. His Word and Wisdom (and not just any human word or wisdom) is needed to form consciences, Archbishop Tagle said. Over the weekend, the Catholic Bishops Conference of the Philippines (CBCP) reiterated its position against the measure, saying it puts at risk the moral fiber of the nation. The RH bill, if passed into law in its present form, will put the moral fiber of our nation at risk. No matter if they subvert the laws of the land to serve the whims of men, we must always observe the law of God and submit to him in every way, he said. Leading wireless services provider Smart Communications, Inc. (Smart) has teamed up with international NGO Telecoms Sans Frontieres (TSF) and the Vodafone Foundation to provide emergency communications support to ongoing disaster relief efforts in the province of Davao Oriental, which was hard-hit by Typhoon Pablo. The Vodafone Foundation and TSF have deployed an ultra-portable mobile phone networkthe Vodafone Instant Network developed in collaboration with Huawei. The equipment fits into four large suit cases and weighs slightly over a hundred kilos. This was set up in the municipality of Baganga, where relief agencies have set up their operations base, and was connected via satellite and the public internet to Smart cellular network. The connection from Baganga to Smarts network is all-IP, a capability that was made possible by the telcos advanced and modernized network. The engineers from Smart fasttracked network adjustments that enabled the Vodafone Foundation Instant Network to operate seamlessly with Smarts mobile phone network. This link-up is vital for the end-user because it guarantees the stability of the connection and frees users from paying for costly satellite-based GSM services. The portable mobile network is now up and running in Baganga and it took the joint team less than 24 hours to activate it. The portable communications network can provide cellular coverage to an area of 3- to 5-kilometer radius. Up to 12,000 people can register for the service and send text messages while 80 calls can be made simultaneously. Vodafone is one of the worlds largest mobile operators and TSF, which is based in France, specializes in providing emergency communications services. Smart has also provided 30 mobile phones for the use of relief agencies and local governments in conducting their operations. Some of these phones will also be used to provide residents with free calls. Communications lines in this province facing the Pacific Ocean were cut when Typhoon Pablo hit the province on December 4, flattening many buildings and damaging cell sites and telecoms transmission facilities. Smart has since restored service to most towns in the province, but Cateel remains isolated and parts of Baganga are still underserved. The deployment of the Vodafone Foundations Instant Network complements Smarts accelerated efforts to repair and restore facilities in these towns. This will be the first time ever that communications support using the Vodafone Foundations Instant Network will be deployed in an actual emergency situation. Previously, the same technology was used in Kaikor, Northern Kenya to provide communications support in the droughtprone area until a permanent mobile network site was installed. Nasa 3D images of Pablo show full catastrophe


DAVAO CITY - Threedimensional images by Nasas Tropical Rainfall Measuring Mission (TRMM) satellite just hours before the landfall of Typhoon Pablo on Baganga, Davao Oriental on December 3 showed a quick intensification from a Category 3 to Category 5 cyclone, which an official described as full catastrophe. This close to landfall, the TRMM satellite saw what could only be described as the full catastrophe in terms of the eyewall indicators of a potentially destructive tropical cyclone, said Owen Kelley of the TRMM science team at Nasas Goddard Space Flight Center, Greenbelt, Md., in a report online on hurricanes and tropical cyclones. Defined as a cyclones most destructive region, an eyewall is located just outside the eye where the most damaging winds and intense rainfall is found. The eyewall around Pablo had six devastating features. First, noon of December 3, just hours before the predawn landfall, the TRMM radar saw two hot towers simultaneously reaching a 15.5 kilometers altitude on the northeast side of the eyewall where the storms forward motion is added to the counterclockwise winds circling under the eyewall. A hot tower is a cloud that penetrates the tropopause, or that which reached to the lowest later of the atmosphere into the stratosphere. The tropopuase is usually around 15 kilometers above sea level. The presence of hot towers in a typhoons eyewall indicates strengthening in the next six hours. From past records of TRMM images, one hot tower higher than 14.5 kilometers or nine miles already indicates intensification is ongoing. More than that, at the base of these two hot towers were heavy rainfall. Second, Pablo not just had one but two eyewalls. This indicates rapid intensification. Worse, the inner eyewall had only a ~20 km radius, which is smaller than the average cyclone, which again says a lot of the typhoons fearsome potential. A compact eyewall means that the typhoons eye contains only a relatively small volume of air that would need to be heated in order to lower the storms ocean-surface central pressure, which in turn, would make it easier to increase the speed of the circling surface winds that determine the storms headline intensity, the report said. As if thats not enough, Pablo just before landfall had two lightning flashes in the inner edge of one of the eyewall hot towers, a relatively rare occurrence in tropical cyclones. Lightning tends to occur where updrafts are strong enough to suspend in mid-air a mix of supercooled water and grauple or hail-sized chunks of ice, the report said. This ice can only be formed when updrafts repeatedly bob ice particles up and down through a lower cloud layer with liquid water droplets and then a higher cloud layer cold enough to promote freezing. Meaning, Pablo was not just gathering a very strong rain and wind, it was also playing around with ice. As a fifth indicator that typhoon Pablo was brewing something really, really