the second and final phase of
the Gujarat assembly elec-

NEW DELHI: The Rajya Sabha on
Monday passed the constitution amend-
ment bill to provide reservations in pro-
motions for the Scheduled Castes (SCs)
and the Scheduled Tribes (STs). The
Constitution (One Hundred Seventeenth
Amendment) Bill, 2012 was passed with
206 members voting for the amendment
and 10 voting against after a two-day
debate.
The bill, a major demand of the
Bahujan Samaj Party, was strongly
opposed by the Samajwadi Party (SP).
Earlier in the day, Samajwadi Party
forced adjournment of Rajya Sabha for
half an hour demanding reservation for
Muslims in education and government
jobs.
Samajwadi Party (SP) Chief
Mulayam Singh Yadav remained
ambivalent about supporting the UPA
government, and said his party would
deliberate over the issue when "the time
comes".
"The party will think over the issue at
the appropriate time," Mulayam Singh
told reporters here when asked whether
he would continue to support the United
Progressive Alliance government. He
also accused the UPA government of
using the Central Bureau of
Investigation (CBI) against him. "The
government has entrapped me through
the CBI," he said, adding, "I am not
afraid of the CBI." Mulayam's subtle
hint came on the day his party demand-
ed proportionate reservation for
Muslims through a constitutional
amendment in an apparent move to
counter the push for quota in promotion
for the SCs and the STs in governmen't

JAMMU, DEC 17: Chief Minister,
Omar Abdullah Monday reviewed
the progress of works being executed
by Surinsar-Mansar and Patnitop
Development Authorities in the two
separate meetings he chaired here.
Taking brief on the action taken
status of decision taken in the last
meeting of Surinsar-Mansar
Development Authority (SMDA), the
Chief Minister was informed that
various beautification projects
involving about Rs. 14 crores are
being executed in the Surinsar-
Mansar area. It was stated that under
the works programme for the year
2012 Rs. 2.25 crore have been ear-
marked and an amount of about Rs.
60 lakhs has been incurred out of it
on various works by the end of
November 2012.
It was stated that works relating to
building of Sarai in Utterbani,
strengthening of Utterbani protection
bund, strengthening of wooden jetties
at Surinsar, construction of PC at bus
stand Mansar, reconstruction of dam-
aged jetties at Mansar and other
about 30 works are under execution
in the area. It was stated that 8 works
involving Rs. 1.13 crore have also
been taken in hand during the current
year.
The Chief Executive Officer of
SMDA made PowerPoint presenta-
tion in the meeting and gave resume
of the works under progress for the
development and beautification of
Surinsar-Mansar and Utterbani areas.
The Chief Minister reviewed the
progress of Patnitop Development
Authority (PDA) in another meeting
and received the status of action
taken on various decisions taken in
the previous Development Authority
meeting.

PDA presented resume of the
progress on various schemes under
execution for the development and
beautification of areas falling under

JAMMU, DEC17: In an effort to further
strengthen the prospects of rural employabili-
ty in Jammu & Kashmir, the Cabinet has
accorded sanction to the roll out of National
Rural Livelihood Mission (NRLM), a poverty
eradication programme through J&K State
Rural Livelihood Society (SRLS).
The decision was taken today with
Chief Minister, Omar Abdullah in chair.
NRLM is a universal social mobilization
programme under which at least one member
from each rural poor and vulnerable house-
hold, preferably women, will be brought
within the net of Self Help Groups (SHGs) in
a time bound manner. The scheme will facili-
tate creation of a Platform and nurturing them
with continuous capacity building support.
The mission aims to reduce poverty in rural
areas by building strong grassroots institu-
tions for the poor, engage them into gainful
livelihood intervention and ensure apprecia-
ble improvement in their income on a sustain-
able basis. The expenses for the mission will
be shared between centre and state initially in
the ratio of 75:25. contd on page 2

ers, the charismatic Gujarat CM made a two-fin-
gered 'V-sign' after coming out of the polling sta-
tion. Modi's act irked Congress, which com-
plained to the Election Commission of India and
blamed the Gujarat CM of violating code of con-
duct. The Congress slammed Modi for going to
vote "in a procession".
"I want to thank the electorate and I am sure
they will lead the BJP to a hat-trick win," said
Modi after voting. He further expected the voter
turnout in the second phase to exceed than that in
the first phase. Modi also told reporters, "It's a
very peaceful election. It is such a election that
has been contested by people of Gujarat them-
selves...An election where youth and women folk
have taken up the responsibility on their shoul-
ders...It will be historic one because it has been
contested on the issue of good governance and
development plank."
Modi tweeted: "Cast my vote in Ahmedabad.
Looking at overwhelming support of people of
Guj, am confident we are heading for a hat-trick."
The BJP strongman, who is contesting from
Maninagar Assembly constituency, is locked in a
direct contest with Congress candidate Shweta,
the wife of suspended IPS officer Sanjiv Bhatt.
Congress' Shweta Bhatt, who is pitted against
Narendra Modi from the Maninagar constituency,
reached at polling station with her husband, the
suspended IPS officer Sanjiv Bhatt.
Just before casting her vote, Shweta had said:
"I am fighting for truth." After voting, Sanjiv
Bhatt tweeted: "Revolution is not an apple that
falls when it is ripe. You have to make it fall. Go
shake the tree."
Serpentine queues were witnessed since morn-
ing at 23,318 polling stations, with women com-
ing out in large numbers.
Former home minister of Gujarat Amit Shah,
who is contesting from Naranpura in Ahmedabad,
and Leader of Opposition in Rajya Sabha Arun
Jaitley have also voted.
Meanwhile, reports claimed that shots were
fired at BJP MLA and candidate from Sahera in
Panchmahal district, Jetha Bharwad.
However, later Panchmahal Superintendent of
Police Sachin Badshah said that the bodyguard of
Bharwad had opened fire, injuring four people.
"When Bharwad reached Tarsang village,
some stones were pelted at him following which
his commando opened 8-10 rounds of fire, injur-
ing four persons. They all are out of danger now,"
said Badshah. Notably, Bharwad was among the
two MLAs caught watching porn in the Gujarat
Assembly. The constituencies where polling
started include 17 in Ahmedabad city, 40 con-
stituencies in five districts-Vadodara, Dahod,
Panchmahal, Kheda and Anand-of Central
Gujarat, on 32 seats in five districts -Patan,
Mehsana, Sabarkantha, Gandhinagar and
Banaskantha-of North Gujarat, and on six seats in
Kutch District. Out of total 1, 98, 99,501 voters,
there are 1, 03, 58,265 males, 95, 41,157 females
and 79 other voters who are likely to exercise
their franchise. Out of a total of 820 in this phase,
49 women candidates in the fray. The BJP has
fielded candidates on all 95 seats going to poll in
this phase, whereas Congress is contesting on 92
and Gujarat Parivartan Party (GPP) and Bahujan
Samaaj Party (BSP) on 84 seats each, besides 284
independents in fray. Voters will also decide the
fate of political bigwigs like state ministers
Anandi Patel, Saurabh Patel, Jaynarayan Vyas,
Ramanlal Vora, Praful Patel, Pradipsinh Jadeja
and Fakir Vaghela.

Pakistan misled ....
India turned futile for New Delhi as there was
no assurance from the visiting minister on con-
tentious issues like action against Lashkar-e-
Toiba founder and 2008 Mumbai terror attack
mastermind Hafiz Saeed and crackdown on terror
outfits operating from Pakistani soil. The only
positive outcome of Malik's visit was the opera-
tionalisation of a liberalised visa agreement
between the two neighbouring countries.
Mr Shinde said both the countries have agreed
to enhance people to people contacts and confi-
dence building measures to proceed in an atmos-
phere free of terrorism and violence. The Home
minister said an Indian delegation will visit
Pakistan in this week to settle the revised terms of
agreement to facilitate an early visit of the
Judicial Commission from Pakistan. Shinde fur-
ther said Malik was told that bringing conspira-
tors of Mumbai terror attacks to justice is of para-
mount importance. He also revealed that it was
agreed that an Indian team will visit Pakistan so
that the judicial commission can come here at the
earliest.
Pakistan's attention was also drawn to pushing
drugs across Pakistan border, Shinde said, adding
that the facts of increasing number of fake curren-
cy notes coming from across the border were also
highlighted. Terror camps in Pakistan-occupied
Kashmir are still intact, noted Shinde. He also
cleared that Pakistan has to ensure full co-opera-
tion in arrest of 1993 Mumbai blasts mastermind
Dawood Ibrahim, who is said to control activities
from Karachi. Shinde had avoided holding a press
conference with Malik during the latter's visit to
India, which culminated on Sunday. The Home
minister also informed that the home secretaries
would endeavour to meet in the first quarter of
2013 to review progress. Mr Shinde said bringing
fugitives of the Mumbai bomb blasts of 1993 to
justice and fake currency notes also figured dur-
ing the discussion.
BJP slams ....

Minister Sushilkumar Shinde.

statement later. Malik, before flying home
Sunday, alleged that Abu Jundal, who is said to
have been present at the Karachi-based "control
room" from where the horrific Mumbai terror
attack was overseen and directed was actually an
Indian intelligence agent. Earlier, raising the issue
in the Rajya Sabha, BJP leader Ravi Shankar
Prasad said Pakistan interior minister Rehman
Malik's statement about internal issues of the
country is unprovoked and unwarranted.

logue process. Besides Farooq, other members of
the delegation include Abdul Ghani Butt, Agha
Syed Hassan Al-Moosvi, Maulana Abbas Ansari,
Bilal Ghani Lone and Musadiq Aadil. Shortly
after the delegation arrived in Lahore yesterday,
Farooq described the Kashmir issue as a "trilater-
al" matter and not a "bilateral dispute" between
India and Pakistan.
Talking to reporters, he said: "The Kashmir
dispute requires the attention of the international
community (at a time) when other international
disputes are progressing towards solution." The
purpose of the delegation's visit is to add momen-
tum to efforts for the settlement of the Kashmir
dispute, Farooq said. Pakistan had played a "pos-
itive role" in the Kashmir issue and it always
extended moral diplomatic and political support
to Kashmiris, he added. While appreciating the
resumption of the dialogue between India and
Pakistan in the aftermath of the Mumbai attacks,
Farooq contended that Delhi should "change its
stance on Kashmir". During its stay in Pakistan,
the delegation is scheduled to meet Prime
Minister Raja Pervez Ashraf, Foreign Minister
Hina Rabbani Khar, Kashmir Affairs Minister
Manzoor Wattoo, PML-N chief Nawaz Sharif,
Tehrik-e-Insaf leader Imran Khan and other lead-
ers.
Cabinet rolls out .....
Self help groups of 10-15 women will be
formed in their immediate neighborhood. Each 25
to 30 groups will be federated so as to organize
Self Help Groups into a bigger forum to provide
financial and other support.
For the purpose, Rs 17 crore have been allo-
cated by the Union Ministry of Rural
Development for J&K for the current Year. To
start with four resource blocks in the State have
been selected, two each in Kashmir and Jammu
divisions. Director, Rural Sanitation J&K will be
the Mission Director J&K SRLS.
Meanwhile, the Union Ministry shall be mak-
ing a special proposal to the Union Cabinet for
delinking the allotment of funds to the State on
the basis of Poverty Ratio, so as to ensure suffi-
cient funding to cover the entire Jammu and
Kashmir over a short period and initially enable
to expand the pilot scheme to more blocks.