big, the TRMM observed cloud-top temperatures. The coldest cloud tops had temperatures as cold a -90C. The report said this shows that Pablo was sucking up a great deal of energy from the ocean surface and turning this into strong updrafts that were punching through the troposphere and into what lies between the troposphere and stratosphere. From relative heat to very beyond freezing cold means very strong updrafts indicating the typhoon was going on an overdrive that has yet to be witnessed again. To top it off, these same cloud-top temperatures show that the circling wind of the typhoon were contained and prevented from simply dissipating from the eye to the outside drafts. Specifically, the cloudtop temperatures show gravity waves propagating around the eyewall instead of spreading away from the inner core like ripples in a pond, the report said. Thus, while the Pagasa had earlier announced that it does not use the term super typhoon and that such a term is only used by the media, Pablo was indeed a super typhoon for lack of any other word to describe it. To add to its recordbreaking dimensions, Pablo broke a long-held belief that tropical cyclones can only form at least five or eight degrees of latitude away from the equator. Tropical Cyclone Bopha (international codename of Pablo) has just broken this rule, with the TRMM satellite radar catching Bopha in the act of rapidly intensifying from category 3 to category 5 when approximately six degrees north of the equator, the Nasa report said. There were very few such tropical storms or typhoons near the equator. These include Washi or Sendong, which hit Iligan and Cagayan de Oro Cities last year, Tropical Storm Agni that fell on Somalia on December 5, 2004, and Vamie which hit Singapore on December 27, 2001. In the past half century, the two tropical storms with the most similar landfall locations in the southern Philippines may be Kate (Typhoon Titang in 1970) that made landfall at category 4 and caused over 600 deaths and Washi (Sendong in 2011) that make landfall as a tropical storm and caused over 1,000 deaths, the report said. It was Titang that hit Davao Region and at that time it was listed as the deadliest typhoon to hit the country with 631 dead, 284 missing and $50-million in damage. This has since been surpassed by nearly 20 typhoons throughout the 42-year span, the worst of which so far is Pablo. The physical mechanisms contributing to such an event (Pablo) will take scientists time to unravel, the report said. DOH-8 medical team to help Pablo victims


TACLOBAN CITYAn 11-member medical team from the Department of Health in Eastern Visayas is to leave on Tuesday to Mindanao to help the victims of typhoon Pablo. This was bared by health assistant regional director, Doctor Minerva Molon, who said that the team from the region would be headed by Dr.Fedelita Dico. According to Molon, the team would be assigned to different towns in Mindanao hit by Pablo. It is their counterpart office in Mindanao which will give the place of assignment to the medical team from Eastern Visayas. This is our way of helping our brothers and sisters in Mindanao (hit by Pablo).We are just reciprocating good deeds from other regions whenever we need the same help, the health official said. According to Molon, the group is composed of doctors, nurses and medical staff which will record the needed data. She added that the group will stay in Mindanao up to December 23. They will return back for them to celebrate the Christmas with their loved ones. But another team will be assigned there after Christmas, Molon said. Meanwhile, Tacloban City Mayor Alfred Romualdez said that the city government will also provide needed assistance to the victims of Pablo. He said that anytime this week, sacks of used clothing as well as still undisclosed amount of money would be donated by the city government for the victims. Before Christmas, we expect to deliver our asisstance to Mindanao. We should be glad that Tacloban and the entire region was spared by Pablo, Romualdez said. PRO8 recovers arms cache, nabs army man for carrying gun in Calbayog City
CAMP RUPERTO KANGLEON,Palo, Leyte-The Regional Special Operations Task Group(RSOG) is conducting investigation if the firearms cache recovered in Calbayog City recently belongs to a partisan armed groups (PAGs) in Samars first district even as a member of the Philippine Army was nabbed by police operatives in the city for carrying an undocumented firearm. I ordered the RSOTG and the police chief in Calbayog to conduct a thorough investigation as said firearms may belong to a PAG or criminal elements in the area, Police Chief Superintendent Elmer Soria, Eastern Visayas director said. The Police Regional Office 8 activated the RSOTG recently to ensure secure and fair elections in 2013 especially in Samar province, which the Department of Interior and Local Government (DILG) earlier classified as one of the 15 priority areas for next years midterm polls. Soria informed that at about 9:45 in the evening of December 12, information received by the Calbayog City Police Station disclosed that there were 3 suspiciouslooking men sighted infront of the Baptist Church in Purok 3, Brgy Hamorawon, some two kilometers east from the city proper. Upon cognizance of the report, police team led by Police Senior Inspector Aaron Elago immediately proceeded to the area but the men scampered towards the mountainous area of said village evading arrests after a chase by the police team. I am now asking district engineering offices to be generous by sparing some of their fund for Christmas parties for sharing to less fortunate families, he said in his speech He added that last week, the regional office were able to gather used clothing from DPWH personnel for homeless families. The Philippine Contractors Associations Leyte chapter also took part in this activity by donating P150,000 during their Christmas party last week. The amount was forwarded to the central office for consolidation. Christmas as a time of sharing is very timely because of the so many victims of Typoon Pablo, he added. Northern Samar first district engineering office hold off their Christmas party and donate a big chunk of their P30,000 budget for typhoon victims.