The Chief Minister underlined the need of
preservation and protection of water bodies and
health resorts adding that the attraction and natu-
ral beauty of these places should not get ham-
pered while execution of necessary infrastructur-
al development and beautification works.
The legislators Harshdev and Yashpal Kundal
were present in the SMDA meeting while Ashok
Kumar and Krishan Lal Bhagat participated in the
PDA meeting.
The legislators Ashok Kumar and Krishan Lal
expressed gratitude to the Chief Minister for his
keen interest in the development of health resorts
in the State.

"It is matter of anguish that both the infants
died due to cold even though the hospitals have

raise in Zero Hour." Standing near the podium,
they raised slogans demanding implementation of
the Sachar Committee report.
The Rajinder Sachar Committee, appointed in
2005 by Prime Minister Manmohan Singh, was
commissioned to prepare a report on the latest
social, economic and educational condition of the
Muslim community of India. It had concluded
that the status of Indian Muslims are below the
conditions of Scheduled Castes and Scheduled
Tribes.
"Please don't come into the Well. This is not
allowed," Ansari said. "Please go back to your
places," he pleaded with unrelenting SP members.
He then adjourned the House for 30 minutes.
The Congress has issued whips to its MPs to
vote in favour of it. Meanwhile the Samajwadi
Party said that they will continue to oppose the
bill. Congress spokesperson Rashid Alvi had said
yesterday that the party was "committed that there
should be reservations in promotions for SCs and
STs. We hope that we will be able to get the bill
cleared in the Parliament." He was asked if the
party was planning to issue a whip for voting on
the bill on reservation for SCs and STs in promo-
tions. "Definitely the party will issue a whip. Why
will it not issue a whip?" Alvi responded.

ber of such cases was found in Andhra Pradesh
where 5,227 illegal mining cases were detected
and fines worth Rs 93.04 crore were received.
"Since the state governments deal with cases
of illegal mining, therefore, specific details are
not centrally maintained in the Ministry," Patel
said. No illegal mining cases, till June of the cur-
rent fiscal, could be found in states like Goa and
Jharkhand. As many as 3,266 illegal mining cases
were detected in Uttar Pradesh.
"As per section 23C of Mines and Minerals
(Development and Regulation) Act, 1957, the
state governments have been empowered to make
rules for preventing illegal mining," Patel said.
To a separate question, he said Odisha has
detected 1,281 illegal mining cases since 2009-10
till June of 2012-13. The state during the period
had filed 36 court cases and realised fine of Rs
43.39 crore. Odisha is estimated to have 593 crore
tonnes of iron ore and 7,145 crore tonnes of coal
deposits, he said.

promise its interests while discussing Siachen
with Pakistan, Defence Minister A.K. Antony
said Monda. The minister told the Lok Sabha
that India and Pakistan have discussed the dis-
pute over Siachen and other aspects. "The
area of Siachen glacier is an integral part of
India," he said in a statement. "Deployment of
troops in the area is based on threat perception
and other operational issues so that national
interest is not compromised."
Pilots not main reason for IAF
crashes
NEW DELHI, DEC 17: Inexperience of
pilots is not a major reason for Indian Air
Force (IAF) accidents, Defence Minister A.K.
Antony said Monday. The minister told the
Lok Sabha in a statement that air accidents
took place due to several reasons. "Human
error is one of them." He said IAF had a com-
prehensive training programme, and steps had
been taken to improve training of pilots based
upon findings of various courts of inquiry "to
prevent accidents due to human error". The
minister said a tender had been issued to pro-
cure 56 twin engine light utility helicopters by
the Indian Navy to replace Chetak and
Medium Range Torpedo Carrying
Helicopters. "Upgradation of aircraft is a con-
tinuous process based upon operational
requirements," he said. "No upgradation pro-
gramme for Su-30 aircraft is currently
planned."
Russia sold arms worth $14 bn in 2012
MOSCOW,DEC 17: Russia's overseas arms
sales exceeded $14 billion this year, outper-
forming forecasts by more than $500 million,
President Vladimir Putin said Monday. India,
Vietnam, Myanmar and Venezuela are the
leading buyers of Russian arms.
The country's defence industry also sealed
export contracts worth another $15 billion in
2012, Putin said. But Russia should work to
expand its range and strengthen its position on
the market for the maintenance and moderni-
sation of military equipment, the president
told a governmental commission on the
defence industry. The Russian Federal
Service for Military and Technical
Cooperation had forecast arms exports in
2012 would stand at $13.5 billion.
Russia reported arms sales of $13.2 billion
in 2011, enough to maintain its position as the
world's second arms exporter after the US.
The US Defense Security Cooperation
Agency reported overseas arms sales of $34.8
billion last year. India is the leading purchas-
er of Russian arms, with Vietnam, Myanmar,
Venezuela and countries of the Middle East
also figuring among main clients of the
Russian defence industry.

integrated perspective plan of

AWACS aircraft and small
Airborne Early Warning and
Control (AEW&C) system
aircraft.
"While three AWACS
already stand operationalized
in the Indian Air Force, there
is a proposal for procurement
of two additional AWACS,"
he said.
Simultaneously, he added,
the Defence Research and
Development Organisation
(DRDO) was engaged in
indigenous development of
three AWE&C systems.
The minister said the
development of AWACS
(India) "is envisaged to be
completed in about 84
months from the date of for-
mal sanction".
JAMMU, DEC 17: With a
view to ensure quality
healthcare to the police per-
sonnel and their families, the
Government will upgrade the
police hospitals at Jammu
and Srinagar with latest diag-
nostic and infrastructural
facilities. This initiative will
cater the healthcare needs of
more than one lakh work-
force of State Police and their
families.
This was stated by the
Minister for Health & Family
Welfare Mr. Sham Lal
Sharma during his visit to
Police Hospital Jammu, here
today. While interacting
with the top brass of Police
department and hospital
administration, the Minister
said that Government was
aware about the increased
workload in view of ade-
quate expansion in the differ-
ent wings of police force dur-
ing the past some years and it
is endeavor of the
Government to provide qual-
ity healthcare to everyone in
the department and their
family members which is
their fundamental right. He
directed the Medical
Superintendents of both the
Police hospitals of Jammu
and Srinagar to submit a
comprehensive proposal in
consultation with the senior
functionaries of the Police
for their upgradation accord-
ing to the increased workload
and future requirements.
Meanwhile he assured the
hospital administration that
government would help in
strengthening the facilities of
both hospitals by way of
posting more specialist doc-
tors and para-medics.
Responding to the
demands of Director General
of Police, the Minister direct-
ed the Medical
Superintendents to depute
Dental Surgeons and Eye
Specialists in different dis-
tricts to provide consultation
to the police personnel at
least twice in a week. He also
directed to introduce the
Janta Health Insurance
Scheme in the police depart-
ment to facilitate the police
personnel.
Earlier, the Minister took
round of all sections of the
hospital and issued on-the-
spot instructions to the hospi-
tal authorities for undertak-
ing the renovation work of
the building. He impressed
upon the doctors to discharge
their duties with extra dedi-
cation and commitment and
serve the patients with mis-
sionary spirit.

Minister about the perform-
ance of the hospital during
the past one year. She
informed that the hospital
has treated more than 6000
patients in Out Patient
Department(OPD) from

said that hospital is function-
al on 24x7 basis and caters to

the Rajya Sabha:" The Rail Development in J&K State is
extremely sluggish. The construction of Railway Line
between Udhampur and Qazigund (Kashmir) is not keeping
pace with the commitment made by the Ministry of
Railways for its completion. Within Jammu Province the
Railway Line has not moved to Poonch / Rajouri and Doda.
The Survey in respect of line between Jammu and Rajouri
- Poonch was faulty and not development has taken place. In
respect of fact that there is heavy traffic of civilian & mili-
tary movement, the Railway Ministry is dragging its feet and
not undertaking the works. In Kashmir Valley, the Railway
line has not moved to Uri and Kupwara. The Ministry has to
take urgent measures in this direction".

Rogi Kalyan Samiti meeting of New Type Primary Health

Kalyan Samiti are becoming instrumental in bringing
reforms in health sector to build infrastructure at gross root
level especially in kandi and far off areas of the state.
Dr Sharma while reviewing the functioning of PHC

IL-76 air force flight arranged for stranded
passengers of Kargil on 19thDec
SRINAGAR, DEC 17: In view of continued cancellation of
AN-32 Kargil Courier Service between Kargil and Srinagar
due to inclement weather and in order to clear the stranded
passengers, Government has arranged IL-76 Air force plane
between Leh and Srinagar on 19th December. It may be men-
tioned that since IL-76 is a very big aircraft, it cannot land at
Kargil airport, therefore, it can only operate between Leh and
Srinagar. Therefore, stranded passengers of Kargil desirous
of purchasing tickets for IL-76 are advised to report to Kargil
House Bemina, Srinagar on 18th December at 10.00 am. The
pasengers will also be required to report at 7.00 am on
19thDecember at Kargil House Bemina, Srinagar to be trans-
ported to Srinagar airport and airlifted to Leh in IL-76.
Similarly, the passengers at Kargil, who have already been
issued tickets, are being sent from Kargil to Leh by road on
18th December, so that they can avail the flight on 19th
December from Leh to Srinagar.
Meanwhile, on 18th December arrangements have been
made for airlifting passengers between Kargil and Jammu in
AN-32 Kargil Courier, subject to fair weather.
National highway preparedness
reviewed at Levdoora Qazigund
ANANTNAG, DEC 17: A high level meeting of Disaster
Management Committee was held here today under the chair-
manship of Deputy Commissioner Anantnag at TRC Levdoora
Qazigund. The Deputy Commissioner took stock of the supply
position and other related matters regarding the preparedness
on national highway for the coming wet days. He also inspect-
ed the Jawahar Tunnel and the disaster management centers
established at different locations. The Deputy Commissioner
was informed that 70 quintals of rice, 70 quintals of sugar, 70
quintals of atta and 4000 litres of K-Oil are available at disas-
ter management centres at Levdoora, Qazigund, Cheki
Wangund, Toll Post, Lower Munda, Verinagr Zig and Jawahar
Tunner. Deputy Commissioner directed Additional District
Development Commissioner, Anantnag to provide 100 blan-
kets out of Red Cross to TRC Levdoora. The concerned
authorities were directed to arrange 10 quintals of firewood for
heating arrangements for stranded passengers during the clo-
sure of highway at TRC Levdoora. Traffic authorities were
directed not to allow unusual traffic from Levdoora and to use
newly constructed 6 km road from Vessu to Levdoora for
parking of trucks. Acontrol room was established at Qazigund
which will work round the clock. The P{HE department offi-
cials were directed to set up canteens at Gulab Bagh and
Verinag Zig for providing tea and biscuits to passengers at
Market rate. They will also provide water tanker facility for
TRC Levdoora Qazigund on daily basis. Mechanical
Department officials were asked to gear up their men and
machinery and to work in close coordination with traffic
authorities, R&B department and Police department.

ing of panches, sarpanches
and citizens of the area on the
occasion, Omar Abdullah
said that government is deter-
mined to provide Panchayat
Ghars to all 1788 panchayat
halqas which are presently
without this facility during
the current tenure of the
coalition government.
The State Government has
launched a comprehensive
programme of construction
of 1161 panchayat ghars
across the State at a cost of
Rs. 232 crores. In addition an
amount of Rs. 10.32 crores
has been released to the pan-
chayat halqas for furniture
and fixture of panchayat
ghars. The 41 panchayat
ghars which were dedicated
to the panchayat halqas by
the Chief Minister today
involved an expenditure of
Rs. 8.20 crore.
The Chief Minister said
that the efficacy of a well
developed and empowered
Panchayat Raj is essentially
important for a State like
Jammu and Kashmir where
affairs of the governance can-
not be performed at the secre-
tariat or divisional levels.
"We have geographical diver-
sities, difficult terrains,
remote, far-flung, inaccessi-
ble and hilly areas", he said
adding that holistic develop-
ment under this situation can
only be assured when grass
root level representatives of
people are involved in plan
formulation and execution of
development works.
The Chief Minister said
that this was the objective
before the government when
it announced holding of pan-
chayat election and success-
fully completed the task. He
said while various powers
have already been transferred
to panchayats many more are
in the pipeline to give these
institutions more strength

NSF calls for
closure of illegal
nursing homes
JAMMU, DEC 17: The National Secular
Forum (NSF) has condemned the Health
Department and mis-management in the
health sector owing to which the poor masses
were suffering. NSF demanded from the
Chief-Minister to order Vigilance probe into
the "Irregularities, bad services, corruption
and nepotism in health sector.
Addressing a press conference, NSF presi-
dent Dr.Vikas Sharma said, "The private
Nursing Homes are operating in the region
without registration. They don't have the req-
uisite infrastructure. They are been allowed to
suck the blood of poor masses who are help-
less as the Government run institutions are
not providing them the necessary facilities."
"The registration process of 37 nursing
homes is pending in the Directorate of Health
Services for the last one & half year. The
process is deliberately not being completed
because the nursing homes don' fulfill the pre-
scribed conditions. The Department is mint-
ing money from the nursing homes and
encouraging corruption. Last year, four nurs-
ing homes were sealed but later re-opened.
Sharma said nursing homes were without
the prescribed facilities but still operating
under the nose of authorities without infra-
structure. Also they were charging heavily
from the poor patients.
He further said that Government has not
conducted gender survey of new born babies
in the State and as per 2011 Census report
(Provisional), the sex ratio of the total popula-
tion of the State has declined from 892 in
2001 to 883 in 2011 whereas the child sex
ratio has declined from 941 to 859 over this
period.
Sharma demanded from the Chief Minister
to order inquiry into the functioning of the
private nursing. The nursing homes operating
illegally are closed immediately If
Government fails to check their menace, the
NSF will launch crusade across the region.

Day-2013 with great pomp and show and to

Deputy Chief Minister Tara Chand on Monday
convened a high level meeting of officers of
civil and police administration and discussed
arrangements for the ensuing Republic Day
celebrations.
Threadbare discussions were held on vari-
ous issues which inter alia include ensuring
maximum participation, transport arrange-
ments, seating arrangement, traffic regulation,
parking sites, security, illumination of impor-
tant government buildings, sanitation and
cleanliness arrangements in the stadium, drink-
ing water facilities, Lighting arrangements,
Medical arrangements, Barricading/ Digging,
displaying of hoardings at various locations,
and other allied arrangements.
Deputy Chief Minister enjoined upon the
officers for close coordination among all
departments to ensure successful celebration of
the Republic Day function. He said that while
making arrangements it should be ensured that
least inconvenience is caused to the common
people. He asked the officers present in the
meeting to adopt public friendly approach
while implementing the arrangements and
ensure that people do not face any difficulty
during their participation in these celebrations.
Deputy Chief Minister stressed that the main
focus has been laid down for hassle free entry
of people to the venue. He also stressed for
ensuring maximum participation of the stu-
dents at the venue. It was informed in the meet-
ing that traffic department will ensure deploy-
ment of adequate number of Traffic Police offi-
cials besides ensuring uninterrupted movement
of the vehicles of VVIP's and that of public
around the venue on the day. SRTC buses will
be arranged at various locations to ferry the

Shafi Koka said that the surgery was per-
formed on a patient suffering from "CAU-
DAEQUINA SYNDROME SECONDARY
TO APACE OCCUPYING LESION OF
SPINE" and had developed Neurological
deficit of lower limbs with bladder involve-
ment. He said that during the procedure Dr.
Suhail was assisted by his Operation theatre
staff and Anesthetist, Dr. Baljeet Kour.
Dr. Suhail is performing different arthro-
scopic procedure for last one year with
resounding successes, said Dr. Koka. He has
praised the dedication and professional abili-
ties of Dr. Suhail. Medical Superintendent said
that Police Hospital Srinagar has been provid-
ing specialized ENT Endoscopic and
Laparoscopic general surgical facilities to the
patients.
Dr. Suhail after performing the successful
operation thanked his staff, who assisted him

I
t is shocking that senior Government
functionaries of Pakistan should
come to India only to add insult to
our injury, and then get away with their
disgraceful act. One of the first state-
ments which that country's Interior
Minister Rehman Malik made on arriv-
ing in India on his three-day visit begin-
ning Friday is that Kargil martyr Captain
Saurabh Kalia could have died due to
inclement weather. Pakistan handed over
Captain Kalia's mutilated body which
bore marks of extensive torture. Did bad
weather inflict the tortures and the muti-
lation, as Mr Malik seems to suggest?
The Pakistani Interior Minister's refusal
to even admit the possibility that Captain
Kalia may have become a victim of bru-
tality at the hands of his Army's person-
nel during the war fits in perfectly with
Islamabad's stated position of denial. In
fact, some elements there had even been
so brazen as to claim that Captain Kalia's
body may have been mutilated by the
Indian forces to bring a bad name to the
Pakistani Army! Mr Malik does not
appear to be in the least bit concerned
with the sensitivity of the case. The best
that he could have done is to assure an
inquiry into the episode. At the very least
he could have skirted the matter on the
pretext that he did not have details of the
case. Yet, after heaping such insult to the
memory of a brave soldier, Mr Malik has
had the temerity to desire an audience
with the parents of the soldier. The reac-
tion of the Government of India has
been, as expected, one of near submis-
sion. Neither the Union Ministry of
External Affairs nor the Union Ministry
of Home Affairs (on whose invite Mr
Malik is in India) nor the Union Ministry
of Defence has responded to the Interior
Minister's outrageous comment. But
then, what more could have been expect-
ed of a Government which has shown
such shameful laxity over the years in
pursuing the case that Captain Kalia's
father had to approach the Supreme
Court for justice? Perhaps Pakistan's cal-
lousness is driven by New Delhi's own
pusillanimity in raising the issue with
Islamabad. India has not once effective-
ly taken up the matter that international
norms were flouted by Pakistan's Army
when it subjected Captain Kalia to tor-
ture in captivity.
Mr Malik further rubbed salt in the
wounds of his host, when he equated the
barbaric 26/11 terror attack which was
plotted on Pakistani soil and executed by
extremists belonging to that country,
with the demolition of the Babri mosque.
Mr Malik later 'clarified' that he had not
equated the two events, but the fact is
that he had indeed raised the Babri mat-
ter in the same breath while speaking of
26/11. The Babri demolition issue is nei-
ther any of Mr Malik's business nor does
it justify the horrific attacks which were
unleashed by people trained by elements
within the Pakistani establishment.
The Interior Minister's despicable
remarks lead one to wonder, yet again:
Why are we continuing to pamper
Islamabad despite everything? Union
Minister for Home Affairs Sushil Kumar
Shinde has done this country no favour
by having invited Mr Malik. The sight of
the Home Minister holding high Mr
Malik's hand in a celebratory gesture
after all this, is as revolting as Mr
Malik's recent remarks. What's the cele-
bration about, Mr Shinde?
BANGALORE: Karnataka,
whose capital Bangalore is a
major attraction for students
across India for education,
particularly engineering and
medical courses, is to get 13
more private universities,
taking their total to 15. Once
these universities are set up,
Karnataka will be the third
state, along with Himachal
Pradesh, in the country to
have 15 private universities.
Rajasthan has the highest
number of private universi-
ties at 33, according to the
data with the Universities
Grants Commission, the cen-
tral organisation that super-
vises university education in
the country. The second
place goes to Uttar Pradesh
with 18 while Gujarat with
13 is the other state with
more than 10 private univer-
sities.
A row, however, has bro-
ken with the opposition
Janata Dal-Secular (JD-S)
claiming that a huge kick-
back - around Rs 100 crore -
changed hands to allow
these 13 universities in the
private sector to come up.
The state's Bharatiya Janata
Party (BJP) government and
the people setting up the pri-
vate universities have not
reacted to this allegation.
Two major students'
organisations, the Rashtriya
Swayamsewak Sangh's stu-
dent wing Akhil Bharatiya
Vidyarthi Parishad (ABVP)
and the Communist Party of
India-Marxist's Students
Federation of India (SFI),
are also opposing universi-
ties coming up in the private
sector and have threatened
agitation.
The two students organi-
sations want clear guidelines
on the fee structure, reserva-
tions in admission for stu-
dents from socially and eco-
nomically backward sections
of the society and govern-
ment to have a say over run-
ning of these universities.
Both said that the gov-
ernment has hurried through
passing the bill without for-
mulating proper guidelines
to protect the interests of stu-
dents from poorer sections
of the society. The nod for
these universities also came
in controversial circum-
stances.
The bills to allow them
were passed by the
Assembly on the last day of
its winter session on
December 13 after the oppo-
sition Congress and the JD-S
had walked out of the house
over the government's
refusal to extend the session
by a day.
Both parties have now
started attacking the BJP
government headed by Chief
Minister Jagadish Shettar for
passing such important bills
without proper discussion in
the house. Shettar, however,
is blaming the Opposition,
saying they did not want to
participate in the discussion
though government was
keen on it.
The issue has reached the
governor whose assent is
essential for the bills to
become legislation. A JD-S
delegation led by its state
president and former chief
minister HD Kumarswamy
met Governor HR Bhardwaj
in Bangalore on Friday and
urged him to withhold assent
to the bills since they were
passed without discussion in
the Assembly. The two pri-
vate universities functioning
in Karnataka are Azim
Premji University, set up by
IT czar Azim Premji of
Wipro, and Alliance
University.

courts to protest a govern-
ment order for prosecution
of 24 lawyers for vandalis-
ing the premises of state
high court two years ago.
Demanding that the gov-
ernment withdraw the order,
lawyers stayed away from
courts and staged protests.
Mild tension prevailed in
the state high court premises
when protesting lawyers
were prevented by the
police from setting a fire an
effigy of Chief Minister N.
Kiran Kumar Reddy.
The lawyers later burnt
an effigy of the chief minis-
ter and the copies of the
government order at Madina
Circle on the high court
road.
Protests were also held at
Nampally Criminal Court
complex and at other courts
in Hyderabad and in nine
other districts of the region.
Telangana Joint Action
Committee (JAC) convenor
M. Kodandaram backed the
lawyers.
He said the government
refused to give permission
to the Central Bureau of
Investigation (CBI) for
prosecution of ministers fac-
ing corruption charges but
the same government issued
an order to prosecute
lawyers for participating in
a movement for Telangana
state.
Telangana Rashtra
Samithi (TRS) and other
groups fighting for
Telangana state have also
extended support to the agi-
tating lawyers.
The state government
through an order issued on
Dec 15 permitted the
Hyderabad central crime
station police to prosecute
the lawyers under various
sections of the Indian Penal
Code charging them with
damaging the public proper-
ties and causing disrepute to
the judiciary.
The order was issued fol-
lowing a recent Supreme
Court directive ordering
criminal action against the
lawyers for destroying court
properties and obstructing
the proceedings. This is the
first time in the state's histo-
ry that lawyers face prose-
cution for vandalising court
premises.
It was on Sep 15, 2010
that the lawyers, demanding
42 percent reservation for
the Telangana region for the
appointment of law officers,
attacked two court halls,
where the judges were con-
ducting the proceedings.
The mob damaged the furni-
ture and threw books, mikes
and tables around. The
lawyers allegedly threw
papers and books at a judge,
hailing from Andhra region.

rejected the MLA's plea on
grounds that the police per-
sonnel was a government
employee and as such his
name could not be included.
Before the commence-
ment of the session, Jakhar
along with 12 Congress
MLAs met the Speaker urg-
ing him to allow live tele-
cast of the debate on law
and order situation in the
state to be held tomorrow.
Jakhar said that
Opposition Congress would
rake up issues of law and
order, mining of sand and
gravel and alleged "irregu-
larities" in disbursement of
discretionary grants and
border area development
funds during the session.

Punjab Assembly's winter session begins
AGARTALA: At least 150
people, including children
and women, were taken ill
after they ate 'prasad' at a
tribal puja here Sunday
night and 75 of them were
admitted to hospitals, offi-
cials said. Their condition is
now stable.
"In all, 150 people,
including women and chil-
dren, were taken ill. Of
them, 75 people have been
admitted to the two govern-
ment hospitals in Udaipur of
Gomti district in south
Tripura Sunday night," a
health department
spokesman told reporters
Monday.
The 'prasad' (an offering
to a deity) was distributed
after the tribals' traditional
'Ker' puja at the tribal-dom-
inted Duptali village, 75 km
south of Agartala.
The health department
has sent two medical teams
to the village."The condition
of all 150 is now state to be
stable," the spokesman said
quoting the doctors.
The health department
Monday organised two
health camps in the village
with expert doctors and
additional nursing staffs for
the ailing people.

NEWDELHI: Government Monday informed
the Lok Sabha that Environment Pollution
(Prevention and Control) Authority (EPCA) has
recommended that there is need to ban diesel
vehicles in Delhi to prevent emission of high
smoke particles. "The EPCAin a report in 2012
has stated that benefits of CNG transition are
not visible due to growth in diesel vehicles,
because diesel vehicles are known to emit high-
er smoke particles and Nitrogen Oxides than
petrol cars," Environment Minister Jayanthi
Natarajan said during Question Hour. Earlier in
2007, the EPCAhad expressed this concern in a
detailed report filed by it in the Supreme Court
titled "Controlling Pollution from the growing
number of diesel cars in Delhi". "In the report,
EPCAhad recommended to the Court that there
is a need to ban the use of diesel in cars in
Delhi," the minister said. The Central Pollution
Control Board had carried out a study in 2007
in six cities - Bangalore, Chennai, Delhi,
Kanpur, Mumbai and Pune. "As per the stud-
ies, the ambient air quality data of these cities in
respect of Particulate Matter revealed that con-
tribution due to all vehicles is ranging from 2
per cent to 48 per cent," Natarajan said. Govt. is
taking several steps to control pollution caused
by vehicles. These include implementation of
Bharat Stage-IV emission standards for all cat-
egory vehicles, reducing sulphur content in
petrol and diesel, implementing pollution under
control norms, promoting use of alternative
fuels like CNG, electric vehicles, bio-diesel;
building more by-passes to avoid unnecessary
entry into the city, and strengthening mass
transport system.

W
hile there has been a flurry of
visits to India by high-powered
Australian trade delegations and
politicians, observers are baffled by the slow
pace at which the bilateral ties are growing.
Australian analysts blame India's politi-
cal culture for not only the stunted
Australian-Indian ties but also for the slow-
ing economic growth of the South Asian
country.
"Australia's trading links with India will
not increase substantially and sustainably
until India recognises the importance to eco-
nomic growth and development of big busi-
ness," Len Perry, associate professor
Economics at University of Technology
Sydney (UTS) wrote recently in his blog.
The Sydney academic has blamed
Nehruvian policies for India converting into
a massive under-achiever and also for
ingrained "distrust" of private businesses.
"The economic policies pursued by
India's long-serving first prime minister,
Jawaharlal Nehru, whose leadership from
1947 until his death in 1964, was marked by
central planning and government ownership
of major industrial organizations," Len Perry
wrote.
"Such was the impact of this policy that
businesses were pressured to remain small
so as to avoid being answerable to a power-
ful bureaucracy renowned for its lethargy,
incompetence and corruption," he adds.
It would be correct to say that not all of
the political commentators share skeptics'
pessimism about India-Australia ties.
"Australia and India are poised at an his-
toric moment in their relationship," Rory
Medcalf and C. Raja Mohan said in The
2012 Australia-India Roundtable: Co-
Chairs' Statement released recently by
Australia's respected think tank Lowy
Institute. "Building on recent positive steps,
the links between the two democracies now
need sustained creative thinking and efforts
on the part of government, business and
society to strengthen them further," the state-
ment read.
"This will ensure the relationship attains
the vast potential offered by the two nations'
exceptional economic and societal comple-
mentarities and their convergent strategic
interests in the Indo-Pacific region during
this Asian Century," the co-chairs further
stated. Australian political leaders from both
sides of the spectrum have been proactive to
realise the optimal potential but for some
irritants which refuse to go away.
Australia's ban on uranium exports to
India was one such hurdle impeding the rela-
tions. sWhen Australian Prime Minister
Julia Gillard gave her nod to uranium
exports to India in spite of all the opposition
- even from within the Labor party ranks -
late last year, it was expected that the bilat-
eral trade and political ties would witness an
exponential growth.
"We have changed our party policy so
that there is now no fetter for us on selling
uranium to India," Gillard said on her maid-
en visit to India as prime minister in
October.
Inarguably, there has been an increase in
the bilateral trade and societal links but it is
the slow pace which worries the Australian
policy architects who are wagering on India
to cushion any adverse impact from the
slowing Chinese economy.
Gillard did reasonably well to harness the
synergies of India and Australia bonds when
she gave a prominent place to India in the
recently-released White Paper on Australia's
place in the Asian Century.
"In a century of growth and change, our
interests are closer than they have ever been.
We share a region of the world and we share
an ocean," Gillard said in her keynote
speech on the India visit. In conclusion,
there is an unmistaken optimism in Canberra
and other political corridors down under that
the only way relations with India can go is
northwards.
"I think the exciting thing about it is that
our interests are converging and when your
interests converge, you have more room to
work with. So we have certainly not reached
the end of what we can achieve, far from it.
I think our best days are ahead," Australian
High Commissioner to India Peter Varghese,
who has been appointed his country's for-
eign secretary, said last month.
What impedes Australia, India ties?

T
his is a burning topic in all minds which has
caught more flame looking at India's plight
today. We often hear in assurances and prom-
ises made by our honourable ministers about creating
ideal and developed India. But is the reality matching
these promises? It is easy to say that one day India
will be counted in one of the developed countries in
the world but the way things are actually proceeding,
I am a bit confused as to where India is going.
Recently while browsing through various news
bulletins my mind made up a new meaning of our
country's name:
I-Insane Politics
N-Non-stop debates
D-Daily sprouting of a new issue or problem
I-Incessant shifting of blames and responsibilities
A-A baseless hope of making India shine
I feel very sorry to write this but it is the truth.
The question is "Where are we going wrong?"
There may be several answers to this. But amid them
a core reason which stands out is our knotty leader-
ship. Like a captain is responsible to lead the ship to
the shore, a country, too, can be lead to affluence by
zealous leaders. Here is the point when the dilemma
arises as to who should lead India- veteran politicians
or the youth of India?
Let us observe as to how the administration would
be if India is lead entirely either by veteran politicians
or youth. At the outset, the term "Veteran Politician"
means a very experienced politician. Years of hard-
work and service yields them fruits in the form of
experience. Honourable politicians like Dr.
Manmohan Singh, Mr. Laloo Prasad Yadav, Mr.
Yashwant Sinha, Mrs. Sushma Swaraj etc. set good
examples in this category. They have immense talent
and know how to administer the country. For exam-
ple, Mr. Laloo Yadav brought many amenities in rail-
ways for benefit of general public whereas Mr.
Yashwant Sinha is still widely ascribed for bringing in
gainful reforms in the finance sector.
But veteran politicians have their own limitations.
They still adhere to traditional methods of administra-
tion. They are not very quick in behaviour. Sometimes
they become extra cautious and sometimes too
lenient. To fill their pockets without working they also
indulge in bribes and corruption. Moving towards the
youth of India, I must say this is the group that actu-
ally confronts the traumatic life and politics today. If
they are given an opportunity to lead the nation alone
they would surely be fabulous in their job. Youngsters
are vigilant enough to keep a track of current issues.
In the case of 26/11 shoot out at Taj where veteran
politicians were slowly working out the matter, youth
were putting forth brilliant suggestions.
Youth, though undoubtedly genius, are impulsive
by nature, which could be dicey. But if youth were
given a chance they, without much thinking, would
have shot him long back. Thus out of whimsical
mindedness they may take hasty decisions. Another
point they lack in, is experience. It is easy to blame
the government but very difficult to actually handle
that position. Keeping above discussion apart, my
idea of leading India is quite distinct. When talked of
separately, both have pros and cons. I feel if we add
the zest of both veteran politicians and young minds
we shall get an ideal ruling Government. Ministries
should combine strengths of both and extract the best
out of it. Experience of veterans and sharpness and
creativity of the youth, together would give a radiant
effect to administration thereby helping India record
its name in golden letters in the list of developed
super powers of the world.

Mahatma considered him as an
elder brother and would refer to
him as "Maker of India". Jawahar
Lal Nehru called him "a great
soul, one of those who laid the
foundation of modern Indian
Nationalism". He is Pandit Madan
Mohan Malaviya, popularly
known as Mahamana (an honorif-
ic). He was a politician who left
many at loss of words when he
spoke, an educationist whose con-
tribution is evident in the form of
Banaras Hindu University (one of
the finest educational institutions
in India), and a devout freedom
fighter who left no stone unturned
in India's quest for independence
and whose patriotism remained
unbroken from youth till death.

many!
Early Life
Madan Mohan Malaviya was
born on 25th December, 1861 in
Allahabad to a Brahmin family.
He was among the eight children
that his father, Pandit Baijnath,
and mother, Meena Devi had. His
early education began at the age of
five when he was sent to a
Mahajani school. After that he
joined a religious school under the
guidance of Haradevaji. It was
here that his mind was greatly
influenced by Hindu religion and
Indian culture. In 1868, he joined
the recently founded Government
high school and continued study-
ing further. It was in 1879 that he
completed his matriculation from
Muir Central College, which is
now known as Allahabad
University. In 1884, he completed
his B.A from Calcutta University
and became a teacher in Allahabad
district school at a salary of Rs. 40
per month. He further wanted to
pursue M.A but due to financial
conditions, could not.
Career
Madan Mohan's career as a
politician and freedom fighter
began in 1886 when under the
chairmanship of Dadabhai
Naoroji; he attended the 2nd ses-
sion of the Indian National
Congress held in Calcutta. And it
was in this very session that he
delivered an unforgettable speech
that had every single listener all
ears for it. The impression that he
left on Maharaja Shri Ram Pal
Singh was of the highest order and
Ram Pal Singh offered him a posi-
tion as an editor of a weekly "The
Hindustan" and handed over the
management to him. After serving
as an editor for two and a half
years, he left the post and went
back to Allahabad to pursue
L.L.B. In 1891 he completed his
L.L.B and started practicing law at
the Allahabad District Court. And
in 1893, he progressed to
Allahabad High Court where he
practiced law.
In 1907, Madan Mohan started
a Hindi weekly 'Abhyudaya' and
made it a daily in 1915. During
this period, he launched a few
monthlies in Hindi and another
daily in English. It was in 1909
that Madan Mohan became the
President of The Indian National
Congress for the first time.
Although Scouting in India was
officially founded during the
British Raj in 1909, it were the
combined efforts of Madan
Mohan Malaviya, Justice Vivian
Bose, Pandit Hridayanath Kunzru,
Girija Shankar Bajpai, Annie
Besant, and George Arundale that
scouting for the native Indians was
started in 1913. He remained a
member of the Imperial
Legislative Council from 1912
until 1926, even after it was con-
verted to Central Legislative
Assembly in 1919. It was in the
21st session of the Indian National
Congress held in Banaras that
Madan Mohan shared his idea to
build a Hindu University. It was in
1915 that the Banaras Hindu
University bill was passed and on
4th February 1916 the Banaras
Hindu University was established.
Till date, it remains an eminent
institution of learning in India.
Although in 1911, Madan
Mohan had given up his legal
practice in order to serve the cause
of education and society, it didn't
stop him from taking it up again to
defend 177 freedom fighters who
had been convicted to be hanged
following the charges in the
Chouri Choura case. Out of 177
convicts, 156 were declared "not
guilty".
In 1912, Madan Mohan
became a member of the Imperial
Legislative Council and remained
a member till 1926. He played an
important role in the Non-
Cooperation movement started by
Mahatma Gandhi in 1920 and
joined many stalwarts of Indian
History like Lala Lajpat Rai,
Jawahar Lal Nehru along with
many others to protest against the
Simon Commission. On 30th May
1932, Madan Mohan issued a
manifesto, recommending to shift
focus on 'Buy India' movement.
When independence was at hand,
Madam Mohan cautioned
Mahatma Gandhi not to accept
independence at the cost of divi-
sion of the country. He opposed
the separate electorates for
Muslims under the Lucknow Pact
of 1916 and also opposed the par-
ticipation of Congress in the
Khilafat movement in early 20's.
In 1931, Madan Mohan repre-
sented India at the First Round
Table Conference. He is also
known to popularize the slogan
Satyameva Jayate (Truth alone
will triumph). Madan Mohan left
the position of vice chancellorship
of BHU and was succeeded by
none other than S. Radhakrishnan,
who went on to become the
President of India. Just when
"Hindustan Times" was facing a
downfall and was about to shut
down, Madan Mohan stepped in
as a savior. He had realized the
importance and the role that a
daily newspaper could play and
thus, with the monetary help from
nationalist leaders Lajpat Rai and
M. R. Jayakar and industrialist G.
D. Birla, he acquired the paper.
Until 1946, he held the seat of the
Chairman. It was due to his efforts
that the newspaper launched a
Hindi edition of the same in 1936.
The paper is now owned by the
Birla family.
Personal Life
It was at the age of sixteen that
Madan Mohan Malaviya got mar-
ried to Kundan Devi of Mirzapur
in 1878. They had ten children:
five sons and five daughters.
Death
Carrying on with ill-health for
the last few years of his life,
Madan Mohan Malaviya passed
away on 12th November 1946. He
is survived by his granddaughter
Dr. Manju Malaviya Sharma from
his daughter Rama.
Legacy
* Malaviya Nagar in Allahabad,
Lucknow, Delhi, Bhopal, and
Jaipur has been named after
Madan Mohan Malaviya.
* A postage stamp has been been
printed in India in his honor.
* Malaviya National Institute of
Technology (Jaipur) and Madan
Mohan Malaviya Engineering
College (Gorakhpur, Uttar
Pradesh) have been named after
him.
* The daily aarti that is performed
at Har Ki Pauri, Haridwar was ini-
tiated by Madan Mohan Malaviya.
* There exists a bust of Pt. Madan
Mohan Malviya in front of the
main Gate leading to the
Assembly Hall and outside the
porch At BHU. The same was
inaugurated by the former Lt.
Governor of Delhi, Dr. A.N. Jha
on the birth anniversary of Madan
Mohan on December 25, 1971.

The northern section of the river
flows through the desert, from Sudan
to Egypt. The civilization of Egypt
has been depending on the river ever
since its birth. The population grew
up along the banks of the river Nile.

tural sites had been found on the
riverbanks as well.
River Nile flows through ten
countries, such as, Sudan, South
Sudan, Uganda, Burundi, Rwanda,
Democratic Republic of the Congo,
Tanzania, Kenya, Ethiopia and
Egypt, before ending up in a large
delta. Finally the river flows into the
Mediterranean Sea.
The Nile is still a significant river
of Egypt. Egypt and its civilization

Ethiopian mud of the river Nile.

killed for tasty meat. Camels were
used for ploughing and carrying
waters from the river Nile. This
process was very important both for
the people and their livestock.
Nile also played a pivotal role in
the spiritual world of Egyptian civi-
lization. It was thought to be the
gateway from life to death and after-
life. The east coast was believed to
be the place of birth and the west
coast was considered to be the place
of death. This belief had actually
originated from the journey of sun,
which rises in the east and sets in the
west. The Egyptians used to refer the
sun as their god Ra. That is why all
the tombs and pyramids are seen on
the west bank of the river Nile.
The historical Nile is the suste-
nance of Egypt. Both economical
and political aspects of Egypt are
largely dependent on the river Nile.
The prominent Rive Nile truly is the
root of the Egyptian civilization.

: The battle for quota in pro-
motions for Dalits and tribals
in government jobs spilled on
to streets in Uttar Pradesh
and Uttarakhand Monday as
both supporters and oppo-
nents of the move took out
processions and organised
protests.
Anti-quota protestors
squatted before government
offices, disrupting work, and
also attacked and vandalized
the office of the Uttar
Pradesh Congress Committee
(UPCC) at Mall Avenue in
Lucknow.
In the Uttar Pradesh capi-
tal, protestors also took out a
massive rally, converging in
front of the state assembly
building, disrupting normal
vehicular traffic on one of the
busiest roads of the city.
Angry anti-quota protes-
tors also tried to burn the effi-
gies of Bahujan Samaj Party
(BSP) chief Mayawati while
several hundred protestors
sat outside the office of the
Bharatiya Janata Party (BJP)
opposite the assembly.
Supporters of the quota in
promotions proposal, clearly
outnumbered, held protests
in many places near the stat-
ues of Dr B.R. Ambedkar.
Government employees also
struck work in Dehradun,
capital city of Uttarakhand,
crippling normal government
functioning.
In their demonstrations
held under the aegis of
Sarvajan Hitay Sanrakshan
Samiti, angry protestors
demanded that the Congress-
led central government
immediately withdraw the
constitution amendment bill,
which has been tabled in the
Rajya sabha and is to be
voted later Monday evening.
They also praised the
stand of Samajwadi Party
(SP) chief Mulayam Singh
Yadav that he will do his best
to block passage of the con-
tentious bill. "This is a black
period in democratic India,
when to get a few votes,
injustice is being done to a
majority of people," said
Shailendra Dubey, convener
of the Samiti.
Reports of stiff opposition
to the promotions quota bill
have also come from
Varanasi, Meerut, Kanpur,
Allahabad, and Gorakhpur in
Uttar Pradesh. The protestors
warned political parties that
if their voice was not heard,
the parties will have to face
their wrath in the forthcom-
ing general elections.

NEWDELHI: Not happy to
be "bracketed with Pakistan"
in terms of security risk,
Bangladesh on Monday said
it was creating problems for
its businessmen to set up
shop here while Indian brand
names were freely operating
in Dhaka. It said the matter
has been taken up with
Indian authorities.
"Major problem (is) bank-
ing transactions. If I go to
Dhaka, you will see over 100
Indian brand names over
there. I face questions from
my own family that why can-
not we see Bangladeshi
brand names here. We had
somebody apply for setting
up an outlet here but he can-
not."
"We are still bracketed
with Pakistan in terms of
security. The RBI mechanism
spits out the application and
it is thrown on the wayside
because we are still a securi-
ty risk.... We have taken this
up, I don't know how long it
will take," Bangladesh High
Commissioner to India Tariq
Ahmad Karim said here.
He was addressing a con-
ference on South Asian
Economic Integration here.
Kamar said if Bangladeshi
nationals are not allowed to
even open bank accounts,
"they are not going to come.
These are little things but
they translate into huge
things".
Stressing the need for
having better communication
facilities between the two
countries, he said, "I hope
before I leave India in anoth-
er 12 months, I will see a
revised travel arrangement
which will make communi-
cation easier. Without com-
munication, you cannot have
business done."
The Bangladeshi High
Commissioner suggested that
it was in India's interest to
see the growth of his country
as it can help in growth of its
northeastern states.
"I have always contended
that if India's growth rate
remains to be 7 to 9 percent,
it could go a couple of notch-
es up if Northeast's growth
rate could be pushed up from
4 to 7 percent. That can hap-
pen only if Bangladesh's
growth rate goes up from 6 to
8-9 percent. It is in India's
interest to help us grow
because that will help north-
east to grow," he said.
On the restrictions in trad-
ing goods from only
Benapole and Petrapole
international trade posts, he
said the possibility of open-
ing up more such posts
should be examined by the
Indian side.
He said in a similar fash-
ion, more ports should also
be opened up by the Indian
side which are more "eco-
nomically viable".
Concluding his speech,
Karim said, "I am sorry if I
appear little abrasive, I am
perhaps also a little frustrat-
ed. We have to think big if we
have to achieve large
targets."
India told not to 'bracket

18 vehicles in
Jharkhand
RANCHI: Maoist guerrillas
set 18 vehicles of a private
company on fire in
Jharkhand's West Singhbum
district, police said Monday.
The firm was executing a
project work for the rail-
ways. According to police,
around 60 to 70 Maoist guer-
rillas raided a camp site of
the private firm at
Mahadeosaal village, within
the Goelkera police station
limits in West Singhbhum,
around 160 km from Ranchi,
Sunday night.
The guerrillas asked staff
of the company to turn off all
mobile phones, and set the
vehicles on fire before escap-
ing. Acombing operation has
been launched to nab the
attackers. There were no
reports of injuries in this
incident. Maoist guerrillas
are active in 18 of the state's
24 districts.
LUCKNOW: Most parts of
Uttar Pradesh would come
under a thick blanket of fog
early morning and late night,
in coming days, the metero-
logical office said Monday.
The fog is only to be expect-
ed, after snowfall in Kashmir
Valley, Himachal Pradesh and
parts of Uttarakhand, over the
past week, Met officials said.
Regional Director of the
Met office, J.P. Gupta said
that with the onset of fog,
even the cold would increase
considerably. Day tempera-
tures would dip further, and
fog would be severe in the
western parts of Uttar
Pradesh, where air and rail
traffic could take a hit. Fog
would set in later this week
over the eastern parts of Uttar
Pradesh, and rains in this part
of the state would compound
problems, the weatherman
predicts.
Mercury dipped in many
parts of the state in the past 24
hours; the lowest temperature
in the state was recorded at
7.7 degrees Celsius in
Fatehgarh. Municipal corpo-
rations in many places have
decided to roll out the 'bon-
fire' scheme to enable the
poor and the homeless to get
some respite.
Arrangements to battle the
expected chill are also being
made around the Kumbh area
in the Sangam city of
Allahabad, where saints, seers
and the devout have begun to
trickle in for the Maha
Kumbh 2013, set to begin Jan
14. The state government has
ordered district magistrates to
ensure that adequate and
warm shelters are provided

Weatherman sends out fog warning for North India
NEW DELHI: Arrested Zee
editors Sudhir Chaudhary and
Samir Ahluwalia were on
Monday granted bail by a
Delhi court in the Jindal
Group extortion case.
Chaudhary and Ahluwalia
were granted the bail in the
alleged Rs 100 crore extortion.
Confirming the bail to the
accused in the case, their
lawyer Vijay Agrawal said,
"My clients were wrongly
framed by the police...court
has granted bail to them."
Additional Sessions Judge
Raj Rani Mitra granted bail to
the two and asked them to fur-
nish a personal bond of
Rs.50,000 each and surety of
the same amount. Earlier, the
counsel of the Zee editors had
said the records of two editors
were "unimpeachable" and
that their bail could be rejected
only if the prosecution proved
that they were facing trial in
other criminal cases. They
added their clients have wives
and children to look after and
the court should release them
after imposing conditions that
it deems fit. Sudhir
Chaudhary, head of Zee News,
and Samir Ahluwalia, head of
Zee Business, were arrested
for allegedly demanding
Rs.100 crore from the Jindal
Group in the form of adver-
tisements to the channel.
Police booked both the
journalists under Sections 384
(extortion), 120(b)(criminal
conspiracy) and 511 (attempt-
ing to commit offences pun-
ishable with imprisonment for
life or other imprisonment) of
the Indian Penal Code (IPC).
Before arresting Chaudhary
and Ahluwalia, police also
charged them under Section
420 (cheating).
NEWDELHI: Blaming the
opposition for disrupting
Parliament and blocking
passage of crucial educa-
tional bills, HRD minister
M M Pallam Raju on
Monday said he was hope-
ful of passage of at least one
of the bills in the winter ses-
sion.
"You have seen how
Parliament has got disrupt-
ed. I am hopeful that at least
one of the (educational)
bills will come up," Pallam
Raju said.
He was asked about the
fate of Educational Tribunal
Bill and Prohibition of
Unfair Practices Bill, which
along with National
Accreditation Regulatory
Authority for Higher
Educational Institutions Bill
were slated for debate and
passage in the current win-
ter session.
Proceedings in both
houses of Parliament have
been frequently disrupted
on many issues including
government's decision to
allow foreign direct invest-
ment in multi-brand retail
and introducing a cap on the
number of subsidised cook-
ing gas cylinders.
"What can we do? If
Parliament had functioned
smoothly... and I am hoping
(will function smoothly) for
rest of the week then I am
hoping that at least one of
the bills can be passed," he
said.
The Minister also said
that he had already request-
ed Parliamentary Affairs
Minister to put up the bills
for discussion in
Parliament.

Zee editors Sudhir Chaudhary, Samir Ahluwalia get granted bail
CHENNAI: Tamil Nadu
Chief Minister
J.Jayalalithaa Monday said
the government has initiated
action to attach properties
worth over Rs.9,700 crore in
cases of illegal mining of
granite in the state and
secure early conviction of
the accused.
"...Granite valued at
Rs.4,000 crore, that was
found to have been illegally
mined, is being confiscated.
In cases where granite was
mined and sold off illegally,
action is being pursued for
attachment of properties
equivalent to about Rs.9,
783 crore," Jayalalithaa
said.
The government is also
trying to secure "an early
conviction for the culprits",
the chief minister said while
inaugurating a conference of
district collectors and police
officers here.

Kazhagam (AIADMK) gov-
ernment began the crack-
down on illegal granite
quarries in the Madurai
region after a report by for-
mer Madurai district collec-
tor U. Sahayam estimated a
loss of around Rs.16,000
crore due to illegal granite
mining in the district.

The directorate of vigi-
lance and anti-corruption
(DVAC) conducted the raids
following a detailed inquiry
into large-scale irregulari-
ties in granite quarrying in
Madurai district over the
past several years.
On a series of land grab
cases filed by police after
the AIADMK government
came to power 19 months
ago, Jayalalithaa said: "I am
happy to inform you that so
far 1,627 cases have been
registered and properties
worth Rs.835.94 crore have
been returned to the rightful
owners."
Referring to 'Vision
Tamil Nadu 2023' unveiled
by her this March,
Jayalalithaa urged officials
to convert the targets into
reality by providing "exem-
plary governance".
She urged district collec-
tors and superintendents of
police to take recourse to
preventive sections of law to
bring down crime incidents.
Jayalalithaa said that free
distribution of milch breed
of cows, goats and sheep
among the poor rural house-
holds was a priority as it
would ensure a white revo-
lution in the state.
"The key strategy in the
primary sector is a mixed
farming system comprising
modern agricultural opera-
tions; healthy and produc-
tive live-stock and sustain-
able fish farming; and all
these put together will
enhance the income level of
rural households in a sus-
tainable manner," she
added.
Urging the district col-
lectors to guide rural and
urban local bodies in identi-
fication of civic projects,
Jayalalithaa said such
schemes would be priva-
tized to ensure speedy
execution.
TN to attach properties in illegal granite mining case: Jaya
SC Collegium
reiterates
decision on
judges' elevation
NEW DELHI: The
Supreme Court Collegium is
understood to have stuck to
its recommendation to ele-
vate chief justices of three
High Courts to the apex
court.
The decision of the
Collegium came after the
government had asked it to
reconsider its recommenda-
tion to elevate the three sen-
ior judges.
The five-member
Collegium, headed by Chief
Justice of India, Justice
Altamas Kabir, is understood
to have conveyed its decision
to the government, sources
in the Union Law and Justice
Ministry said Monday.
The Collegium had nomi-
nated Orissa High Court
Chief Justice V Gopala
Gowda, Karnataka High
Court Chief Justice
Vikramjit Sen and Madras
High Court Chief Justice M
Y Eqbal, but the government
had asked it to reconsider the
names.
According to the present
system based on a 1993
judgment of the Supreme
Court, the government has
the option of returning the
Collegium's recommenda-
tion once. But in case the
collegium sends the same
names for the second time,
the government is bound to
accept them and notify the
appointments.
The recommendation of
the SC Collegium will now
go to the Law Ministry and
then to the Prime Minister's
Office from where it is sent
to Rashtrapati Bhavan for a
final approval
LAHORE: The Defa-e-
Pakistan Council formed by

mind, Hafiz Saeed launched a
'movement' to oppose the

NEWDELHI: The accused in the
Samjhauta Express blast will be
produced before the Panchkula
court on Monday, a report said. In
a significant breakthrough, the
National Investigation Agency
(NIA) had on Saturday arrested
Rajender Chaudhary who is sus-
pected to have planted bombs in
the Samjhauta Express in 2007
killing 68 people.
In fact, the NIA sources told a
news agency that Chaudhary may
also be involved in the Mecca-
Masjid blast in Hyderabad in
which nine people died in May
2007. Chaudhary carried a reward
of Rs 5 lakh on his arrest. The NIA
was handed over the probe into the
blasts 2010 and has already filed
chargesheets in the case. The
bomb blasts in the Samjhauta
Express took place near Panipat in
Haryana on Feb 18, 2007 in which
68 people died, many of them
from Pakistan.

Maharashtra's 70,000-
crore irrigation scam
MUMBAI: A massive irrigation scam in
Maharashtra, allegedly worth 70,000 crores, will
be examined by a Special Investigation Team
(SIT), the Maharashtra government announced
Monday. The decision could further strain the
fractious relationship between the two parties that
co-govern the state -the Congress and Sharad
Pawar's NCP or Nationalist Congress Party.
The irrigation department has been with the
NCP for over a decade. For most of that period,
Mr Pawar's nephew, Ajit, was Irrigation Minister.
An economic survey conducted by the state earli-
er this year revealed that though thousands of
crores have been spent on constructing dams and
canals, a negligible 0.1% land has benefitted.
The Opposition and Right to Information
Activists pushed for Ajit Pawar's resignation a
few months ago.
He quit as the state's deputy chief minister but
returned after nearly 10 weeks when a "white
paper" or financial statement by the government
appeared to exonerate him.
Kerala not to introduce prohibition
THIRUVANANTHAPURAM: The Kerala government has no plans to impose prohibition in the state,
which earned Rs.10,394 crore through taxes from liquor sales, the state assembly was informed Monday.
State Excise Minister K. Babu informed the assembly in a written reply that the state government has no
plans at all to introduce prohibition. "We are, however, aware that alcoholism causes lots of problems and
is a grave issue," said Babu. He also informed the house that since the Oommen Chandy-led government
assumed office in May 2011, till November the state government has earned Rs.10,394 crore through taxes
from liquor, which is sold through 708 bars and 383 state-owned retail outlets.
A recent study conducted by a doctor at a leading hospital in the state pointed out that alcohol-related
problems have increased and people in the age group of 37 to 45 years are likely to be affected the most.

Secretary-General Ban Ki-
moon expressed alarm on
Sunday at the worsening vio-
lence in Syria, including the
reported mass killing of
Alawites and alleged firing of
long-range missiles on Syrian
territory, Ban's spokesman
said.
"The Secretary-General is
alarmed by the continued dra-
matic escalation of violence in
Syria over the past several
days, and the grave danger
facing civilians in areas under
fire," Ban's spokesman,
Martin Nesirky, said in a state-
ment.
"There have been extreme-
ly worrisome reports earlier
this week of a mass killing of
civilians in the village of
Aqrab near Hama, as well as
alleged firing of long-range
missiles in some areas of the
country," he said.
In the Aqrab incident, up to
200 members of President
Bashar al-Assad's Alawite
minority were injured or killed
in an attack on their village in
central Syria on Tuesday,
opposition activists said. The
death toll was still not known.
There have also been
reports of the Syrian govern-
ment using Scud missiles.
NATO's U.S. commander said
on Friday the alliance was
deploying the Patriot anti-mis-
sile system along Syria's
northern frontier because
Assad's forces had fired Scud
missiles that landed near
Turkish territory.
Nesirky said that "contin-
ued bombing raids by fixed-
wing military aircrafts and
attack helicopters on populat-
ed areas have been amply doc-
umented."
"Today's reports of aerial
bombing amid intense vio-
lence resulting in many casu-
alties among the Palestinian
refugee population in the
Yarmouk camp in Damascus
are a matter of grave concern,"
he said.
Activists said fighter jets
had bombed the Yarmouk
camp, killing at least 25 peo-
ple sheltering in a mosque.
Nesirky said Ban "calls on
all sides to cease all forms of
violence. The Secretary-
General reminds all parties in
Syria that they must abide by
their obligations under inter-
national humanitarian law to
protect civilians." "Targeting
civilians or carrying out mili-
tary operations in populated
areas, in an indiscriminate or
disproportionate fashion that
harms civilians is a war
crime," he added. Syrian Vice
President Farouq al-Sharaa
told a Lebanese newspaper
that neither forces of President
Bashar al-Assad nor rebels can
win the war in Syria. That is a

SINGAPORE: Singapore's
Minister for Trade and
Industry Lim Hng Kiang will
be in New Delhi from
December 18-19 to attend the
ASEAN-India Ministerial
Meeting. During the visit, Lim
would meet Indian Minister of

Singapore Trade Minister to
attend India-ASEAN meet
NEWDELHI/BERN: Switzerland which has
been bearing the stigma of being a land provid-
ing safe haven for blackmoney from across the
world is now mulling to get rid of this disgrace-
ful identity. The country has proposed a new
bill to prevent its banks and other institutions
from accepting "untaxed assets" from their
clients and put in place a stricter due diligence
regime.
The Switzerland Federal Council, the apex
decision making body of Swiss government,
has asked its finance ministry, the Federal
Department of Finance (FDF), to submit a con-
sultation draft at the start of 2013 to meet its
goal of preventing banks from accepting
untaxed funds from their clients.
A decision to this effect was taken by the
Federal Council at a meeting on Friday in Bern.
The move follows rising global pressure on
Switzerland to act against its banks giving 'safe
haven' to overseas entities in name of client
confidentiality.
In India as well, the issue of alleged hoard-
ing of black money in Swiss banks has been a
matter of political debate. While a revised tax
treaty has come into force between the two
countries for exchange of information on
untaxed assets and money laundering related
activities, the rules require sufficient informa-
tion for any banking details to be shared and
many requests face the risk of getting rejected
in the name of 'fishing expeditions'. "With the
planned implementation of the revised recom-
mendations of the Financial Action Task Force
(FATF), serious tax offences will be qualified
as predicate offences for money laundering in
future. In the event that they suspect money
laundering, financial intermediaries should also
report these cases to the Money Laundering
Reporting Office Switzerland," it added.
U.N. chief alarmed by escalating violence in Syria

NEW DELHI, DEC 17: The
environment ministry has sim-
plified the procedures for grant-
ing clearances to special eco-
nomic zones as it seeks to shed
the anti-industry image.
A recent order issued by the
environment ministry states that
the environmental clearance
process for SEZs will now fol-
low the system laid out for
National Industrial and
Manufacturing Zones under the
National Manufacturing Policy
2011. sUnder the new system,
the central and state govern-
ments will delegate power to the
State Pollution Control Board
official posted in the zone to
implement environmental laws
and regulations.
The ministry has exempted
individual units from meeting
the requirement of public hear-
ing in cases where the entire
SEZ has gone through the public
hearing process.
In practice, clearance is
mandatory for 30 notified indus-
tries. These include petroleum
refineries, chemical fertilisers,
pesticides, petrochemical com-
plexes, bulk drugs and pharma-
ceuticals, oil exploration, syn-
thetic rubber, distilleries, raw
skins and hides, dyes, cement,
foundries and electro-plating.
However, if new units in the
SEZ project area are not of the
type for which clearance was
given in the first place, then
fresh public hearing would be
required for the unit.
With a view to improve
industrial growth, the ministry
has said that both the central and
state governments would issue
"facilitative instructions and
guidelines" from time to time.
While these instructions will
be aimed "at promotion of
SEZs" these will also seek to
safeguard "environmental
integrity".
The Environmental Impact
Assessment Notification of
September 2006 stipulates a
time limit of 60 days from the
day the complete application has
been submitted to set out the
terms of reference for a project.
It also sets out 105 days for
appraisal of the project and a
decision.
The environment ministry is
seen by industry as a big hurdle
in project execution as many
large investment proposals have
been blocked because of issues
with the ministry.
The coal ministry has repeat-
edly complained that environ-
mental clearances were a big
hurdle in its effort to raise coal
output. Numerous coal mines
cannot be developed because
they do not have environmental
clearance.
Green Ministry eases SEZ clearance norms
NEW DELHI, DEC 17:
Encouraged by its recent success
with miner NMDC, the govern-
ment is targeting a string of simi-
lar sale of PSU shares in the next
three months together with
changes in the way it sets the price
in share auctions and incentivises
banks.
The department of disinvest-
ment (DoD) in the finance min-
istry, which last week successfully
sold a 10 per cent stake in NMD-
CBSE 1.94 % for Rs 5,980 crore,
has drawn up plans to complete at
least six more such stake sale
before the end of March, poten-
tially raising another Rs 23,000
crore. This could meet the
Centre's disinvestment target for
the year and help its efforts to rein
in fiscal deficit.
At the core of the department's
latest push will be a two-pronged
strategy - setting realistic floor
prices in share auctions that are
linked to market realities as
opposed to unrealistic book val-
ues, and better incentives to mer-
chant banks to prod them to go out
and aggressively woo genuine
investors. Senior government
officials told ET that in addition to
firms already on the disinvestment
list, the Centre plans to revive the
sale plans of some companies that
have been on the "back burner for
some reason or the other". A sen-
ior DoD official listed SAILBSE
2.88 %, Nalco, Bhel, Oil
IndiaBSE 0.00 % and NTPCBSE
1.08 % as the firms likely to be
part of the forthcoming sale push.
The department has called for
a meeting of merchant bankers
appointed for each of these com-
panies, barring NTPC, separately
this week to finalise the road map
and timing of sales.
"In January, we are hoping to
complete Oil India and NTPC
while the divestment of 12.5 per
cent stake in Nalcoand 10 per cent
in SAIL, which were deferred ear-
lier, are likely to be completed by
February end or early March.
There are some issues with
BhelBSE -1.76 % that we are hop-
ing to resolve by March end," the
official said.
Senior government functionar-
ies have spoken about accelerat-
ing the pace of disinvestment in
recent days. On Saturday, Prime
Minister Manmohan Singh,
addressing a meeting of industry
body Ficci, said the government
would "speed up the disinvest-
ment process, which will also
revive our equity markets".
So far this year, the govern-
ment has managed to complete
just two share sales, raising less
than a third of the target almost
three-quarters into the fiscal year.
A few sales had to be aban-
doned at the last minute following
objections from administrative
ministries, which felt the mini-
mum or floor price being quoted
by banks managing the issues
were at a huge discount to the
companies' book value.
Some share sales have scraped
through only because of help from
state-run insurer LIC - notably last
year's auction of ONGC's shares
and the Hindustan CopperBSE -
0.28 % issue this year.
However, DoD officials say
the successful sale of NMDC
shares last week, in which foreign
institutional investors bid for half
the shares on offer, was proof that
issues priced attractively will do
well.
The DoD set a floor price of Rs
147 a share in the NMDC auction,
going against views that wanted it
higher at Rs 150 per share. "Had
we fixed the floor at Rs 150, the
issue would have failed, but at Rs
147, the demand was twice the
size of the issue and finally the
government got about Rs 149 per
share," one DoD official said.
"The intent behind having a
lower floor price is not to sell
cheap, but to discover the genuine
price," the official said, adding a
realistic pricing helps convince
more investors to participate and
greater participation helps
improve the final price.
"Forthcoming divestments would
not be dependent on government-
owned financial institutions such
as Life Insurance Corporation."
Additionally, officials and
bankers said, the department has
also sought the views of merchant
banks on fixing the incentives for
them at between 0.25 per cent and
0.5 per cent of the sale proceeds to
encourage them to attract foreign
investors. Banks currently charge
as little as Re 1 as fees, partly
because of the prestige of being
identified with disinvestment
mandates and also on account of
peculiarities in the selection rules.
In the selection of merchant
bankers, some 70 per cent weigh-
tage is given to technical qualifi-
cations and the rest to financial
bids. This has resulted in banks
quoting Re 1 as fees because it
helps them score full marks on the
financial criterion. "We cannot
change the selection process, but
we will fix the incentives so that
bankers work hard to make the
process successful," said the DoD
official.
"An IPO involves a much
lengthy and complicated process
that runs into many months, while
an OFS is a much simpler and
shorter process that can be com-
pleted in less than two weeks,"
said a top banker involved in the
divestment programme.
Govt plans sale of PSU shares, hopes to raise Rs 23,000 crore

India module.
The software was developed
by United Nations' statistics
division in partnership with
United Nations Children's Fund
(Unicef) and United Nation
Population Fund (UNFPA).
"The software helps to dis-
seminate their census results at
any relevant geographical level
like state and district level.
"The user is able to extract
information quite easily with the
help of descriptive charts and
maps depicting the data. They
can also compare the census
2001 statistics.
Searching for census statis-
tics is not monotonous anymore,
but a enjoyable experience," an
official said.
CensusInfo India provides
access to consolidated data on
indicators like total number of
houses, household amenities
and assets at state as well as dis-
trict level.
"The house listing and hous-
ing census has immense utility
as it provides comprehensive
data on the conditions of human
settlements and housing deficit.
So the easily available data can
be used by departments of the
central and state governments as
well as NGOs," Chandramouli
said.
NEW DELHI, DEC 17: Violent
clashes in forest and tribal areas
in India have been increasing due
to brazen takeover of communi-
ty-owned lands by the govern-
ment and investors, according to
a research released Monday.
According to findings
released by the Rights and
Resources Initiative (RRI) and
the Society for Promotion of
Wastelands Development
(SPWD), the nation can expect
rising civil unrest in response to
major projects planned for the
next 15 years, requiring over 11
million hectares of land and
affecting the livelihood and wel-
fare of millions of people. The
research recorded protests in 130
districts, most of which took
place since 2011.
"Brazen takeovers of commu-
nity-owned lands have become a
burning issue in large parts of
India," said researcher Shankar
Gopalakrishnan of the Campaign
for Survival and Dignity.
Gopalakrishnan said India has
legislation on the books already
that could address the root causes
of the conflicts reported in their
studies.
"There are laws designed to
protect forest dwelling and tribal
people from illegal takeovers, but
is being routinely violated," he
said. The RRI and SPWD exam-
ined recent land acquisitions,
court cases and news reports to
reveal that an increase in protests
against land grabs in India is
emerging as one of the country's
most pressing development chal-
lenges.
"We have seen projects such
as phosphate mines in Jaisamand
and highway projects in
Rajasthan, bio-fuel plantations in
Chhattisgarh, and they all share a
need for more and more land,"
said Viren Lobo, the executive
director of the SPWD.
Citing research carried out by
the International Land Coalition
(ILC) - Land Matrix, RRI execu-
tive director Arvind Khare, said
the Indian government and
Indian-owned companies have
acquired land in Africa and
southeast Asia for agricultural
purposes.
"Investors from emerging
economies are beginning to
encounter community resistance
to their activities in the rich agri-
cultural nations of Africa, much
like that faced by investors in
India. But India's role in the glob-
al land rush is difficult to assess.
Land deals are rarely transparent,
so information about them is lim-
ited," said Khare, a global expert
on land rights of traditional and
forest communities.

on the occasion, said CII had
already identified key areas
of cooperation between India
and Asean, which includes
energy, tourism and educa-

NAGPUR: England on
Monday broke a 28-year-
old jinx by achieving a his-
toric Test series win on
Indian soil, leaving the
hosts embarrassed with a 2-
1 verdict in their favour
after the fourth and final
match ended in a draw
here.
The last time an English
side had defeated India in
their own den was way
back in 1984-85, under the
captaincy of David Gower.
The day belonged to
centurions Jonathan Trott
(143) and Ian Bell's unbeat-
en 116 even as the story
remained the same for a
hapless India who toiled
without much success
before the match was called
off on the final day with
England scoring 352 for
four.
The hosts needed to take
quick wickets to entertain
hopes of a win but that did
not happen as Trott and
Bell batted off the first ses-
sion to ensure the series tri-
umph for the hosts.
The English players
broke into wild celebra-
tions the moment the two
sides mutually agreed to a
draw at the Green Park sta-
dium. There was a feeling
of bonhomie and the
tourists hugged each other
even as gloom descended
on the Indian dressing
room. Bell and debutant Joe Root (20) were at the crease when the stumps were drawn for the final
time in the series.
It was a remarkable
turnaround from the visi-
tors after the humiliating
defeat in the series opener
in Ahmedabad a month ago.
England staged a strong
comeback in the next match
in Mumbai where the hosts
were crushed by 10 wick-
ets, and the script was pret-
ty similar in Kolkata -- the
venue for the third Test --
where the visitors cruised
to a seven-wicket victory at
the Eden Gardens.
This is also the first time
in the last eight years that
India have suffered a Test
series defeat at home.

Thaworn becomes the
third player after Thongchai
Jaidee (2001, 2004 and

NEW DELHI: The
International Olympic
Committee has asked interna-
tional sports federations to
carefully examine the "compli-
cated" situation in India in the
wake of IOA's suspension and
take appropriate action to "pro-
tect the autonomy of the
national federations" in the
country.
In a huge embarrassment,
the IOC suspended the Indian
Olympic Association earlier
this month because of govern-
ment interference and its
refusal to follow the Olympic
Charter while holding elec-
tions.
The IOC's decision has put
a bar on the country's Olympic
participation.
Terming the situation of the
Olympic Movement in India
"very complicated" due to a
combination of several factors
such as government interfer-
ence, legal actions before the
local courts and lack of good
governance in some cases, the
IOC asked all the the interna-
tional federations to review the
situation and take measures
accordingly.
The IOC said the interna-
tional federations are open to
take action based on the result
of their investigation.

The Australians finished nine wickets
down after captain Michael Clarke retired
hurt with an injured hamstring after smash-
ing 57 off 46 balls and injured bowler Ben
Hilfenhaus batted despite a side strain.
Australia collapsed, losing their last
eight wickets for 146, after openers David
Warner (68) and Ed Cowan (56) put on 132
for the first wicket.

Asean-India Car Rally concludes in Guwahati
NEW YORK: NASA may have
devoted many of its exploration
resources to Mars recently, but the
US space agency also has its eye on
an icy moon of Jupiter that may be
capable of supporting life.
The agency is thinking about ways
to investigate the possible habitability
of Europa, Jupiter's fourth-largest
moon. One concept that may be gain-
ing traction is a so-called "clipper"
probe that would make multiple fly-
bys of the moon, studying its icy shell
and suspected subsurface ocean as it
zooms past.
"We briefed [NASA] headquarters
on Monday, and they responded very
positively," mission proponent David
Senske, of NASA's Jet Propulsion
Laboratory in Pasadena, said.
The USD 2 billion unmanned
Europa Clipper, which could be ready
to launch by 2021 or so, would also
do vital reconnaissance work for a
potential lander mission in the future.
Astrobiologists regard Europa,
which is about 3,100 kilometres
wide, as one of the best bets in our
solar system to host life beyond
Earth.
The moon is believed to harbour a
large ocean of liquid water beneath its
icy shell. This ocean is
likely in direct contact
with Europa's rocky
mantle, raising the
possibility of all sorts
of interesting chemical
reactions, Senske said.
The irradiation of
Europa's surface and
tidal heating of its inte-
rior also mean the
moon likely has ample
energy sources - another key require-
ment for life as we know it. NASA
has long been interested in exploring
the icy moon and its ocean. Several
years back, the agency drew up an
ambitious mission concept called the
Jupiter Europa Orbiter (JEO), which
would have made detailed studies of
Europa and the incredibly volcanic
Jupiter moon. According to the 2011
Planetary Science Decadal Survey,
the science returns from such a mis-
sion would have been impressive
which outlined the scientific commu-
nity's goals in the field over the com-
ing decade.
The decadal survey ranked JEO as
the second-highest priority among
large-scale missions, just behind
Mars sample-return. But the report
said its USD 4.7 billion price tag was
just too high.
"The recommendation was, imme-
diately go and do a de-scope. They
loved the science, the science was
great. But focus it," said Senske.
Researchers got to work develop-
ing a leaner, cheaper Europa mission
that would fit under a firm USD 2 bil-
lion cost cap. They came up with two
main options: the clipper and a
Europa orbiter.
NEW DELHI: The Central Zoo Authority of India
approved exchanging white tigress from the Delhi
Zoo against a pair of puma, which is also called
cougar, panther or mountain lion, from the
Krasnoyarks Park of flora and fauna, Roev Ruchey in
Russia. This pair of puma would arrive soon from
Russia. This pair would be among other foreign
species such as South American jaguars as well as
grey kangaroos which are nestled at National
Zoological Park, New Delhi. The puma weighs
approximately 60-100 kg. This is the threatened
species and the geographic range of puma is largest
than any terrestrial mammal in western hemisphere.
The approval was finalised between India and
Russia during 3rd meeting of sub-group on
leopard/tiger conservation held in Moscow back in
September 2012. As per the agreement, India would
provide 1-2 years old white Royal Bengal tigress
from the Delhi zoo to the Russian Krasnoyarks Park.
Exchange of these species would happen in 3
months because the documentation from Convention
on International Trade in Endangered Species of Wild
Fauna and Flora (CITES) administration authorities
in Moscow and New Delhi is still under process. In
the past, a pair of grey kangaroos from Australia, a
pair of jaguars from South America as well as three
African antelopes were introduced in zoo.
